The safe rule: verify first, pay only through the GST system
For an Indian GST notice, summons or demand, treat every unsolicited payment instruction as untrusted until two independent checks succeed:
As an Amazon Associate I earn from qualifying purchases.
- The document’s identifier—Document Identification Number (DIN), GSTN Reference Number (RFN) or eOffice issue number, as applicable—must validate on the official CBIC or Directorate General of GST Intelligence (DGGI) service.
- The communication must correspond to an electronic record in your GST account, with the same GSTIN, taxpayer name, tax period, issuing office, legal sections, amount, issue date and response deadline.
If either check fails, pause payment and contact the relevant DGGI, central CGST or state GST office through independently obtained contact details. Do not use a bank account, QR code, phone number or link supplied only in the suspicious message.

Which government route issued the communication?
Start by identifying what the document claims to be. The route determines which identifier and verification service apply, and not every communication uses the same number.

DGGI communication
A DGGI summons, letter or other communication may carry a DIN. DGGI’s CBIC Public Services information also describes verification by a GSTN RFN number or an eOffice issue number, depending on the platform and communication type.
Central CGST formation
A central tax commissionerate or other CGST formation may issue a notice or order through the department’s electronic systems. The document should still be checked against the applicable identifier service and the corresponding GST portal record.
State GST authority
A state tax department can issue its own communication and may use a state-specific process. A failed search on a central service is not, by itself, conclusive proof that a state notice is fake. Confirm the document with the jurisdictional state GST office using an independently found official directory or contact channel.

Six checks that establish whether a GST notice is credible
Use these checks in order. Preserve the original evidence before interacting with the sender.
1. Pause payment and preserve the evidence
Save the original email or message, its full headers when available, the attached PDF, screenshots, phone numbers, sender addresses, URLs, bank details, QR code and timestamps. Keep the file in its original form rather than editing or re-saving it. If the message arrived through WhatsApp or another chat service, export the conversation if possible.

Do not click a link, scan a QR code, open an unexpected attachment on a work computer, install remote-access software or call the number printed in the message. A scammer may use the call to create urgency or to walk you through a fraudulent payment page.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches2. Identify the claimed issuing route
Read the document only far enough to determine whether it claims to come from DGGI, a central CGST formation or a state GST authority. Note the stated office, officer, GSTIN, tax period, sections, document type and identifier. Do not treat those details as true yet; they are items to compare later.
3. Validate the identifier independently
Open the CBIC/DGGI website yourself—by typing the address or using a bookmark you previously verified—and use its communication-verification function. Enter the DIN, RFN number or eOffice issue number exactly as shown, including any letters, slashes or leading zeroes.
The DGGI Public Services guidance says official GST communications may be verified using one of these identifiers and warns taxpayers not to act on suspicious communication until the relevant number is validated. Record the result and the details returned by the service, such as the taxpayer, office, date or document description.
A number that merely has the right length or format proves nothing. PIB reported on 10 February 2024 that fraudsters had placed fabricated DINs on documents made to look genuine. On 24 January 2025, PIB again reported fake summons and directed taxpayers to use the CBIC “VERIFY CBIC-DIN” window or the DDM DIN Utility Search. A DIN that returns no record, a different taxpayer or office, or an inconsistent date is a stop signal.
4. Match the electronic GST portal record
Type the official GST portal address yourself and sign in with your own credentials. Navigate to the notices, orders or other correspondence area and search for the matching record. Compare every material field:

The GST Council instruction index states that the summary of a notice is served electronically in FORM GST DRC-01 and the summary of an order is uploaded in FORM GST DRC-07. Those forms are useful matching points, but the exact screen and availability can depend on the type of proceeding and the issuing authority. A message that demands payment while no matching electronic record exists needs independent confirmation; do not conclude solely from a search failure that it is fraudulent.
5. Use the official response and payment workflow
If the identifier and portal record match, follow the response option shown in the account. Reply, upload documents, request a hearing or make a payment through the GST system as required by the record. Never substitute a personal bank account, wallet, gift card, unfamiliar gateway or sender-provided QR code for the portal’s payment process.
For a legitimate demand, the amount and deadline in the portal record control your next step—not a caller’s revised figure or a message saying that the amount will increase within minutes.

