Before complaining about an Indian IPO application, allotment, debit or unblocking error, create a dated evidence packet. Keep the application acknowledgement or bid number, issue and bid details, PAN and demat identifiers, the payment trail for your route (ASBA or UPI), allotment-status evidence, bank or demat entries, and every complaint response. Then send the complaint to the intermediary connected to the suspected failure, using the contact details in the issue’s current offer document. If a specific securities-market grievance remains unresolved, you can consider SEBI’s SCORES process.
What counts as an IPO application or allotment error?
An IPO complaint is about a traceable processing problem, not an objection that you received fewer shares than hoped. Examples include an application that does not appear in the bid record, a UPI mandate that was approved but is shown as failed, an ASBA block that remains after the issue, an amount debited incorrectly, an allotment result that conflicts with your records, or shares that were allotted but not credited to the demat account.

The right evidence depends on where the process failed. A registrar needs application and allotment identifiers; a bank needs proof of the block, debit or release; a sponsor bank or intermediary needs the UPI mandate trail; and a stock exchange may be relevant when a registered broker submitted the application. A clear record packet lets each recipient test the specific transaction instead of treating the matter as a general request for reconsideration.

Assemble the evidence packet before contacting anyone
Save original PDFs, emails and statements where possible, and take screenshots with the date and time visible. Name files consistently and keep an index showing when each item was obtained. Digital copies are sufficient if they are readable and backed up; printed copies can be useful for bank or branch visits.

Application and submission proof
- Acknowledgement slip, application number or bid number.
- Issue name and the date you applied.
- Number of shares, bid price or price range, and any cut-off instruction.
- Application channel: ASBA branch or online ASBA, UPI through a broker or intermediary, or another permitted route.
- Submission confirmation, including the intermediary’s reference number or confirmation message.
SEBI’s issue-grievance guidance says applicant and application particulars should accompany a complaint and specifically identifies the acknowledgement slip or application number as important supporting material. See the SEBI issue-grievance guidance.
Identity and demat identifiers
- Applicant name and address as used in the application.
- PAN.
- Depository Participant (DP) ID and Client ID.
- The bank account or UPI-linked account used for the application, recorded in a way that does not expose unnecessary information.
Use only the registrar, bank, broker, exchange or SEBI portal address published in the issue document or official intermediary portal. Do not email full PAN, demat credentials, passwords, UPI PINs or complete bank details to an unverified address.
ASBA payment records
For ASBA, preserve evidence that shows the amount was blocked rather than simply assuming the application was processed.

UPI mandate records
UPI cases require a different trail. Save all of the following, even if the mandate screen later disappears:
- UPI ID and the linked bank account.
- Unique Mandate Number (UMN), if the app or intermediary displays one.
- Mandate request, approval, rejection or failure status.
- Date and time of the request and approval, the amount and the application reference.
- Messages or notifications from the UPI app, sponsor bank, registrar, broker or other intermediary.
- Bank statement entries showing whether money was debited, reinstated or remains unavailable.
SEBI’s UPI in IPOs FAQ says an investor who receives no shares and whose amount was not debited should have the funds unblocked or reinstated when the mandate period expires. For an excess debit, the FAQ directs the investor to complain with the UMN and application details.
Allotment, debit and demat evidence
- Registrar or exchange allotment-status result, including a “no record” or error screen.
- Date and time you checked the status, with the URL or app used.
- Demat statement showing credit, or the absence of the expected credit after the relevant processing date.
- Bank statement showing the final debit, a partial debit, an excess debit or a release that did not occur.
- Any rejection, technical-error or non-allotment message.
A status result without a timestamp is harder to verify because issue portals change as processing progresses. Capture the complete screen, not just the words “not allotted.”

