EPF and PPF are not interchangeable. EPF can provide a final settlement after resignation or retirement and specified partial withdrawals while you remain employed. PPF normally continues to maturity; premature closure is allowed only for the limited grounds in the Public Provident Fund Scheme, and not before five years from the end of the financial year in which the account was opened. The tax payable and any tax deducted at source (TDS) depend on the applicable law for the relevant tax year and your facts, so do not rely on old EPF threshold summaries without checking current official guidance.
First, identify which account you have
An Employees’ Provident Fund (EPF) account is administered through the Employees’ Provident Fund Organisation (EPFO) under the Employees’ Provident Funds Scheme, 1952. A Public Provident Fund (PPF) account is a separate small-savings account governed by the notified Public Provident Fund Scheme, 2019. They have different administrators, claim routes, qualifying events and account consequences.

| Administrator and governing rules | EPFO and the Employees’ Provident Funds Scheme, 1952 | Public Provident Fund Scheme, 2019 |
| Access before retirement or maturity | Final settlement on events such as retirement or resignation, plus specified partial withdrawals | Limited premature closure on specified grounds; partial withdrawals follow separate scheme conditions |
| Typical claim route | Form 19 for final settlement, Form 31 for an eligible withdrawal, and Form 13 to transfer an old account | Request through the bank or post-office channel holding the PPF account, using the current form and document requirements |
| Effect of an approved early transaction | Depends on whether the claim is a final settlement, a permitted advance or a transfer | Permitted premature closure reduces the applicable interest rate by one percentage point for the relevant period |
| Current tax answer | Must be checked under the law and rules applying to the payment year, service history and claim type | The scheme text sets withdrawal rules but is not a complete income-tax analysis |
How EPF money can be accessed before retirement
Final settlement after resignation or retirement
EPFO’s overview describes accumulated employee and employer contributions, together with credited interest, as payable on retirement, resignation or death. A member’s final-settlement route is associated with Form 19. Whether an online claim is available, which service details must be verified and whether an account is blocked by an unresolved employer or identity issue depend on the current EPFO records and instructions.

A final settlement closes the relevant EPF balance rather than merely releasing a portion of it. If you have changed jobs and remain eligible for EPF coverage, transferring the old balance is often the administratively relevant alternative. Form 13 is the form EPFO identifies for transferring an old account to a new one. A transfer preserves the account history for the new employment relationship; it is not a cash withdrawal.

Partial withdrawals while the account remains open
EPFO states that partial withdrawals are available for specified expenses, including housing, higher education, marriage and illness. These are not an unrestricted right to withdraw any amount at any time. The qualifying event, minimum membership or service condition, permitted amount, frequency and supporting evidence are determined by the operative scheme and the claim system in force when you apply.
Form 31 is the EPFO form identified for a withdrawal in certain cases. Before submitting it, compare the reason shown in the current claim interface with your circumstances and check the balance and eligibility information displayed for your Universal Account Number (UAN). Do not select a broad reason merely because it appears similar; a mismatch can lead to rejection or a request for additional evidence.
Transfer instead of withdrawal
If the purpose is to move savings from an old employer account to a current employer account, use the transfer route rather than a final-settlement claim. EPFO identifies Form 13 for this purpose. Confirm that your UAN, identity details, bank account and employer records are consistent before initiating the request. A transfer request and a cash claim are different transactions and should not be filed interchangeably.

EPFO’s general overview identifies the relevant forms but is not a complete, current online walkthrough. Use the live EPFO instructions and the claim screen available for your account. The following sequence helps you avoid preventable errors without assuming that every member sees the same options.
- Confirm the account and objective. Decide whether you need a final settlement, a permitted partial withdrawal or a transfer to another EPF account.
- Review your member record. Check the UAN, name, date of birth, employment entries, service history, bank details and identity verification shown in the current EPFO system.
- Choose the current claim route. Use the form and channel displayed by EPFO for your account. Form 19 is associated with final settlement, Form 31 with certain withdrawals and Form 13 with transfer.
- Match the reason to the evidence. For a partial withdrawal, select only a ground you can substantiate under the operative rule. Keep invoices, education or marriage records, medical documents or housing papers if the current process asks for them.
- Check the amount before submission. The portal’s eligible amount is more reliable than a remembered limit from an older article. Do not assume a balance, interest figure or service period has been updated until it appears in your account record.
- Submit and preserve the acknowledgement. Save the claim reference, submission date and any message requesting correction or documents.
- Track and reconcile the payment. Compare the credited amount with the approved claim and retain the statement and tax documents for the relevant financial year.
What changed in EPFO announcements—and what is not yet established
An EPFO press brief about the 238th Central Board of Trustees meeting on 13 October 2025 reported Board-approved changes to partial-withdrawal provisions. It described merging 13 partial-withdrawal provisions into three broad groups: Essential Needs, Housing Needs and Special Circumstances. The brief also described retaining a minimum 25% balance in the member’s account and changing the waiting period for an unemployment final settlement from two months to twelve months.

