Trace the number to an official federal source, identify whether it measures budget authority, obligations or outlays, match the fiscal period and scope, read the source’s coverage notes, reconcile any differences between sources, and describe the result as narrowly as the evidence allows. A number without those details cannot tell you what the government actually paid.
This guide covers U.S. federal spending. State and local claims require the relevant state, county or city budget and financial-reporting systems; federal portals should not be treated as a complete ledger for them.

Why a spending number is incomplete without context
Posts and headlines often reduce a complicated financial record to one figure. The same program can have a budget authority amount, a larger or smaller obligation total and a different outlay total. A database may show only awards, while an agency’s financial report covers all spending in an account. A fiscal-year total may be compared with a calendar-year or year-to-date figure. Before deciding whether a claim is true, determine exactly what the number measures.
For federal claims, begin with USAspending.gov’s Data Sources and Downloads documentation. It explains the site’s data categories and source systems. Use Treasury Fiscal Data’s federal-spending guidance and the applicable Monthly Treasury Statement for government-wide outlay context, and consult the responsible agency’s financial report or budget-execution documents for a program-specific question.

The safe conclusion is usually narrower than the post. “USAspending.gov reports this amount in obligations for these agencies during this fiscal period” is supportable when those are the database’s filters. “The government spent this amount” is not equivalent when the underlying figure is an obligation or an awards-only total.
The three measures you must distinguish
| Measure | What it represents | What it can answer | Common mistake |
|---|---|---|---|
| Budget authority or resources | Legal authority or available resources to incur obligations. It is a financing authority, not proof that the money has been paid. | How much authority Congress provided or an account had available. | Calling authority “money spent.” |
| Obligations | A binding commitment to spend funds, possibly through a contract, grant or other agreement. The commitment can precede payment. | How much the government committed during the selected period and scope. | Treating an obligation total as cash already paid. |
| Outlays | Payments made when agencies authorize disbursement; they represent actual spending. | How much was paid during the selected period. | Comparing an obligation total with an outlay total as though they were the same measure. |
USAspending.gov carries obligation and outlay information. Its official documentation states: “Whereas an obligation is merely a promise to spend money, an outlay represents actual spending.” An obligation may be recorded now while payments occur over several years, so the two measures can diverge substantially. The distinction and definitions are documented by the U.S. Department of the Treasury at USAspending.gov Data Sources and Downloads.
A repeatable six-step verification workflow
-
Step 1: Find the underlying primary source
Do not stop at a screenshot, repost or article that gives no data link. Search the claim in USAspending.gov when it concerns federal accounts or awards. The site can provide account-level information as well as award details such as recipient, award date, location and purpose. Record the page or download, the filters used and the date you retrieved the data because live records and published reports can be updated.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy. For a government-wide payment question, check Treasury Fiscal Data and the relevant Monthly Treasury Statement. For a single agency or program, obtain that agency’s financial report, spending dashboard or budget-execution material as a second primary source. A source that merely repeats a number without defining it is not enough.
-
Step 2: Name the measure in plain language
Look for labels such as “obligations,” “outlays,” “budgetary resources” or “awards.” If the page does not make the measure clear, open its data dictionary or source documentation before sharing. Write the measure beside the number in your notes. For example, an obligations result should be recorded as an obligation total, not as spending.

Also identify whether the record is an account total, an award total, a prime-award total or a subaward total. Award spending is a subset of an agency’s spending; an awards search cannot answer how much the entire agency spent unless the source explicitly says it covers the complete account.
-
Step 3: Match the period and scope
Check all of the following before comparing the number with another figure:

