IOCL vs HPCL vs BPCL: How to Compare Oil Company Stocks Before Investing

There is no defensible “best” stock from one year of headline figures. Compare Indian Oil Corporation (IndianOil, often called IOCL), Hindustan Petroleum Corporation (HPCL) and Bharat Petroleum Corporation (BPCL) on the same reporting basis, then add current prices and valuation multiples. Start with earnings quality, cash generation, debt, capital expenditure, business mix and dividend coverage. Treat refinery throughput, refining margin and dividend per share as different measurements—not shortcuts to a ranking.

The latest common period in the company material summarized here is financial year 2024-25 (FY2024-25). It supplies useful operating and profit data, but it does not establish current share prices, P/E ratios, EV/EBITDA, dividend yields or a current government fuel-pricing and compensation assessment. Those items must be refreshed on the date you make an investment decision.

What a fair IOCL, HPCL and BPCL comparison looks like

These three Indian oil companies overlap in refining, fuel marketing and infrastructure, yet their portfolios are not identical. IndianOil describes an integrated business spanning refining, pipelines, marketing, natural gas, petrochemicals, exploration and production, and alternative energy. HPCL and BPCL also combine refining and marketing with other projects and investments, but the mix and timing differ. A consolidated profit number can therefore reflect different businesses and subsidiaries.

Use one fiscal period, one accounting basis and one market-price date. If one figure is standalone and another is consolidated, label that difference prominently or do not place the figures in a ranking table. A large refinery, a high reported margin or a large rupee dividend may reflect scale, a favorable part of the cycle or a one-time decision; none automatically identifies the superior share.

FY2024-25 figures that can be quoted without inventing a ranking

Measure IndianOil (IOCL) HPCL BPCL How to read it
Business description Integrated refining, pipelines, marketing, gas, petrochemicals, exploration and production, and alternative energy, according to IndianOil’s FY2024-25 annual-report material. Refining and marketing company with two refineries and reported project activity. Refining and marketing company with additional businesses described in its FY2024-25 annual report. Business mix affects the quality and cyclicality of consolidated earnings.
Revenue or sales Not stated in the material summarized here; extract the FY2024-25 figure from the IndianOil annual report and identify standalone or consolidated basis. Gross sales of ₹4,64,246.96 crore, standalone, FY2024-25. Not stated in the material summarized here; use the annual report’s defined measure and basis. Revenue is a scale measure, not a profitability measure.
EBITDA Not stated in the material summarized here; use the annual report’s definition. ₹19,022.39 crore, standalone, FY2024-25. Not stated in the material summarized here. Check whether exceptional items, inventory effects or other income sit above or below the measure.
Profit after tax Not stated in the material summarized here; extract a comparable FY2024-25 figure. ₹7,364.86 crore, standalone, FY2024-25. ₹13,275.26 crore, as reported for FY2024-25; verify the report’s standalone or consolidated basis before comparing. PAT is useful only when accounting scope and one-off items are comparable.
Refinery operating statistic Use the annual report’s throughput, utilization and margin definitions. Crude throughput 25.27 million tonnes (MMT); average refinery utilization 108.9%, FY2024-25. Gross refining margin (GRM) US$6.82 per barrel; distillate yield 84.3%, FY2024-25. Throughput, utilization, GRM and yield answer different questions and cannot be substituted for one another.
Dividend declaration Use the FY2024-25 annual report and shareholder notice; amount is not stated in the material summarized here. Recommended final dividend ₹10.50 per share, FY2024-25. Recommended final dividend ₹5 per share plus ₹5 interim dividend, FY2024-25. These are historical declarations, not guaranteed future payouts or yields.
Current valuation Not established; requires a dated market price and current financial data. Not established; requires a dated market price and current financial data. Not established; requires a dated market price and current financial data. Do not call any stock cheapest without stating the price date, denominator and method.

The HPCL and BPCL numbers above are company-reported measures from their FY2024-25 reports. Before calculating margins or multiples, confirm whether each number is standalone or consolidated, how the company defines EBITDA, and whether the dividend is proposed, approved or paid.

Step 1: Put all three companies on the same accounting basis

The first error in an oil-stock comparison is mixing scopes. Standalone statements cover the parent company; consolidated statements include subsidiaries, joint ventures or associates according to the applicable accounting rules. A refinery or pipeline subsidiary can materially change revenue, debt, cash flow and profit.

