Retirees who want income that keeps pace with rising prices have four evidence-based starting points besides Social Security: Treasury Inflation-Protected Securities (TIPS), Series I Savings Bonds, annuities with an inflation feature, and pensions with a cost-of-living adjustment (COLA). They solve different problems. TIPS and I Bonds link value to the Consumer Price Index (CPI), but they do not automatically send a paycheck for life. Annuities and pensions can provide lifetime payments, while their inflation increases depend on the exact contract or plan formula.
There is no universal winner. Compare each option’s inflation formula, lifetime guarantee, credit or funding risk, liquidity, taxes, fees and survivor provisions against your actual essential and discretionary spending.

What “inflation-protected income” really means
An income stream is inflation-protected only to the extent that its payments or underlying value are contractually adjusted. A CPI-linked adjustment is different from an investment that might rise during an inflationary period. Dividends, rental property, commodities and balanced funds may hedge inflation, but none guarantees a CPI-linked paycheck.

- CPI adjustment: TIPS and Series I Savings Bonds change principal or interest with inflation.
- Contractual escalation: An annuity may offer a fixed annual increase, a CPI-linked rider or another stated formula.
- Plan-based COLA: A pension may increase under the employer’s or government plan rules.
- Lifetime pooling: Annuities and pensions can continue while you live; securities mature and must be reinvested if you need income afterward.
Read the adjustment formula, caps, waiting periods and exclusions. “Inflation adjusted” can mean full CPI tracking, a capped index, a fixed increase that may lag inflation, or no increase at all.

TIPS: Treasury securities with CPI-adjusted principal
How TIPS work
Treasury Inflation-Protected Securities adjust their principal with changes in the CPI. They pay a fixed interest rate every six months. Because the coupon is applied to an inflation-adjusted principal, the dollar amount of interest can rise when the adjusted principal rises and can fall when deflation reduces it.
TreasuryDirect currently offers 5-, 10- and 30-year maturities. The interest rate is fixed at auction and, on the TreasuryDirect page cited for this explanation, is never less than 0.125%. Auction rates change, so check the current rate and auction terms before buying rather than relying on an old quote.
What happens at maturity
When a TIPS matures, the Treasury pays either the increased, inflation-adjusted principal or the original principal, whichever is greater. That floor protects the original principal at maturity from a cumulative deflation loss. It does not prevent the market value from moving before maturity.

You can ladder maturities so principal returns in different years, then use coupon payments and maturing bonds for spending. A ladder can make future cash flows more predictable, but it does not create income beyond the final maturity unless you reinvest. Selling before maturity exposes you to the market price at that time; interest-rate changes can produce a gain or loss even when the Treasury will pay the promised maturity amount.
TIPS are therefore most useful for expenses you can map to specific years. They are less suitable as a stand-alone answer to living past the longest bond in your ladder.

Series I Savings Bonds: inflation-adjusted savings, not a lifetime paycheck
How I Bonds differ from TIPS
Series I Savings Bonds also adjust for inflation. TreasuryDirect publishes a direct comparison of TIPS and I Bonds because both respond to inflation but have different structures and uses. I Bonds are savings instruments rather than a contract that sends income for life.
The inflation component is built into the bond’s composite interest calculation, so the return changes as inflation readings change. The bond’s value can support future withdrawals, but you must decide when and how much to redeem. That makes an I Bond balance a flexible reserve, not a longevity guarantee.
Recommended Free Tools
Where I Bonds can fit
- Near-term inflation reserve: Hold money for several years of planned spending and redeem it as needed.
- Portfolio ballast: Pair the bonds with assets whose values may fluctuate more in an inflation shock.
- Deferred spending: Preserve purchasing power for a home repair, health expense or later-life support.
Check Treasury redemption, holding-period and purchase rules that apply when you act. Unlike an annuity or pension, an I Bond does not pool longevity risk: spending the balance early leaves less for later years.
Annuities: lifetime income when the contract includes the right protections
Immediate and deferred income annuities
An annuity is an insurance contract that pays at regular intervals. An immediate income annuity generally starts payments soon after purchase. A deferred income annuity is designed to begin later; U.S. Treasury and IRS guidance describes it as an income stream that generally continues throughout an individual’s life but is not intended to begin until some time after purchase.
Deferring the start date can address longevity risk: you reserve a later-life paycheck while using other assets in the early years. The trade-off is that money committed to the contract may have limited access before payments begin.

How inflation features change the payout
An annuity’s inflation protection is not automatic. The contract may provide a CPI-linked increase, a fixed annual escalation, a cost-of-living rider or no increase. A richer increase generally means a lower starting payment, higher cost, or both. Ask whether increases are simple or compounded, whether CPI is capped, when the first increase occurs and what happens during deflation.
Guarantees, liquidity and survivors
Payments depend on the insurer’s claims-paying ability and the contract’s guarantees. Review the insurer’s financial strength, state guaranty protections and exclusions rather than treating an annuity as equivalent to a Treasury obligation.
Liquidity varies. Surrender charges, market-value adjustments, withdrawal limits and tax consequences can make early access expensive. Survivor choices also affect income: a joint-life option can continue payments to a spouse, while a period-certain or beneficiary feature can protect heirs. Each protection usually reduces the initial lifetime payment compared with a single-life option.
Pensions with COLAs: valuable, but plan-specific
How pension income is determined
A pension provides regular post-retirement payments based on service and compensation. Some plans, including federal retirement annuities, provide COLA adjustments. The formula, eligibility rules, waiting period and cap vary by plan; some pensions have no COLA.
Obtain the plan’s written formula before counting on an increase. Determine which index is used, whether the adjustment is full or partial, whether it applies immediately or only after a specified age, and whether the benefit is reduced under a survivor election.

