Check the IPO’s registrar before contacting your bank or broker. The registrar’s allotment page is the authoritative place to see whether you received no shares, a partial allotment or a full allotment. If there was no allotment, an ASBA application normally does not produce a separate refund: the bank releases the blocked amount. For a UPI application, the blocked funds should be unblocked after the mandate’s end or expiry date. If shares were allotted but are missing from your demat account, treat that as a separate credit-trace problem and contact the registrar and your broker or depository participant.
For Indian public issues using ASBA or UPI, the practical test is to identify three things separately: the allotment outcome, whether money is merely blocked or actually debited, and whether allotted shares reached the demat account. The steps below show what to check, who is responsible and how to escalate a delay.

Start with a three-way diagnosis
An IPO complaint becomes easier to solve when you do not treat every “refund” or “shares missing” message as the same problem. Match the evidence you have to the situation in this table.

| What the registrar shows | What the bank or UPI record shows | What the demat account shows | Likely issue and first action |
|---|---|---|---|
| No allotment | Amount is blocked or lien-marked | No shares | Wait for the normal unblock process; if the lien remains beyond the applicable deadline, contact the SCSB bank. |
| No allotment | Amount appears debited | No shares | Ask the bank and intermediary to reconcile the debit against the registrar’s non-allotment result and obtain a reversal or release reference. |
| Partial allotment | Only the allotted amount is debited; excess remains blocked | Some shares are credited | Excess funds should be unblocked. Escalate the unreleased balance if it remains after the regulatory window. |
| Full allotment | Allotted amount is debited | Shares are absent | Trace the credit through the registrar, depository participant and broker using the DP and client identifiers. |
| No clear result | UPI mandate is pending, rejected or not visible | No shares | Confirm the exchange bid and mandate response with the broker or syndicate member; a failed or unaccepted mandate can make the application ineligible. |
Do not rely on a broker’s status label alone. Save the registrar result, the exchange or broker bid record, the UPI mandate screen, the bank statement and a current demat holding statement before you open a complaint.

Check the issue registrar first
NSE’s e-IPO FAQ tells investors: “Investor can check the status with Registrar of the Issue for allotment related details.” The registrar is named in the IPO prospectus and on the exchange’s issue page. Open that registrar’s official allotment-status facility and enter exactly the details it requests, commonly your PAN, application number or DP/client information.
What to record from the registrar page
- Whether the application received no allotment, a partial allotment or a full allotment.
- The number of shares allotted and the amount payable, if shown.
- The application number and any transaction, bid or reference number.
- The date and time of the result, plus a screenshot or downloaded confirmation.
- Any stated refund, unblocking or credit instruction date.
The registrar result determines which branch of the process applies. A “no allotment” result is not proof that a bank has already released a lien, and a successful allotment result is not proof that the shares have reached your demat account. Those are separate operational steps.
Blocked money is not the same as a debit
Most confusion comes from using “refund” for two different transactions. In ASBA, your bank blocks the application amount in the account rather than transferring it to the issuer immediately. In a UPI application, the mandate creates a block or lien that can remain visible in the UPI app until the mandate ends or expires. A genuine debit occurs for the amount payable on the shares allotted.
| Payment route | Before allotment | No allotment | Partial allotment |
|---|---|---|---|
| ASBA through an SCSB | Application amount is blocked in the bank account. | Bank releases the block; there is normally no separate refund payment. SEBI states that the blocked amount continues to earn interest and that no refund is required in a non-allotment case. | Bank debits the allotted amount and releases the excess block. |
| UPI mandate | Mandated amount is blocked after the applicant accepts the request. | NPCI states: “No Allotment — Blocked fund will be unblocked after end date or expiry date of the mandate.” | The allotted amount is debited and the balance is unblocked after allocation. |
A UPI application can therefore look “blocked” in the app even after the bank has restored the available balance. Check the bank’s available balance and lien information, not just the UPI app’s list of active mandates. The display may persist until the issue-specific end date.

