In 2019 and 2020, Huawei used its investment arm, Hubble Technology Investment (also transliterated as Habo), to take minority stakes in Chinese semiconductor and technology startups. The objective was broader than finding a replacement smartphone processor: Hubble was building a pipeline of potential suppliers for optical sensors, radio-frequency components, analog chips, materials, batteries, packaging, testing and software.
The strategy was a rational response to U.S. restrictions, but it was not an instant workaround. Public reporting on September 30, 2020 identified 17 Hubble transactions since August 2019, typically involving stakes of about 5% to 10%. Those investments could improve Huawei’s visibility into emerging suppliers and help companies develop products for its requirements; they could not immediately recreate advanced foreign design tools, foundries, manufacturing equipment and component ecosystems.

The trigger: sanctions exposed more than a processor problem
U.S. restrictions made it harder for Huawei to obtain foreign-designed chips, use advanced overseas foundries, access electronic-design-automation software and secure specialized components. The vulnerability extended across the supply chain: processor architecture and design, lithography and other manufacturing equipment, memory, packaging, radio-frequency filters, optical parts, power-management devices and analog electronics.

That is why Hubble’s portfolio mattered even when an investment was not directly connected to a smartphone system-on-chip. A domestic RF-filter maker, analog-to-digital-converter supplier or packaging company could address a different bottleneck. The approach also matched China’s wider policy drive for semiconductor self-reliance, although the available evidence does not establish that every Hubble transaction was directed or funded by the Chinese government.

What Hubble Technology Investment was
The investment company described in the 2020 reporting was established in April 2019. It functioned as a Huawei-linked equity-investment vehicle focused heavily on Chinese technology startups. Later Hong Kong Exchange filings describe Hubble Technology as a PRC limited partnership principally engaged in equity investment, with Huawei-linked entities holding controlling interests. Corporate registrations can change, so those later legal descriptions should not be assumed to reproduce the exact 2019–2020 structure.
According to public records cited in the September 2020 report, Hubble had completed 17 transactions from August 2019 through that month. The count is not the same as 17 semiconductor suppliers: the portfolio also included software and other technology companies. The report said Hubble commonly acquired approximately 5% to 10% stakes, although valuations were not disclosed and that range was a reported pattern rather than a rule for every deal.
Why use minority investments?
- Early access: An equity stake can give Huawei visibility into technical progress and production plans before a startup is ready to sell at scale.
- Supplier influence: A strategic investor can help shape specifications, road maps and capacity priorities without operating the company itself.
- Optionality: Huawei can support several potential suppliers and deepen the relationship with the ones whose technology matures.
- Risk sharing: Other investors share the financial and execution risk of developing difficult hardware.
- Speed: A minority financing can be completed much faster than building a fab, buying a mature company or recreating an industrial ecosystem internally.
The trade-off is limited control. Huawei would not automatically control hiring, capital expenditure, manufacturing execution or sales priorities at a startup it only partly owned.

| Company or example | Technology | Huawei relevance | Status reported in 2020 |
|---|---|---|---|
| Zonghui Xinguang | VCSEL sensors | Optical sensing for facial-recognition applications | Investors told the report that the technology was used in some Huawei smartphones; this was source-attributed product-use reporting, not an audited procurement disclosure. |
| Wuxi Haoda Electronics | Radio-frequency filters | Wireless communications and 5G radio front ends | Received Hubble investment in January 2020 but had not yet achieved compatibility with advanced 5G phones at the time of the report. |
| Si Ruipu Microelectronics Technology | Analog-to-digital converters | Base-station electronics and signal processing | The report described approximately RMB300 million in revenue in the preceding year; that was a historical figure, not a current result. |
| Open Source China | Gitee code-hosting platform | Developer and software infrastructure | Shows that Huawei’s autonomy effort extended beyond physical chips; Gitee was not itself a semiconductor supplier. |
The broader portfolio was reported to include semiconductor materials, packaging and testing capabilities, batteries, automotive technologies and other software. A company can therefore be strategically important without making the most advanced component in a Huawei device.
How the investments could connect to Huawei products
Optical sensors: a relatively direct product link
Zonghui Xinguang, founded in 2015, developed VCSEL sensors used in facial-recognition applications. Investors cited by the 2020 coverage said the technology was available in some Huawei phones. That is a useful example of an investee whose product category was already relevant to a Huawei product, but it should not be expanded into a claim that every Zonghui component, or every Hubble-backed company, supplied Huawei.
RF filters: strategically relevant but not production-ready
Wuxi Haoda’s RF filters addressed a critical wireless component category. Yet the same reporting said the company had not reached compatibility with advanced 5G mobile phones at that time. Investing in Haoda could help Huawei develop a domestic option; it did not mean Huawei had an immediately qualified substitute for restricted foreign filters.

