Use the two systems for different compliance jobs: report a covered GST invoice to an Invoice Registration Portal (IRP) to receive an Invoice Reference Number (IRN) and digitally signed QR-code information, then create an e-way bill when the related movement of goods is covered by the rules. An e-invoice can pre-fill e-way-bill Part A, but it does not automatically complete transport details in Part B. Check the current notification, exemptions, state or union-territory rules, and portal advisories before relying on any threshold or workflow.
What an e-invoice and an e-way bill each do
An e-invoice is not a separate invoice format that replaces your accounting record. It is a specified GST tax invoice, credit note, or debit note reported electronically to an authorised Invoice Registration Portal (IRP). The IRP validates the data and returns an IRN together with a digitally signed invoice payload and QR-code information. You then issue the document to the customer and retain the signed record in your normal books.

An e-way bill is a movement document for applicable transportation of goods. It identifies the goods, the underlying invoice or other document, and the transport information required by the rules. It is used by the person in charge of the conveyance and may need to be shown during transit. The e-way-bill system and IRP can exchange invoice information, but they are separate compliance steps.

Why the distinction matters
- A business can be required to report an invoice electronically without every invoice requiring an e-way bill.
- A movement can require an e-way bill even when the underlying document is a bill of supply or delivery challan rather than an e-invoice.
- Generating an IRN does not prove that the vehicle, transporter, or route information needed for an e-way bill has been supplied.
- Portal enablement or a visible menu option is not, by itself, proof that your business or transaction is legally covered.
Check applicability before entering data
Start with the taxpayer, document, transaction, and movement rather than with a portal button. Confirm the current central notification and any applicable exclusion before deciding that a record must be reported or transported under an electronic document.

E-invoice eligibility
An IRIS IRP notification summary states that e-invoicing was extended to taxpayers with aggregate annual turnover of ₹5 crore or more in any financial year from FY 2017–18, with the threshold taking effect on 1 August 2023. Treat that figure as a threshold lead, not a complete eligibility test: the current governing notification, taxpayer category, covered document types, transaction type, and exclusions still control. Historical turnover, registration status, and special classes can change the result.
Check the current GST and IRP notices for your GSTIN. The fact that a GSTIN is technically enabled on a portal does not establish legal liability, and a business should not report a document merely because a software screen offers an e-invoice option.
E-way-bill eligibility
Central CGST Rule 138 generally addresses specified movement of goods where the consignment value exceeds ₹50,000. The information must ordinarily be furnished before movement begins. The exact requirement depends on the nature of the movement, the document used, notified cases, exemptions, and state or union-territory procedures. Interstate and intrastate movements can have different operational conditions, so confirm the rule that applies to the actual route and transaction.

Prepare the information and access you need
Collect master data before opening a portal form. At minimum, verify the supplier and recipient GSTINs, legal names and addresses, document number and date, item descriptions, HSN or SAC codes, quantities, taxable values, tax rates and amounts, place of supply, and the total invoice value. For movement, collect the transporter ID or transport-document number, vehicle number where applicable, mode of transport, and the dispatch and delivery details.
Use the GSTIN that actually issued the document. If your organisation has several registrations, keep a written rule for which registration owns each sale, stock transfer, job-work movement, or return. A wrong GSTIN can make the record unusable even when every value is mathematically correct.
Portal security requirements change. The IRP prerequisite material describes multi-factor authentication (MFA) requirements for relevant users. Maintain current authorised-user mobile numbers and email access, and never share an OTP or login credential with a driver, customer, or unapproved intermediary.
How to generate an e-invoice
1. Confirm that the specific document is covered
Document the basis for your decision: the taxpayer’s turnover and category, the transaction, the invoice or note type, and the current exclusion list. If your conclusion depends on a state-specific or industry notification, retain a copy of that notification with your compliance file.

2. Choose a reporting method
An occasional issuer can use an IRP web form for an individual document. A business with repeatable data may use an offline bulk-upload file. An accounting or ERP system can send data through an authorised API or GST Suvidha Provider (GSP) connection. These are workflow choices, not different legal standards; every route must satisfy the current IRP schema and validations.
| Workflow | Best fit | Control point |
|---|---|---|
| Web form | Low-volume or occasional invoice creation | Review every field before submission and save the returned signed file. |
| Bulk upload | Several standardised invoices prepared together | Validate the template, row-level errors, and duplicate document numbers before upload. |
| Accounting, ERP, API, or GSP integration | Recurring invoices with structured source data | Reconcile source-system status with IRP responses and monitor failed or pending records. |
3. Register and select the correct GSTIN
Complete taxpayer and GSTIN registration required by the chosen IRP. On the IRIS example portal, select the GSTIN before starting the web-form entry. Switching the GSTIN during entry clears the invoice details and requires them to be entered again. That behaviour is portal-specific, so follow the screens of the IRP you are using rather than assuming every portal behaves identically.
4. Enter the invoice in the current schema
The IRIS web form is arranged in seven steps, with some information auto-populated and editable. Enter the document series and number, dates, supplier and recipient details, item lines, values, tax details, and any transport-related fields requested. Do not copy a prior invoice without checking the place of supply, tax treatment, reverse-charge indicator, and line-level quantities.
5. Run a pre-submission review
- Match the supplier GSTIN to the registration issuing the invoice.
- Check that the recipient GSTIN and legal name belong to the intended customer.
- Recalculate taxable value, tax amounts, round-off, and grand total.
- Confirm that document number and date have not already been reported.
- Check HSN or SAC, unit of measure, quantity, and tax rate for every line.
- Verify place of supply and whether IGST, CGST/SGST, or another treatment is appropriate.
6. Submit and inspect the response
Submit the payload to the IRP and wait for a successful response. A successful response contains the IRN and signed invoice or QR-code information. Save the response against the source invoice, and make sure your invoice-rendering process displays the required QR code and IRN information in the form prescribed for your document.
7. Handle a rejection before issuing the final document
Read the validation message, correct the source data, and resubmit only after confirming that the document number and tax values remain consistent. Do not create a second document with a new number merely to bypass an error unless your documented accounting procedure allows cancellation and re-issuance. Keep the failed response and correction trail so an auditor can see what changed.
How to generate an e-way bill
1. Decide whether the movement is covered
Apply Rule 138 and the relevant exemptions to the actual movement. Consider whether the goods are being sold, transferred between branches, sent for job work, returned, moved for repair, or transported for another permitted purpose. Check the consignment value and the route, then review state or union-territory instructions that may add conditions.
2. Assign responsibility
The registered consignor or consignee can have a role in generation, and a transporter can generate the document where the rules permit. An unregistered transporter must complete the enrolment required by the e-way-bill portal before using the applicable function. Agree in writing who will enter Part A, who will add Part B, and who will monitor expiry or updates.

