There is no worldwide income-tax exemption threshold. The amount you can receive before income tax depends on the country, tax unit, taxpayer category, income definition, tax regime and tax year (or assessment year). A threshold change takes effect only on the date set by that jurisdiction’s enacted law or official tax guidance—not automatically when a budget, speech or policy report announces it.
To answer “who qualifies and when does a change take effect?”, identify the jurisdiction and period first. Then check whether the local rule is an allowance, deduction, zero-rate band, credit or narrowly defined exemption. Those mechanisms do not produce the same result.

Why one global threshold does not exist
Tax systems use different tax units, calendars and definitions of income. One country may tax an individual after a personal allowance; another may apply a zero-rate band, a refundable credit or a basic exemption that changes with the taxpayer’s age or filing regime. Some thresholds apply to monthly income, some to annual income, and some to a tax year that crosses two calendar years.

Even within one country, the answer can differ for an employee, a self-employed person, a pensioner, a company, a partnership or a jointly assessed couple. A headline amount therefore cannot be compared safely without its currency, period, taxpayer category and legal mechanism. The OECD’s 2026 comparative report records reforms in several countries; it is not a single international rule.

What “tax-free threshold” may mean
Readers often use “exemption,” “allowance,” “limit” and “tax-free threshold” interchangeably. Ask the tax authority which of these mechanisms the local rule actually uses:
| Mechanism | What it changes | Important qualification |
|---|---|---|
| Personal allowance | Removes a stated amount of an individual’s income from tax. | It may be reduced or withdrawn when income exceeds a limit. |
| Deduction | Subtracts an eligible expense or amount before taxable income is calculated. | Usually requires a qualifying expense, documentation or a specific claim. |
| Zero-rate band | Taxes the first band of taxable income at 0%. | The band is part of the rate schedule; other income may be taxed at higher rates. |
| Tax credit | Reduces tax calculated, rather than reducing income. | Credits can be non-refundable, refundable, income-tested or limited to particular taxpayers. |
| Specific exemption | Excludes a defined type of income, person or transaction. | It is not a general exemption for all income below a headline amount. |
For example, HM Revenue & Customs defines the UK Personal Allowance as “the amount of income a person can get before they pay tax.” That wording describes an allowance, not a universal rule that every kind of income is always tax-free.
Who can qualify?
Eligibility is normally determined by several conditions together. Gross receipts alone may not decide the result.
Taxpayer category and legal status
Rules can distinguish residents and non-residents, individuals and entities, employees and businesses, and single, married or jointly assessed taxpayers. India’s official guidance, for example, states a basic exemption threshold for specified persons under its new tax regime, while saying that no basic exemption limit exists for certain entities such as firms and companies. An individual threshold must not be applied to those entities.

Tax regime or election
Some jurisdictions offer more than one regime. A taxpayer may have to choose between a standard and alternative regime, and the threshold, deductions and credits can differ. The regime in force for the return—not the regime used by an employer’s payroll estimate—controls the final liability.
Type and measurement of income
Authorities may combine salary, business profits, pensions, interest, dividends, rent, capital gains and benefits, or treat some categories separately. “Income” can mean gross income, adjusted income, taxable income or assessable income. Ask whether the threshold is measured before or after deductions, pension contributions, losses and other reliefs.
Age, family and dependants
Age and family status can create additional conditions. Ireland’s 2024 parliamentary answer described an age exemption for people aged 65 or over, with separate income limits for an individual and for a jointly assessed couple when either spouse or civil partner is at least 65. Qualifying children can increase those limits. This is a reminder that an age-based exemption is not available merely because total income is low.

Residence tests, citizenship, domicile and the place where income arises may affect entitlement. A person who works in one country, lives in another or receives foreign income may need a return even when no tax is ultimately due. Joint assessment can also change the threshold or the way income is allocated between spouses.