Build a comparison worksheet

  1. Choose FY2024-25 as the common period, covering April 2024 through March 2025.
  2. For each company, record whether every line is standalone or consolidated. Do not assume that a headline in a press release uses the same basis as a table in the annual report.
  3. Copy the exact unit—₹ crore, ₹ million, MMT, barrels, or US dollars per barrel—and retain the report’s definition.
  4. Separate continuing operations, exceptional items, tax effects and other income when the report provides them.
  5. Use at least three years of history where available. A single year can be distorted by inventory gains or losses, unusually strong or weak crack spreads, currency movements, shutdowns and impairment charges.

HPCL reports FY2024-25 standalone gross sales of ₹4,64,246.96 crore, EBITDA of ₹19,022.39 crore and PAT of ₹7,364.86 crore. Its prior-year standalone EBITDA was ₹27,221.16 crore and PAT was ₹14,693.83 crore. The decline illustrates why a current-year profit number needs a cycle and basis check rather than a simple rank.

BPCL reports FY2024-25 PAT of ₹13,275.26 crore and basic and diluted EPS of ₹31.07, compared with PAT of ₹26,673.50 crore and EPS of ₹62.60 in FY2023-24. BPCL attributes the lower profit in its report to lower refining margins and rupee depreciation. Treat that as management’s explanation and test it against the segment and cash-flow disclosures.

Step 2: Test earnings quality instead of counting revenue

Revenue shows the value of products sold. It does not show how much the company retained after crude costs, operating expenses, depreciation, finance costs and tax. For each company, calculate or record:

  • EBITDA margin = EBITDA ÷ revenue or sales, using the same definition for all three.
  • Operating margin and PAT margin, with exceptional items clearly identified.
  • Return on equity and return on invested capital, using average rather than ending balances when the data permits.
  • Segment earnings from refining, marketing, pipelines, gas, petrochemicals, exploration and production, and other activities.
  • The proportion of profit coming from other income, inventory effects or fair-value movements.

Do not compare HPCL’s standalone EBITDA margin with BPCL’s EPS or IndianOil’s consolidated PAT and call the result a profitability ranking. First make a like-for-like table. Then ask whether earnings are repeatable: refining profits can move with global product cracks, while marketing results can be affected by domestic pricing, volume and compensation arrangements.

Read profit alongside cash

Profit includes non-cash depreciation and can include receivables that have not yet been collected. Compare cash flow from operations with PAT over several years. A business that reports rising profit but repeatedly consumes cash may be carrying working capital, funding inventory or facing delayed collections. Conversely, a year with weak PAT but strong operating cash flow may reflect non-cash charges or working-capital release.

Check cash taxes, interest paid, lease payments and the effect of inventory changes. For an integrated oil company, cash tied up in crude and products can be large, so year-end working capital can make one annual cash-flow number unusually high or low.

Step 3: Understand what refinery numbers actually measure

Refinery statistics are not interchangeable. HPCL’s FY2024-25 report gives total crude throughput of 25.27 MMT and average refinery utilization of 108.9%. Throughput measures the quantity processed; utilization compares actual operation with a stated capacity. Utilization above 100% can occur when a company processes above nameplate capacity or when the denominator reflects a rated capacity definition. It is not a profit margin.

BPCL reports a FY2024-25 GRM of US$6.82 per barrel and a distillate yield of 84.3%. GRM is an indicative margin between the value of refinery output and crude and other variable costs under the company’s methodology. Distillate yield indicates the share of output in middle distillates such as diesel and related products. A high yield can be valuable when those products command favorable cracks, but it does not by itself reveal total refinery profitability.

Use an equivalent refinery scorecard

Question Metric What it tells you What it cannot tell you alone
How much was processed? Crude throughput (MMT or barrels) Scale and utilization of available capacity. Margin per barrel or cash return.
How intensively did assets run? Utilization percentage Operations relative to stated capacity. Whether runs were profitable.
How much margin was captured? GRM, usually US$ per barrel Indicative refining economics under the company’s definition. Group PAT, marketing profit or free cash flow.
What products were made? Distillate and other product yields Output slate and sensitivity to product cracks. Realized selling price after all costs.