Use the official directory or the contact information displayed by the verification service to reach the relevant DGGI, CGST or state GST office. Ask the office to confirm the identifier, taxpayer, document type and issuing officer. Do not rely solely on an email address, telephone number or bank account embedded in the suspicious communication, even if the address contains a government-looking name.
How DRC forms help you identify the record
FORM GST DRC-01: notice summary
DRC-01 is the electronic summary associated with a GST demand notice. When a paper or emailed document claims to be a notice, look for the corresponding DRC-01 entry in the portal and compare its GSTIN, period, legal basis, amount and response date. A PDF that says “DRC-01” but has no matching portal record should not be paid on that label alone.
FORM GST DRC-07: order summary
DRC-07 is the electronic summary uploaded for an order. If the communication says an order has already been passed, check for the DRC-07 record and ensure that the order details, amount and issuing office match. A demand to transfer money before the order appears in the account is a reason to obtain confirmation from the jurisdiction rather than to comply through the message.

FORM GST DRC-01C: input-tax-credit mismatch intimation
GSTN’s DRC-01C functionality is an online intimation about a difference between input tax credit reported in GSTR-2B and credit claimed in GSTR-3B. The portal workflow described for this situation allows an explanation, payment reported through DRC-03, or a combination of the two.
Handle an ITC mismatch from inside the GST portal. Check the underlying returns, invoices and reconciliation, submit the explanation or payment information in the prescribed form, and retain the acknowledgement. An email or WhatsApp message that asks you to send the “DRC-01C amount” to a different account is not the DRC-01C process.
Genuine communication versus a payment scam
Use the following comparison before taking any action. A credible communication should pass all six checks; one high-risk failure is enough to pause and obtain independent confirmation.
| Check | What a genuine process should show | What indicates a scam or requires a stop |
|---|---|---|
| Source and domain | The message is consistent with the identified DGGI, CGST or state GST route, and you reach the service by opening an official site independently. | A shortened URL, look-alike domain, unsolicited attachment or link that redirects to a non-government site. |
| Identifier validation | The DIN, RFN number or eOffice issue number is accepted by the relevant official verification service and returns matching details. | The number is missing when one is expected, fails the search, or returns a different taxpayer, office, date or document. |
| Portal record | The GST account contains the corresponding notice or order, such as DRC-01 or DRC-07 where applicable. | No matching record, conflicting GSTIN or tax period, or a document type that does not fit the portal entry. |
| Taxpayer and legal details | Name, GSTIN, period, sections, officer and amount agree across the verified communication and portal. | Spelling errors, a different GSTIN, unexplained period, invented sections, altered totals or a deadline that exists only in the message. |
| Response workflow | The portal provides the reply, hearing, upload and payment route, with an acknowledgement after submission. | The sender tells you to keep the settlement secret, communicate only on WhatsApp or Telegram, or install software and share an OTP, password or DSC. |
| Payment destination | Any payment is made through the authenticated GST system against the verified liability. | Payment to a personal account, wallet, gift card, QR code, unfamiliar gateway or account name unrelated to the department. |
Red flags that require an immediate stop
- Threats of arrest, sealing of premises or immediate cancellation of registration unless money is transferred within minutes or hours.
- Instructions to pay a person, private company, wallet, gift-card seller or QR-code recipient rather than the official GST payment route.
- A link whose domain is not the official government domain, a shortened URL, or a PDF that asks for an OTP, password, digital-signature certificate or remote-access application.
- A printed DIN that cannot be validated, validates to another taxpayer or office, or is used to make an otherwise inconsistent document look official.
- Amounts, tax periods, GSTINs, legal sections or deadlines that conflict with the authenticated portal record.
- Requests to keep the “settlement” confidential, avoid a tax professional, or communicate only through an unverified messaging account.
- Pressure to disclose login credentials, one-time passwords, bank details or a private digital-signature key.
Professional-looking grammar, a scanned signature, a department logo and caller-ID information do not outweigh a failed identifier or portal check. Caller ID can be spoofed, PDFs can be edited and QR codes can point to any account.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do when a check fails
When the DIN, RFN or eOffice number fails
Take screenshots or save the verification result, stop communicating with the sender and do not pay. Contact the office named in the communication through an independently obtained official directory. Ask it to confirm whether the document exists and whether the stated officer issued it.
When the identifier validates but the details do not match
Do not assume the document is genuine merely because the number is valid. A valid identifier attached to the wrong GSTIN, period, amount or office may indicate a copied or altered document, a clerical error, or a communication from a different proceeding. Obtain written clarification from the issuing office and rely on the authenticated portal record.

