Verify an Indian homestay in layers: identify the state or Union Territory, check the property in the Ministry of Tourism’s NIDHI+ directory, confirm any state registration or classification with the state tourism department, match the certificate to the host and address, inspect the actual property through current images or video, and pay only through a protected channel. An OTA listing can help you reserve a room, but it is not government proof that a homestay is registered.
What “verified” should mean before you pay
There is no single nationwide consumer-facing certificate that settles every homestay question. India has common national homestay standards, but states and Union Territories can adapt them and add their own documents, inspections, no-objection certificates (NOCs), fees and validity periods. Verification therefore means building a consistent evidence trail, not finding one badge on a booking page.

For a particular property, you should be able to connect five things without contradictions:
- the exact listing name and physical address;
- the state or Union Territory authority that regulates the property;
- the host’s legal name and control of the premises;
- the registration or classification category, certificate number and validity, if the property claims one; and
- the person or business receiving your money and issuing your booking confirmation.
If any of those elements point to different names, addresses or room counts, pause the booking and ask for an explanation that can be checked independently.

1. Establish the jurisdiction before checking a certificate
Write down the state or Union Territory, city, complete street address and the exact establishment name shown in the listing. Rules and certificate formats differ by jurisdiction, so a certificate that looks plausible in one state may not answer the questions asked by another state’s tourism department.
Why the state changes the process
The Ministry of Tourism’s examples show materially different procedures. Goa’s process uses ownership proof, applicant identification and, where applicable, GST registration. Kerala’s example uses a quorum-based property inspection and NOCs. Karnataka says its Revised Guidelines 2025 were issued to simplify homestay registration and ensure a safe environment for tourists. These examples are not interchangeable checklists; use them to identify the authority and documents relevant to the property’s location.

Do not infer that a property is unregistered merely because it does not appear in a national directory. The NIDHI classification scheme is voluntary, and a state may maintain its own system.

2. Search the Ministry of Tourism’s NIDHI+ directory
The Ministry’s NIDHI+ page publishes common homestay guidelines and provides a search interface for accommodation units. Search the establishment name, city and state exactly as shown in the listing, then save the result as a PDF or screenshot with the date.
- Open the Ministry of Tourism’s official NIDHI+ page.
- Enter the property name, city and state; try reasonable spelling variations if the first search returns nothing.
- Record the displayed establishment name, address, category and any registration or classification details.
- Compare each field with the listing, the host’s message and the certificate supplied to you.
- Save the result and note when you checked it, because directory contents can change.
How to interpret a match
A matching name and address are useful corroboration, not a substitute for checking the state authority or the host’s identity. NIDHI gathers information on registered and classified or approved units under the voluntary classification scheme; the Ministry expressly says it is not a booking platform. A directory entry does not itself establish that the person chatting with you controls the premises or that your payment is protected.
How to interpret no result
An absent result is not conclusive evidence of fraud or illegality. Classification under NIDHI is voluntary, and states can use their own registration systems. Treat a missing result as a reason to perform the state-portal check and request documentation, not as an automatic pass or fail.

3. Confirm the claim with the state tourism department
Use the tourism department’s current official website or published contact details for the property’s jurisdiction. Look for a registration, classification or accommodation lookup. If there is no public search, contact the department and ask it to verify the certificate details you received.
Questions to send the department
- Does certificate or registration number [write the number in your message] exist?
- What category or classification does it represent?
- Does the recorded establishment name and address match the listing?
- Is it valid on the dates of my intended stay?
- Does the certificate cover the advertised number of rooms?
- Is there a separate local permit, inspection or NOC that a guest should expect the operator to hold?
Ask for confirmation in writing when possible. If the department will only confirm by telephone, record the date, office, official name or designation and the exact points confirmed. Never treat an email address or phone number supplied only by the host as an official contact until you have matched it to the department’s own domain or published directory.
The Ministry describes state portals, document checks, NOCs and inspections as relevant controls. Because certificate fields, fees and inspection schedules can change, re-check the authority immediately before paying rather than relying on an old blog post or a certificate image with no visible validity date.
4. Request the certificate and prove who controls the property
Ask the host for a legible, current registration or classification certificate, the host’s legal name, a reachable telephone number and evidence that the host controls the premises. A screenshot by itself is weak evidence: it can be cropped, edited or taken from another property.

Evidence that the host controls the premises
Use only proportionate information. You can ask for ownership or occupancy evidence with sensitive numbers redacted, a management authorisation if the host is not the owner, and a name that matches the person issuing the invoice. Do not request a guest’s private identity documents or circulate personal records. The goal is to connect the operator to the address, not to collect unnecessary personal data.

