How to Work Out Whether Rent Is Affordable on Your Salary

Use two checks, not one. First, calculate rent as a share of gross monthly income: monthly rent ÷ gross monthly household income × 100. Then build a budget from take-home pay that includes every housing charge and essential expense. A rent below 30% can still be unaffordable if your income is low or your unavoidable costs are high; a higher percentage can be manageable for a household with substantial disposable income.

For an illustration, rent of 1,000 currency units against gross household income of 4,000 per month is 25%. That arithmetic is not a recommendation or evidence that either figure is typical. The percentage is a screening tool; the amount left after necessities is the decision that matters.

The two-part affordability test

A reliable answer combines a comparable ratio with a personal cash-flow test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Rent-share check: compare the rent with gross income for the same period and state whose income is included.
  2. Residual-income check: subtract rent, other housing costs and essential spending from take-home pay. Test whether the remainder covers savings, irregular bills and a realistic safety margin.

Statistical agencies often use rent-to-income ratios because they are easy to compare across areas. A household budget is more useful for deciding whether one particular lease will work for you.

Step 1: Define the income you are actually using

Convert salary to a monthly gross figure

Express salary and rent over the same period. For an annual salary, divide by 12. For weekly pay, multiply a typical weekly amount by 52 and divide by 12; this avoids treating a four-week month as a full year. Include a partner or other household member only when that person will reliably contribute to the rent and shared bills.

Use contractual base pay as the starting point. For hourly, seasonal or freelance work, use a cautious typical month based on recent history rather than the best month. Do not count an uncertain bonus, overtime shift or commission as guaranteed rent money. If income varies sharply, run the budget for a low-income month as well as an average month.

Keep gross and take-home figures separate

Gross income is before income tax, social contributions, pension deductions and other payroll deductions. Take-home pay is what reaches your account. Use gross income for the screening ratio and take-home pay for the spending plan. Mixing the two produces a percentage that looks precise but is not comparable with published benchmarks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the right household denominator

Write down whether your denominator is your salary alone, the combined gross income of two renters, or the income of a larger household. A household ratio can make a rent look affordable when one earner is not legally responsible for the lease or cannot contribute consistently. Conversely, using only one salary can understate capacity when two adults have stable, documented incomes and share costs.

Step 2: Calculate rent as a percentage of gross income

Use this formula:

rent share (%) = monthly rent ÷ gross monthly household income × 100

Include only the rent itself in this first calculation unless a source or policy measure explicitly defines “housing costs” more broadly. If rent is 1,000 and gross household income is 4,000, the result is 25%. Record the currency and whether the rent is weekly, monthly or another period before calculating.

What the 30% screen can and cannot tell you

Thirty percent is widely used as a housing-stress or affordability screen, not as a universal personal limit. The Australian Bureau of Statistics’ 2026 rent affordability indicator distinguishes households paying at or below 30% of income from those above it. The Office for National Statistics’ private-rent affordability benchmark, in methodology revised 18 August 2025, uses 30% or less of gross income for an area. Neither source says that every individual below 30% is safe.

The ONS review notes that published thresholds range from 20% to 50%, and that there is no widely accepted standard. A 25% ratio on a low wage can leave less money for food and transport than a 35% ratio on a high salary. Treat the percentage as a prompt to investigate, not a pass-or-fail ruling.

Country-specific figures are not interchangeable

Measure Figure How to interpret it
Australian Bureau of Statistics, 2026 rent affordability indicator 30% of household income Widely used indicator of housing stress; a statistical classification, not a personal guarantee.
Office for National Statistics, UK methodology revised 18 August 2025 30% or less of gross income Private-rent affordability benchmark for an area; not a law or universal household budget.
Thresholds identified in the ONS literature review 20% to 50% Shows how much affordability definitions vary between studies.
Financial Consumer Agency of Canada guidance, page accessed 2026 35% of gross income General Canadian guidance for rent and household-related expenses, not a worldwide standard.
English Housing Survey 2024–25 34% including housing support; 39% excluding it Average shares for private-renter households in England, not targets for an individual tenant.

The English Housing Survey figures describe England in 2024–25, not the whole United Kingdom or another country. Canada’s 35% guidance also covers rent and household-related expenses, so it is not directly equivalent to a rent-only ratio. Always label the geography, definition and year when you use a benchmark.

Step 3: Build a take-home budget

Start with dependable monthly take-home pay. Then list costs that will continue after you move. Use recent statements, bills and subscriptions rather than optimistic guesses.

