How Trump Accounts Are Taxed and What Withdrawals May Cost

Trump Accounts generally cannot be used for ordinary withdrawals while the beneficiary is under the account’s growth-period restrictions. That period ends on December 31 of the calendar year before the year in which the beneficiary turns 18. Beginning January 1 of the year the beneficiary turns 18, traditional IRA distribution rules generally apply.

After that transition, a withdrawal is not automatically all taxable. The portion allocated to the account’s basis is generally excluded from gross income; distributed earnings and other nonbasis amounts are generally taxable. A distribution taken early under the traditional IRA rules may also face a 10% section 72(t) additional tax unless an exception applies. The actual cost depends on the account’s basis, value, distribution amount and timing, and the beneficiary’s own tax circumstances.

What a Trump Account is for tax purposes

A Trump Account is an individual retirement arrangement with a special period during which withdrawals are tightly restricted. The beneficiary has an account balance, but the account is not normally available as a source of spending money before the growth period ends.

The special period begins when the initial Trump Account is established. It ends on December 31 of the calendar year before the calendar year in which the beneficiary turns 18. Traditional IRA rules generally begin on January 1 of the year the beneficiary turns 18, not on the child’s actual birthday.

For example, if a beneficiary turns 18 at any point in 2026, the growth period ends December 31, 2025. The account generally moves to ordinary traditional IRA distribution rules on January 1, 2026, even if the birthday is later in the year.

Can money be withdrawn before age 18?

Usually, no. During the growth period, ordinary distributions are generally barred. The IRS identifies only limited ways money can leave the account during that period.

Permitted transfers and distributions

  • Transfer to another Trump Account: The entire balance can be moved directly from trustee to trustee to another Trump Account. This is a transfer, not a cash withdrawal to spend.
  • Transfer to an ABLE account: During the calendar year in which the beneficiary turns 17, the entire balance may be transferred directly to the beneficiary’s ABLE account if the statutory requirements are met. This is a qualified transfer, not an ordinary cash distribution.
  • Return of excess contributions: An amount identified as an excess contribution may be distributed under the applicable rules.
  • Death of the beneficiary: A distribution may occur after the beneficiary’s death under the rules governing the account.

A request for cash simply because the child needs money does not appear among these growth-period exceptions. A custodian should be able to identify whether a requested transaction is an eligible direct transfer or a permitted excess-contribution distribution before processing it.

What changes when the growth period ends

Starting January 1 of the year the beneficiary turns 18, most traditional IRA rules generally apply. The IRS describes distributions under the rules of Internal Revenue Code section 408(d). At that point, the tax analysis has two separate parts: how much of the distribution represents basis, and whether an additional early-distribution tax applies.

Question Growth period After growth period
Can the beneficiary take an ordinary withdrawal? Generally no, except for specified transfers, excess-contribution distributions and death-related distributions. Generally yes, subject to traditional IRA distribution rules.
Are contributions included in the beneficiary’s income when made? Generally no. Prior contribution treatment remains relevant through the account’s basis.
How is a later distribution taxed? Ordinary distributions generally are not available. The basis portion is generally excluded from gross income; other amounts, including earnings, are generally taxable.
Can an additional tax apply? The normal withdrawal question is usually blocked by the growth-period restriction. A distribution may be subject to the 10% section 72(t) additional tax unless an exception applies.

How basis determines the income-taxable amount

Basis is the part of the Trump Account that has already received the relevant tax treatment and is therefore generally not taxed again when distributed. The balance above basis generally consists of earnings or other nonbasis amounts and is generally included in gross income when distributed after the growth period.

Not every contribution creates basis. IRS guidance distinguishes among contribution categories:

  • Pilot-program contributions do not create basis.
  • Qualified general contributions do not create basis.
  • Section 128 employer contributions do not create basis.
  • A qualified rollover carries basis over from the prior Trump Account.
  • Other contributions create basis.

The IRS’s Trump Account basis aggregation rule is applied separately from the aggregation used for the beneficiary’s other IRAs. In practical terms, the basis and value of this Trump Account are used for its allocation rather than automatically blending the account with every traditional, SEP or SIMPLE IRA the beneficiary may have.