If there was no allotment: how the money should come back
ASBA applications
There is usually nothing to “refund” to a different account. The SCSB should remove the lien or block on the same bank account used for the application. SEBI’s investor explanation says: “Blocked amount continues to earn interest and there is no requirement of refund in case of non-allotment.” The account balance should become available without you submitting a separate refund form.
UPI applications
The UPI block is released through the mandate process. NPCI describes the no-allotment state as an unblock after the mandate’s end date or expiry date. The exact date is issue-specific, so check the IPO’s timetable and the mandate details in your UPI app or bank channel.
When an unblock is late
SEBI’s 2024 framework requires the SCSB to complete unblocking for non-allotted and partially allotted applications by the closing hours of one working day after the basis of allotment is finalised. This is a procedural requirement, not a promise that every bank’s app will refresh at the same minute.

- Check the bank’s available balance and lien details, then check the UPI mandate end or expiry date if you applied through UPI.
- If the amount is still unavailable after the applicable SEBI window, ask the SCSB or bank to release the lien manually. Attach the registrar result, application number, PAN and bank reference.
- Request a ticket number and a written explanation of whether the issue is a lien that remains on the account, a failed reversal or only a stale app display.
If the bank says the issuer or registrar must act, send the same evidence to the registrar and your broker, and ask each party to identify the pending instruction rather than simply repeating that the issue is “under process.”

If you received a partial allotment
Partial allotment means some shares were allocated and only that portion should be charged. NPCI expressly describes partial allotment as some shares being allocated while partial funds are unblocked. SEBI’s UPI explanation likewise says the allotted amount is debited and excess money is unblocked after allocation.
- Use the registrar page to confirm the exact number of shares allotted.
- Multiply the shares by the issue price and compare that amount with the debit in your bank account.
- Calculate the difference between the original application block and the allotted amount; that difference should be released.
- Check the bank’s lien or available-balance record after the basis-finalisation deadline. If the excess remains blocked, complain to the SCSB and copy the intermediary and registrar.
Do not describe the entire application amount as a debit if only the allotted portion was actually taken from the account. That distinction helps the bank locate an unreleased lien instead of searching for a missing refund transfer.
If shares were allotted but are not in your demat account
A registrar result showing an allotment and an empty demat holding are different from a non-allotment refund problem. SEBI’s IPO framework identifies “non-credit of allotted Equity Shares in the respective beneficiary account” as an investor issue covered by its grievance mechanisms.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsTrace the credit in this order
- Verify the DP ID and client ID that were entered in the IPO application. Compare them with the demat account you are checking now.
- Check whether the registrar shows the correct allotment quantity and whether the allotted amount was debited.
- Send the registrar the allotment confirmation, application number, PAN, DP ID, client ID and a recent demat statement. Ask whether the credit instruction was sent to the depository and on what date.
- Send the same package to your broker or depository participant. Ask it to determine whether the delay is at the registrar’s credit instruction, depository processing or the broker’s display layer.
- Check any other demat account linked to the application if your broker or intermediary supports multiple beneficiary accounts.
Do not sell, transfer or otherwise assume the shares are available until the holding appears in the correct beneficiary account. Keep the registrar’s quantity and the demat statement’s date visible in every complaint so the parties reconcile the same records.

When the UPI mandate never arrived, failed or remains pending
NSE advises investors to check the UPI status and contact the member through which the bid was placed if the mandate was not received. The broker, syndicate member or other approved intermediary can confirm whether the exchange received a valid bid and what mandate response code was returned.
Check the identity and account match
The UPI ID and bank account must belong to the applicant. SEBI states that third-party UPI IDs or bank accounts are not considered for allocation and that applications must be submitted through an approved intermediary channel. A mandate accepted from someone else’s account can therefore fail even if the application details otherwise look correct.
What each status usually means operationally
- Mandate not received: ask the intermediary to verify the bid transmission, the UPI ID and the bank’s ability to receive mandates.
- Mandate rejected or expired: ask for the response code and whether the bid was treated as valid for allotment.
- Mandate accepted but still displayed as blocked: compare the app display with the bank’s available balance and lien record; the app can lag until the end date.
- Mandate accepted, no allotment, funds still unavailable: use the registrar result and request the SCSB or bank to complete the unblock.
Never give a support agent your UPI PIN, password or one-time password. Legitimate troubleshooting requires transaction references and account identifiers, not authentication secrets.

