If you did not receive IPO shares, your money is usually not waiting for a cash refund. Under ASBA (Application Supported by Blocked Amount), the application amount remains blocked in your own bank account while the issue is processed. When there is no allotment, the block is released; when there is a partial allotment, only the amount needed for the shares is debited and the balance is released.
For UPI applications, the same process operates through a mandate. SEBI’s stated process target is for banks to unblock unsuccessful and partially successful UPI applications by the close of the bank day on BOA+1—the next working day after the registrar finalizes the basis of allotment. The actual date depends on the IPO’s published schedule and your bank’s working-day processing.

What “IPO refund” usually means in ASBA
The word “refund” is common because older application methods involved sending money and returning it after allotment. ASBA works differently. Your bank places a block or lien on the application amount, so the money generally remains in your account and can continue to earn interest while it is blocked. The issuer does not normally receive the money unless shares are allotted and the required amount is debited.

The three possible outcomes
| Allotment result | What happens to the blocked amount | What you should see |
|---|---|---|
| Full allotment | The amount required for all allotted shares is debited. | The mandate or block is reduced or completed, and the debit appears in the bank account. |
| Partial allotment | The amount for the shares allotted is debited; the unused balance is released. | One debit for the allotted quantity and an unblock for the remainder. |
| No allotment | The blocked amount is released. No separate cash refund is normally required. | The available balance returns after the bank processes the unblock. |
NPCI describes the UPI outcomes in the same way: full allotment results in a debit, partial allotment debits the allotted amount and releases the balance, and no allotment leads to unblocking after the mandate’s end or expiry date.
When should an IPO block be released?
The key regulatory timing reference is SEBI’s March 2021 circular. For non-allotted and partially allotted UPI applications, banks should complete unblocking by the close of the bank day on BOA+1. BOA means the date on which the basis of allotment is finalized; BOA+1 is the next working day.
This is a process target, not a promise that applies at the same clock time to every applicant. The issue’s allotment timetable, weekends and bank holidays, the bank’s processing cycle, and the route used for the application can affect when the status becomes visible. Do not calculate a release date from the IPO closing date alone. Check the issue’s official timetable for the basis-of-allotment date.

Why the mandate expiry date can be different
A UPI mandate includes an end or expiry date. If there is no allotment, the blocked funds are unblocked after the mandate end or expiry date under the NPCI process. The bank may also process the release under the BOA+1 workflow. These labels can appear differently in a UPI app, bank statement or intermediary dashboard, so compare the status with the issue’s allotment date rather than assuming that a pending display means the money has been transferred to the issuer.
How to check whether you received shares
Before contacting the bank, establish the actual allotment result. An apparent refund delay is sometimes an allotment-status or application-matching problem.
- Collect your identifiers. Keep the IPO name, application number, PAN, bid details, bank account used for ASBA or the UPI ID used for the mandate, and the amount that was blocked.
- Use the issue registrar’s official allotment facility. NSE directs investors to the registrar to the issue for allotment details. Enter the requested PAN, application number or other identifier exactly as submitted.
- Cross-check the bid through the official intermediary or exchange facility. If the registrar cannot find the application, use the official bid-status facility associated with the member or intermediary through which the bid was placed.
- Save the result. Take a screenshot or download the status showing full allotment, partial allotment or no allotment. Record the date and time.
If the registrar shows no allotment, you are waiting for an unblock, not a conventional refund. If it shows a partial allotment, calculate the amount that should remain blocked: the application amount less the amount due for the allotted shares.

How to check the UPI mandate and bank block
Open the UPI application used to approve the IPO mandate and inspect the mandate’s status, amount, validity period and transaction history. Then check the bank account’s available balance, lien or blocked-funds display, and recent debit or unblock messages.
SEBI requires self-certified syndicate banks (SCSBs) to send SMS alerts for mandate blocking and unblocking. Keep those messages because they provide a time-stamped record. A UPI app may show a mandate as completed while the bank’s available-balance display updates later, or the reverse can occur during processing.
Interpret common status combinations
- No allotment shown; mandate still active: confirm the basis-of-allotment date and the mandate expiry date, then allow the BOA+1 bank-day target to pass before escalating.
- No allotment shown; bank balance restored: the release may already be complete even if the UPI app has not refreshed.
- Partial allotment; full amount still unavailable: compare the blocked amount with the amount due for the allotted shares and contact the bank if the excess remains blocked after the applicable target.
- Registrar cannot find the application: contact the submitting intermediary first, because the issue may involve an application number, PAN, bid or submission-status mismatch.
- No UPI mandate was received: NSE advises checking UPI status and contacting the member through which the bid was placed.
What to do if your IPO money is still blocked
Use this sequence once the allotment result is known and the BOA+1 bank-day target has passed.

