Neither plan is universally better. Standard Repayment is usually the better fit when you can afford a fixed payment and want a defined, relatively short payoff schedule. An income-driven repayment (IDR) plan is usually the better fit when your income is modest or unpredictable, your family circumstances reduce what you can pay, or you are pursuing Public Service Loan Forgiveness (PSLF) or a plan-based discharge. Your loan type, first disbursement date, consolidation history and current federal transition rules determine which choices you can actually use.
For a reliable answer, sign in to StudentAid.gov, verify your loan details and compare every eligible option in the Federal Student Aid Repayment Calculator. Compare the projected monthly payment, payoff period, total paid, interest and estimated discharge—not just the first payment shown.

Standard versus IDR at a glance
- Choose Standard when: your budget can handle the scheduled payment, you want a fixed installment and you do not need an IDR qualifying payment for PSLF or a possible IDR discharge.
- Choose IDR when: the Standard payment is unaffordable, your income or family size changes materially, or qualifying payments toward PSLF or IDR discharge are central to your plan.
- Do not choose from the payment alone: a lower IDR payment can extend repayment and increase interest, while a possible discharge can reduce lifetime out-of-pocket cost. The calculator must model your own balance, rate, income and eligible plans.
- Check the date rule first: plan availability is tied to loan type and the date each loan was first disbursed. The rules change for loans disbursed on or after July 1, 2026.
How the Standard Plan works
Standard Repayment uses a fixed installment designed to repay principal and interest by the end of the term. For ordinary, non-consolidation federal loans, the term is up to 10 years. Consolidation loans can have a 10-to-30-year term, depending on the balance. Federal Student Aid lists a minimum Standard payment of $50 per month; the exact amount depends on your balance, interest rate and term.

A fixed schedule makes budgeting straightforward. You generally know the required payment until the loan is paid, and the shorter schedule limits the number of months in which interest can accrue. That does not guarantee the lowest total cost for every borrower: a different eligible plan, a payment credit or a future discharge could change the result.

For loans first disbursed before July 1, 2026, Federal Student Aid lists Standard, Graduated and Extended fixed plans among the available fixed options, subject to the loan-specific rules. Loans first disbursed on or after that date use Tiered Standard as the fixed payment option under the current framework. Tiered Standard is not automatically interchangeable with the earlier Standard Plan, particularly when PSLF eligibility is involved.
How income-driven repayment works
IDR sets the required payment with a plan formula based on financial information. Depending on the plan, the calculation can use adjusted gross income, discretionary income and family size or dependents. Payments can change after annual recertification or an earlier recalculation when your circumstances change.
The principal may not be fully amortized by the scheduled end of an IDR term. If you satisfy the applicable requirements, a remaining balance may be discharged after the plan-specific period. Discharge is a possibility, not a promise of savings: eligibility, qualifying-payment history, income changes and future plan rules all affect the outcome.
Current formulas and terms
| Plan | Payment approach described by Federal Student Aid | Plan term or discharge period | Important qualification |
|---|---|---|---|
| Income-Based Repayment (IBR) | Generally 15% of discretionary income; 10% for qualifying new borrowers | 20 or 25 years, depending on borrower status | The formula and eligibility test do not apply identically to every borrower. |
| Pay As You Earn (PAYE) | 10% of discretionary income, subject to a payment cap and an eligibility test | 20 years | Federal Student Aid says PAYE ends no later than July 1, 2028. |
| Income-Contingent Repayment (ICR) | Plan-specific income-based calculation | 25 years | Federal Student Aid says ICR ends no later than July 1, 2028. |
| Repayment Assistance Plan (RAP) | 1% to 10% of adjusted gross income divided by 12 | 30 years | RAP is the listed IDR plan for Direct Loans disbursed on or after July 1, 2026, subject to eligibility rules. |
These are descriptions of the published formulas, not a personal quote. The plan you can select depends on your loan history, and a parent PLUS loan can be excluded or restricted. Use the official application flow to see the options attached to your account.