- Full-year, quarter-to-date or year-to-date status.
- Agencies, accounts, programs and funds included.
- Prime awards, subawards or both.
- Account-wide records versus awards-only records.
- The data vintage or “last updated” date.
Federal fiscal years do not align with calendar years. A year-to-date result can also change after the day you viewed it. Preserve the filters and retrieval date so another reader can reproduce the comparison. The need to match period, scope and data vintage is emphasized in the Treasury and GAO materials at USAspending.gov Data Sources and Downloads and GAO-24-106214.
-
Step 4: Read the coverage and limitation notes
USAspending.gov is valuable, but it is not equivalent to a complete ledger of every federal dollar. Its documentation says the data exclude personally identifiable information, national-security-sensitive information, proprietary recipient information and tax expenditures. It also notes that some smaller executive agencies and the legislative and judicial branches are not required to report. Certain Department of Defense and Army Corps of Engineers procurement records have a reported 90-day delay in a source system.
These are defined coverage conditions, not a reason to dismiss any inconvenient result. Ask whether the particular claim depends on one of the excluded categories or a nonreporting entity. Keep the limitation attached to the number rather than making a broad statement that the database is either perfect or useless. The exclusions and reporting conditions are detailed in the Treasury documentation.

-
Step 5: Resolve discrepancies instead of choosing the larger number
When USAspending.gov, Treasury and an agency report differ, compare their measure, period, agency scope, source system and update date in that order. A difference can reflect obligations versus outlays, awards versus account totals, or a report that was updated after a live-data download.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy. There can also be genuine completeness or reporting mismatches. The Government Accountability Office documented such a case in GAO-24-106214: Treasury’s fiscal year 2022 agency financial report showed COVID-19 obligations exceeding the amounts Treasury reported to USAspending.gov by more than $195 billion. GAO also found more than $40 billion in other transaction agreements that were not reported to USAspending.gov, including more than $10 billion apparently related to COVID-19; the extent of complete and consistent reporting was unclear. Those are findings tied to the audit’s period and scope, not proof that every current figure has the same gap.
If the mismatch remains after checking definitions and dates, state both figures, identify what each source measures and explain that the records do not reconcile. Do not declare one number definitive merely because it is higher or appears in a familiar chart.
-
Step 6: Phrase the conclusion as narrowly as the evidence supports
Put the source, measure, period and scope in the same sentence as the number. A useful construction is: “USAspending.gov reports [amount] in obligations for [named accounts or agencies] during fiscal year [year], retrieved on [date].” If the result covers awards only, say so. If it is an estimate, an incomplete program set or a source with a documented reporting gap, include that qualification immediately.
Do not convert an estimate into a count of fraud, or an obligation into a payment. If the evidence cannot establish a broader claim, say what it does establish and stop there.

Which official source fits the question?
| Reader’s question | Best starting point | What to verify before using the result |
|---|---|---|
| Which recipients received federal awards, and for what purpose? | USAspending.gov award search and downloads | Prime versus subaward, award type, recipient, award dates, agency and whether the result is obligations or outlays. |
| How much did the federal government pay overall? | Treasury Fiscal Data and the relevant Monthly Treasury Statement | Outlays versus other measures, fiscal period, government-wide coverage and statement date. |
| How much did a named agency or program spend? | The agency’s financial report, budget-execution report or account records, checked against USAspending.gov | Account boundaries, fund type, reporting basis, period and whether the agency figure includes items absent from award data. |
| How much authority was available? | The account’s budget and resource documents | Whether the figure is enacted authority, current resources, obligations or outlays. |
No single portal answers every version of “how much did the government spend?” Source selection is part of verification: an award database, an agency ledger and a Treasury-wide outlay statement are designed for different questions.
Coverage limits that change how you should word a claim
The documented USAspending.gov exclusions matter most when a post presents the database as a universal total. Tax expenditures, for example, are not award payments and are excluded from the site’s categories. National-security-sensitive and proprietary recipient information can be withheld. Some agencies and branches have different reporting obligations, and some procurement records can arrive with a delay. A claim about all federal activity therefore needs an explicit statement of what the source covers.
GAO’s audit evidence shows why a limitation should be specific. In fiscal year 2022, GAO identified 49 of 152 agencies represented in the consolidated financial statements that did not report to USAspending.gov. The report did not determine whether each entity was legally required to report. Do not present 49 of 152 as a current count, or imply that every one of those entities was required to report. Treat it as a FY2022 finding from the comparison set in GAO-24-106214.
USAspending.gov documentation describes source systems and definitions; it does not establish that every individual record is error-free. GAO audits identify comparability and completeness issues. That combination supports careful use of the data, not blanket rejection.