How much are the current examples?
The figures below illustrate why a country and tax period must accompany every threshold. They are not interchangeable advice, and older statements require confirmation before filing.
| Jurisdiction and source date | Published threshold or change | Who or what it covers | Status and caution |
|---|---|---|---|
| United Kingdom, HMRC guidance updated 6 April 2026 | £12,570 Personal Allowance in tax years 2024–25, 2025–26 and 2026–27; income limit £100,000. | Individuals entitled to the allowance under UK rules. | The allowance falls by £1 for every £2 of income above the limit and can reach zero. Use the tax-year rules, not a calendar-year assumption. |
| India, Income Tax Department | ₹400,000 basic exemption threshold. | Specified persons using the new tax regime. | Applies from Assessment Year 2026–27 as described on the official page. The same page says certain entities, including firms and companies, have no basic exemption limit. |
| Mauritius, OECD 2026 report | Tax-exempt threshold described as rising from MUR 390,000 to MUR 500,000; income from MUR 500,000 to MUR 1 million described at a 10% marginal rate. | Taxpayers covered by the reported reform. | Confirm the enacted local law and operative period before treating the report as a current entitlement. |
| Brazil, OECD 2026 report | Monthly personal-income-tax exemption threshold described as BRL 5,000, phasing out up to BRL 7,350 per month. | Individuals within the reported personal-income-tax reform. | Verify national legislation and the effective date; a policy description is not proof that a return-period rule is already in force. |
| Germany, OECD 2025 report | Basic personal allowance increased from EUR 10,908 to EUR 11,784 in 2024. | Taxpayers eligible for the German basic allowance. | The figures are for 2024 and should be matched to the applicable assessment year and official German guidance. |
| Singapore, Ministry of Finance parliamentary speech in 2024 | S$20,000 personal-income-tax exemption threshold stated in the speech. | The context and taxpayer categories stated in that parliamentary material. | It is a dated statement, not a 2026 verification of current law. |
| Ireland, parliamentary answer in 2024 | Age-based limits of €18,000 for an individual or €36,000 for a jointly assessed couple when either spouse or civil partner is at least 65. | People meeting the age, income and joint-assessment conditions; qualifying-child adjustments may raise the limits. | Confirm the current Revenue rules before relying on these 2024 figures. |
How the UK example works
The UK illustrates both a threshold and a taper. The Personal Allowance applies across the three tax years shown in the table, but entitlement is not unlimited for higher-income taxpayers. HMRC reduces the allowance by £1 for each £2 of income over the stated income limit, so a person’s allowance can eventually be nil. The calculation uses the income measure specified in HMRC guidance, not simply the amount shown on one payslip.
The UK tax year runs from 6 April to 5 April. A change stated for a tax year applies to income in that tax year, even though the year spans two calendar years. A budget announcement before 6 April is not, by itself, the date on which payroll or self-assessment treatment changes; check the enacted measure and HMRC’s updated guidance.
How the India example works
India’s basic exemption threshold is tied to the taxpayer categories and the new tax regime described by the Income Tax Department. The page identifies the relevant period as Assessment Year 2026–27, which is not the same wording as a calendar year. “Assessment Year” refers to the year in which the preceding income period is assessed under India’s tax framework.

Do not extend the individual threshold to firms or companies when the official guidance excludes those entities. Also check whether the taxpayer has selected the stated regime and whether special-rate income, such as certain investment income, is treated separately from ordinary slab-rate income.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When does a change take effect?
There are three dates to separate:
- Announcement date: when a finance ministry, budget, parliamentary speech or policy report first describes a proposal.
- Legal effective date: the date written into enacted legislation, regulations or an official commencement notice.
- Tax or assessment period: the return period to which the rule applies, such as a UK tax year or an Indian Assessment Year.
A reform can be announced in one calendar year, enacted later and applied to income earned from an earlier or later date. It can also be phased in, limited to monthly payroll withholding, or delayed until a subsequent assessment year. The operative wording in the law and the tax authority’s current guidance controls.
How to check your own eligibility
- Name the jurisdiction. Use the country or subnational authority that has taxing rights over the income.
- Identify the period. Write down the tax year, assessment year or calendar year requested by the form.
- Find the authority’s definition. Search the official tax authority for “personal allowance,” “basic exemption,” “zero-rate band,” “tax credit” or the local term.
- Classify yourself. Record residence, age, employment or business status, marital or joint-assessment status, and whether you are an individual or an entity.
- List every income type. Include wages, self-employment, pensions, interest, dividends, rent, benefits and gains where the authority requires them.
- Apply the measurement rule. Determine whether the threshold uses gross, adjusted, taxable or assessable income and whether a taper applies.
- Check claim and filing rules. Some relief is automatic through payroll; other relief requires a tax return, election, certificate or supporting records.
- Verify the effective date. Confirm that the rule is enacted and applies to your period, rather than relying on a news report or speech.
Common mistakes and how to correct them
Using a calendar year when the tax year is different
Convert the dates to the authority’s tax calendar. A threshold for a year beginning in April or an assessment year may cover income earned across two calendar years.

Applying an individual amount to a company or partnership
Check the legal taxpayer named on the return. Entity rules can have no personal allowance at all, as the Indian example demonstrates.
Ignoring tapering or phase-out
Calculate the threshold at your actual income level. A headline allowance can shrink gradually, while a reform described as “phasing out” may provide partial relief rather than a hard cutoff.
Treating a policy report as enacted law
Use comparative reports to locate a possible change, then confirm the statute, commencement date and tax-authority instructions for the relevant period.

Filing, reporting and withholding duties can remain even when the final tax is zero. Foreign income, self-employment, capital gains or benefits often trigger separate reporting rules.
When professional advice is warranted
Consider a qualified local tax adviser when you have multiple residences, a jointly assessed return, a business and employment income, foreign assets or income, a change of regime, a trust or company, or a threshold that is being tapered. Bring the exact tax year, income records, prior return and the official rule you are relying on. A professional should confirm the law in force for that period rather than quote an undated threshold.
