Intel has a new architecture roadmap and a plan to retake its chipmaking crown in 2025

Intel reached high-volume production of its 18A process in late 2025, but its comeback was not identical to the 2021 plan—and outright industry leadership remains unproven.

Intel’s “plan to retake its chipmaking crown in 2025” was announced on July 26, 2021—not in 2025. The plan centered on a rapid sequence of manufacturing processes, new transistor and power-delivery technologies, chiplet-based processors, and a major expansion into contract chip manufacturing.

Intel did reach the roadmap’s most important manufacturing milestone: its Intel 18A process entered high-volume manufacturing in late 2025. But that does not automatically prove Intel had regained uncontested leadership over TSMC, Samsung, or the wider semiconductor industry.

What Intel promised in 2021

Intel’s Intel Accelerated announcement was an attempt to repair a serious competitive problem. The company had spent years delaying its 10-nanometer manufacturing transition while rivals moved ahead with newer process technologies. Intel responded with a compressed target: five process nodes in four years and a return to process leadership in 2025.

The plan covered both manufacturing and product design. Intel renamed several process generations, introduced new transistor and power-delivery technologies, and pushed chiplet packaging so that different parts of a processor could be built on different manufacturing processes.

The numbers are process-generation labels, not literal measurements of transistor dimensions. “Intel 18A” does not mean every relevant transistor feature measures 1.8 nanometers. Intel describes it as a 2-nanometer-class process, with “A” referring to angstrom-based naming.

Why the manufacturing plan mattered

For Intel, process technology affects more than benchmark scores. A newer process can potentially improve performance, reduce power consumption, increase transistor density, and lower the cost of producing a competitive chip. Those factors influence the company’s revenue, gross margin, capital spending, and ability to compete for large customers.

Intel also wanted to become a major external foundry. Historically, Intel primarily designed and manufactured its own processors. The 2021 plan aimed to let outside companies use Intel’s manufacturing capacity, creating a second business alongside Intel’s CPU operations.

That strategy could eventually diversify Intel’s revenue, but it also required substantial spending on factories, equipment, research, and process development before customer revenue became meaningful. For shareholders, that made the roadmap a long-term execution story rather than an immediate earnings catalyst.

The technologies behind Intel 20A and 18A

RibbonFET

RibbonFET is Intel’s gate-all-around transistor design and the company’s first major transistor-architecture change after FinFET. In broad terms, the gate surrounds the transistor channel more completely, giving the manufacturer additional control over current flow. That can help balance performance, power consumption, and transistor density.

PowerVia

PowerVia is a backside power-delivery approach. Instead of routing power through the same front-side area used for signal connections, some power delivery is moved beneath the transistor layer. The intended benefits include less congestion and more efficient power distribution.

Foveros packaging

Intel’s Foveros technology stacks and connects separate processor tiles. The approach allows a chip designer to combine components made on different processes rather than manufacturing the entire processor as one large piece of silicon. Intel promoted Foveros Omni and Foveros Direct as more advanced versions of this packaging strategy.

Chiplets can improve flexibility and manufacturing economics, but they also introduce packaging complexity. Connections between tiles, thermal management, testing, software optimization, and yield all matter. A successful process node is therefore only one part of delivering a competitive processor.

What changed before 2025

The original roadmap did not proceed exactly as announced. Intel shifted engineering resources away from Intel 20A and toward Intel 18A. Intel 20A became primarily a development and learning step rather than a major high-volume commercial node.

That change affected the product roadmap. Arrow Lake processors were built primarily with manufacturing from external partners and packaged by Intel Foundry, rather than serving as a broad showcase for Intel 20A production. Intel said that technologies developed during the 20A effort informed the commercial implementation of 18A.

This is an important distinction for anyone evaluating Intel’s progress. A roadmap can remain directionally correct while individual nodes are shortened, repurposed, delayed, or skipped in commercial products. The practical test is not whether every announced label appears in a retail processor; it is whether the company converts its research into reliable, profitable production.

What actually happened in 2025

Intel announced its first 18A products on October 9, 2025. The products were Core Ultra Series 3 processors, formerly known by the code name Panther Lake. Panther Lake was Intel’s first client system-on-chip built on 18A and used a multi-chiplet architecture.

Intel said the first product would ship before the end of 2025, with broad availability beginning in January 2026. The company also previewed Clearwater Forest, an 18A-based Xeon 6+ server processor planned for the first half of 2026.

