Verify every GST input tax credit (ITC) invoice in three layers: confirm that the document in the correct period’s GSTR-2B matches your purchase register and original invoice, test it against the applicable conditions in sections 16 and 17 of the CGST Act, and then report only the resulting eligible amount in GSTR-3B. GSTR-2B is a read-only reconciliation statement, not an approval of your claim.
What GSTR-2B tells you—and what it does not
GSTR-2B is a static, read-only statement auto-drafted by the GST system. It brings together purchase-side documents reported by suppliers, Input Service Distributors (ISDs), and import data received from ICEGATE. You view or download it after the statement is generated for a return period; the recipient does not file GSTR-2B.
As an Amazon Associate I earn from qualifying purchases.
Its purpose is to identify documents that may support an ITC claim and to inform the corresponding entries in Form GSTR-3B. It is not your purchase register, a substitute for the tax invoice, or a legal eligibility certificate. The GST Portal FAQ describes the position this way: “Taxpayers would be eligible to avail input tax credit based on the ITC indicated in Form GSTR-2B, as per availability/ eligibility of ITC.” The words “availability/ eligibility” matter: you must still self-assess conditions and restrictions that the portal cannot determine.

A document can therefore appear in GSTR-2B and still require exclusion, apportionment, or reversal under the law. Conversely, a missing or unavailable entry is an exception to investigate, not proof that the underlying purchase never qualifies.

The invoice-level verification workflow
1. Download and preserve the correct GSTR-2B
- Select the GST registration and return period for which you are preparing GSTR-3B.
- Download the generated GSTR-2B from the GST Portal and retain the file used for reconciliation. Record the download date and period in your working papers.
- Keep separate files for each registration. A document belonging to one GSTIN must not be claimed in another registration’s return.
Use the statement version that corresponds to the period under preparation. Later supplier amendments can change what you see in a subsequent statement, so retain the period file and any later amendment records together.
Before importing the file into accounting software, confirm that the download is complete and belongs to the intended GSTIN. Preserve the original file as a read-only copy and work on a duplicate. Note the statement-generation period, file name, and person who downloaded it. This simple control prevents a later reviewer from confusing a re-downloaded statement with the version used when the return was prepared.
2. Match each document to your books and source records
Start with the purchase register, then trace each potentially claimable row to the original tax invoice or debit note and to evidence that the supply was received. A spreadsheet or accounting system should have one line per invoice, debit note, import document, or other relevant document and a status such as “claim,” “exclude,” “reverse,” or “exception.”
| Field to compare | What to verify | Why an error matters |
|---|---|---|
| Supplier and recipient GSTIN | Both GSTINs, legal names where available, and the registration to which the purchase belongs | A wrong GSTIN can put the credit in the wrong taxpayer or state registration. |
| Document identity | Invoice or debit-note number, date, document type, and supplier series | Different numbers or dates may indicate a data-entry error, amendment, or duplicate. |
| Values and tax heads | Taxable value, IGST, CGST, SGST or UTGST, and any cess; compare totals with the invoice | An incorrect tax head or amount can overstate credit or place it in the wrong return field. |
| Supply receipt | Proof that goods or services were actually received; for goods supplied in lots, confirm receipt of the final lot where the applicable rule requires it | Possession of an invoice alone does not satisfy the receipt condition. |
| Business use | Whether the expense or asset is used or intended for business, and whether use is personal, exempt, or mixed | Personal use, exempt supplies, and mixed use can require exclusion or proportionate reversal. |
| Adjustments | Supplier credit notes, debit notes, amendments, cancellations, and prior claims or reversals | Ignoring an adjustment can create a duplicate or overstated claim. |
| Place of supply | State and place-of-supply details, especially for inter-State transactions and services | The wrong tax head or registration may make the booked credit unusable. |
Do not rely on a total-only comparison. Resolve differences at document level, attach the invoice and relevant receipt evidence, and explain any manual adjustment in the reconciliation file.
Use a deterministic matching key, such as recipient GSTIN, supplier GSTIN, document number, document date and tax amount. Then add a secondary check for near-duplicates where a supplier has changed punctuation, leading zeroes or date formatting. A duplicate can arise when an invoice is entered manually and again through an import, or when an amended document is treated as a new purchase. Keep the original row and link the amendment instead of deleting history.
3. Test section 16 conditions independently
Section 16 of the CGST Act supplies the general framework for entitlement. For the particular tax period, check that you hold the prescribed tax document, have received the goods or services, are using or intending to use them in the course or furtherance of business, and have met the return and tax-payment conditions that apply. The law also contains a specified period for paying the supplier and consequences where that condition is not met. Because provisions and rules have been amended, apply the version and related notifications relevant to the transaction date and return period.
Evidence can include the invoice, goods-receipt note, delivery challan, service-completion record, contract, purchase order, import bill of entry, payment records, and correspondence about a disputed or corrected document. Keep enough information for another reviewer to understand why the receipt and business-use tests passed.