- Classify the outcome. Mark the application as no allotment, partial allotment, full allotment or unresolved because no valid mandate or bid is confirmed.
- Classify the money state. Write down whether the amount is blocked, partly blocked, actually debited or neither visible. Do not call a lien a debit.
- Check the share state. If the registrar shows an allotment, compare the quantity with the demat beneficiary account identified in the application.
- Contact the right first owner. Use the registrar for allotment and credit instructions, the SCSB or bank for a lien or unblock, and the broker or intermediary for bid and mandate transmission.
- Quote the applicable deadline. For a non-allotment or partial-allotment unblock, refer to the SEBI requirement of completion by closing hours of one working day after basis finalisation. For UPI, also state the mandate’s end or expiry date.
- Escalate with a complete file. Include application number, PAN, DP ID/client ID, bank or UPI reference, screenshots, statement dates and earlier ticket numbers.
Who to contact and what each party can fix
| Party | Use it for | Include in the complaint |
|---|---|---|
| Issue registrar | Allotment result, allotted quantity, refund or unblock instruction, and the trace of a share-credit instruction. | PAN, application number, allotment screenshot, issue name and DP/client details. |
| SCSB or bank | ASBA lien, UPI block, debit or reversal, available balance and manual unblock. | Bank account reference, mandate or UPI transaction ID, registrar’s result and dates. |
| Broker, syndicate member or approved intermediary | Exchange bid transmission, application acceptance, UPI response code and DP details used. | Order ID, bid confirmation, UPI ID, response message and registrar result. |
| Depository participant | Credit into the beneficiary account and reconciliation of a missing allotment. | DP ID, client ID, demat statement and registrar allotment confirmation. |
| SEBI investor grievance route | Escalation when the operational parties do not resolve non-unblocking, non-credit or related UPI failures. | Chronology, all ticket numbers, documents and the specific remedy still outstanding. |
Send complaints in a documented order: registrar first for the factual result, then the SCSB or bank for money movement, then the intermediary and depository participant for bid and credit reconciliation. Escalate to SEBI’s investor grievance process when those parties do not resolve the operational failure.
Deadlines, app displays and what you should not assume
There is no universal official statistic that guarantees a refund or demat credit within a fixed number of hours for every IPO. The concrete timing rule available from SEBI is the SCSB’s one-working-day-after-basis-finalisation requirement for non-allotted and partially allotted applications. Mandate end dates, registrar processing, listing schedules and bank posting times remain issue-specific.
- A mandate visible in a UPI app does not by itself prove that the bank still holds the money.
- A lower available balance does not by itself prove that shares were allotted; verify the registrar result.
- A registrar allotment does not by itself prove that the depository has credited the shares.
- A broker’s “failed” label does not by itself explain whether the exchange bid, mandate or bank release failed.
- A debit without an allotment result requires reconciliation, not an assumption that a normal refund is pending.
Information to include in every support request
Use one consistent record for all parties so that the registrar, bank and intermediary are comparing the same application.
- IPO name and issue dates.
- Applicant name and PAN.
- Application, bid, order and UPI transaction references.
- Bank account or SCSB details relevant to the block, without sharing passwords or PINs.
- UPI ID and mandate status, plus the end or expiry date.
- DP ID and client ID used in the application.
- Registrar result and allotted quantity.
- Date-stamped bank and demat statements.
- A short chronology of each contact and every ticket number.
- The exact remedy requested: release the lien, reverse an unexplained debit, trace the credit instruction or reconcile a missing demat credit.
Keep copies of everything you send. If a support channel asks for a one-time password, UPI PIN or account password, stop and use the institution’s verified support route instead.