Eligibility: loan type and disbursement date come first
Federal Student Aid states that the repayment plans available to you depend on the types of federal loans you have and the dates the loans were first disbursed. A consolidation can also change which rules apply, so review each loan rather than assuming that all debt in your account has the same eligibility.
Loans disbursed before July 1, 2026
The earlier loan population can show Standard, Graduated and Extended fixed plans, while IDR availability varies by the specific loan type, borrower history and plan requirements. IBR, ICR and PAYE each have their own eligibility conditions; having a federal loan does not automatically qualify you for all three.
Loans disbursed on or after July 1, 2026
Under the current framework, Tiered Standard is the fixed option listed for this newer loan population, and RAP is the listed IDR plan for Direct Loans. IBR, ICR and PAYE access is limited by loan history and other conditions. Do not infer eligibility from the plan name or from another borrower’s result.
Parent PLUS and other restricted debt
Some parent PLUS debt is excluded from IDR or can reach an IDR plan only after particular steps, such as an eligible consolidation. The account’s loan type and consolidation record determine the result. If your portfolio includes parent PLUS, ask the servicer to identify the exact path before submitting an application.

Side-by-side comparison
| Decision factor | Standard or Tiered Standard | Income-driven repayment |
|---|---|---|
| Monthly payment | Fixed amount calculated to repay principal and interest by the end of the applicable term; Standard payments are at least $50. | Calculated under the selected plan’s formula using income and, in some cases, family size or dependents; it can change after recertification. |
| Payoff path | Up to 10 years for ordinary loans; 10 to 30 years for consolidation loans under Standard. | Plan-specific periods include 20 or 25 years for some plans and 30 years for RAP. |
| Interest and lifetime cost | The shorter schedule generally gives interest less time to accrue, but your actual total depends on balance and rate. | A lower required payment can lengthen repayment. Compare the calculator’s projected total paid, interest and estimated discharge. |
| Eligibility | Determined by loan type and first disbursement date; newer loans use Tiered Standard under the current rules. | Determined by loan type, disbursement date, plan requirements and sometimes consolidation history. |
| PSLF and discharge goals | Tiered Standard payments do not count toward PSLF under current Federal Student Aid guidance. | Federal Student Aid lists IDR plans, including RAP, as PSLF-qualifying plans. Plan-specific IDR discharge may also be available. |
| Administration | Fixed installment schedule. | Income information is generally recertified annually; you can request a recalculation when circumstances change. |
How to compare the financial result
Start with the required payment you can sustain, then examine the full projection. Standard often produces a higher monthly bill but fewer payment months. IDR can protect cash flow now while producing more interest over time. If the projection includes an estimated discharge, that amount is not money you should count as guaranteed savings; it depends on meeting the plan’s conditions and the rules in effect when the discharge is processed.
Use identical inputs
Run the Federal Student Aid Repayment Calculator with the same loan balances, interest rates, income, family information and filing assumptions for every plan. Record:
- the required monthly payment;
- the number of months or years in repayment;
- projected principal and interest paid;
- the total amount paid;
- the estimated balance, if any, projected for discharge; and
- whether the plan is eligible for your intended PSLF strategy.
Do not compare a current Standard quote with an old IDR estimate. Recalculate after a raise, job loss, marriage, change in dependents or loan consolidation.
PSLF changes the answer
If you work toward PSLF, plan eligibility matters more than the lowest advertised payment. Federal Student Aid identifies IDR plans, including RAP, as qualifying repayment plans. It specifically says Tiered Standard payments do not count toward PSLF. Therefore, a borrower with newer loans should verify the qualifying-plan requirement before selecting the fixed option.

