UPI apps can earn money even when a transaction carries zero merchant discount rate (MDR). Their revenue may come from separately priced payment-processing services, recurring rentals for acceptance devices such as soundboxes, government incentive schemes for qualifying low-value transactions, and commissions or fees from distributing loans, insurance and other financial products. The “zero MDR” description is now incomplete: a Ministry of Finance release dated 15 September 2026 introduced MDR for specified larger merchant transactions while retaining zero MDR for person-to-person payments, person-to-merchant payments up to ₹2,000 and qualifying small merchants.
First, separate UPI from MDR
UPI is the bank-account payment rail. MDR is a fee associated with accepting a merchant payment and sharing the resulting revenue among ecosystem participants. They are not interchangeable terms. A UPI transaction can be processed on the rail while the merchant-facing MDR is zero, and a provider can still earn from other services around that transaction.

The zero-MDR policy was a rule about what could be collected for specified transactions, not a finding that payment processing had no cost. The Reserve Bank of India described the direction effective 1 January 2020 not to collect MDR on UPI and RuPay debit-card transactions. Banks, payment service providers, application providers and technology companies still had staff, fraud, compliance, connectivity and support costs.

Policy has since moved. The 15 September 2026 PIB release says MDR is “neither a tax nor a charge collected by the Government or NPCI.” It is distributed among payment-ecosystem participants. The same release says P2P remains free at any amount, P2M payments up to ₹2,000 remain free, and qualifying small merchants with up to ₹1 lakh in monthly UPI QR receipts retain zero MDR under the P2PM category. Specified larger transactions can attract MDR.

The revenue routes, compared
| Revenue route | Who pays or funds it | What triggers revenue | Recurring? |
|---|---|---|---|
| Payment processing or merchant services | Merchant, under a provider-specific contract; terms vary by instrument and date | Processing a payment instrument or providing related acceptance services | Usually transaction-based |
| Acceptance devices | Merchant | Rental or subscription for a device and associated service, such as a payment-confirmation soundbox | Yes, commonly monthly |
| Government incentives | Government scheme, paid through the acquiring bank | Eligible transactions under a notified scheme, often with value and category limits | No; depends on each financial year and scheme notice |
| Financial-product distribution | Financial institution or customer economics under a partner arrangement | Referring or distributing a loan, insurance or other product | May include one-time or ongoing distribution income |
| MDR under the September 2026 framework | Specified merchant transactions | Transaction category and value meeting the announced rules | Transaction-based |
These routes should not be blended into a single “UPI fee.” A device rental is a subscription; a government incentive is a scheme payment; a processing margin is an accounting measure; and MDR is a policy-defined merchant-payment charge.
1. Payment processing and merchant services
A provider can sell a merchant an acceptance and processing service even when the UPI MDR for a particular category is zero. The contract, payment instrument, acquirer arrangement and applicable regulation determine whether a fee exists and how it is calculated. The existence of a provider service fee should therefore never be assumed for every UPI QR payment.
Paytm’s January 2026 investor presentation illustrates the accounting distinction. It defines processing margin as gross merchant fees minus payment-processing charges. That is a company-specific measure, not an industry-wide UPI rate. The presentation reported more than 4 basis points (0.04 percentage points) on overall gross merchandise value (GMV) and 15–18 basis points (0.15–0.18 percentage points) on non-UPI GMV. The non-UPI label matters: those figures cannot be presented as the ordinary margin on UPI transactions or transferred to another provider.

A provider may handle card, wallet, bill-payment, online checkout and other instruments alongside UPI. Some instruments can carry merchant fees while UPI transactions in a given category do not. A provider can also charge for reconciliation, dashboards, settlement support, fraud tools or other merchant services if its contract offers them. The cited materials do not establish a universal price list, so the safe conclusion is that processing revenue is possible and provider-specific.

2. Device subscriptions create recurring merchant revenue
Many merchants want an audible or visible confirmation that money arrived, particularly when staff cannot watch a phone screen. A UPI payment soundbox is an acceptance device that announces or otherwise confirms incoming payments. Providers can supply the hardware and charge a recurring rental or subscription.
Paytm’s business disclosures say merchants pay monthly subscription rental for services primarily involving devices and describe Soundbox as a payment-confirmation device. That model can produce revenue whether an individual QR payment is subject to zero MDR, a government incentive or the later MDR framework. The payment itself and the device service are separate commercial events.
What a device subscription can cover
- Use of the physical confirmation device.
- Connectivity, software and remote configuration.
- Voice or display confirmation of successful payments.
- Support, replacement and account-management services, where included in the contract.
The available evidence establishes the device category and subscription model, not the availability of a particular marketplace listing, a standard rental price or eligibility for any affiliate offer. Merchants should read the provider’s current terms for deposits, minimum periods, taxes, replacement charges and cancellation rules.
3. Government incentives for qualifying transactions
Government incentives have helped fund the ecosystem during periods when low-value UPI merchant payments carried no MDR. They are not an automatic commission on every UPI transaction. Each scheme has its own financial year, eligible categories, caps and payment path.

