If Social Security withholds some of your retirement benefits because you earned more than the retirement earnings-test limit before full retirement age (FRA), the money is generally not returned as a one-time check. At FRA, the Social Security Administration (SSA) recalculates your benefit to account for months in which you did not receive payments, then increases the monthly benefit amount. SSA says it will send a letter explaining any increase.
This adjustment covers earnings-test withholding before FRA. It is different from delayed retirement credits, which apply to certain months after FRA when you do not receive old-age benefits.

What “credited back” means
People often describe withheld benefits as being “credited back,” but that phrase can imply a refund of every dollar withheld. SSA’s published explanation describes a different result: the agency recalculates the monthly retirement benefit at FRA to reflect months in which benefits were not paid because earnings were too high.
SSA’s planner states: “After you reach full retirement age, we will recalculate your benefit amount to take into account any months you did not receive benefits because your earnings were too high.” You can read the explanation in You Can Receive Benefits Before Your Full Retirement Age.

The practical sequence is:
- You claim retirement benefits before FRA.
- You continue working and your earnings exceed the applicable annual earnings-test limit.
- SSA withholds some or all benefits for affected months under the earnings test.
- When you reach FRA, SSA adjusts the monthly benefit calculation for those months of nonpayment.
- SSA sends a notice explaining any increase in your monthly amount.
The adjustment is therefore an increase in future monthly payments, not a separate payment representing all previously withheld dollars. The exact increase depends on your earnings, claiming date, benefit record and the number of months affected.
Why Social Security withholds benefits before FRA
The retirement earnings test applies when a person receives retirement benefits before FRA and has earnings above the limit for the relevant year. SSA uses an annual limit and a statutory deduction formula. Once the month in which you reach FRA begins, earnings no longer reduce retirement benefits.
2026 earnings-test limits
SSA’s FAQ, updated January 2, 2026, gives these limits for 2026:
| Situation in 2026 | Earnings limit | Benefit deduction | Which earnings count |
|---|---|---|---|
| Under FRA for the entire year | $24,480 | $1 in benefits for each $2 earned above the limit | Earnings during the year |
| Reach FRA during 2026 | $65,160 | $1 in benefits for each $3 earned above the limit | Earnings through the month before the FRA month |
| FRA month and later | No earnings reduction | No retirement-benefit deduction under the earnings test | Earnings beginning with the FRA month |
These are 2026 figures only. The limits are annual and can change, so do not apply them to another tax year without checking the current SSA figure. The official explanation is in What happens if I work and get Social Security retirement benefits?.

The earnings test concerns wages and other earnings covered by SSA’s rules, not simply the amount of money in your bank account. If the applicable limit is exceeded, SSA may withhold enough monthly benefits to satisfy the calculated deduction. Depending on the size and timing of your earnings, that can mean a partial withholding or no payment for particular months.
The year you reach FRA is treated differently
In the year you reach FRA, SSA uses the higher limit shown above and counts earnings only through the month before FRA. Beginning with the FRA month, earnings do not reduce retirement benefits. This is why a person can work throughout the year and still have earnings-test withholding only for the pre-FRA portion of that year.
The first-year monthly rule
SSA also describes a special rule, usually relevant in the first year benefits begin, that can allow payment for individual months it considers you retired even when your annual earnings are high. This monthly rule is separate from the annual limit and can change which months are payable.
Benefit timing can make records look confusing: Social Security benefits are paid in the month after the month for which they are due. When reviewing a payment history, distinguish the benefit month from the month in which the deposit arrived. SSA discusses the first-year rule and payment timing in You Can Receive Benefits Before Your Full Retirement Age.

How SSA recalculates your benefit at FRA
The recalculation treats months without a payment because of excess earnings differently from months for which you were paid. It does not simply total the withheld dollars and divide them into a check. Instead, SSA revises the monthly benefit amount that applies from FRA onward.
SSA’s publication How Work Affects Your Benefits (Publication No. 05-10069) illustrates the effect with hypothetical amounts in today’s dollars:
| Illustration | Assumptions | Monthly amount at FRA |
|---|---|---|
| Partial withholding adjustment | Claim at age 62, FRA at 67, and 12 months of benefits withheld | $910 before the adjustment; $975 at FRA |
| All benefits withheld before FRA | Benefits withheld throughout the period from age 62 to age 67 | $1,300 at FRA |
These examples are SSA illustrations, not personal estimates. The first example shows a $65 monthly increase, but an individual’s result can be higher or lower because the underlying benefit amount, months affected and claiming circumstances differ. The second example demonstrates that even when every payment is withheld between 62 and 67, SSA describes the outcome as a recalculated monthly amount rather than a lump-sum reimbursement.