Months spent in SAVE-related forbearance do not count toward PSLF or IDR discharge. Federal Student Aid says previously credited qualifying payments are retained when a borrower changes plans, so changing plans does not erase those credited months. Keep records of your qualifying-employment and payment history and verify the count in your federal account.
What happened to SAVE and what affected borrowers must do
Federal Student Aid says a court order ended the SAVE Plan in March 2026. Affected borrowers receive notices from their servicer. The notice provides a 90-day opportunity to choose another eligible plan, followed by a final 30-day notice if the borrower does not act. There is no single deadline for everyone: use the date printed in your own notice.
If you fail to select a plan by the stated deadline, the default plan varies according to when your loans were disbursed. Read the notice, check the eligible-plan list in your account and contact the servicer before the deadline. Do not treat an old SAVE estimate or payment as an available October 2026 option.
Step-by-step: make a plan choice
- Open your federal loan record. Sign in to StudentAid.gov and list every loan’s type, outstanding balance, interest rate, first disbursement date and current repayment plan. Note any consolidation and parent PLUS history.
- Check your objective. Decide whether the priority is the fastest predictable payoff, immediate affordability, PSLF, a possible IDR discharge or a combination. Your objective determines which calculator outputs matter most.
- Confirm eligible plans. Use the repayment-plan application or your servicer’s eligible-plan display. Do not assume that a plan shown for one loan applies to all loans.
- Run the calculator. Enter current income and family information and compare each eligible option using the same assumptions. Save the payment, term, total paid, interest and estimated discharge results.
- Test realistic changes. If your income is likely to rise, model the higher income. If it may fall, learn the recalculation process. If you are pursuing PSLF, confirm that the candidate plan is qualifying and that your employment is eligible.
- Submit through an official channel. Apply through StudentAid.gov or directly through your federal servicer. Applying for an IDR plan and receiving federal-servicer help are free.
- Calendar the next review. Record the annual recertification date shown in your account and any deadline in a servicer notice. Recheck the payment after the new income information is processed.
Income updates, recertification and documentation
IDR borrowers generally recertify income and family information each year. You can authorize IRS data access or submit accepted income documents. The exact recertification date is account-specific, so rely on the date displayed by your servicer rather than a generic calendar reminder.

Request a recalculation sooner if your income drops or your family circumstances change. Waiting for the annual date can leave an unaffordable payment in place longer than necessary. Conversely, an income increase can raise the required payment at the next calculation; budget for that possibility instead of treating the first IDR bill as permanent.
Federal Student Aid’s consumer warning is direct: “You never have to pay a company to apply for a repayment plan or manage your federal student loans.” Be cautious of companies charging an upfront or recurring fee for an application you can submit through official federal channels.
Common mistakes and how to avoid them
- Assuming every federal loan qualifies for every IDR plan. Verify loan type, first disbursement date and consolidation history.
- Choosing the smallest payment without checking total cost. Compare interest, total paid and the projected discharge in the calculator.
- Treating discharge as guaranteed. A possible remaining-balance discharge requires the applicable qualifying payments and other plan conditions.
- Using Tiered Standard for PSLF without checking. Current Federal Student Aid guidance says those payments do not count toward PSLF.
- Ignoring a SAVE transition notice. The response period is tied to the notice sent to you, and the fallback plan depends on loan disbursement timing.
- Missing annual recertification. Put the account-specific date on your calendar and submit income information before it expires.
- Paying a third party for federal help. Use StudentAid.gov or your servicer at no charge.
- Assuming a private loan is covered. The rules described here apply to U.S. federal student loans, not private student-loan contracts.
When Standard is usually the practical choice
Standard is generally sensible when the scheduled payment fits comfortably after essential expenses, you value a fixed bill and you expect to repay the debt in full rather than rely on PSLF or IDR discharge. It can also suit borrowers who want to minimize the time interest accrues and avoid annual income paperwork. Confirm that the fixed option offered in your account is Standard or Tiered Standard and understand any PSLF consequence before enrolling.

IDR is generally sensible when the Standard bill would force you to miss necessities, your earnings fluctuate, or your expected PSLF or discharge benefit outweighs the administrative work and potential additional interest. It is especially important to compare IDR when a temporary income shock makes the fixed payment unsustainable. Keep in mind that an income-linked payment can rise as earnings rise, and that a longer term is not automatically cheaper.
Quick Recap
Final decision checklist
- Have you verified each loan’s type, balance, rate and first disbursement date?
- Have you identified any consolidation or parent PLUS restrictions?
- Have you checked whether your target plan qualifies for PSLF?
- Have you compared payment, term, total paid, interest and estimated discharge with identical calculator inputs?
- Have you read any SAVE-transition notice and recorded its individual deadline?
- Have you noted your annual recertification date and a process for reporting income changes?
