Pause, identify the agency and reason for payment, then locate that agency’s contact information independently through an official government site or directory. For a U.S. Treasury check, use the Treasury Check Verification System; for an IRS notice, check your IRS Online Account and IRS notice records. If the notice demands immediate payment or personal information, treat it as suspicious until the issuing agency confirms it.
This procedure is based on U.S. federal guidance. State, local, and non-U.S. programs may follow different processes, so first determine which authority supposedly sent the notice.

The safest way to verify a government payment notice
Authentication must happen outside the communication you received. A scammer can fake caller ID, copy an agency logo, use a convincing employee name or number, and know basic details such as your name or address. None of those features proves that a payment is genuine.
Recommended Free Tools
- Stop interacting through the notice. Do not click an unexpected link, open an attachment, reply with personal or bank information, or send money because the message creates a deadline.
- Identify the claimed agency and purpose. For a paper check, inspect the memo area below the address or the check’s “issue type” section. For a letter or electronic message, note the stated program, case number, tax year, benefit, or other reason for payment.
- Find contact details independently. Use the agency’s official website or the USA.gov agency directory. Type the address yourself or use a trusted bookmark rather than following a link in the notice.
- Ask the agency to authenticate the claim. Provide the notice date and reference information, but use a phone number or online service you found independently.
- Use the agency’s verification system when one exists. Treasury checks and IRS notices have specific tools described below; those tools do not authenticate every type of government payment.
- Report and contain the incident. Use the reporting route for the impersonated agency. If you already sent money or information, stop communicating with the sender and contact your financial institution and the relevant agency immediately.
Never assume that a payment is legitimate merely because it arrives by mail. Fraudulent checks and letters can look official, and an authentic-looking notice can still direct you to a criminal’s account or website.

Match the verification method to the communication
| What you received | Agency claimed | Independent verification route | Important limit |
|---|---|---|---|
| Government check | Any federal agency, often Treasury-issued | Read the memo or issue-type information, contact the authorizing agency, and use the Treasury Check Verification System for a Treasury check | The Treasury system verifies Treasury checks; it does not authenticate every payment notice or private check |
| Paper letter or tax payment/refund notice | Internal Revenue Service | Check the secure IRS Online Account, compare the notice with IRS notices and letters, or contact the IRS directly | An IRS letter can be genuine even when the payment claim is false; verify the specific notice and underlying account |
| Call, text, email, or social-media message | General federal agency | Ignore the supplied callback details and contact the agency through its official site or the USA.gov directory | Caller ID, employee names, logos, and personal details can all be faked |
| Benefit or cost-of-living message | Social Security Administration | Do not follow links or provide information; contact SSA through an independently located channel and report suspected fraud to the SSA Office of Inspector General | An unexpected request to “activate” an increase by paying or sharing data is not authenticated by the message itself |
Step-by-step verification workflow
1. Pause before you click, call, reply, or deposit
Pressure is part of the impersonation tactic. Put the notice aside, end the call, or close the message. Do not scan a QR code, download a form, open an attachment, or enter a one-time code. Do not call back using a number shown on caller ID or printed in an unexpected text or email. If a physical check arrived, do not spend against it while its status is uncertain; a bank may make funds available before discovering that the check is fraudulent.
2. Record what the notice claims
Write down the alleged agency, program, payment amount, date, case or notice number, and the action demanded. Keep the envelope and all pages of a mailed notice. For a check, record the check number, date, amount, payee, and the memo or “issue type” wording. These details let the real agency search for the transaction without requiring you to trust the sender.
3. Locate the real agency yourself
Use the USA.gov agency directory or navigate to the agency’s official site from a known bookmark. Do not rely on a search-ad result that may imitate an official page; check the domain and the agency’s contact page. For a federal payment whose authorizing agency is unclear, USAGov lists the Bureau of the Fiscal Service Call Center at 1-855-868-0151 to help determine which agency authorized it.

Ask whether the agency issued the payment, why it was issued, the amount and date, and whether any action is required. A genuine agency representative should be able to explain the record through an official channel. If the representative asks you to continue on the suspicious number, link, or payment account, end the interaction and start again through the agency’s published contact route.

5. Follow only the agency’s documented next step
An agency may require identity verification, a returned form, or a scheduled appointment. Complete that step only inside the official service or after confirming the instructions with the agency. Do not send gift cards, wire transfers, cryptocurrency, cash, or payment-app transfers to “release,” “protect,” or “restore” a government payment.
How to verify a U.S. Treasury check
USAGov recommends a three-part check for a payment that appears to be a Treasury check:
- Inspect the check for the authorizing agency. Look in the memo area below the address or in the check’s “issue type” section.
- Look up that agency independently and ask why it sent the payment. USAGov’s instruction is to “look up the authorizing agency directly and contact them to find out why they sent the payment.”
- Use the Treasury Check Verification System to confirm that the check is legitimate and government-issued.
If you cannot determine which agency authorized the check, contact the Bureau of the Fiscal Service Call Center at 1-855-868-0151 for direction. This path applies to Treasury checks. It does not establish that every check, electronic transfer, benefit notice, or payment demand from a purported government source is authentic.
What a verification result does and does not mean
A Treasury verification result addresses whether the check was issued through the Treasury process. You still need to confirm that the payment is intended for you and that any accompanying instructions are genuine. A scammer can pair a real-looking check with a fake phone number, a counterfeit follow-up notice, or a request to forward part of the money. Do not return funds to a contact supplied only by the check or its accompanying message.

