On April 24, 2025, CEO Lip-Bu Tan unveiled a broad turnaround plan involving management cuts, workforce reductions, lower operating-expense targets, and a four-day in-office requirement for hybrid employees. Intel clarified the scale of the workforce reduction on July 24: approximately 15% of its core workforce, with about 75,000 core employees expected at the end of 2025.
The widely cited $1.5 billion figure requires caution. It refers to a reduction in operating-expense targets over Intel’s planning period—not an immediate $1.5 billion cash saving. Separately, Intel later reported approximately $1.5 billion in employee severance and related exit charges under the restructuring plan. Those charges were costs of restructuring, not savings.

- A stricter hybrid-work policy: Hybrid employees would be expected to work on-site four days per week beginning September 1, 2025, compared with approximately three days under the previous expectation.
Tan also said the organizational changes would reduce Intel’s workforce. However, his April letter did not state a final number of jobs to be eliminated. It said the reductions would begin in the second quarter and continue over the following months. [Intel’s April 24 announcement]
How many Intel jobs were affected?
Intel later gave the clearest public estimate on July 24, 2025. The company said it had completed most planned workforce actions and expected to end 2025 with approximately 75,000 core employees, representing an approximately 15% reduction in its core workforce. [Intel’s Q2 2025 earnings release]
That is the most defensible description of the 2025 plan: an approximately 15% core-workforce reduction. It should not automatically be converted into an exact layoff count.

Intel’s workforce figure included reductions and attrition. Depending on the employee group and timing, a workforce reduction can reflect involuntary layoffs, voluntary separation programs, retirements, unfilled positions, hiring restrictions, or normal employee departures. The public figure also concerned Intel’s core workforce, so it should not be treated as a precise count covering every worker, subsidiary, contractor, or consolidated operation.

Do not confuse Tan’s plan with Pat Gelsinger’s 2024 cuts
Intel had already announced a major cost-cutting program under former CEO Pat Gelsinger on August 1, 2024. That separate plan targeted roughly 15,000 role reductions, or about 15% of Intel’s workforce, and aimed to deliver $10 billion in 2025 cost savings. [Intel’s August 2024 announcement]
Gelsinger retired in December 2024. Interim co-CEOs Michelle Johnston Holthaus and David Zinsner led the company until Tan formally became CEO in March 2025. Tan’s April 2025 restructuring reshaped and accelerated Intel’s turnaround; it was not the same announcement as Gelsinger’s August 2024 plan.
What the $1.5 billion figure actually means
Intel’s April 2025 earnings materials changed its non-GAAP operating-expense targets. The company had previously targeted approximately $17.5 billion in 2025 operating expenses. It revised the 2025 target to approximately $17 billion and set an approximately $16 billion target for 2026. [Intel’s Q1 2025 earnings release]
| Figure | What it represents |
|---|---|
| $17.5 billion | The earlier 2025 non-GAAP operating-expense target. |
| $17 billion | The revised 2025 operating-expense target. |
| $16 billion | The 2026 operating-expense target. |
| $1.5 billion | The difference between the earlier $17.5 billion 2025 target and the $16 billion 2026 target over the stated planning horizon. |
| Approximately $1.5 billion | Employee severance and related exit charges reported for the 2025 restructuring plan. |
| Approximately $2.2 billion | Total 2025 restructuring-plan charges reported for fiscal 2025. |
Why this is not the same as saving $1.5 billion in cash
An operating-expense target describes what Intel aims to spend on operating activities. A lower target can support future savings, but it is not the same as an immediate cash payment avoided or an instant increase in profit.

Restructuring charges work in the opposite direction in the short term. Severance, benefits, contract exits, facility changes, and other implementation costs can reduce reported earnings while management expects the resulting organization to have lower expenses later.
Intel’s 2025 annual filing reported approximately $2.2 billion in charges under the 2025 Restructuring Plan, including approximately $1.5 billion in employee severance and related exit charges. The severance figure is therefore a cost incurred to carry out the plan—not evidence that Intel generated $1.5 billion in savings. [Intel’s 2025 Form 10-K]
What changed under Intel’s return-to-office mandate?
Intel’s prior policy expected hybrid employees to work on-site approximately three days per week. Tan’s April announcement increased that expectation to four days per week beginning September 1, 2025.
Intel said the change was intended to improve collaboration, speed up decisions, and strengthen connections among colleagues. The policy was described as applying to hybrid employees and Intel sites, not necessarily every person working for Intel in every location. Job duties, site rules, local employment requirements, workplace capacity, and employee classification can affect how such policies operate.

