IRS payment plan vs. paying by credit card: costs and trade-offs

There is no universal winner. An IRS payment plan adds a setup fee (unless you qualify for certain relief), while IRS interest and applicable late-payment penalties continue until the balance is paid. Paying by credit card adds a processor fee immediately; carrying the balance can then add the card issuer’s APR and other account charges. The cheaper choice is the one with the lower total cost through the same realistic payoff date.

Compare the total cost, not just the first fee

When people ask, “Is it cheaper to pay the IRS with a credit card or use a payment plan?” they often compare a visible fee with an invisible one. The installment-agreement setup fee is easy to find. The cost of leaving a tax balance unpaid—IRS interest and applicable penalties—builds over time. A credit-card payment has a visible processor charge, but the larger cost may be the issuer’s financing charge if the balance is revolved.

Use one payoff date for both options. For example, compare the cost of paying a card in three months with the cost of an IRS plan that also ends in three months. Do not compare a card paid in full next week with a 10-year IRS schedule and call the cheaper first-year result a permanent answer. A longer IRS term can produce more interest and penalties even when its setup fee is modest.

The figures below reflect the IRS’s individual-taxpayer program information current on October 13, 2026. Business taxpayers have separate rules and should not assume that individual eligibility or fees apply to a business account.

Current fees and ongoing charges

Payment method Initial charge What continues until payoff Important qualification
IRS long-term plan, direct debit, applied for online $29 setup fee IRS interest and applicable late-payment penalties Qualifying low-income taxpayers may have the setup fee waived
IRS long-term plan, direct debit, requested by phone, mail or in person $107 setup fee IRS interest and applicable late-payment penalties Qualifying low-income taxpayers may have the setup fee waived
IRS long-term plan, payment method other than direct debit, applied for online $69 setup fee IRS interest and applicable late-payment penalties Eligible low-income taxpayers may qualify for the IRS’s $43 online fee and possible reimbursement under IRS conditions
IRS long-term plan, payment method other than direct debit, requested by phone, mail or in person $178 setup fee IRS interest and applicable late-payment penalties Eligibility and any low-income relief depend on IRS conditions
IRS short-term plan of 180 days or less $0 IRS setup fee IRS interest and applicable late-payment penalties Any card processor fee still applies if an individual makes a payment by card
Card payment through Pay1040 1.75% of the payment, with a $2.50 minimum Card issuer interest and other account charges if the balance is carried The processor fee goes to the processor, not the IRS
Card payment through ACI 1.85% of the payment, with a $2.50 minimum Card issuer interest and other account charges if the balance is carried The processor fee goes to the processor, not the IRS

Processor schedules, IRS interest rates and card terms can change. Check the current IRS payment page and the processor’s checkout screen immediately before authorizing a payment. IRS underpayment interest applies from the tax due date and accrues daily on unpaid amounts, including related penalties and interest. The IRS changes interest rates by quarter, so there is no single timeless “IRS payment plan interest rate.”

How an IRS payment plan works

Short-term plan: up to 180 days

An eligible individual can request a short-term arrangement when the combined assessed tax, penalties and interest are less than $100,000. The IRS lists no setup fee for this plan. Interest and applicable penalties continue while the balance is outstanding, so the economic advantage comes from paying quickly—not from making the debt interest-free.

A short-term plan can fit a taxpayer who expects a bonus, sale of an asset or other near-term cash and can clear the balance within 180 days. Estimate the date carefully. If the expected money does not arrive, contact the IRS promptly rather than allowing a missed commitment to compound the problem.

Long-term plan and the Simple Payment Plan

For individuals, the IRS generally allows an online long-term application when combined tax, penalties and interest are $50,000 or less and required returns have been filed. The IRS’s separate Simple Payment Plan information says individuals must be current with filing and payment requirements and have no more than $50,000 in assessed tax, penalties and interest. These are program-specific thresholds, not a guarantee that every taxpayer with a balance below them will be approved.

Most taxpayers may have up to 10 years to pay under a Simple Payment Plan. That maximum can make a monthly bill manageable, but every additional month leaves the unpaid balance exposed to IRS interest and applicable penalties. Choose the shortest schedule you can reliably meet, rather than automatically accepting the longest term shown.

Direct debit versus other payment methods

Direct debit has the lowest listed online setup fee: $29. The fee is $107 when the same direct-debit arrangement is requested by phone, mail or in person. If you use another monthly payment method, the online setup fee is $69, rising to $178 through phone, mail or in-person processing. Application channel therefore matters even when the tax balance and monthly payment are identical.