Compare the same metric across companies and years, and read footnotes for capacity, product slate, inventory valuation and currency. Do not infer that HPCL’s 108.9% utilization beats BPCL’s US$6.82-per-barrel GRM: they measure different dimensions.

Step 4: Examine marketing, integration and business mix

Refining is cyclical. Fuel marketing, pipelines, gas, petrochemicals and upstream operations can change the timing and volatility of group earnings. IndianOil’s stated portfolio is particularly broad, so its consolidated result should be decomposed before comparing it with a narrower peer.

Questions for the marketing segment

  • What were petrol, diesel, LPG, aviation-fuel and other product volumes?
  • How large was the retail network, and how much volume came from retail versus industrial or export customers?
  • What marketing margin or segment profit did the company report, and was it affected by regulated prices or compensation?
  • Were products sold below cost, with a receivable or compensation claim, or at a market-linked price?
  • How did inventory gains and losses flow through marketing and refining results?

The available company material does not establish a complete current account of government fuel-pricing and compensation policy. Do not assume that a reported marketing margin will persist, and do not make a current subsidy or compensation claim without checking current official policy and company disclosures.

Look beyond the refinery gate

Pipelines can provide infrastructure-like cash flows but require large upfront investment. Petrochemicals add exposure to a different global cycle. Exploration and production add commodity-price, geological and execution risk. Gas and alternative-energy projects may support long-term diversification while requiring years of spending before they contribute material earnings. Record each segment’s revenue, profit, assets and capital employed rather than treating “integrated” as automatically safer.

Step 5: Compare debt, cash generation and capital spending

Oil companies can be profitable and still need substantial financing. Compare gross borrowings, net debt, cash and liquid investments, finance cost, lease liabilities and debt maturities. Useful tests include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Net debt ÷ EBITDA, calculated on the same period and basis.
  • EBIT ÷ finance cost or EBITDA ÷ finance cost, with a note on lease and capitalized interest treatment.
  • Operating cash flow ÷ total debt and operating cash flow ÷ capital expenditure.
  • Free cash flow after maintenance capital expenditure, not just cash flow before investment.
  • Working-capital days and the year-end effect of crude and product inventories.

Separate maintenance capex from growth capex. A refinery upgrade, pipeline expansion, petrochemical unit or energy-transition project can increase future capacity, but an announced project is not completed operating capacity. Record the approved budget, amount spent, construction status, expected commissioning and funding source. Then test whether internal cash can fund the program without weakening debt service or dividends.

IndianOil’s annual-report material includes discussion of financial performance, capital investment, borrowing, dividends and risks. Use those disclosures to populate the same worksheet used for HPCL and BPCL; do not substitute the company’s broad project descriptions for a completed-capacity number.

Step 6: Judge dividends by coverage, not by rupees per share

HPCL recommended a final dividend of ₹10.50 per share for FY2024-25. BPCL recommended a ₹5 final dividend per share in addition to a ₹5 interim dividend. These are historical declarations. They do not guarantee a future payout, and they cannot be converted into a yield without a share price and date.

Calculate a meaningful dividend picture

  1. Confirm whether the amount is proposed, approved or paid, and identify the record date.
  2. Calculate dividend payout = total dividend ÷ PAT, using the same period and entity basis.
  3. Calculate cash payout against operating cash flow and free cash flow after maintenance capex.
  4. Check whether debt increased while dividends were maintained.
  5. Compare at least three years to identify a stable policy, a cyclical payout or a one-time distribution.
  6. Compute dividend yield only as annualized declared or trailing dividends divided by the dated share price; state whether the amount is interim, final or both.

A high payout can signal shareholder returns, but it can also reduce funds available for refinery reliability, safety, debt reduction or growth projects. A lower payout may be rational when a company is funding a large project. The right conclusion depends on cash coverage and investment requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 7: Add current valuation only after the operating analysis

The FY2024-25 reports do not establish a current valuation comparison. To value IOCL, HPCL and BPCL, obtain synchronized market prices and share counts for a stated date. Then calculate:

Multiple Formula Best use Main limitation
P/E Share price ÷ trailing or forward EPS Comparing equity value when profits are positive and accounting policies are similar. Highly cyclical earnings can make a low P/E appear cheap near a peak.
EV/EBITDA Enterprise value ÷ EBITDA Including debt and cash in the comparison of operating assets. EBITDA excludes maintenance capex, working capital and taxes.
Price-to-book Market capitalization ÷ book equity Asset-heavy businesses where balance-sheet values are informative. Book value may not reflect current asset economics or impairment risk.
Dividend yield Annual dividend per share ÷ dated share price Income-oriented analysis. Historical or proposed dividends may not recur.