Draft minutes from the same meeting gave further detail, including a proposal that a member could apply under Special Circumstances without assigning a reason, subject to the eligible balance and the retained minimum. These documents show what the Board approved or proposed. They do not, by themselves, establish that a binding amendment had commenced.
Before relying on any of those parameters, check the current EPFO claim guidance and the operative notification or amended scheme text. A Board resolution, a press brief and draft minutes are not interchangeable with a formally effective rule. If the live claim interface still shows the older categories or waiting period, follow the operative process and obtain clarification from EPFO rather than assuming that the announcement overrides it.
PPF premature closure: the narrow route before maturity
When closure may be permitted
The Public Provident Fund Scheme, 2019 allows premature closure only on specified grounds. The listed grounds include:
- treatment of a life-threatening disease affecting the account holder or specified family members;
- higher education of the account holder or dependent children; and
- a change in the account holder’s residency status.
The scheme states that the account cannot be closed before five years from the end of the year in which it was opened. This is not simply five calendar years from the opening date. For example, an account opened during a financial year is measured from the end of that financial year, so calculate the qualifying date from the scheme’s wording and the account record.
Interest consequence of permitted closure
When a premature closure is permitted, the interest rate applied to the account is reduced by one percentage point from the rate credited to the account from time to time over the relevant period. The reduction is a scheme consequence of early closure; it is separate from any income-tax or TDS question. Because PPF rates and the account’s credited periods can change, obtain the calculation from the account-holding bank or post office rather than estimating it from a current headline rate.

Partial withdrawal is different from closure
PPF partial withdrawals are governed separately under paragraph 10 and other conditions of the scheme. A partial withdrawal leaves the account open and is not the same as invoking the premature-closure grounds. The amount, timing and number of permitted withdrawals depend on the account’s opening year, deposits and prior withdrawals under the scheme. Use the complete, current scheme text and the account office’s calculation before planning a withdrawal; the premature-closure paragraph cannot be used to infer a partial-withdrawal amount.

How to request a PPF withdrawal or closure
- Confirm the transaction type. Ask the account office whether you need a permitted partial withdrawal or a premature-closure request. Do not submit a closure request when you only need a portion of the balance.
- Check the five-year condition. Count from the end of the financial year in which the account was opened, as required by the scheme.
- Document the qualifying ground. Assemble the medical, education or residency documents required by the bank or post office. The institution may use its current form and verification checklist.
- Request the official calculation. Ask how the one-percentage-point interest reduction and any prior transactions affect the amount payable.
- Submit through the holding institution. Follow the bank or post-office process, provide identity and account records, and obtain a dated acknowledgement.
- Keep the closure or payment statement. Retain it with your tax records and verify that the account status and credited amount are correct.
EPF and PPF tax: what can safely be concluded
Do not confuse tax liability with TDS
Tax liability is the amount that the law ultimately requires you to include and pay, while TDS is an amount withheld by the payer at the time of payment. A payment with no TDS can still require reporting or tax payment, and TDS does not by itself prove that the final tax liability is settled. Reconcile the payment with your income-tax return and the applicable law for the relevant tax year.
Why older EPF summaries are unsafe for a 2026–27 decision
The material reviewed for this article does not resolve the detailed EPF premature-withdrawal tax and TDS rules for tax year 2026–27. The result can depend on the type of claim, years of eligible service, the source and character of the payment, the tax year and the facts recorded by EPFO. Older articles often present a service-period or payment threshold as universal; do not treat such a summary as current without checking the applicable Income-tax Act, rules and official departmental guidance.
The Income Tax Department guidance reviewed for assessment year 2025–26 provides general individual tax slabs, but it does not answer every EPF early-settlement question. A slab table cannot replace an analysis of whether a particular EPF payment is taxable, how it must be reported or whether TDS should have been withheld.
What the PPF scheme text does—and does not—tell you
The PPF Scheme, 2019 establishes when premature closure may occur and how the interest rate is reduced. It does not, on its own, provide a complete current income-tax analysis of closure proceeds, credited interest, reporting or TDS. Do not infer a tax result solely from the fact that a PPF request is allowed under the scheme.