When no portal record is visible
Check that you used the correct GSTIN login, selected the correct notices or orders section and allowed for the type of proceeding and issuing authority. Then contact the jurisdiction. Official guidance does not establish that every genuine demand will appear in exactly one interface at the same time, so treat a missing record as a reason for independent confirmation, not as conclusive proof either way.
When money or credentials have already been sent
Contact your bank or payment provider immediately and request a hold, recall or fraud investigation. Change compromised passwords from a clean device, revoke exposed digital-signature or remote-access permissions, and preserve transaction records, chat exports and files. Notify the relevant DGGI or CGST formation, or the state GST office where applicable, and report the suspected bogus summons or notice promptly so the department can investigate and take enforcement action.
How to contact the real jurisdiction
Use the office information returned by the official verifier or the government directory for your GST jurisdiction. Confirm that the number or email address is obtained independently, not copied from the suspicious message. When you contact the office, provide:
- The complete DIN, RFN number or eOffice issue number
- GSTIN and legal name, while redacting unnecessary personal data in an initial email
- Document title, date, claimed issuing officer and office
- The tax period, amount and response deadline shown
- Copies of the original file and message headers, clearly marked as suspected fraud
Ask for confirmation of authenticity and the correct portal action. Do not ask the office to “approve” a payment to a third-party account; government confirmation should direct you to the official system.
Protecting your GST account while you investigate
- Sign in only by entering the known official portal address or using a trusted bookmark.
- Use a unique password and never disclose the password, OTP or digital-signature credentials to a caller.
- Inspect the destination domain before signing in; a padlock icon alone does not prove that a site is a government service.
- Keep your operating system, browser and PDF reader updated, and scan unexpected attachments before opening them.
- After clicking a suspicious link, sign out of GST and email accounts from a clean device, change passwords and review account activity.
- Keep a dated folder containing returns, acknowledgements, portal notices and correspondence so that a genuine deadline can be checked without relying on the latest message.
A printable verification checklist
- Stop payment, clicking and calling numbers in the message.
- Save the original email or chat, full headers, attachment, URLs, phone numbers, QR code, bank details and timestamps.
- Identify whether the claimed issuer is DGGI, central CGST or a state GST authority.
- Copy the DIN, RFN number or eOffice issue number exactly.
- Open the official CBIC/DGGI verification service independently and record the returned details.
- Sign in to the GST portal independently and find the matching notice or order.
- Compare GSTIN, taxpayer name, period, form, office, sections, amount, dates and deadline.
- For an ITC mismatch, use the portal’s DRC-01C and DRC-03 workflow rather than a sender-supplied payment route.
- Confirm the office and contact details through an official directory or the verifier’s result.
- If anything fails or conflicts, do not pay; preserve evidence and report the suspected bogus communication to the concerned DGGI/CGST formation or state GST office.
What the official warnings establish—and what they do not
The DGGI Public Services guidance establishes that taxpayers can verify official GST communications using a DIN, RFN number or eOffice issue number, depending on the issuing platform and communication type, and that suspicious communications should not be acted on until the relevant identifier is validated. PIB’s notices dated 10 February 2024 and 24 January 2025 document fake summons and direct taxpayers to the CBIC verification facilities and the concerned formation.
Those instructions do not provide a single universal contact for every state jurisdiction, nor do they promise that every genuine proceeding will be visible in one interface at one moment. They also do not turn an unverified demand, amount, arrest threat or deadline into a legal finding. Verification, portal matching and independent jurisdictional confirmation are the safeguards; a payment decision should follow only the authenticated government workflow.
The bottom line
Never pay a GST amount because a message looks official. Validate the DIN, RFN number or eOffice issue number on the official CBIC/DGGI service, match the notice or order in your GST account—especially DRC-01 or DRC-07 where applicable—and use the portal’s prescribed response and payment process. If the identifier, portal record or payment destination does not line up, stop, preserve the evidence and report the communication to the relevant tax formation.