How to verify an IRS letter, refund, or payment demand
For an IRS claim, use the secure IRS Online Account to see whether the notice appears in your account. Compare the document with the IRS notices and letters information, and contact the IRS directly if the account or notice record does not match.
IRS contact rules that prevent confusion
The IRS says its first contact is generally a letter or notice, not an initial email or social-media message. The IRS does not make first contact through email or social media, and it sends text messages only with the taxpayer’s permission. A later phone call is not automatically fraudulent: an IRS employee may call to confirm an appointment or discuss a scheduled audit after an initial notice. Authorized private collection agencies may also contact taxpayers after written notice. Verify the underlying matter through your IRS records or directly with the IRS instead of treating either every call as genuine or every call as false.
Checking a private-collection notice
If a notice concerns private IRS collection, compare its Taxpayer Authentication Number with the Notice CP40 previously sent by the IRS. A match is one part of the documented process; still use independently located IRS contact information if anything about the notice, amount, or requested payment differs.

How to handle Social Security payment claims
The Social Security Administration warns about unexpected messages that request personal information or payment, including claims that you must provide details or pay a fee to activate a cost-of-living adjustment or benefit increase.
- Pause, ignore the message, or hang up.
- Do not click links, open attachments, or disclose your Social Security number, bank details, password, or verification code.
- Contact SSA through contact information you locate independently.
- Report a Social Security-related scam to the SSA Office of Inspector General.
A message that mentions a real benefit amount, your name, or a pending change does not authenticate itself. Confirm the benefit in your official account or with SSA before taking action.

- Urgency or threats: The sender says your benefits, refund, account, or immigration status will be cancelled unless you act immediately.
- Unusual payment methods: The sender demands a gift card, wire transfer, cryptocurrency, payment-app transfer, cash, or gold. The FTC states: “The FTC will never threaten you, say you must transfer your money to ‘protect it,’ or tell you to withdraw cash or buy gold and give it to someone. That’s a scam.”
- Unsolicited data requests: The message asks for a Social Security number, bank login, debit-card number, password, one-time code, or a copy of identification without a verified case interaction.
- Suspicious technology: The sender uses a shortened link, QR code, unexpected attachment, personal email address, or a website that is not the agency’s official domain.
- Authority theater: A badge number, employee name, agency logo, caller ID display, or a few correct personal facts are offered as proof. They are not proof.
- Secrecy or isolation: You are told not to consult your bank, family, lawyer, or the agency’s published contact center.
When any of these signs appears, stop the conversation and restart verification through an official channel. Do not debate with or warn the sender; preserving the message for reporting is more useful.

IRS or Treasury impersonation
Follow the IRS reporting instructions for fake IRS or Treasury messages. Suspicious texts can be reported to [email protected] with the subject “Text,” forwarded to 7726 (SPAM), and reported to the FTC. Suspicious mailed letters may also be reported to the U.S. Postal Inspection Service and the FTC.
Social Security impersonation
Report Social Security-related scams to the SSA Office of Inspector General. Provide the message, caller details, requested payment or information, and the date of contact without sending additional information to the scammer.
If you already sent money or personal information
- End contact with the sender. Do not pay a second fee, “refund” an overpayment, or provide more information to recover the first payment.
- Call the financial institution involved. Ask whether a transfer, card payment, check deposit, wire, or payment-app transaction can be stopped or reversed. Use the institution’s number from a card, statement, or official website.
- Secure exposed accounts. Change compromised passwords from a clean device, enable multifactor authentication, and notify the bank or card issuer if account credentials or card data were disclosed.
- Contact the real agency. Tell it what information or funds were sent and ask whether additional protective steps are required.
- Report the crime. Use the FTC, IRS, or SSA OIG route that matches the impersonation. SSA also advises people whose money was stolen to stop contact and report the crime to local police.
- Keep evidence. Save the original message, envelope, caller number, payment receipt, check images, and a timeline of events. Do not click or open the suspicious content again just to capture more details.
Limits of visual and technical clues
No single logo, seal, envelope style, domain clue, caller-ID display, check feature, or writing style proves authenticity. Government agencies can use different contractors, mail formats, and follow-up procedures, while criminals can reproduce those details. Verification is therefore a process: identify the claimed authority, locate its contact information independently, and confirm the underlying record in the agency’s own system.
This article covers U.S. federal examples. A state tax department, county benefits office, foreign government, or municipal utility may use a different portal and phone system. Identify that authority and apply the same separation principle: do not use contact details supplied by an unexpected notice to authenticate the notice.
Quick Recap
A quick decision checklist
- Did the contact arrive unexpectedly or demand immediate action? Pause.
- Does it ask for a gift card, wire, cryptocurrency, payment app, cash, or gold? Treat it as a scam warning.
- Can you identify the issuing agency and the stated reason for payment? Record the details.
- Can you find the agency’s contact information independently? Use the official site or USA.gov directory.
- Is it a Treasury check? Use the Treasury Check Verification System and contact the authorizing agency.
- Is it an IRS notice? Check IRS Online Account and IRS notices and letters, then contact the IRS if needed.
- Is it a Social Security claim? Do not provide information or pay to activate a benefit; contact SSA independently.
- Have you already paid or disclosed information? Contact the financial institution, the real agency, and the appropriate reporting authority immediately.