“COVID-19 obligations were more than $195 billion higher”
This is a description of a FY2022 comparison in GAO-24-106214, not a current spending total. Treasury’s FY2022 agency financial report showed COVID-19 obligations exceeding the amounts Treasury reported to USAspending.gov by more than $195 billion. Before repeating it, identify that it compares an agency-financial-report figure with USAspending.gov reporting for that audit scope and period. It does not show that every current USAspending.gov result is understated by the same amount.

“More than $40 billion in other transaction agreements was missing”
GAO reported more than $40 billion in other transaction agreements not reported to USAspending.gov, including more than $10 billion apparently related to COVID-19. The report said the extent of complete and consistent reporting was unclear. Describe these as GAO findings about reporting in the examined period, not as a universal adjustment to today’s totals.
“The government made $186 billion in improper payments”
GAO’s GAO-26-109034, published March 18, 2026, estimates $186 billion in improper payments across 64 programs for fiscal year 2025. The estimate excludes certain programs and does not represent the full government-wide extent of improper payments. Improper payments are not synonymous with fraud: they can include payments made in the wrong amount, to the wrong recipient or without sufficient documentation. The accurate statement preserves the estimate, the 64-program scope and fiscal year; it does not call $186 billion the amount of fraud.
“The government spent about $7 trillion”
GAO describes about $7 trillion in fiscal year 2025 outlays for funding federal programs and operations. “About” and “outlays” are essential parts of the figure. It is a fiscal-year payment measure, not an obligation total, budget authority figure or timeless annual average. Cite GAO-26-109034 and retain the fiscal year when sharing it.
How to compare two spending claims fairly
Put both claims into a comparison table before deciding that one proves an increase, decrease or ranking. If any cell differs, explain the difference before drawing a conclusion.
| Comparison axis | Questions to ask |
|---|---|
| Measure | Are both figures budget authority, obligations or outlays? |
| Period | Are both the same fiscal year or calendar period, and are both full-year or year-to-date? |
| Government level and scope | Do both cover the federal government, the same agencies, accounts and programs? |
| Data type | Are both account totals, award totals, prime awards or subawards? |
| Source vintage | Were the figures downloaded or published on comparable dates, and could one have been revised? |
A comparison that fails one of these tests may still be useful, but it is not a like-for-like trend. Label the difference rather than presenting a percentage change that the records cannot support.
A practical pre-share checklist
- Open the primary federal source, not just the post that made the claim.
- Write down the exact measure: budget authority, obligations or outlays.
- Check fiscal versus calendar year and full-year versus year-to-date status.
- List the agencies, programs, accounts and funds included.
- Determine whether the data are account-wide, awards-only, prime awards or subawards.
- Record the source’s update or publication date and your retrieval date.
- Read the coverage notes for exclusions, nonreporting entities and source-system delays.
- Compare definitions and scope if another official source gives a different number.
- Keep estimates, “about” qualifiers and program exclusions in the same sentence as the figure.
- Use “obligations” for commitments and “outlays” for payments; never substitute “spent” when that changes the meaning.
- Limit the conclusion to U.S. federal evidence unless you have separately verified a state or local source.
What a defensible share looks like
A defensible post lets a reader reproduce the claim and understand its boundaries: it names the official source, states the measure, identifies the fiscal period and included scope, gives the data date and discloses material coverage limits. If the source reports an obligation, write “reported obligations.” If the figure is an estimate for selected programs, write “estimated for those programs.” If two official records do not match, explain the mismatch rather than hiding it.
That discipline answers the reader’s real question—“Did the government really spend this much?”—without claiming more than the records show. It also prevents an award subtotal from being mistaken for an agency total, a commitment from being mistaken for a payment, or an incomplete estimate from being presented as the whole federal government.