Match the evidence and first contact to the failure point
Do not send the same generic complaint to every party. State the failure, attach the records that test it, and request a defined outcome.
| Suspected failure | Most useful records | First contact | Outcome to request |
|---|---|---|---|
| Bid or application not transmitted | Acknowledgement or bid number, submission confirmation, issue and bid details | Registrar named in the offer document; intermediary that accepted the application | Confirmation of the application record or a written explanation of rejection |
| ASBA amount blocked, debited or not released incorrectly | Account statement, block date and amount, SCSB reference, release or debit entry | SCSB or designated bank branch; registrar if allotment data is also wrong | Correction of the block or debit and release of any amount that should be available |
| UPI mandate approved but application shows an error | UMN, UPI ID, mandate status, timestamps, amount and application number | Registrar plus sponsor bank, broker or other intermediary involved in the route | Reconciliation of the mandate and application, with a written reason for any rejection |
| Allotment status is missing or inconsistent | Dated registrar or exchange result, acknowledgement, bank debit and demat statement | Registrar named in the current offer document | Verified allotment result and correction of any non-credit or record mismatch |
| Application submitted through a registered broker | Broker order or application confirmation, bid number, payment and correspondence | Stock exchange, with a copy to the registrar, as described in SEBI’s issue-grievance material | Investigation of the broker-submitted application and correction or explanation |
Registrar and intermediary names, addresses and escalation contacts vary by issue. Use the red herring prospectus, prospectus or final offer document for the current details rather than relying on an old website or a search result.
How to handle an ASBA problem
- Confirm the account entry. Download the statement or bank advice showing the blocked amount, date and account. Check whether the entry later changed to a debit, release or continuing block.
- Compare with the application record. Match the amount and bid details to the acknowledgement or application number. Note any difference in quantity, price or applicant information.
- Contact the SCSB. Give the bank the application number, amount, block date and statement evidence. Ask whether the application was transmitted to the issue and why the block remains or changed.
- Contact the registrar when the issue record is involved. Attach the acknowledgement and bank evidence and ask the registrar to confirm receipt, validation, allotment treatment and any debit instruction.
- Use the special SCSB redressal window only when it applies. SEBI’s issue-grievance text states that when an SCSB failure caused an ASBA application not to be considered for allotment, the applicant may seek redressal from that SCSB within three months from the date of listing. This is a fact-specific route, not a universal deadline for every IPO complaint.
SEBI’s 2 June 2021 circular, “Streamlining the process of IPOs with UPI in ASBA and redressal of investors grievances” (SEBI/HO/CFD/DIL2/P/CIR/2021/570), provides regulatory context. For an active issue, follow the current offer document and portal instructions.

How to handle a UPI mandate or debit problem
- Export the mandate details. Record the UMN, UPI ID, amount, request and approval timestamps, and the exact status shown by the app.
- Check the bank ledger. Establish whether funds were actually debited, only earmarked, reinstated, or still unavailable. Save the statement entry rather than relying on a notification.
- Ask the registrar to reconcile the application. Include the application number, bid details and mandate evidence. Ask whether the bid reached the issue system and whether the mandate was accepted for allotment processing.
- Raise the matter with the relevant financial intermediary. Depending on the route, this can include the sponsor bank, the bank connected to the UPI ID, the registered broker or another intermediary. The SEBI FAQ also identifies the UPI app, bank, registrar and transfer agent (RTA), merchant banker or intermediary as possible complaint channels.
- For an excess debit, state the exact difference. Supply the UMN, application details, expected amount and actual debit, and request correction and confirmation of the refund or release.
If no shares were allotted and no amount was debited, compare the current date with the mandate’s expiry and retain evidence of whether the funds were unblocked or reinstated. Do not assume that an approved mandate by itself proves a valid allotment application; the application and mandate records must be reconciled.