- Confirm the date. Identify the official basis-of-allotment finalization date and count the next working bank day. Do not count a weekend or bank holiday as an ordinary bank day.
- Confirm the expected amount. For no allotment, the entire eligible block should be released. For partial allotment, only the allotted-share amount should remain debited or committed.
- Contact the bank or SCSB. Ask specifically for the status of the IPO ASBA block or UPI mandate release, not for a generic “refund.” Provide the IPO name, application number, PAN, blocked amount, application date and basis-of-allotment date.
- Contact the IPO intermediary. If the bank says it has not received a release instruction, or if the application cannot be matched, contact the broker, bank branch or other member through which the bid was submitted. Include the registrar’s allotment result.
- Attach evidence. Send the allotment result, UPI mandate screen, bank statement or available-balance evidence, bank SMS messages, and copies of earlier complaint references. Redact unrelated account information.
- Escalate through the formal grievance route. SEBI’s circular establishes a grievance and compensation framework for covered errors and delays. Ask the bank or intermediary to register the complaint and provide a reference number, then use the applicable securities-market grievance channel if the issue is not resolved.
Compensation is not automatic for every delay. Whether it applies depends on the facts, the covered process failure and the applicable regulatory framework. Keep the complaint timeline and do not treat a bank’s verbal assurance as closure until the blocked amount is actually available or the correct allotment debit is visible.

UPI application conditions that can affect processing
SEBI’s investor guidance says the ₹5 lakh per-transaction UPI cap applies to eligible retail individual investor applications. The limit is for the transaction and category described by the guidance; it should not be generalized to every investor type or every IPO category.
- Use a UPI app and handle listed or accepted for IPO applications under the current rules.
- Apply through a specified intermediary permitted for the issue.
- Use a UPI ID and bank account owned by the investor making the application.
- Do not rely on a third-party UPI ID or bank account; such applications are not considered for allocation under the stated conditions.
- Check the current SEBI guidance, the issue documents and the intermediary’s instructions because accepted apps, banks, categories and operational lists can change.
A rejected, cancelled or unprocessed application is a different problem from a valid no-allotment application. If the application was never successfully submitted or the mandate was not approved, an allotment-based unblock timetable may not resolve the issue; the submitting intermediary must first confirm what reached the issue process.
When the bank says “released” but the money is unavailable
Ask the bank to distinguish between a release instruction being generated, the lien being removed from the account ledger, and the available balance being refreshed. Request the exact release date and reference number. Check whether another hold, debit, minimum-balance requirement or account restriction is separately reducing the available balance.
If the allotted amount was debited correctly but the remaining balance is unavailable, provide the partial-allotment calculation to the bank. If the entire amount was debited despite a registrar result showing no allotment, treat that as a discrepancy requiring immediate written escalation to both the bank and the intermediary, with the registrar result attached.
How to avoid a blocked-funds problem on a future IPO
- Use an account and UPI ID in the same investor’s name.
- Approve the mandate before its deadline and verify that the amount and IPO name are correct.
- Keep enough available balance until allotment processing and the release is complete.
- Save the application number, mandate reference, approval screen and bank confirmation.
- Read the issue’s basis-of-allotment and listing timetable instead of relying on a generic calendar.
- Check the registrar’s result first, then approach the correct party: registrar or intermediary for application status, and bank or SCSB for a delayed unblock.
What you should remember
An IPO application made through ASBA or UPI generally places a hold on money that remains in your bank account. No allotment means the hold should be released; partial allotment means the allotted amount is taken and the balance is released. For covered UPI applications, SEBI’s process target is completion by the close of the bank day on BOA+1. Use the registrar to establish allotment, the intermediary to resolve missing bid or mandate information, and the bank or SCSB to resolve a block that remains after the applicable target.