Housing costs beyond advertised rent

  • Utilities you must pay separately, such as electricity, gas, heating fuel, water or wastewater.
  • Internet, required service charges, parking, storage and building or amenity fees.
  • Council tax or the local equivalent, unless the landlord has confirmed it is included.
  • Renter’s or contents insurance and any mandatory insurance charge.
  • Regular maintenance or service costs that the lease assigns to you.

Ask the landlord or agent for a written list of inclusions. A low headline rent can be more expensive than a higher rent with heating, water or parking included.

Essential living costs

  • Food and household supplies.
  • Transport to work, school and necessary appointments, including fuel, fares, vehicle finance, insurance and maintenance.
  • Childcare, child support, elder care and other unavoidable dependants’ costs.
  • Debt minimums and legally required payments.
  • Health, medication and recurring professional costs.
  • Phone, basic connectivity and work-related expenses.

Separate essentials from discretionary spending without pretending discretionary costs are zero. A budget that works only if you cancel every social activity, replace no clothes and never travel for a family emergency is fragile.

Include savings and irregular bills

Set aside an amount for emergency savings and predictable annual costs such as insurance renewals, school fees, licences, gifts, repairs and medical deductibles. Convert each annual bill to a monthly amount by dividing by 12. If you have no emergency reserve, treat a small monthly contribution as a necessary expense rather than an optional luxury.

Use a worksheet that exposes the remainder

Line Monthly amount What to enter
Net pay + Reliable take-home income for all contributing household members.
Rent − Contractual monthly rent.
Other housing charges − Utilities, council tax, insurance, parking and required fees.
Food and household goods − Recent realistic average, not a temporary bare-minimum month.
Transport − Work, school and essential travel costs.
Care, health and debt − Recurring obligations and minimum payments.
Savings and annual-bill sinking funds − Emergency provision plus monthly shares of irregular bills.
Money left = Amount available for flexible spending and unexpected costs.

The final line is your residual income. If it is negative, the rent does not fit without borrowing or missing bills. If it is barely positive, test a low-income month and add a buffer for price increases and surprises before signing.

Why residual income is often fairer than a ratio

Residual income means money left after housing costs; New Zealand’s Ministry for Housing and Urban Development describes it as a way to identify hardship risk. It recognizes that two households with the same rent share can have very different needs. The Scottish Government’s 2024 housing affordability study found that participants viewed cost-to-income ratios as simple but generally considered residual income fairer because it reflects family composition, income and non-housing expenses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

One participant summarized the limitation this way: “25% of £100,000 a year is different from 25% of £20,000 a year. So although it’s a set figure, it’s different for different people.” That is a study participant’s observation, not government policy, but it captures why the remainder in your own budget deserves equal weight with the headline percentage.

Set a personal floor for the remainder

There is no single official residual-income amount that works for every country and household. Establish your floor by listing what must be paid in a low-income month, adding a modest emergency contribution, and deciding how much flexibility you need for irregular costs. A household with children, medical needs or debt may require a much larger remainder than a single adult with few obligations.

Step 4: Check move-in cash separately

Monthly affordability does not prove that you can safely move in. Budget for the deposit, first month’s rent, application or holding fees where lawful, movers or transport, furniture and basic supplies, utility connection or account deposits, and any overlap between an old and new lease. Canada’s Financial Consumer Agency specifically advises budgeting for moving and utility setup costs in addition to basic expenses.

Do not use a credit card or payday loan to bridge a predictable deposit if repayments would make the monthly budget fail. If paying the deposit would empty your emergency fund, calculate how long it would take to rebuild that reserve and whether a cheaper home or later move is safer.

How to compare two rentals

Compare the full financial effect, not just the advertised rent. Put both options through the same worksheet and use the same income assumptions.

Comparison Rental A Rental B
Monthly rent Enter quoted rent Enter quoted rent
Utilities and mandatory housing charges Enter expected amount Enter expected amount
Total monthly housing cost Rent plus charges Rent plus charges
Rent share of gross household income Rent ÷ gross income × 100 Rent ÷ gross income × 100
Take-home money after all essentials Net pay minus budgeted costs Net pay minus budgeted costs
Upfront cash required Deposit, first rent and moving costs Deposit, first rent and moving costs
Flexibility after savings and annual bills Remaining buffer Remaining buffer

A farther or cheaper property may create transport costs that erase the rent saving. A furnished home may reduce move-in spending but have a higher monthly price. Compare at least one full year of recurring costs when the differences are substantial.