Qualifying low-income taxpayers can receive a direct-debit setup-fee waiver. The IRS also lists a $43 online fee for eligible low-income taxpayers using other payment methods; that fee may be reimbursed when the required conditions are met. Confirm your status and the reimbursement rules with the IRS rather than assuming that income alone automatically triggers relief.

What happens after approval

The IRS expects the agreed monthly amount to be paid on time and requires future returns and taxes to remain current. A payment that is late or insufficient can put the arrangement at risk. Keep confirmation numbers, payment dates and the balance shown in your IRS account. If your income changes, ask about a modification before you simply stop paying.

How paying by credit card works

The processor fee

The IRS-approved consumer processors listed in the current IRS information charge a percentage of each payment. Pay1040 charges 1.75%, with a $2.50 minimum; ACI charges 1.85%, also with a $2.50 minimum. For a $1,000 payment, the IRS lists fees of $17.50 through Pay1040 and $18.50 through ACI. On a $10,000 payment, the percentage portion would be $175 and $185, respectively, before considering any card issuer charges.

For small payments, the $2.50 minimum can make the effective percentage higher than the advertised rate. The processor fee is separate from the tax and is paid to the processor, not credited to your IRS balance. Verify the amount on the payment screen before submitting it.

The card’s borrowing cost

If you pay the entire charge by the due date and your account’s grace-period rules apply, you may avoid purchase interest; that outcome depends on your issuer and account. If you carry any portion, the card’s APR, daily-interest method, minimum-payment rule, annual fee, balance-transfer terms and other charges determine the financing cost. A rewards rate cannot be treated as a guaranteed offset: rewards may be worth less than the processor fee, may have spending or redemption limits, or may not apply to a tax transaction under your issuer’s terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not use a generic APR in a personal comparison. Read the cardholder agreement or latest statement for the actual APR and grace-period conditions. A cash advance, balance-transfer fee or special transaction classification can change the economics dramatically, so verify how the issuer will code the tax payment before relying on a promotional offer.

A repeatable way to compare the two choices

  1. Fix the payoff date. Choose a date you can meet under both options. A three-month card payoff should be compared with a three-month IRS schedule, not a 10-year plan.
  2. Write down the starting balance. Use the IRS balance that includes assessed tax, penalties and interest. Ask the IRS how a payment will be allocated if multiple tax periods or types of tax are involved.
  3. Calculate the card’s processor fee. Multiply each planned payment by 1.75% for Pay1040 or 1.85% for ACI, subject to the $2.50 minimum. Add the fee to the amount charged to the card.
  4. Estimate card financing from your statement. Use the issuer’s actual APR, grace-period terms, minimum payment and any annual, balance-transfer or other charge. If you will pay in full within the grace period, document why interest should be zero under your account’s rules; do not assume it.
  5. Calculate the IRS-plan setup fee. Use the fee for your application channel and payment method. Apply a low-income waiver or reduced-fee rule only after confirming that you qualify.
  6. Estimate IRS carrying costs. The balance remains subject to IRS interest and applicable penalties until paid. Because IRS rates can change quarterly and penalties depend on the facts, use a current IRS account estimate or a clearly labeled estimate for your dates rather than a permanent rate.
  7. Check cash flow and eligibility. A mathematically cheaper option that you cannot afford each month is not a workable option. Confirm that required returns are filed, future payments can remain current and the proposed monthly amount is realistic.
  8. Compare total dollars paid. Add tax, processor or setup fees, and financing or IRS carrying costs through the same payoff date. Keep each line item separate so a low initial fee does not hide a larger ongoing charge.

A simple worksheet can be expressed as:

  • Card total: tax paid + processor fees + card interest and issuer charges through payoff.
  • IRS-plan total: tax paid + setup fee (after any confirmed relief) + IRS interest and applicable penalties through payoff.

The IRS’s 2025 Form 1040 instructions tell taxpayers to consider less costly alternatives, such as a bank loan or credit card, before requesting an installment agreement. Treat that sentence as a prompt to perform this calculation with your own terms, not as a blanket recommendation to borrow on a card.

Worked processor-fee examples

Payment amount Pay1040 at 1.75% ACI at 1.85% What the example does not include
$1,000 $17.50 $18.50 Card interest, issuer charges, IRS interest or penalties
$10,000 $175 $185 Card interest, issuer charges, IRS interest or penalties

These are fee calculations using the rates listed by the IRS; they are not a prediction of your total borrowing cost. If you make several partial payments, calculate the processor fee on each transaction and add the results. A single payment and multiple payments can therefore have different total fees, especially when the $2.50 minimum affects smaller transactions.