FY2024–25 low-value scheme
The FY2024–25 incentive scheme reported by PIB had an estimated ₹1,500 crore outlay. It covered eligible BHIM-UPI person-to-merchant transactions up to ₹2,000. The government paid the acquiring bank, which then shared the incentive with issuer banks, payment service provider banks and application providers. The existence of that scheme does not establish that the same amount or eligibility rules continue in a later year.
Earlier government payouts
The Prime Minister’s Office reported the following Government of India payouts in 2025:
| Financial year | Reported payout |
|---|---|
| FY2021–22 | ₹1,389 crore |
| FY2022–23 | ₹2,210 crore |
| FY2023–24 | ₹3,631 crore |
Those are historical, year-labelled payouts, not a forecast or a per-transaction rate. The same government material reported UPI transaction value of ₹213.8 lakh crore through January 2025, including ₹59.3 lakh crore in P2M value. “Through January 2025” is a cutoff, not a full-year total.
4. Financial-product distribution around the payment relationship
A payment app can become a distribution channel for products that are not payments: working-capital loans, consumer credit, insurance, wealth products or other financial services. The provider may earn distribution revenue or a referral fee while a regulated financial institution contracts with the customer and bears the underwriting responsibility.
Rank #4
Paytm describes an arrangement in which partner financial institutions provide and underwrite loans, while Paytm supplies reach and distribution. That distinction is essential: a payment application should not be called the lender merely because its interface displays or distributes a loan offer. Paytm’s FY2026 results reported ₹2,593 crore of financial-services distribution revenue. This is the named company’s disclosed figure for that year, not a benchmark for UPI providers generally.
Why this route fits a payment app
- The app already has merchant and consumer relationships.
- Transaction histories can support eligibility or targeting, subject to applicable consent and regulation.
- Distribution can be monetized without adding a fee to each UPI payment.
- Credit risk and underwriting may remain with the partner institution rather than the app.
Revenue may vary with approvals, disbursals, insurance renewals or other partner-defined events. It should not be projected from UPI volume alone.

The 15 September 2026 PIB release is the key current policy statement. It follows an August 2026 enabling amendment to Section 10A of the Payment and Settlement Systems Act, 2007. The August statement said the NPCI-headed UPI and Services Steering Committee would decide MDR if it were introduced; the September release then announced the transaction categories and rates.
Transactions that remain at zero MDR
- P2P: person-to-person UPI transactions remain free regardless of amount.
- Low-value P2M: person-to-merchant payments up to ₹2,000 remain free.
- Qualifying small merchants: merchants receiving up to ₹1 lakh per month through UPI QR codes under the P2PM category retain zero MDR on all transactions.
Transactions that can carry MDR
The release states that a 0.4% MDR applies to specified P2M transactions above ₹2,000, with a cap of ₹300 for transactions of ₹75,000 and above. It also lists separate rates for certain essential sectors and capital-market transactions. The exact treatment depends on the category defined in the framework; do not apply 0.4% indiscriminately to every payment above ₹2,000.

The government says its analysis indicates about 96% of merchant transactions are unaffected and that the affected set is around 4%. That is a PIB-attributed estimate, not an independently verified industry measurement. Implementation notices or later circulars may clarify category definitions, reporting and settlement procedures.
Who receives the MDR and who pays it
The release says MDR is shared among ecosystem participants, including banks and payment application providers. It does not publish a precise percentage allocation for each participant, so no exact bank-versus-app split should be inferred.
Banks are advised not to pass MDR on to consumers, and UPI application providers are prohibited under the framework from adding platform fees or hidden charges. A merchant’s contractual treatment still depends on the applicable category and provider documentation. MDR is not a government tax, and NPCI is not described as collecting it as a tax.
How a provider’s economics fit together
Consider a merchant that accepts a ₹1,500 UPI payment. Under the announced framework, a qualifying P2M payment up to ₹2,000 remains zero MDR. The provider may still earn from a soundbox subscription, a separately contracted merchant service or a later distribution of a financial product; none of those is the MDR on that payment.
Now consider a specified merchant transaction above ₹2,000 that falls within the announced MDR category. MDR may create a transaction-based revenue pool shared across participants, while a device subscription and financial-product distribution remain separate lines. A provider’s total economics therefore depend on payment mix, merchant size, device penetration, incentives, non-UPI volume and financial-services activity—not simply on the number of UPI transactions.
Questions to ask when evaluating a provider’s claim
- Which transaction is being described? P2P, P2M, QR, card, wallet and online checkout can have different rules.
- Who is paying? Identify the merchant, government scheme, financial institution or customer relationship funding the revenue.
- Is the amount recurring? Separate a monthly device rental from a one-time incentive or transaction margin.
- What period and geography apply? Incentives are financial-year specific; policy statements are date sensitive and India-specific.
- Is the figure a margin or revenue? A basis-point processing margin is not the same as total financial-services revenue.
- Is a partner the lender? Confirm who contracts with the borrower and who owns and underwrites the loan book.
The practical answer
UPI payment providers do not need to charge MDR on every merchant payment to have a business. They can combine merchant-service contracts, recurring acceptance-device rentals, time-limited government incentives and distribution of partner financial products. The September 2026 framework adds a further route—MDR on specified larger merchant transactions—while preserving zero MDR for P2P, P2M payments up to ₹2,000 and qualifying small merchants. Anyone comparing providers should therefore inspect the exact transaction category, contract, scheme year and accounting definition instead of treating “free UPI” as “free payment infrastructure.”