Funding and flexibility
Pension security depends on the employer or plan sponsor and any applicable government insurance or guarantee. A pension election can be difficult or impossible to reverse, and a lump-sum choice transfers investment and longevity risk to you. Compare the guaranteed monthly amount with the purchasing power you would need under several inflation paths, not just today’s expenses.
Taxes: identify what is taxable before choosing an income source
Tax treatment differs by instrument, account type and jurisdiction. Interest, inflation adjustments, redemptions and distributions may be recognized at different times. A taxable account, traditional retirement account and Roth account can produce very different after-tax cash flows from the same investment.
IRS Publication 939 explains that pension and annuity payments generally contain a tax-free return-of-cost portion and a taxable balance. The calculation method depends on the plan and on facts at the annuity start date. Keep the contract’s cost basis and distribution records so the tax-free portion is not lost.
Before implementing a ladder or annuity, model gross and after-tax income together. Include required distributions, withholding, state taxation and the possibility that a larger taxable income stream changes other tax costs. A tax professional can confirm the method for your specific plan and state.
Side-by-side comparison
| Option | Inflation linkage | Longevity | Liquidity and market value | Primary credit or funding risk | Survivor features |
|---|---|---|---|---|---|
| TIPS | CPI-adjusted principal; fixed coupon paid every six months | Ends at 5-, 10- or 30-year maturity unless reinvested | Tradable before maturity; market price can change with interest rates | U.S. Treasury obligation | Bond ownership passes to the estate or beneficiary; no lifetime pooling |
| Series I Savings Bonds | Inflation-adjusted composite interest | Ends when redeemed; no lifetime payment | Savings instrument subject to Treasury purchase and redemption rules | U.S. Treasury obligation | Bond registration and beneficiary instructions control transfer |
| Annuity | Only what the contract or rider specifies: CPI, capped or fixed increase, or none | Can pay for life, including deferred start contracts | Surrender terms and contract restrictions may limit access | Insurer claims-paying ability and applicable protections | Joint-life, period-certain and beneficiary options can be selected |
| Pension | Plan-specific COLA formula, which may be partial or absent | Usually payable under the plan’s lifetime terms | Often limited ability to change the election or access a lump sum | Employer or plan funding and any statutory guarantee | Survivor election rules vary and can reduce the primary benefit |
How to build an inflation-aware retirement income plan
- Separate essential from flexible spending. List housing, food, utilities, insurance, health care and other costs that must be paid regardless of markets. Identify discretionary spending that can be reduced.
- Set the guaranteed-income target. Compare essential expenses with existing Social Security, pension income and any other guaranteed payments. The shortfall is the amount an annuity, additional pension election or portfolio withdrawals may need to cover.
- Map inflation exposure. Mark which expenses tend to rise with CPI, which have contract-specific increases and which are relatively fixed. A pension with a capped COLA may cover only part of a medical-cost increase.
- Choose the liquidity reserve. Keep enough accessible assets for emergencies, irregular health costs and planned large purchases before committing funds to an annuity or long-maturity ladder.
- Match duration to spending dates. Use TIPS maturities for known future obligations, while recognizing that a ladder must be reinvested after its final maturity. Use I Bonds as a redeemable reserve rather than a lifetime paycheck.
- Evaluate any annuity or pension election on an after-tax basis. Compare single-life, joint-life, period-certain and beneficiary versions, then read the exact escalation and surrender provisions.
- Stress-test the plan. Examine higher-than-expected inflation, a long life, early death of one spouse, insurer or employer stress, and the need to spend liquidity during a market decline.
Common mistakes and how to avoid them
Confusing an inflation hedge with guaranteed income
A diversified fund, property or commodity exposure may help purchasing power but can lose value or produce uneven cash flow. Label it a hedge, not a guaranteed inflation-adjusted benefit.

Ignoring the timing of inflation protection
A deferred annuity may not increase payments until they begin. A pension COLA may start only after a specified age. A TIPS ladder protects principal at maturity, while its market price can move beforehand. Put the start date and adjustment date on your cash-flow calendar.
Overlooking caps, fees and surrender provisions
Ask for the rider cost, participation rate, CPI cap, escalation method, surrender schedule and withdrawal limits in writing. A high headline increase can be offset by a lower starting payment or substantial restrictions.
Choosing a survivor option without pricing it
Compare the income reduction for joint-life or period-certain protection with the survivor’s actual needs. Do not assume a beneficiary receives the same value as the original owner.
Using gross income to make the decision
Apply the tax rules to each cash-flow source. A payment that looks larger before tax may provide less spendable income than a smaller, differently taxed payment.
Bottom line
TIPS offer direct CPI-linked principal protection and Treasury maturities; I Bonds offer inflation-adjusted savings that you redeem as needed. Annuities and pensions are the tools that can provide income for life, but their inflation protection comes only from the contract or plan’s stated formula. A resilient retirement plan often combines a lifetime-income base with liquid reserves and securities matched to future spending dates. The right mix depends on health, household longevity, taxes, liquidity needs, survivor goals and the exact terms available to you.
