IRCTC vs authorised travel agents: fees, GST invoices and cancellation refunds

For a straightforward rail e-ticket, booking directly on IRCTC is usually the simplest and most transparent fee route. You pay the railway fare and IRCTC’s published charges, cancel through the IRCTC workflow before chart preparation when eligible, and receive any approved refund through the original payment route.

An authorised travel agent can be worthwhile when you need human assistance, group coordination or help with a post-chart claim. That convenience can add an agent service charge, however. Demand an itemised receipt showing the railway fare, IRCTC service charge, agent service charge, payment-gateway charge and any applicable tax separately. The agent cannot waive Indian Railways’ cancellation deduction.

IRCTC and an authorised agent: the practical difference

Both channels issue railway tickets under Indian Railways’ rules. The difference is who operates the booking interface, who collects your money first and who must help you when something goes wrong.

Question Direct IRCTC booking Authorised travel agent
Base railway fare Set by the railway for the train, class and journey. The same railway fare; an agent cannot change the railway’s fare.
Extra service charge IRCTC’s published service charge, where applicable. IRCTC service charge plus the agent’s disclosed service charge and any payment-gateway charge.
Price transparency Charges appear in the IRCTC booking and payment flow. Depends on whether the agent provides the required itemised invoice.
Before-chart cancellation You cancel in your IRCTC account while online cancellation is available. The agent processes the request through its authorised interface; an OTP-based control may apply.
Post-chart claim Handled through a TDR or railway-processing route rather than ordinary online cancellation. The request is forwarded to the concerned railway; the sanctioned amount returns through the agent/PSP account before onward payment.
Support Self-service, with IRCTC’s online records. Human assistance, useful for passengers who cannot manage the booking or claim themselves.

There is no authoritative, universal agent fee for every ordinary rail e-ticket. Charges can vary by authorised channel and policy edition, so a quoted total is not enough: you need the components.

What each booking route can charge

Four separate layers on an agent receipt

Think of the amount you pay as four different buckets:

  1. Railway fare: the fare for the ticket issued by Indian Railways.
  2. IRCTC service charge: the platform charge applicable to the booking and ticket type.
  3. Agent service charge: the agent’s own fee for arranging the booking or providing assistance.
  4. Payment-gateway charge: a charge associated with the payment method or gateway used.

Under IRCTC’s agent policy, the invoice should identify the railway fare, IRCTC’s service charges, the agent’s service charges and the payment-gateway charge. Any applicable tax included in the agent service charge should be shown separately. The 2025 business-to-consumer payment-service-provider policy also requires a receipt for the agent service charge with applicable tax shown separately.

Why a direct booking can be cheaper

When you book yourself, there is no separate agent service charge. That does not mean every direct transaction has no extra charge: IRCTC’s own service charge and a payment-related charge may still apply under the ticket and payment rules. Compare the final payable amount, not just the advertised railway fare.

When an agent’s fee may be rational

An agent’s fee buys a service rather than a cheaper railway ticket. It may be useful if you are booking for a group, have difficulty using the website, need someone to monitor a schedule change or want help preparing a TDR. If you can complete the booking and cancellation yourself, the extra fee is usually the cost you can avoid.

How to check a GST or tax invoice

Do not accept a single “ticket amount” when an agent books for you. Before paying, ask for a receipt that lets you reconcile the total with the ticket and the payment confirmation.

Receipt item What you should be able to identify
Railway fare The amount attributable to the rail ticket itself.
IRCTC service charge The platform charge, listed separately from the agent’s fee.
Agent service charge The agent’s own fee, not blended into the railway fare.
Applicable tax The tax component included in the agent service charge, shown separately when applicable.
Payment-gateway charge Any gateway or payment-method amount collected in addition to the other items.
Booking identifiers PNR or booking reference, journey details, date and passenger information sufficient to match the ticket.
Agent identity The authorised agent’s business name and contact details so you know whom to approach for a correction or refund follow-up.

The policy language concerns the tax included in the agent service charge; it does not turn every rail ticket into a separate tax charge. If an agent labels an amount “GST,” ask the agent to identify the taxable service and show the tax amount separately rather than hiding it in a rounded total.