Illustrative allocation

Assume, solely as an illustration, that a Trump Account is worth $8,000 immediately before a $2,000 distribution and has $3,000 of basis. The basis percentage is 37.5% ($3,000 divided by $8,000). Applying that percentage, $750 of the distribution would be allocated to basis and generally excluded from gross income, while $1,250 would be the nonbasis portion generally included in gross income. The custodian’s tax reporting and the beneficiary’s actual account records control; this example does not calculate an individual return.

If the account has no basis, the entire ordinary distribution generally consists of nonbasis amounts and may be included in gross income. If the account has substantial basis, only the nonbasis allocation is generally taxable. A beneficiary should not assume that a withdrawal is fully taxable or fully tax-free without checking the account’s basis information.

When the 10% early-distribution tax may apply

The IRS Form 4547 instructions state that an early distribution could also be subject to the 10% section 72(t) additional tax unless an exception applies. This is separate from ordinary income tax. A distribution can therefore have both an income-tax consequence and an additional-tax consequence.

The instructions name higher-education expenses and first-home purchases as examples of exceptions. Those are examples, not a complete list, and an exception has its own conditions. Eligibility can depend on the beneficiary, the purpose and amount of the expense, and the timing and documentation of the distribution.

Income tax versus additional tax

  • Income tax: Generally applies to the distribution’s nonbasis portion, including earnings.
  • Section 72(t) additional tax: A potential 10% charge on an early distribution unless an applicable exception removes it.
  • Exception analysis: The fact that money was spent on a generally recognized purpose does not, by itself, prove that all statutory requirements were met.

Because the two charges answer different questions, a beneficiary should test them separately: first determine the taxable distribution under the Trump Account basis rules, then determine whether the distribution is “early” and whether a section 72(t) exception applies.

Excess contributions have a different withdrawal rule

The general annual Trump Account contribution limit for 2026 is $5,000, but several categories are excluded from that limit. Pilot-program contributions, qualified general contributions and qualified rollover contributions are excluded. Other contributions, including section 128 employer contributions, count toward the general limit.

2026 figure What it represents Qualification
$5,000 General annual contribution limit Excludes specified pilot, qualified general and qualified rollover categories.
$2,500 Section 128 employer-contribution limit described in IRS 2026-38 These employer contributions also count toward the general $5,000 limit.
$1,000 One-time pilot-program contribution For eligible children; excluded from the general annual limit.

If contributions exceed the applicable limit, the excess-contribution rules are not the same as an ordinary post-growth-period withdrawal. The 2026 Form 5329 instructions state that an excess contribution withdrawn before the beneficiary turns 18 is not included in the beneficiary’s taxable income for the year of withdrawal. However, earnings attributable to that excess are taxed at 100% under the stated rule.

That 100% treatment applies to earnings attributable to the excess contribution withdrawn under the applicable rule. It does not mean that ordinary investment earnings in every Trump Account are taxed at 100%. When describing or calculating a correction, keep the excess principal and its attributable earnings separate.

Why the correction amount matters

Suppose a contribution exceeded the applicable limit and the account earned $120 attributable to that excess before correction. The excess principal itself is treated under the special pre-18 withdrawal rule, while the $120 attributable earnings receive the 100% tax treatment stated in the 2026 instructions. The actual attributable-earnings calculation must come from the applicable correction method and account records.

Gift-tax reporting for family contributions

Revenue Procedure 2026-25 provides a gift-tax reporting safe harbor for certain individual donors. One condition is that the donor’s total gifts to each beneficiary during 2026, including Trump Account contributions, do not exceed the $19,000 annual gift-tax exclusion.

The $19,000 figure is a condition of that safe harbor, not a blanket rule that every contribution is automatically excluded from reporting. The safe harbor applies only when all of its requirements are satisfied. Donors whose total gifts exceed the threshold, or whose circumstances fall outside the procedure, need a separate gift-tax analysis.