For goods delivered in installments, identify whether the applicable receipt rule depends on the final lot. For services, retain a completion certificate, acceptance email, timesheet or other contemporaneous record rather than relying only on the invoice date. For imports, tie the credit to the bill of entry and the registration that received the goods. For ISD distributions, verify that the document is addressed to the correct registration and that the distribution is recorded in the books.
4. Apply section 17 restrictions and apportionment
Even when section 16 conditions are satisfied, section 17 can restrict or allocate the credit. Identify blocked-credit categories applicable to the purchase, and separate taxable business use from exempt supplies or non-business use. Where only part of an expense supports eligible taxable business activity, calculate the eligible portion and record the required reversal rather than claiming the full invoice tax.
A portal “available” indication cannot decide whether an expense is blocked, personal, exempt-related, or otherwise restricted. Make that determination from the transaction facts and the law for the relevant period.
Document the allocation method used for shared costs, such as rent, software, utilities or professional fees. Keep the numerator, denominator, source reports and reviewer approval for each calculation. If the use of an asset changes, revisit the allocation and any required reversal in the period prescribed by the rules. Do not hide a restriction by coding the entire invoice to a general business expense.
5. Investigate exceptions instead of forcing a claim
Use exception statuses that show what happened to each row:
- Matched and eligible: GSTR-2B, books, and source document agree; receipt, business use, section 16 conditions, section 17 restrictions, and timing have passed.
- Matched but ineligible: The document is present, but a statutory condition or restriction fails. Exclude it or reverse the required amount.
- Missing or mismatched: The invoice is absent or details differ. Investigate supplier filing and document data before claiming.
- Adjusted: A credit note, debit note, amendment, or prior reversal changes the net amount. Reconcile the original and adjustment and prevent duplicate treatment.
- Unavailable: GSTR-2B identifies the credit as not available. Determine the stated reason and test the underlying legal treatment; do not enter it as available merely because a document appears elsewhere.
- Deadline unclear: Hold the claim for a period-specific review of section 16(4), amendments, and any statutory exception.
For every exception, record the document number, amount, nature of the issue, date identified, supplier communication or corrective action, reviewer, decision, and period in which it was resolved. There is no single remedy for every mismatch: the appropriate action depends on whether the problem is a supplier filing omission, an incorrect invoice, an amendment, a receipt issue, or a legal restriction.
Ask the supplier for a correction when the supplier GSTIN, invoice number, date or tax amount is wrong. If the supplier has filed but the entry is not yet reflected, record the filing period and review the next relevant statement rather than silently moving the invoice into an earlier claim. If your own books are wrong, correct them with an auditable journal and retain the original entry. If the problem is legal rather than clerical, obtain a written conclusion before changing the status.

How to handle common reconciliation results
| Result | Action before filing | Evidence to retain |
|---|---|---|
| Statement and books match; invoice, receipt, business use, and legal tests pass | Include the eligible amount in the correct GSTR-3B calculation, subject to the current return format. | GSTR-2B period file, invoice, receipt proof, and reconciliation row. |
| Document appears, but a section 16 condition or section 17 restriction fails | Do not claim, or reverse the amount required by law. | Legal or accounting reason, calculation, and approval record. |
| Invoice absent or details differ | Contact the supplier or correct your books, track the item, and reassess in a later period only when the conditions and timing permit. | Mismatch report, correspondence, corrected document, and follow-up date. |
| Credit note, amendment, or previous reversal changes the amount | Calculate the net effect and link it to the original claim; avoid claiming both original and adjusted amounts. | Original document, adjustment document, and prior return working. |
| GSTR-2B marks credit unavailable | Investigate the reason and statutory treatment; do not treat the flag as an automatic claim or an automatic permanent denial. | Statement status, investigation notes, and final decision. |
| Deadline or retrospective exception is uncertain | Obtain a period-specific review from a qualified GST professional before making a material claim. | Relevant law, circular analysis, and written review. |
Reporting the verified result in GSTR-3B
After invoice-level review, compare your reconciliation totals with the auto-populated GSTR-3B values. The GST Portal FAQ explains that GSTR-2B informs the corresponding GSTR-3B entries and that auto-populated values may be editable. Edit only after documenting why the portal amount differs from your verified calculation.

Report eligible ITC in the appropriate table and tax head, and separately account for reversals and ineligible or blocked credit. CBIC Circular 170/02/2022-GST (6 July 2022) provides reporting guidance for eligible credit, reversals, and ineligible ITC. Do not copy a single GSTR-2B total into the return without checking invoice-level rows, reversals, and adjustments.
- Finalize the claim, exclusion, reversal, and exception statuses in the working sheet.
- Aggregate only rows marked eligible, separated by the tax heads and return tables required for the period.
- Calculate reversals and ineligible amounts independently, including apportionment for exempt or non-business use where applicable.
- Compare those figures with GSTR-3B auto-population and investigate every material difference.
- Save the final reconciliation, supporting documents, reviewer sign-off, and filed return acknowledgement.
Reperform the tax-head totals after any edit. An IGST amount cannot be casually moved into CGST or SGST because the place-of-supply analysis drives the correct treatment. Tie each reported total back to the rows supporting it and retain an explanation for rounding or other small differences.
Checking the section 16(4) time limit
For the general rule reproduced in CBIC Circular 237/31/2024-GST (15 October 2024), section 16(4) bars taking credit after 30 November following the end of the relevant financial year or the date of furnishing the relevant annual return, whichever is earlier. The date must be applied to the specific financial year and transaction, not to the month in which you happen to discover the invoice.
The same circular explains retrospective insertions of sections 16(5) and 16(6) for specified cases. Those provisions can change the result for particular periods and circumstances. Before relying on an extension or exception, identify the financial year, the original and revised return history, the annual-return date, and the exact statutory conditions. The older wording shown on some CBIC Act pages should not be presented as the current general deadline without checking later amendments, circulars, and instructions.