Intel’s 2025 Form 10-K reported that Intel 18A entered high-volume manufacturing in late 2025 and introduced RibbonFET and PowerVia in production. The filing also described the first Core Ultra Series 3 products as being built on 18A and said Intel was seeking to establish 18A as a significant process for government and commercial foundry customers.

That means Intel achieved the central manufacturing milestone promised in 2021: 18A reached volume production by the target year. It does not mean every business objective was complete. High-volume manufacturing is different from achieving strong yields, winning major outside customers, generating attractive returns on factory investment, or proving sustained leadership across all relevant chip categories.

Did Intel retake the chipmaking crown?

There is no single universally accepted scorecard for a “chipmaking crown.” Process leadership can refer to transistor density, power efficiency, production yield, product performance, manufacturing scale, foundry revenue, or the ability to attract outside customers.

The verified conclusion is narrower: Intel put 18A into high-volume production in late 2025 and launched the first products using it. That fulfilled the roadmap’s main manufacturing deadline.

It is not established as an uncontested industry fact that Intel definitively retook leadership from its rivals in 2025. Intel’s own filings describe 18A’s production and competitiveness, but they do not establish an objective, industry-wide ranking that settles the question.

What the roadmap means for investors and consumers

For Intel investors

The 18A milestone reduces one major risk: the possibility that Intel would fail to deliver its next-generation process altogether. It may also strengthen Intel’s ability to sell manufacturing services to governments and commercial customers.

However, investors still need to watch the financial conversion of that technical achievement. Useful indicators include:

  • 18A production yields and the pace of capacity expansion;
  • the number and quality of external foundry customers;
  • revenue and operating losses in Intel Foundry;
  • capital expenditure and factory utilization;
  • the competitiveness of 18A-based client and server products; and
  • whether Intel can earn an acceptable return on its manufacturing investments.

A successful node can improve Intel’s prospects, but the spending required to build leading-edge fabs can weigh on cash flow for years. The business case depends on sustained product demand and enough manufacturing volume to absorb those costs.

For people buying computers

18A does not make every Intel laptop or desktop automatically faster or more efficient. A processor’s results also depend on its architecture, core design, cache, memory system, graphics, AI accelerator, software, cooling, and power limits.

When comparing a computer, look at independent battery-life and performance tests rather than relying solely on the process label. “Built on 18A” is useful technical information, but it is not a substitute for reviewing the actual processor and the complete system.

What comes after 18A

Intel’s next major process is Intel 14A, which the company designed from the beginning as an external-foundry offering. Intel’s 2025 Form 10-K says 14A is under active development, but it also identifies a significant commercial condition: if Intel cannot secure a major external customer for 14A, it may pause or discontinue further leading-edge process development.

Intel also retains the option of using an external foundry for products requiring technology beyond 18A and 18A-P. That disclosure shows why 18A is not the end of the turnaround story. Intel must demonstrate that it can operate a competitive manufacturing business, not merely complete one process transition.

A practical timeline

  1. July 2021: Intel announces the accelerated roadmap and its goal of reaching process leadership with 18A in 2025.
  2. 2022–2023: Intel advances Intel 7 and Intel 4, with Intel 4 becoming the company’s first EUV process.
  3. Before 2025: Intel reduces the commercial importance of 20A and focuses resources on 18A.
  4. October 9, 2025: Intel announces Panther Lake, the first client SoC built on 18A.
  5. Late 2025: Intel reports that 18A entered high-volume manufacturing.
  6. January 2026: Intel says broad availability of Core Ultra Series 3 products will begin.
  7. 2026 and beyond: Intel plans additional 18A client and server products while developing 14A for outside foundry customers.

FAQ

Did Intel meet its 2021 18A deadline?

Yes, in the core manufacturing sense. Intel reported that 18A entered high-volume manufacturing in late 2025, and it announced the first 18A-based Core Ultra Series 3 products in October 2025.

Was Intel 20A used in a major retail processor?

Not as originally expected. Intel shifted resources toward 18A, making 20A primarily a development and learning step. Arrow Lake was manufactured primarily by external partners and packaged by Intel.

The Bottom Line

Intel’s 2021 comeback roadmap was partly delivered and partly redesigned. The company reached high-volume production of Intel 18A in late 2025, launched the first 18A client products, and brought RibbonFET and PowerVia into production. But Intel 20A was largely bypassed as a commercial node, and “retaking the chipmaking crown” is stronger than the available evidence supports. For investors, the next test is whether 18A produces competitive chips, attracts outside foundry customers, and generates returns that justify Intel’s enormous manufacturing investment.