Adjust the calculation for household circumstances

Single-income households

Use the income that will still exist if a partner’s contribution stops. If you need both incomes to cover essentials, check employment stability, notice periods and access to benefits before treating the lease as affordable.

Households with children or dependants

Budget childcare, school transport, food for the full household, clothing and activity costs before judging the rent share. A ratio that looks acceptable for one adult may leave too little residual income for a family.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Benefits, housing support and irregular earnings

Record support only if you are eligible and the payment is reliable. The English Housing Survey’s 34% average including housing support and 39% excluding it demonstrate how the definition changes the reported ratio. For variable self-employment income, retain tax and business reserves before treating the remainder as spendable salary.

Disability, health and high necessary costs

Include medication, equipment, care, accessible transport and energy use that a generic budget may miss. A Scottish Government study participant criticized a simple ratio for failing to capture disability, benefits and job loss. Those costs are reasons to prioritize the residual-income test rather than stretch to a published percentage.

Worked examples

Example 1: Below 30%, but still tight

Suppose take-home pay is 2,200 per month and rent is 600. Gross income makes the rent share 24%, below the common 30% screen. Add 180 for utilities and council tax, 500 for food, 220 for transport, 300 for childcare, 200 for debt and health costs, and 150 for annual-bill savings. The remainder is 50. A 24% rent share does not make this lease comfortable; one repair or missed shift would consume the entire margin.

Example 2: Above 30%, with a larger cushion

Suppose a household has 7,000 gross income, 2,450 rent and 5,400 take-home pay. The rent share is 35%, above the common screen. If other housing charges are 250, essentials total 2,500, debt costs 300 and savings and annual-bill funds are 700, the household retains 1,200. That cushion may make the rent workable for this household, although job security, future rate increases and move-in cash still need checking. It is not evidence that 35% is a general recommendation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Warning signs that the rent is not affordable

  • You must count uncertain overtime, bonuses or a second job to reach the monthly total.
  • Paying the deposit would eliminate all emergency cash.
  • The budget excludes utilities, council tax, insurance, transport or childcare because the advertised rent is being treated as the whole housing cost.
  • You would rely on credit for food, bills or the next deposit before payday.
  • The remainder is negative or disappears after one annual bill, modest price rise or missed shift.
  • The lease has variable charges, a short fixed term or a rent-review clause you cannot absorb.

Ways to make the decision safer

  1. Ask for written confirmation of every included and excluded charge.
  2. Run the worksheet using a conservative income month and a higher-cost utilities month.
  3. Keep a separate move-in budget so the deposit does not hide an ongoing shortfall.
  4. Compare the property with at least one lower-cost option using total housing cost and travel time.
  5. Read the lease for rent increases, break fees, notice periods and responsibility for repairs.
  6. Delay signing if the only way to balance the budget is to omit savings, debt payments or necessary care.

Common calculation mistakes

Using annual rent with monthly income

Convert both figures to the same period before dividing. A weekly rent multiplied by four understates the annual cost because a year has 52 weeks, not 48.

Using take-home pay in a gross benchmark

Label the denominator. A take-home ratio cannot be compared directly with a 30% gross-income statistic.

Counting someone’s income without their contribution

Include only people who will reliably pay. If one person is a non-contributing occupant, their presence affects food, transport and care costs even though it does not increase the income denominator.

Treating averages as targets

The English survey’s 34% and 39% are observed averages, not advice. National or area averages cannot account for your household size, commute, health costs or debt.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring one-off costs

Deposits, moving expenses and utility setup fees can create a cash crisis before the first ordinary month. Price them separately and decide whether paying them leaves an emergency reserve.

A repeatable monthly check after moving

Affordability can change after a lease starts. Recalculate after your first two or three actual utility bills, whenever income changes, and before a rent review. Compare actual spending with the worksheet, replenish annual-bill funds and investigate any month in which essentials require borrowing. A rent that was manageable when signed may become unsafe after a job change, benefit loss, childcare increase or energy-price rise.

The practical answer to “Can I afford this rent on my salary?” is therefore conditional: the rent-share percentage tells you how the offer compares with a common screen, while residual income tells you whether your household can pay necessities, save and absorb ordinary shocks. Use both, with the geography and definition of every benchmark clearly stated.