Warning signs on an invoice

  • Only one lump-sum amount appears, with no railway/IRCTC/agent split.
  • The agent will not identify the booking reference or its own contact details.
  • A cancellation “service fee” is added without an explanation of the applicable policy.
  • The receipt says tax is included but gives no separate tax component.
  • The amount on the receipt does not match the amount debited from your account.

Keep the receipt, payment confirmation, ticket PDF or SMS and all cancellation messages together. Those records are what allow you to challenge an unexplained difference.

Cancellation before chart preparation

Chart preparation is the key operational cutoff for ordinary online cancellation. IRCTC states that eligible e-tickets can be cancelled online until chart preparation, with the refund credited to the account used for payment.

If you booked directly on IRCTC

  1. Sign in to the IRCTC account used for the booking.
  2. Open the booked-ticket or booking-history section and select the relevant PNR.
  3. Choose the cancellation option while it is available before chart preparation.
  4. Review the cancellation amount and the deductions displayed by the system.
  5. Confirm the cancellation and save the cancellation reference or screen.

The railway’s applicable cancellation and refund rules determine the deduction. The amount returned may therefore be less than the railway fare paid. IRCTC service charges and bank or payment-gateway charges may also be non-refundable under the applicable terms.

If an authorised agent booked the ticket

  1. Contact the same agent or authorised channel that issued the ticket and provide the PNR.
  2. Ask the agent to process the cancellation through its authorised interface before chart preparation.
  3. Supply the passenger’s correct mobile number and complete any OTP request sent for the refund control.
  4. Obtain the cancellation receipt and the amount expected to be refunded.
  5. Check the account or payment route used for the original booking, rather than assuming the money will arrive in a different account.

For an agent-issued e-ticket, the pre-chart cancellation is processed online and the refund is credited first to the agent account used for booking. The agent or payment-service provider must then pass the amount to you under the applicable policy.

What changes after chart preparation

Once the chart has been prepared, an ordinary online cancellation is generally no longer the route. A customer claim is handled through a Ticket Deposit Receipt (TDR) or other railway-processing procedure. The railway decides whether the claim qualifies and how much is sanctioned under the relevant rules.

Direct IRCTC ticket

Use the available TDR or customer-claim process and retain the claim number. The claim is not an instant promise of a refund: the railway must process the circumstances, ticket status and supporting details.

Agent-issued ticket

IRCTC’s agent interface provides that a post-chart request is forwarded to the concerned railway for manual processing. If the railway sanctions a refund, the amount is credited to the agent account used for booking, after which the agent or PSP pays you.

The 2025 PSP policy sets an onward-refund service window: the PSP should refund the cancellation or TDR amount to the customer within 3–5 working days from the later of these two events: IRCTC transfers the refund to the PSP’s RDS account, or the cancellation/refund report becomes available on the PSP interface. This is a window for the PSP’s onward payment after the trigger conditions; it is not a guarantee that the railway will approve every TDR immediately.

Which parts of the payment can come back?

Component Who determines the outcome? What to expect
Railway fare Indian Railways’ cancellation and TDR rules. Depends on timing, ticket status, the reason for the claim and whether the train was cancelled or disrupted.
IRCTC service charge Applicable IRCTC ticket terms. May be non-refundable.
Agent service charge The agent policy and the authorised B2C arrangement. The 2025 B2C policy prohibits an additional agent service charge for cancellation. Do not confuse that rule with a promise that every original booking fee is refundable.
Payment-gateway or bank charge The applicable payment and ticket terms. Published IRCTC terms state that service and bank/payment-gateway charges may not be refundable.

Do not rely on an old fixed rupee or percentage table as a universal current answer. IRCTC’s ticket information notes that class-and-timing deductions can change, so check the live Railway Refund Rules for the ticket type and date involved.

OTP, mobile number and the refund account

Authorised-agent cancellations use OTP-based controls described in IRCTC’s agent policy and a 2018 Press Information Bureau release about the OTP refund system for tickets booked through authorised railway ticketing agents. The passenger’s correct mobile number is therefore operationally important: the passenger supplies the OTP, and the refund follows the account used for booking.