The timing led some employees and outside observers to speculate that stricter attendance requirements could encourage resignations. That is a possible workforce effect, but Intel did not formally describe the mandate as a hidden-layoff mechanism. The company’s stated rationale was collaboration and execution, so claims about an undocumented motive should be presented as speculation rather than fact.
Why was Intel restructuring?
Intel’s official explanation focused on an organization that had become too complex and expensive to operate. Tan pointed to excessive management layers, slow decision-making, unnecessary processes, and the need to improve execution.
The plan also reflected the demands of Intel’s broader turnaround. The company needed to prioritize engineering and product road maps while improving the economics and discipline of its manufacturing and foundry operations. Its stated priorities included client products, server products, and AI-related technologies.

This was not Intel’s first restructuring cycle. The company had also recorded restructuring programs in 2022 and 2024. Intel’s 2025 annual filing separately reported approximately $3.1 billion in charges under the 2024 plan, showing that Tan’s actions occurred within a continuing turnaround rather than starting Intel’s first round of cuts.

What happened after the April announcement?
- March 18, 2025: Lip-Bu Tan became Intel CEO.
- April 24, 2025: Tan announced the engineering-focused reorganization, management-layer reductions, workforce cuts, lower expense targets, and four-day office requirement.
- July 24, 2025: Intel said most planned workforce actions were complete and projected approximately 75,000 core employees at year-end, representing an approximately 15% core-workforce reduction.
- Fiscal 2025: Intel reported approximately $2.2 billion in charges under the 2025 Restructuring Plan, including approximately $1.5 billion in employee severance and related exit charges.
- 2026: Remaining restructuring activity and charges continued. Intel’s first-quarter 2026 filing included $74 million in employee-severance charges primarily associated with the 2025 plan. [Intel’s Q1 2026 filing]
Accordingly, it is more accurate to say that the substantial majority of the 2025 plan was completed by the end of 2025, with residual actions and charges extending into 2026.
What employees, applicants, and investors should watch
- Operating expenses: Whether Intel actually reaches its approximately $17 billion 2025 and $16 billion 2026 targets.
- Engineering investment: Whether cost reductions protect the engineering talent and technology programs Tan identified as priorities.
- Attrition: Whether the four-day office requirement changes voluntary departure rates, particularly among hybrid employees.
- Execution: Whether product, server, AI, manufacturing, and foundry road maps improve after the reorganization.
- Workforce definitions: Whether future disclosures refer to core employees, total employees, subsidiaries, contractors, or operations affected by business changes.
- Further restructuring: Whether Intel announces additional actions beyond the 2025 plan.
For applicants, the headline percentage does not predict hiring conditions in every team. Intel may continue hiring in selected engineering or strategic areas while reducing roles elsewhere. For investors, the important test is not simply whether headcount falls, but whether the lower cost structure improves execution without weakening the product and manufacturing capabilities Intel needs to rebuild.
Frequently Asked Questions
Did Lip-Bu Tan announce 15,000 layoffs in April 2025?
No. Tan announced workforce reductions on April 24, 2025, but did not give a final number. Intel later said the 2025 plan reduced its core workforce by approximately 15%, with about 75,000 core employees expected at year-end. The roughly 15,000-role figure belongs to Pat Gelsinger’s separate August 2024 plan.
Did Intel save $1.5 billion?
The $1.5 billion figure primarily describes the difference between an earlier 2025 operating-expense target and Intel’s 2026 target over the planning period. It is not proof of an immediate $1.5 billion cash saving. Intel separately reported approximately $1.5 billion in employee severance and related exit charges.
Did every Intel employee have to work in the office four days per week?
Intel announced that hybrid employees would be required to work on-site four days per week beginning September 1, 2025. The exact application could vary by role, site, employee classification, and local requirements.
Was Intel’s restructuring completed in 2025?
Most planned actions were completed by the end of 2025, but Intel reported residual restructuring-related actions and charges in 2026.
The Bottom Line
Bottom line: Tan announced the broad restructuring in April 2025, but Intel did not clarify the workforce scale until July. The final public description was an approximately 15% reduction in the core workforce, including reductions and attrition. The $1.5 billion label can refer either to a multi-period operating-expense target reduction or to employee severance and exit charges—two very different figures that should not be presented as the same thing.
