Confirm that the bill is active and unexpired, the invoice or delivery challan describes the same goods, and Part B shows the registration number of the vehicle actually carrying the load. Resolve any cancelled, expired, mismatched, or vehicle-validation record before dispatch.
This is a gate check, not a search for a bill number alone. The person in charge must carry the applicable invoice, bill of supply, or delivery challan and either a copy of the e-way bill or its number. A bill that was generated earlier can still be wrong for today’s vehicle, route, documents, or validity period.

What an e-way bill check must establish
For a covered movement, Rule 138 generally requires e-way bill information before the goods move. Thresholds, specified consignments, exemptions, and special cases depend on the particular movement, so check the applicable GST rule and notification rather than assuming that every interstate load follows the same requirement.

If any row fails, hold the vehicle until the record is corrected or the discrepancy is formally resolved. Do not treat a generated number as automatic proof that the shipment may leave.
Documents and information to collect at the gate
Have the following together before opening the portal:
- The e-way bill number or the portal account details needed to retrieve it.
- The tax invoice, bill of supply, or delivery challan that travels with the goods.
- The vehicle registration number exactly as displayed on the truck and registration record.
- The consignor, consignee, transporter, origin, destination, package count, quantity, and goods description.
- The planned departure time and the route or next transshipment point.
Use the final documents, not a draft invoice or an old dispatch note. If a load is split, consolidated, or transferred between vehicles, identify which e-way bill and which Part B entry applies to each leg before releasing the vehicle.
Step-by-step pre-departure verification
1. Retrieve the bill on the official portal
- Open the official E-Way Bill System and use the available search, print, or view function to retrieve the record by its e-way bill number or other permitted credentials.
- Confirm that the number belongs to this shipment. Compare the parties, document type, document number and date, and goods fields with the paperwork at the gate.
- Read the current status and the expiry shown in the live record. Do not rely on a screenshot, printout, or message saved from an earlier day.
A record marked cancelled, expired, or otherwise inconsistent is not a dispatch clearance. Stop and identify whether the wrong bill was selected, the bill was cancelled, the validity ended, or a corrected bill must be generated.
2. Match the consignment to the invoice or delivery challan
Work line by line where the load is complex. Match the document number and date, supplier and recipient, product description, quantity or package count, taxable value and tax information where shown, and the origin and destination. The physical goods should also make sense against those entries: labels, cartons, serial numbers, or package marks should not reveal that a different consignment was loaded.

Rule 138A states: "The person in charge of a conveyance shall carry— (a) the invoice or bill of supply or delivery challan, as the case may be; and (b) a copy of the e-way bill or the e-way bill number". This wording comes from the CGST Rules, Rule 138A. Give the driver or other person in charge the applicable document and the e-way bill copy or number before departure.
3. Check Part B against the truck at the gate
For road movement, Part B identifies the conveyance. Read the registration number in the e-way bill and compare every character with the vehicle that will carry the goods. Check the plate on the truck itself and the vehicle paperwork; do not copy a number from a booking message or a previous trip.
The portal guidance expects the conveyance shown in the record to match the conveyance actually transporting the consignment. A trailer, container carrier, or replacement truck can therefore require a Part B update even when the goods and invoice have not changed.
4. Review mode, route, and next leg
Confirm that the transport mode is road where the goods are leaving by road and that the recorded origin, destination, and transport details fit the planned movement. If the load will be transshipped, identify who will update the next vehicle and when. A vehicle that is correct for the first leg does not make an outdated Part B entry correct for a later leg.
5. Record the result
For internal control, record the time of the check, the person who performed it, the bill number, the vehicle registration, the displayed expiry, and any correction made. Keep the supporting document with the consignment. This creates an audit trail without replacing the official record or the documents required in transit.

How vehicle-number verification and VAHAN alerts work
The E-Way Bill System checks vehicle numbers against VAHAN, the national vehicle-registration database. The NIC guidance on vehicle-number verification explains that an unavailable, conflicting, or otherwise unconfirmed registration can trigger an alert.

Proceed only after the number in Part B matches the truck and the registration information is accepted by the portal. A successful check does not remove the need to carry the invoice or e-way bill number.
When the portal shows an alert
- Re-read the number from the vehicle plate and registration certificate. Check confusing characters, state codes, zeroes, and letter sequences.
- Check whether the vehicle registration data is current in VAHAN. A recent registration, transfer, correction, or temporary registration may not appear as expected.
- Follow the official portal’s instruction to approach the relevant Regional Transport Office (RTO) or the e-way bill helpdesk when the registration record is unavailable or conflicts with the vehicle.
- Keep the vehicle at the gate until the discrepancy is resolved or the competent authority confirms the appropriate treatment. Do not suppress an alert by entering a different vehicle number.
For a temporary registration, use the process and evidence specified by the current NIC and portal guidance. The treatment can depend on the registration status and the information available to the system, so do not assume that a temporary number can be handled like a permanent registration.
What to do when the vehicle changes
A breakdown, route change, loading problem, or transshipment can make the original Part B entry inaccurate. The generator or assigned transporter should update Part B before the goods continue in the replacement vehicle where the portal rules require it.
The E-Way Bill API documentation, version 1.03, describes the permission as follows: when no transporter is assigned, the generator updates Part B; when a transporter is assigned, the assigned transporter may update it. The e-way bill must remain active and within its validity for that update. Confirm the live portal’s permissions for the account and role being used.