5. Check the physical property and its operating details
Request a live video walkthrough or recent, timestamped photographs. Ask the host to show the entrance, the room you booked and its bathroom in one continuous call or in a sequence that makes the location clear. A copied image can show a real room while the booking points to another building.
Verify before arrival
- Ask for written check-in and check-out times, the arrival contact and the procedure for late arrival.
- Confirm who will be present or on call, including a local emergency contact.
- Ask what sanitation measures, water supply, power backup and accessibility features are actually available; do not infer them from a generic platform description.
- Confirm the exact entrance, floor and nearby landmark so that you can identify the property independently.
- Request a written list of house rules, cancellation terms and any taxes or fees not included in the displayed price.
Goa’s operating rules provide a useful observable benchmark: a registered unit is required to display its name, classification certificate, check-in and check-out times and guest rules, and to maintain registration, complaint and billing records. A host who can show these items at the property is giving you a stronger operational signal than one who sends only a promotional screenshot. Goa’s display requirements are not automatically the rule in every state, so use them as a benchmark rather than a nationwide claim.
6. Validate reviews, photographs and the address
Read recent reviews on more than one source when possible. Look for repeated wording, clusters posted in a short period, contradictory descriptions of the same room and reviews that refer to a different location. A high score does not prove registration; consistency is what helps test whether the property exists as advertised.

- Enter the full address in an independent map service.
- Compare the map’s street view or user photographs, when available, with the host’s entrance images.
- Check travel times to the landmark or transport point you were promised.
- Ask the host to explain any mismatch in building name, road, neighbourhood or map pin.
If you want to speak with a prior guest, use only a platform’s permitted contact process. Do not ask the host to send another guest’s phone number, identity document or private booking details.
7. Control payment and cancellation risk
Prefer an OTA or card payment flow that gives you written cancellation terms, a transaction record and a route to raise a dispute. Confirm the payee name before authorising the charge. It should match the verified operator or the platform’s merchant record, with a documented explanation for any difference.
Before authorising payment
- Read the cancellation and refund terms for your exact dates and room type.
- Confirm the total price, taxes, service charges, deposit and payment schedule in writing.
- Obtain an invoice or booking confirmation showing the establishment name, address, dates and amount.
- Use a card or protected platform checkout rather than sending cash, cryptocurrency or an untraceable transfer under pressure.
- Keep the confirmation, certificate, messages and screenshots together so that you can show what was represented.
An OTA listing helps with booking mechanics, but the Ministry’s description of NIDHI makes clear that a booking platform and a government classification directory serve different purposes. Platform presence is therefore not proof that a homestay is officially registered.

8. Stop when the evidence conflicts
Verification is a decision gate. Do not keep negotiating simply because the rate is attractive or the arrival date is near.

How to compare two stays that both pass the basic checks
Once both properties have consistent documents and addresses, compare the practical risk and value rather than choosing solely on an “official” label. Use the same questions for each stay:

Do not rank a stay as “official” solely because it appears on an OTA. A platform listing and a government registration or classification answer different questions.
State-specific points that can change your timing
Goa: validity and on-site displays
The Ministry’s 2025 roadmap summary describes Goa homestay registration as valid for five years. Treat that as the period described for the relevant Goa framework, not as a universal Indian validity period. Goa operating rules also require the registered unit to display its name, classification certificate, check-in and check-out times and guest rules, and to maintain registration, complaint and billing records. Ask to see the current certificate and verify that its address and category match the booking.
Kerala: inspection quorum and NOCs
The Ministry’s Kerala example refers to a property inspection requiring four of six designated officials and NOCs. The example explains why a Kerala certificate may be accompanied by inspection or clearance information that would not appear in a Goa file. Ask the state department which documents are current for the property instead of demanding a different state’s form.

The Karnataka Department of Tourism says its Revised Guidelines 2025 were issued to simplify homestay registration and ensure a safe environment for tourists. If a Karnataka host cites the 2025 rules, ask for the category and registration reference used under that guidance and confirm it with the department’s current channel.

Do not treat a proposed deadline as a guarantee
The Ministry’s 2025 roadmap recommendations included a proposed 30-day cap for disposing of applications. That is a proposal, not a universal current deadline for every state. It does not tell you that a certificate is valid merely because an application has been pending for 30 days.
A practical message you can send the host
Keep the request specific and easy to answer:
Please confirm the registered name and full address of this homestay, the state registration or classification number and validity dates, the legal name of the operator, the number of rooms covered, and the name that will appear on my invoice and payment receipt. Please also send a current certificate and a live video or recent timestamped photos of the entrance, booked room and bathroom. I will complete payment through the platform or card checkout after these details match.
This wording asks for verification without requesting unnecessary personal information. If the response avoids the questions, sends a cropped image, changes the payee or creates urgency, treat that behaviour as evidence in your decision.

Keep a verification file
Before paying, create one folder containing the listing URL, NIDHI or state-directory result, certificate image, department correspondence, map link, host messages, invoice, cancellation terms and payment receipt. Note the date of each check. This record lets you identify exactly which representation changed if the property, price or payee is different at check-in.
Certificate fields, fees, inspection schedules, directory contents and platform terms are volatile. Re-check the relevant state authority immediately before payment, especially when a certificate is several months old, a listing has changed hands or the host asks for a new payment route.
Bottom line
Use a layered check, not a single badge: jurisdiction first, NIDHI+ as a voluntary national-directory cross-check, the state tourism authority for current registration or classification, direct matching of certificate and host identity, a physical-property check, independent review and address validation, and protected payment. Walk away when names, addresses, validity, photographs or payment instructions conflict. That process cannot eliminate every risk, but it gives you a defensible basis for deciding whether the homestay is the property and operator represented before you commit money.