The adjustment is associated with reaching FRA, when SSA reviews the months in which earnings-test withholding prevented payment. SSA’s option matrix says, “We will send you a letter that explains any increase in your benefit amount.” Keep that notice with your Social Security records because it identifies the revised monthly amount and the reason for the change. The statement appears in Your Options: Working, Applying for Retirement Benefits, or Both.

A practical timeline for someone who works while claiming
Use the following sequence to understand what should happen in your case without confusing an earnings-test adjustment with another type of Social Security increase.
- Claim before FRA. Your initial retirement benefit is based on your claiming age and earnings record. The earnings test can apply because you are below FRA.
- Report or have SSA identify covered earnings. SSA applies the annual limit for the calendar year and, if you reach FRA during that year, uses the special higher limit for earnings before the FRA month.
- Track affected benefit months. Withholding can affect some months or all months, depending on the calculated deduction and your payment amount. Record the month for which a benefit was due, not only the date a deposit would normally have appeared.
- Reach FRA. Starting with the FRA month, earnings no longer reduce retirement benefits under the earnings test. SSA then accounts for prior pre-FRA months in its benefit calculation.
- Read SSA’s notice. The agency says it will send a letter explaining any increase. Compare the new monthly amount with your prior award and keep the letter.
The process is administrative; there is no separate application described in the cited SSA material for requesting a refund of withheld checks. The important question is whether the missing months were caused by the earnings test, because those are the months included in the FRA recalculation described by SSA.

Delayed retirement credits are tied to eligible months after FRA when an old-age benefit is not paid. The federal regulation covers months of nonreceipt, including months when benefits are voluntarily suspended under applicable rules, and limits the crediting period to age 70. That is not the same as having benefits withheld before FRA because you earned too much.

Common mistakes and how to avoid them
- Expecting a single repayment check. SSA’s examples describe a higher monthly amount at FRA. They do not describe a check returning every withheld dollar.
- Using the wrong year’s earnings limit. The $24,480 and $65,160 figures apply to 2026. A different year can have different limits and deduction rules.
- Applying the full-year limit after reaching FRA. In the year you reach FRA, the $65,160 limit applies only to earnings through the month before FRA. Earnings beginning with the FRA month are not subject to the retirement earnings test.
- Calling every increase a delayed retirement credit. Months withheld for excess earnings before FRA are handled through the FRA recomputation. Delayed retirement credits concern eligible nonreceipt after FRA.
- Counting deposit dates instead of benefit months. Because benefits are paid one month after they are due, a deposit in one calendar month may represent a benefit for the previous month.
- Treating SSA’s examples as a forecast. The $910-to-$975 and $1,300 figures are hypothetical illustrations in today’s dollars. They do not predict an individual result.
What the recalculation does—and does not—tell you
The FRA adjustment restores the effect of months in which the earnings test prevented payment by changing the ongoing monthly calculation. It does not erase the fact that the benefits were withheld during the pre-FRA period, and it does not make the 2026 limits apply permanently. The amount ultimately shown in your notice depends on your own payment record and the specific months SSA identifies.
If you are planning work and benefits together, the most useful records are your claim date, FRA month, earnings by calendar year, notices showing withholding and the months represented by each payment. Those details let you distinguish an earnings-test adjustment from a routine cost-of-living change or from delayed retirement credits.
Bottom line
When earnings cause Social Security retirement benefits to be withheld before FRA, SSA generally credits the affected months through a higher monthly benefit calculated at FRA, not through a lump-sum refund. For 2026, the earnings-test limits are $24,480 for someone below FRA all year and $65,160 in the year FRA is reached, with the higher limit applying only before the FRA month. Delayed retirement credits are a separate rule for eligible months of nonreceipt after FRA.