Vehicle swap procedure
- Stop the movement at a safe point and identify the replacement vehicle’s registration number.
- Open the active e-way bill and use the Part B or vehicle-update function available to the authorized generator or assigned transporter.
- Enter the replacement vehicle number and the required movement or transshipment details exactly as displayed on the new vehicle and transport documents.
- Save the update and retrieve the bill again to confirm that the new Part B value is visible and the bill remains active and unexpired.
- Give the person in charge the updated e-way bill number or copy before the next leg starts.
If the bill is already expired, cancelled, or otherwise inactive, a vehicle update may not be permitted. Resolve the validity or document issue first; do not continue on the assumption that a later edit will cure an invalid movement.
Validity: use the portal expiry, not an old distance formula
Validity is one of the easiest checks to get wrong because official material can differ by version. An E-Way Bill System FAQ version surfaced in the official materials gives one interval for regular vehicles, while another FAQ version and the rules PDF display a different interval or table. The rules PDF may also not reflect later amendments.
For a real dispatch, use the expiry displayed for that specific bill on the live portal and confirm the current applicable rule or notification for the movement. Do not calculate a universal distance-to-days result from an old guide. Consider the planned route, stoppages, transshipment, and any permitted extension process before loading the truck.
If the bill will expire during the trip
- Check the displayed expiry before departure, not only at the time the bill was generated.
- Ask the authorized generator or transporter whether the current rules permit an extension and whether the account has permission to request it.
- Do not backdate a vehicle change or continue after expiry while waiting for a correction.
- Retain evidence of the current status and any approved update with the consignment records.
Go/no-go decision at the dispatch gate

Common discrepancy scenarios
The driver has a number but no printed copy
Rule 138A allows the person in charge to carry a copy of the e-way bill or the e-way bill number, along with the applicable invoice, bill of supply, or delivery challan. Make sure the number can be produced and that the live record is retrievable. A number that cannot be matched to the load is not enough.

The e-way bill describes the right goods but the wrong truck
Do not let the truck leave on the strength of the matching invoice. Part B must identify the conveyance actually carrying the goods. Update it through the authorized account, then retrieve the record again and verify the replacement number.

An invoice was entered incorrectly
The official FAQ says an incorrect submitted entry cannot simply be edited. Follow the cancellation and corrected-generation process applicable to the bill, and ensure the corrected number accompanies the goods. Keep the cancelled record and correction evidence in your internal file.
The truck is waiting while the RTO record is wrong
First establish that the plate and registration documents agree. If they do, preserve the alert details and follow the official direction to the relevant RTO or helpdesk. Dispatching with a knowingly different number creates a separate mismatch even if the truck is otherwise roadworthy.
The vehicle changes after leaving the origin
Stop before the next leg where practicable, identify the new conveyance, and update Part B through the permitted generator or transporter account while the bill remains active and valid. The next driver should receive the updated number or copy before continuing.
Responsibilities of the consignor, recipient, and transporter
Consignor or e-way bill generator
- Ensure the bill is generated for the correct taxable movement and based on the final invoice, bill of supply, or delivery challan.
- Check that the active record and expiry are visible before handing over the load.
- Update Part B when no transporter is assigned and the generator is the authorized updater.
- Arrange cancellation and corrected generation when a submitted entry is materially wrong.
Assigned transporter
- Confirm the vehicle that will actually carry the goods and update Part B when the assigned transporter has that permission.
- Recheck the number after a breakdown, transshipment, or substitution.
- Give the person in charge the current e-way bill number or copy and the applicable transport document.
Recipient or receiving location
- Compare the incoming vehicle and documents with the expected consignment before unloading.
- Flag a cancelled, expired, or mismatched record to the consignor and transporter immediately.
- Retain the delivery and correction trail required by the organisation’s GST records policy.
Controls that prevent last-minute failures
Make the verification a two-person gate control for high-value or time-sensitive loads: one person reads the portal record while another reads the vehicle plate and physical paperwork. Use a fresh portal retrieval for every dispatch rather than reusing yesterday’s printout.
Configure the dispatch checklist so that the four pass conditions are ticked separately: active status, document and goods match, Part B and vehicle match, and expiry covers the planned movement. A single unchecked item should route the vehicle to an exception queue, not to the highway.
When a correction is made, record who made it, under which role, at what time, and what changed. This is especially useful when a transporter updates Part B after a vehicle swap and the consignor later needs to show why the registration differs from the original booking.