When each option may fit

A card paid in full promptly

A card can be competitive when you have the cash to pay the statement in full under the account’s grace-period rules and the processor fee is lower than the IRS setup fee and expected short-term IRS carrying costs. Confirm that the transaction qualifies for the grace period and that you will not lose it because of an existing revolving balance. The processor charge remains even if card interest is zero.

A card balance carried for several months

Once the balance revolves, compare the issuer’s actual daily interest with the IRS interest and penalties that would accrue over the same months. A high APR can exceed the IRS carrying cost even though the card avoids an installment-agreement setup fee. Minimum payments can also extend the payoff date, increasing interest and leaving less room in your budget for future tax obligations.

A short-term IRS plan

The 180-day plan has no IRS setup fee, which can make it attractive when a reliable near-term source of cash exists. It is not penalty-free or interest-free. Compare the remaining IRS accrual through the planned payoff date with the processor fee and any card interest for the same date.

A long-term IRS plan

A long-term arrangement can provide a predictable monthly obligation when paying the entire balance soon is not feasible. Its total cost depends on the setup fee, the rate and penalties applicable during the period, and how long you remain enrolled. Choosing direct debit online reduces the listed setup fee compared with other channels and payment methods.

Low-income eligibility

If you qualify for the IRS low-income provisions, a waived direct-debit setup fee or a reduced fee with possible reimbursement can materially change the comparison. Verify the conditions before counting the relief, and include any required payment method or later reimbursement timing in your cash-flow plan.

Practical steps before choosing

If you are considering an IRS plan

  1. File every required federal return before applying; the online eligibility screens rely on filed and assessed information.
  2. Check the combined balance for tax, penalties and interest and identify each tax period included.
  3. Compare the short-term threshold of less than $100,000 with the long-term online threshold of $50,000 or less for individuals. Do not treat a threshold as automatic approval.
  4. Choose the shortest affordable term and compare direct debit with other payment methods.
  5. Apply online when practical to use the lower listed online setup fee, and check whether a low-income waiver or reduced fee applies.
  6. Set the monthly payment to arrive before the due date, then monitor your account and continue making all future estimated or assessed payments.

If you are considering a card

  1. Confirm the IRS balance and the exact amount you intend to charge.
  2. Review the issuer’s APR, grace period, current balance, minimum payment, annual fee and any special transaction or balance-transfer terms.
  3. Calculate the processor fee at the payment amount and compare both approved processor schedules shown by the IRS.
  4. Decide how the balance will be paid off and identify the funding source for each payment.
  5. Submit the payment through an IRS-approved processor and save the confirmation. Confirm that the IRS account reflects the payment.
  6. Do not treat rewards as guaranteed savings unless your issuer’s terms specifically award them for this transaction and their value exceeds the processor fee.

Pitfalls that change the result

  • Comparing different timelines: A card paid in 30 days and an IRS plan lasting years do not answer the same cost question.
  • Ignoring penalties: IRS interest can accrue on unpaid penalties and interest as well as the original tax. The IRS states, “Interest will continue to accrue daily on any amount not paid, including on both penalties and interest.”
  • Using an outdated IRS rate: Rates vary quarterly. Recalculate when the payoff date or quarter changes.
  • Counting only the installment fee: The $29 or $69 online fee is not the plan’s total cost; continuing IRS accrual is separate.
  • Assuming a card is cheap because the APR is promotional: Check when the promotion ends, whether it applies to this transaction and whether a balance-transfer fee applies.
  • Making a partial card payment without a payoff plan: Minimum payments can stretch the debt and increase issuer interest.
  • Missing an IRS-plan payment: A missed payment can jeopardize the arrangement. Contact the IRS before a missed payment becomes a pattern.
  • Falling behind on new taxes: An arrangement does not replace the obligation to file future returns and pay new liabilities on time.
  • Assuming business rules match individual rules: The thresholds and Simple Payment Plan information described here are for individual taxpayers.

Bottom line for an individual taxpayer

Use a short-term IRS plan when you can clear the balance within 180 days and the plan’s continuing IRS accrual is lower than the card’s processor and financing costs. Consider a card only when your issuer’s actual terms support a prompt, fully funded payoff or otherwise produce a lower total through the same date. Use a long-term IRS plan when the monthly payment is the only sustainable route, selecting the lowest-fee eligible setup and the shortest realistic term. In every case, pay as much as you can as early as you safely can, then verify the IRS balance and your eligibility before committing.