A practical tax-record checklist
- Identify the financial year in which the money was actually paid, not merely the year in which you applied.
- Keep the EPFO or PPF statement showing contributions, interest, withdrawal or closure amount and payment date.
- Save any TDS certificate, account-office advice or tax statement issued by the payer.
- Separate the scheme question (can the money be withdrawn?) from the tax question (how is the payment treated?).
- Check the current Income-tax Act, rules and departmental guidance for the payment year and your circumstances.
- Use a qualified Indian tax professional when the amount is substantial, your service history is complex, or the payer’s TDS does not match your understanding.
Choosing between EPF withdrawal, transfer and PPF access
| Your situation | Usually investigate first | Why |
|---|---|---|
| You have changed jobs and remain covered by EPF | EPF transfer using the current Form 13 route | It moves the old account rather than ending it; confirm the live EPFO process. |
| You need money for a permitted EPF expense | EPF partial-withdrawal route, associated with Form 31 | Eligibility, amount and evidence depend on the operative EPFO rules. |
| You have resigned and are considering a complete EPF payout | EPF final-settlement route, associated with Form 19 | EPFO describes accumulated contributions and interest as payable on resignation, subject to the current claim requirements. |
| Your PPF account has not reached the scheme’s five-year threshold | Do not assume premature closure is available | The scheme bars closure before five years measured from the end of the opening financial year. |
| You meet a PPF medical, education or residency ground after the threshold | Request a premature-closure calculation from the account office | Closure is limited to specified grounds and carries a one-percentage-point interest-rate reduction. |
| You only need part of your PPF balance | Check the separate partial-withdrawal provisions | Partial withdrawal is governed separately and does not automatically follow the closure rules. |
Common mistakes and how to correct them
Treating an EPFO announcement as an active rule
Press reports about the 2025 Board meeting may be useful context, but they do not prove commencement. Check the effective notification and the live EPFO instructions before relying on the proposed 25% retained balance, three-category structure or twelve-month unemployment waiting period.
Using final settlement when a transfer is intended
A final-settlement claim and a transfer serve different purposes. If you are still in covered employment, review the transfer route before closing the old balance. Correcting a wrongly filed claim can take longer than choosing the right route initially.
Counting the PPF five-year period from the wrong date
The PPF rule uses the end of the financial year in which the account was opened. Recalculate from that reference point and ask the account office to confirm eligibility before submitting a closure request.
Assuming no TDS means no tax
TDS is withholding, not the final tax determination. Keep the payment statement and assess the transaction under the law applicable to that financial year.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteEstimating the PPF penalty from a current interest rate
The one-percentage-point reduction applies to the rate credited from time to time over the relevant period. Request an institution-generated calculation rather than multiplying the balance by a single current rate.

Documents and questions to prepare before filing
- What is the account number, UAN or PPF passbook record, and which institution currently holds it?
- Is the request for transfer, partial withdrawal or complete settlement or closure?
- What exact qualifying ground appears in the current form or portal?
- Which documents prove that ground, and are they within the institution’s accepted date or format requirements?
- What amount is shown as eligible, and what balance will remain after the transaction?
- What date will the payment be credited, and which financial year will contain it?
- What statement or TDS record will you receive for your tax file?
Bottom line for an early-access decision
Use EPF’s current claim system to distinguish final settlement, a permitted partial withdrawal and a transfer; the commonly associated forms are Form 19, Form 31 and Form 13. Treat the October 2025 EPFO reform parameters as announced or approved unless a current operative notification confirms that they have commenced. For PPF, premature closure is a narrow exception: it cannot occur before five years measured from the end of the opening financial year, it requires a specified ground, and it reduces the applicable credited interest rate by one percentage point. For both schemes, verify the payment-year tax and TDS treatment under current official guidance rather than importing an old threshold from an earlier article.
Frequently Asked Questions
