For employees, investors and local economies, the important detail is that Intel did not describe the plan as 15,000 people being fired at once. The company included involuntary reductions, enhanced retirement offers, voluntary departures and attrition. Its instruction to “stop non-essential work” also referred to projects and organizational activities, not to a separately identified group of “non-essential employees.”
What Intel announced in August 2024
Then-CEO Pat Gelsinger announced the workforce reduction alongside Intel’s second-quarter 2024 results. Intel said weaker-than-expected revenue growth, low margins and an operating structure that had become too expensive and complicated were putting pressure on the business.
The stated goal was approximately $10 billion in cost savings in 2025. Intel said most of the workforce actions would be completed by the end of 2024.

The plan was broader than standard layoffs. Intel said it would:
- Reduce its workforce by roughly 15,000 roles, or about 15% of its workforce.
- Offer an enhanced retirement program to eligible employees.
- Broadly offer a voluntary-departure application program.
- Reduce management layers and eliminate overlapping responsibilities.
- Review business portfolios and identify underperforming products.
- Narrow incubation work to fewer projects.
- Move software assets into business units.
- Consolidate Customer Success into the Sales, Marketing and Communications Group.
- Review active projects and equipment for capital efficiency.
That distinction matters when interpreting headlines. “15,000 jobs” was Intel’s approximate reduction target, not a statement that exactly 15,000 employees were dismissed on a single date.
What “stop non-essential work” meant
Intel used the phrase “stop non-essential work” in describing its cost-cutting program, but it did not publish a complete list of the projects or job categories covered by that phrase.
The surrounding measures suggest that Intel was targeting work it considered lower priority, duplicative or insufficiently profitable. That included reviewing its product portfolio, narrowing incubation projects and reallocating resources inside the business. It also involved examining capital spending, equipment and active projects rather than simply eliminating one defined research department.
Intel did not say that it was ending all research or abandoning manufacturing. In the same announcement, it said its IDM 2.0 strategy would remain in place and that it would maintain key investments in process technology and core product leadership.
For workers and investors, the practical reading is that “non-essential” was a management label for work outside Intel’s most important strategic and financial priorities. It was not a published technical classification with a fixed number of affected employees.
Other cost reductions in the plan
The workforce reduction was only one part of Intel’s response. The company also announced several measures intended to reduce cash spending and operating costs:

Suspending the dividend was especially relevant to income-focused shareholders. It meant investors could no longer count on Intel’s previous quarterly dividend as part of their regular portfolio income, while the capital-spending reductions signaled a more cautious approach to expansion.

Intel’s 2024 Form 10-K said its restructuring plan was expected to reduce the core Intel workforce by approximately 15% by early 2025. Intel recorded $2.8 billion in restructuring charges during 2024.
Intel later announced a separate restructuring plan in 2025. On July 24, 2025, CEO Lip-Bu Tan said the company planned another headcount reduction of approximately 15% and expected to end 2025 with a global workforce of about 75,000 employees, counting workforce reductions and attrition. He also said management layers had already been reduced by about 50%.
That 2025 plan should not be combined with the August 2024 announcement as if it were one continuous 15,000-person layoff. They were separate restructuring actions under different announcements.
Why Intel’s reported employee numbers can be misleading
Intel reported 108,900 employees at the end of 2024 and 85,100 at the end of 2025. The 23,800 difference should not be described as 23,800 layoffs.

Intel’s filings identify accounting and business changes that affected the comparison. Approximately 3,000 Altera employees were excluded after Intel sold a controlling stake in Altera in September 2025. NAND employees were also excluded after that business was fully deconsolidated in March 2025.
In other words, the reported headcount change reflected a combination of restructuring, attrition, business-ownership changes and other workforce actions. Headcount totals from two year-end filings are not the same thing as a layoff tally.

Why Intel was cutting costs
Intel framed the cuts as a response to a cost structure that had grown faster than the business justified. The company said its 2020 revenue was approximately $24 billion higher than the previous year’s revenue referenced in the 2024 announcement, while its workforce was about 10% larger. Intel presented that mismatch as evidence that the organization had become unsustainable relative to its revenue performance.
The company was attempting to fund a difficult transition while dealing with weak margins and slower growth. Its stated approach was to reduce complexity and concentrate money and employees on process technology, core client and server products and other priorities considered central to its long-term strategy.
What the announcement means for employees and households
Intel employees affected by a restructuring should not assume that every departure will have identical financial terms. Severance, retirement incentives, voluntary-departure packages, benefits continuation and eligibility rules can differ by country, employment status and program.
A practical checklist for an affected employee includes:
- Read the separation or retirement documents carefully. Check the payment schedule, conditions, release language and deadline for acceptance.
- Confirm health insurance dates. Find out when employer coverage ends and compare continuation coverage with a spouse’s plan or an individual-market policy.
- Review equity compensation. Determine what happens to vested and unvested shares, restricted stock and options after the employment end date.
- Build a cash-flow plan. Separate guaranteed severance from uncertain bonuses, stock proceeds and future job income.
- Protect retirement savings. Understand whether a 401(k) can remain in the plan, be rolled into an IRA or be transferred to a new employer plan. Avoid cashing out automatically because taxes and possible penalties can reduce the balance.
- Check unemployment eligibility. Eligibility and application timing depend on the employee’s state or country, and voluntary departures may be treated differently from involuntary layoffs.
People who own Intel shares should also distinguish the workforce news from the company’s dividend decision. A lower headcount does not automatically make the stock a reliable income investment, particularly after Intel suspended its dividend.

Intel later announced another restructuring in 2025, so newer headcount figures should not be presented as proof that the original 15,000 people were all laid off. Business divestitures and deconsolidations also changed the reported employee totals.