Analog-to-digital conversion for base stations
Si Ruipu’s ADCs were used in wireless base-station electronics. The reported prior-year revenue of about RMB300 million indicated a business with commercial activity, but revenue alone does not establish that its products met every Huawei performance, yield or volume requirement.

Software as part of autonomy
Open Source China, the company behind Gitee, illustrates a different dependency. Control of developer infrastructure can support software ecosystems and reduce reliance on foreign platforms even though it does not solve a lithography or foundry constraint. Treating every Hubble investment as a chip investment would therefore misstate the program’s scope.
Why Hubble could not replace advanced foreign technology overnight
Semiconductor substitution is a qualification process, not simply a financing event. A potential supplier must demonstrate electrical performance, reliability, yields, packaging compatibility, secure production capacity and the ability to deliver consistently at Huawei’s volumes. Advanced products add requirements for process technology, design software, intellectual property and manufacturing equipment.
- Design dependency: Domestic chip designers may still require foreign EDA tools, processor IP or specialist software.
- Foundry access: A fabless startup cannot manufacture independently if it relies on restricted overseas foundries or processes.
- Equipment and materials: Lithography, deposition, inspection, specialty chemicals and other inputs are difficult to localize quickly.
- Scale and yield: A laboratory demonstration or small production run is not equivalent to reliable, high-volume output.
- System qualification: A component that works in a less demanding product may fail the specifications of an advanced 5G phone or base station.
- Supplier depth: A domestic company can still depend on imported upstream parts, patents or manufacturing services.
The September 2020 reporting characterized Hubble’s investments as a long-term response and said they had so far played only a limited role in closing Huawei’s supply-chain gaps. That distinction is central: Hubble was building alternatives and negotiating leverage, not delivering a complete replacement ecosystem in 2020.
How to judge whether the strategy worked
The number of investments is an activity measure, not a success measure. A stronger assessment uses operational tests:

- Design win: Did an investee’s part enter a Huawei product?
- Qualification: Could it meet required specifications, reliability and yields?
- Volume: Could the company supply the quantities Huawei needed?
- Substitutability: Did the part replace a restricted foreign component, or merely supplement imports?
- Manufacturing independence: Did production still rely on foreign fabs, tools, materials or intellectual property?
- Commercial durability: Could the company serve customers beyond a Huawei-supported purchase?
- Ecosystem effect: Did Hubble’s participation attract additional capital, suppliers and customers?
These tests also separate two goals that are often conflated. A startup can be valuable for Chinese supply security even if it is not globally competitive. Conversely, a company can win a Huawei design while remaining dependent on foreign upstream technology.

Later HKEX documents provide primary corporate evidence that Hubble remained a Huawei-linked investor in Chinese semiconductor companies after the initial 2019–2020 push. A 2026 prospectus describes Hubble’s Huawei-linked ownership and investment purpose: HKEX prospectus on Hubble’s structure. Another filing records Hubble’s investment in Xiamen Hantiancheng Electronics in October 2020: HKEX filing on Xiamen Hantiancheng Electronics. A separate 2026 filing documents participation in a later financing round: HKEX filing on later Hubble financing.
Those filings strengthen the case that Hubble was a continuing investment structure rather than a one-off 2020 publicity exercise. They establish investment and ownership facts, however—not production volumes, technical competitiveness, profitability or the existence of a Huawei purchase order. A prospectus naming Hubble as an investor cannot by itself prove that a portfolio company became an operational supplier.

Huawei historically emphasized internal research and used overseas investments selectively. The post-2019 program put more emphasis on China-focused equity investments after sanctions exposed how many external dependencies sat outside Huawei’s own engineering teams.

That shift gave Huawei three forms of strategic leverage: information about emerging technologies, influence over supplier development and a broader option set if foreign access deteriorated. It also spread effort across many bottlenecks rather than concentrating solely on the application processor. The cost was that a broad portfolio could dilute capital and management attention, while Huawei’s association could increase political scrutiny of the startups and their overseas customers.
Bottom line for investors and policy analysts
Hubble’s activity was both defensive financing and supply-chain construction. Huawei was not merely making conventional venture bets: minority stakes could help groom suppliers, align road maps and preserve options under sanctions. But the evidence from 2020 supports a measured conclusion. The program could cultivate domestic alternatives over years; it could not immediately reproduce advanced foreign chips, manufacturing capacity, EDA tools or the full supplier network Huawei had lost access to.
Later HKEX filings show that the Huawei-linked investment structure continued to participate in semiconductor financings. They do not, on their own, prove that every investment succeeded technically or became part of Huawei’s production chain. The durable lesson is to judge Hubble by qualified design wins, volume, yields and genuine reduction in foreign dependencies—not by the headline count of deals.