Record the relevant financial year, the date of the annual return if filed, the latest ordinary date, and any amendment or statutory exception considered. Conversely, a special retrospective provision should not be applied without checking that the taxpayer, return and period satisfy its conditions.

- Original tax invoice, debit note, bill of entry, or other prescribed document.

For high-volume businesses, reconciliation software can reduce manual matching, but evaluate the actual current capability rather than assuming every product handles GST data the same way. Useful features include verified GSTR-2B import for the relevant period, configurable matching rules, duplicate detection, amendment and credit-note linking, exception queues, user-level audit history, exportable working papers, and support for multiple GST registrations. Confirm pricing, data-retention terms, support, and suitability before adoption.
Compare tools on five practical axes: whether the current GSTR-2B import works for every registration, how accurately the matching rules handle invoice variations, whether exceptions and supplier follow-up are traceable, whether an auditor can export the history, and the total cost of licences, implementation, support and data storage. A low subscription price may not be economical if staff must rebuild exception logs manually. Test with representative amended, duplicate, missing and credit-note rows before committing.
A qualified GST practitioner or chartered accountant should review material or unusual cases, such as blocked-credit classifications, complex place-of-supply questions, imports, large retrospective claims, mergers or registration changes, disputed receipt, or an unclear statutory deadline. Professional review does not replace the invoice-level evidence; it helps interpret facts against the law and document a defensible decision.
A practical decision rule
Claim an invoice only when all five gates are open: it is correctly identified in the relevant records, the goods or services were received, the purchase is used or intended for eligible business purposes, sections 16 and 17 (including restrictions and reversals) permit the amount, and the claim is within the applicable time limit. If any gate is unresolved, keep the row in exception status until the evidence and legal treatment are clear.
Frequently Asked Questions
How do I check whether my GST ITC is eligible?
Download the correct period’s GSTR-2B, match each invoice or debit note to your purchase register and original document, verify receipt and business use, test sections 16 and 17, check amendments and prior claims, and confirm the section 16(4) time limit. Record the result as claim, exclude, reverse or exception.

Does GSTR-2B mean I can claim the credit?
No. GSTR-2B identifies supplier-reported documents and informs GSTR-3B, but it is not legal approval. The GST Portal FAQ says eligibility remains subject to availability and eligibility, and warns that some ineligibility situations may not be generated by the system.

What should I do if an invoice is missing from GSTR-2B?
Treat it as an exception. Check your books and source document, confirm the supplier GSTIN and filing details, contact the supplier, preserve correspondence and reassess in a later period only if the applicable conditions and deadline still permit the claim.
How do I match GSTR-2B with my purchase register?
Use one row per document and compare recipient and supplier GSTINs, invoice or debit-note number and date, taxable value, tax heads, receipt evidence, business use, place of supply, amendments, credit notes and any earlier claim or reversal. Use a unique key to detect duplicates and retain an explanation for every difference.
What does “ITC not available” in GSTR-2B mean?
Investigate the reason and apply the law to the underlying transaction. Do not report it as available merely because an invoice appears elsewhere, but do not assume the portal flag answers every legal question without reviewing the document, facts and applicable period.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
How should a credit note or amendment affect my claim?
Link the adjustment to the original invoice, calculate the net effect and check whether the original credit was already claimed or reversed. Do not claim both the original and adjusted amounts, and retain both documents and the prior return working.
What is the deadline to claim GST input tax credit?
The general rule reproduced in CBIC Circular 237/31/2024-GST is 30 November following the end of the relevant financial year or the date of furnishing the relevant annual return, whichever is earlier. Check the exact period, later amendments and any specified sections 16(5) or 16(6) exception before relying on a deadline.
When should I obtain professional GST advice?
Seek qualified review for material claims, blocked-credit classifications, complex place-of-supply issues, imports, mergers or registration changes, disputed receipt, large retrospective claims, or an unclear deadline. Provide the invoice-level reconciliation and evidence so the reviewer can assess facts rather than only a portal total.
The Bottom Line
GSTR-2B is a starting point, not permission to claim. Match every row to your books and source documents, verify receipt and business use, apply sections 16 and 17 independently, resolve and document exceptions, report eligible credit and reversals in the correct GSTR-3B fields, and confirm the period-specific deadline before filing.