Registrar, demat and broker complaints
Registrar and issue-processing questions
The registrar is the first practical contact for bid transmission, application status, allotment, non-credit and other post-issue processing questions. Use the registrar named in the issue document and include the acknowledgement or bid number in the subject line. Ask for a transaction-specific answer: whether the application was received, validated, included in the basis of allotment, rejected and for what recorded reason, or transmitted for demat credit.
Demat-credit discrepancies
Attach the allotment result and a statement from the depository participant showing that the credited securities are missing. Separate a failure to allot from a failure to credit: a “not allotted” result is not a demat-credit complaint, while an allotment confirmed by the registrar with no corresponding demat entry is.
Applications submitted through a registered broker
SEBI’s issue-grievance guidance says a grievance about an application submitted through a registered broker may be addressed to the stock exchange, with a copy to the registrar. Include the broker’s order or application confirmation, the time submitted, payment or mandate evidence, and every response from the broker.
When and how to use SEBI SCORES
SCORES 2.0 is for a specific securities-market grievance within SEBI’s remit. Identify the regulated entity involved, explain the event in date order, attach the evidence packet and state the outcome you want. It is not a general-purpose banking dispute channel and cannot replace the bank’s own process for an account-only issue.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
Start with the relevant registrar, bank, broker, sponsor bank or other intermediary unless the live portal instructions say otherwise. Keep the complaint concise enough to audit: one paragraph describing the failure, a numbered chronology, an attachment index and a precise request. Retain the SCORES acknowledgement and any Action Taken Report (ATR).
“Two level review system- Seek Review of your complaint within 15 days from date of receipt of ATR from the Entity for First Level Review and 15 days of receipt from Designated Body for Second Level Review”.
This wording appears on the SEBI SCORES 2.0 portal. The two review stages and 15-day windows are procedural instructions; check the live portal before acting because interfaces and process directions can change. The SCORES FAQs explain the filing and tracking process.
A practical complaint format
- Subject: identify the issue, application number and the specific error, such as “UPI mandate approved but application not found.”
- Applicant identification: provide name, PAN, DP ID, Client ID and safe contact details through the verified channel.
- Chronology: list application, mandate or block, allotment publication, debit or release and earlier complaints with dates and times.
- Evidence index: label the acknowledgement, bank or UPI records, allotment result, demat statement and correspondence.
- Requested action: ask for a record correction, explanation of rejection, release of a block, correction of an excess debit, investigation of missing allotment data or confirmation of demat credit.
- Declaration of facts: distinguish what the statement shows from what you infer. For example, write “the bank statement shows a continuing hold” rather than “the registrar stole the funds.”
Send only the documents needed to establish the issue and redact unrelated account transactions. Keep an unredacted copy securely for your own records.
Deadlines and a follow-up calendar
| Event | What to record | How to treat the timing |
|---|---|---|
| Application submitted | Date, time, channel, acknowledgement and bid details | Baseline for every later comparison |
| Mandate or ASBA block | Request or block timestamp, amount and reference | Use the route-specific payment evidence |
| Allotment or listing | Published result, listing date and dated status screen | The three-month SCSB period is measured from listing only in the specified SCSB-failure case |
| First complaint | Submission proof, ticket and attachments | Keep proof of receipt; do not rely on an unrecorded call |
| SCORES ATR received | Date of receipt and the entity’s response | Check the live portal’s 15-day first- and second-level review instructions |
These are process markers, not promises about how quickly a complaint will be resolved. Preserve evidence even after a response if the debit, block or demat discrepancy remains open.
Common mistakes that weaken an IPO complaint
- Submitting only a narrative: attach the acknowledgement, statement and status result that prove the event.
- Using the wrong recipient: an ASBA block is primarily a bank/SCSB issue, while an allotment-record mismatch usually starts with the registrar.
- Confusing non-allotment with rejection: a valid application can receive no shares; ask the registrar to distinguish rejection, technical failure and non-allotment.
- Ignoring the amount status: record whether money was blocked, debited, released or reinstated, and the exact amount in each state.
- Relying on an undated screenshot: include the date, time, application reference and complete page.
- Sending sensitive data to an unverified address: verify contacts in the current offer document or official portal and never disclose a UPI PIN or password.
- Making a broad accusation: describe the observable discrepancy and the correction or explanation sought.
- Missing a review window: monitor the SCORES portal and read the current ATR instructions rather than assuming an old deadline still applies.
Final check before filing
- Application number or acknowledgement is readable.
- Issue name, bid quantity, price and channel match across documents.
- PAN, DP ID, Client ID and applicant name are consistent.
- ASBA block or UPI mandate evidence shows date, amount and status.
- Allotment, bank and demat results are dated and saved.
- The complaint names the correct first contact and states one specific requested outcome.
- Every submission and response has a retained proof of date.
A complete, route-specific record packet does not guarantee allotment or compensation. It does give the registrar, bank, intermediary, exchange or SEBI a verifiable sequence to investigate and gives you a defensible record if the first response does not resolve the discrepancy.