Use the same share-price close, share count convention, net-debt definition and earnings period for all three. State whether the denominator is trailing FY2024-25, a later twelve-month period or an analyst forecast. A stronger operating company is not automatically the cheaper stock, and a lower multiple can reflect greater policy, execution or cyclicality risk.

A repeatable pre-investment workflow

1. Set the date and scope

Write “as of” dates for market prices, financial statements and dividend information. Decide whether the analysis is standalone or consolidated and keep that choice consistent.

2. Build the operating table

Enter revenue, EBITDA, PAT, EPS, refinery throughput, utilization, GRM, product yields, marketing volumes and segment profit. Mark every unavailable or non-comparable cell as “not stated” rather than guessing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Normalize unusual items

Read notes for inventory effects, exceptional gains or losses, impairment, foreign-exchange movements and other income. Show reported and adjusted figures separately when an adjustment is clearly disclosed; do not invent an adjusted profit.

4. Reconcile profit to cash

Compare operating cash flow, working capital, cash interest, taxes and capex. Identify whether free cash flow covered dividends and debt repayment.

5. Map projects and funding

List major refinery, pipeline, petrochemical, gas and alternative-energy projects with spending to date, expected timing and funding needs. Treat announced capacity as a plan until commissioned.

6. Add valuation

Pull synchronized prices, market capitalization, enterprise value and valuation multiples. Record the data source and timestamp, then test how the multiples change if refining margins normalize rather than remaining at one unusually strong or weak level.

Risks that can make a seemingly cheap oil stock expensive

Refining and marketing cycles

Margins can change sharply with crude prices, product cracks, freight, outages and regional demand. A low P/E based on peak earnings can reverse when margins normalize.

Government and policy exposure

Retail fuel pricing, compensation and tax decisions can affect marketing economics. The current policy position must be verified from current official sources and company filings before assigning a durable margin.

Currency and imported inputs

BPCL’s report links its lower FY2024-25 profit partly to rupee depreciation and lower refining margins. Currency moves can affect crude costs, debt, inventories and reported profit differently, so read the sensitivity disclosures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Execution and capital intensity

Large projects can face cost overruns, delays, commissioning problems and weaker-than-expected returns. Compare committed spending with cash generation and debt capacity.

Dividend risk

Past declared dividends are not promises. A payout can fall when earnings, cash flow or policy conditions change, even if the previous year’s dividend was substantial.

How to reach a decision without forcing a ranking

After completing the worksheet, classify each company by the evidence rather than by headline size:

  • Earnings resilience: Are profits supported by several segments or concentrated in a favorable refining period?
  • Cash resilience: Does operating cash cover maintenance capex, interest and ordinary dividends?
  • Balance-sheet capacity: Can the company fund announced projects through a weak margin year?
  • Asset quality: Are utilization, yields, reliability and logistics advantages durable?
  • Policy sensitivity: How dependent are returns on regulated prices or compensation?
  • Valuation: Does the dated market price compensate for cyclicality, execution and transition risks?
  • Shareholder return: Is the dividend covered by normalized cash flow rather than one exceptional year?

IndianOil’s broad integrated portfolio may require the most segment-level work. HPCL’s reported FY2024-25 standalone profit and refinery statistics should be tested against its prior-year decline and project spending. BPCL’s reported PAT, EPS, GRM and distillate yield should be tested against the company’s explanation of lower margins and rupee depreciation. None of those observations, by themselves, establishes a current buy or sell conclusion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

Compare IOCL, HPCL and BPCL as operating businesses first and listed shares second. Normalize the FY2024-25 financial basis, separate throughput from margin, reconcile profit with cash, examine debt and capex, and evaluate dividends against sustainable cash flow. Only then add current market prices and valuation multiples calculated on one date. Because current valuation and policy data are not established in the FY2024-25 material, a responsible investor should refresh those figures before deciding which—if any—of the three offers adequate value.