  • Give the agent the passenger’s current mobile number when the ticket is created.
  • Never share a one-time password with someone who is not handling the specific cancellation you requested.
  • Ask which account or PSP will receive the railway refund before the cancellation is submitted.
  • Keep the OTP message and cancellation acknowledgement until the money arrives.

If the mobile number is wrong or inaccessible, the agent may be unable to complete the authorised refund flow without additional intervention. Correcting the contact details after the fact can delay a transaction that otherwise would have been routine.

Choosing between direct booking and an agent

Choose direct IRCTC booking when

  • You are comfortable entering passenger details and making the payment yourself.
  • You want to see the platform charges before confirming.
  • You expect to cancel before chart preparation and can monitor the booking.
  • You want the shortest path between the booking account and any approved refund.

Consider an authorised agent when

  • A family or group booking needs one person to coordinate multiple passengers.
  • You need help navigating the booking or claim process.
  • You need assistance after chart preparation and understand that the railway, not the agent, decides the TDR.
  • The agent supplies an itemised receipt and the support value justifies the disclosed service charge.

Ask these questions before paying an agent

  1. What is the railway fare?
  2. What is IRCTC’s service charge?
  3. What is your agent service charge?
  4. What payment-gateway charge will be collected?
  5. What tax is included in the agent service charge, and is it shown separately?
  6. How will a pre-chart cancellation be processed?
  7. Who will contact me about a post-chart TDR, and when will the onward-refund clock begin?

Examples of how the refund path works

Example 1: self-service cancellation before charting

You book directly, cancel while the online option is available and receive a system-calculated refund. The railway deduction is applied first; any non-refundable IRCTC or payment charge is handled under the ticket terms. The credit follows the original payment account.

Example 2: agent cancellation before charting

You ask the agent to cancel, complete the OTP verification and receive a cancellation receipt. The eligible amount is credited to the agent or PSP account used for the booking, then passed to you. The receipt should show what was deducted and should not add a separate cancellation service charge under the 2025 B2C policy.

Example 3: cancellation request after charting

You cannot treat the request as a routine online cancellation. A TDR or railway claim is submitted, the concerned railway makes the decision, and only a sanctioned amount proceeds to the booking account or PSP. The PSP’s 3–5-working-day window starts only after IRCTC’s transfer and report conditions described in the 2025 policy are met.

Problems and what to do next

The agent refuses an itemised invoice

Ask in writing for the railway fare, IRCTC charge, agent charge, payment-gateway charge, tax component, PNR and agent identity. If the agent still refuses, you cannot reliably audit the total or the refund deduction; consider cancelling the transaction before ticket issuance if the booking timing permits.

The refund is smaller than expected

Compare the cancellation acknowledgement with the ticket’s applicable railway deduction and the non-refundable service or payment charges. Ask the agent to identify each deduction rather than accepting a rounded explanation.

The railway approved a TDR but money has not arrived

Obtain the railway or IRCTC refund reference and the date the amount was transferred to the PSP’s RDS account or appeared in the cancellation/refund report. The 3–5-working-day PSP window is measured from the later of those trigger events. Escalate with the reference and your original payment proof if that window expires.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The agent adds a cancellation fee

Request the policy basis in writing. The 2025 B2C PSP policy says an additional cancellation service charge should not be collected. That restriction does not erase railway deductions or necessarily make the original service and payment charges refundable.

Records to keep until the matter is closed

  • Original ticket, PNR and passenger details.
  • Itemised invoice and payment confirmation.
  • Cancellation or TDR acknowledgement and reference number.
  • OTP or mobile-message evidence for an agent-handled cancellation.
  • Bank or wallet statement showing the debit and eventual credit.
  • Written responses from the agent, IRCTC or railway about the claim.

These records separate a railway decision from an agent’s accounting error and make it easier to establish whether the delay occurred before or after the PSP received the refund.

Bottom line for a personal-finance decision

Direct IRCTC booking normally wins on simplicity and avoiding an agent service charge. An authorised agent is a paid support layer, not a way around Indian Railways’ fare or cancellation rules. Use one when the assistance has real value, insist on the policy-required itemisation and treat chart preparation as the point at which a routine cancellation becomes a railway/TDR claim.