Withdrawal scenarios at a glance

Situation Can money leave? Likely tax framework
Child is in the growth period and wants ordinary spending cash Generally no. Growth-period restrictions generally bar the distribution.
Full balance moved directly to another Trump Account Yes, if completed as a qualifying trustee-to-trustee transfer. Transfer treatment applies rather than an ordinary cash withdrawal.
Full balance moved to an ABLE account in the year the beneficiary turns 17 Yes, if the qualified-transfer requirements are met. Not an ordinary cash distribution; the statutory ABLE-transfer rules control.
Excess contribution withdrawn before age 18 Yes, under the excess-contribution correction rules. Excess principal is not included in the beneficiary’s income under the 2026 instruction; attributable earnings are taxed at 100%.
Ordinary distribution after the growth period Generally yes. Basis is generally excluded; earnings and other nonbasis amounts are generally taxable.
Early post-growth-period distribution without an exception Generally yes. Normal income tax may apply, plus a potential 10% section 72(t) additional tax.
Early distribution meeting a statutory exception Generally yes. Income-tax treatment still follows basis rules; the qualifying exception may remove the 10% additional tax.

How to estimate the cost before requesting a withdrawal

  1. Identify the applicable year. Confirm whether the beneficiary is still in the growth period or has reached January 1 of the year in which traditional IRA rules begin.
  2. Confirm the distribution type. Determine whether the transaction is a direct rollover, an ABLE transfer, an excess-contribution correction, a death-related distribution or an ordinary withdrawal.
  3. Obtain the Trump Account basis and value. Use the basis and fair value for this Trump Account separately from other IRAs.
  4. Allocate the distribution. Determine the portion representing basis and the portion representing earnings or other nonbasis amounts.
  5. Estimate ordinary income tax. Add the taxable portion to the beneficiary’s other taxable income and apply the beneficiary’s own federal and, where relevant, state tax circumstances.
  6. Test the 10% additional-tax question. If the distribution is early, check whether a statutory exception applies and retain documentation supporting it.
  7. Check contribution corrections. If an excess contribution is involved, calculate attributable earnings under the correction rules rather than treating the transaction as an ordinary withdrawal.
  8. Review reporting before filing. Match the custodian’s forms and records to the beneficiary’s return, and obtain individualized tax advice when the amount is material or the transaction is unusual.

Common mistakes that increase tax risk

Treating age 18 as the birthday date

The transition is calendar-based. The special period ends December 31 of the year before the year the beneficiary turns 18, and ordinary rules generally begin January 1 of the 18th-birthday year.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming every withdrawal is fully taxable

Basis is generally excluded from gross income. The Trump Account’s separate basis calculation must be performed before deciding how much is taxable.

Calling an ABLE transfer a cash withdrawal

The age-17 exception is a full-balance qualified transfer to an ABLE account during the specified calendar year. It is not permission to take unrestricted cash.

Applying the 100% rule to normal earnings

The 100% treatment is tied to earnings attributable to an excess contribution withdrawn under the applicable pre-18 rule. It is not the ordinary tax rate for all Trump Account investment earnings.

Assuming an exception without checking its conditions

Higher education and first-home purchases are examples in the IRS instructions, not automatic waivers. The facts, dollar amount and statutory requirements must be tested for the particular distribution.

Which IRS guidance controls the analysis

The relevant materials include the 2026 IRS Form 4547 and Form 5329 instructions, Internal Revenue Bulletins 2026-38 and 2026-29, IRS Notice 2025-68 as reproduced in the 2025-52 bulletin, and the IRS June 29, 2026 news release describing Revenue Procedure 2026-25. Some investment provisions discussed in the 2026-38 bulletin are proposed regulations; they should not be presented as final withdrawal-tax rules.

Contribution limits, forms and administrative guidance are year-specific. The $5,000 limit, $2,500 employer figure, $1,000 pilot contribution, $19,000 gift-tax safe-harbor condition and the excess-contribution treatment above are 2026 figures or 2026 guidance. Recheck the IRS instructions for the tax year in which the distribution actually occurs.

Bottom line for a beneficiary or parent

Before age 18 under the calendar-year rule, a Trump Account is generally locked against ordinary withdrawals. After the growth period, the account behaves broadly like a traditional IRA: basis is generally not taxed again, while earnings and other nonbasis amounts are generally taxable. An early distribution can add a 10% section 72(t) tax unless a valid exception applies. Excess-contribution corrections and qualified transfers follow their own rules. The only reliable personal estimate requires the account’s basis, value, transaction type, timing and the beneficiary’s complete tax facts.