3. Gather the movement document
Keep the invoice, bill of supply, delivery challan, or other permitted document number and date available. Prepare the item and value details, origin and destination GSTIN or address, transporter identification or transport-document number, and vehicle information where required. If the vehicle changes, retain the old and new transport details in the movement record.

Part A contains the document and goods information. Part B carries transport information such as mode, vehicle, or transporter details as required. Submit the required fields before the goods start moving, generate the e-way bill, and give the e-way-bill number or document to the person in charge of the conveyance.
5. Update changes during transit correctly
If a vehicle is changed, enter the new vehicle information through the permitted update function instead of creating an unrelated duplicate. For transshipment or a change in transporter, follow the current portal procedure and preserve the reason and time of the update. Check validity and extension rules before the original validity expires.
Do you need an e-way bill after generating an e-invoice?
Sometimes, but not always. The answer depends on whether the movement itself is covered by the e-way-bill rules. When it is, the IRP connection can pass invoice details into e-way-bill Part A. You may still have to open the e-way-bill function, select the transport mode, enter the transporter or vehicle information, and submit Part B before movement. An IRN is therefore not a substitute for a complete e-way bill.
After receiving an IRN, compare the e-way-bill screen with the physical movement plan. If Part A is populated but Part B is blank, stop the dispatch process until the authorised person completes the transport data. If the goods do not require an e-way bill under the applicable exemption, retain the reason and supporting rule instead of generating an unnecessary document.
Operational controls that prevent common failures
Use one source of truth for invoice data
Enter the invoice once in the accounting system, then pass the same structured data to the IRP and e-way-bill workflow. Manual retyping creates mismatches in document number, tax amount, quantity, and destination. If a portal form must be used, have a second person compare the submitted values with the approved invoice.
Separate creation from dispatch approval
Set a control that blocks dispatch until the invoice has a successful IRN where required and the e-way bill has the transport fields needed for the route. The warehouse or logistics team should see the final document number, validity, vehicle data, and destination before loading.
Rank #4
Keep a reconciliation register
For each covered document, record the source invoice number, IRN, e-way-bill number, generation time, transporter, vehicle updates, cancellation or amendment status, and the person who approved dispatch. Reconcile the register to sales and inventory records regularly. Investigate invoices with no IRN, e-way bills with no matching document, and IRNs that never reached the customer-facing invoice.
Plan for access and outages
Maintain at least two authorised users where your internal policy permits, keep MFA contact details current, and document the escalation path for a portal outage. Do not assume that a temporary inability to log in removes the underlying legal requirement. Follow the current portal advisory and applicable contingency procedure, and retain screenshots or error references when a submission fails.

Thirty-day reporting restriction for larger taxpayers
An IRIS IRP release notice describes a restriction effective 1 April 2025 for taxpayers with aggregate annual turnover of ₹10 crore and above: invoices, credit notes, and debit notes cannot be reported beyond 30 days from the document date under that notice. Treat this as an operational requirement that must be checked against the current GSTN and IRP instructions before advising a particular taxpayer. Build a daily reporting queue rather than waiting for month-end.
Proposed e-way-bill changes may not be live
NIC e-way-bill API release notes dated 30 July 2026 state that proposed changes involving mandatory Ship-to GSTIN and e-way-bill closure were on hold. Do not configure your process as though those proposals are already mandatory. Check the live advisory and the validation messages shown by the portal on the day of generation.

Compare the choices on operational fit rather than on marketing claims.
| Factor | Portal form | Bulk or integrated process |
|---|---|---|
| Invoice volume | Works for occasional documents entered individually. | More suitable when many documents share a standard data structure. |
| Existing accounting data | Requires checking and re-entering information on the portal. | Can reuse validated accounting or ERP fields, subject to mapping and controls. |
| Implementation effort | Little technical setup, but more manual review. | Requires configuration, testing, user access, error handling, and maintenance. |
| Failure handling | Immediate on-screen correction for one document. | Needs queues, alerts, retry rules, and reconciliation for rejected records. |
| Best decision test | Choose when integration overhead exceeds the time saved. | Choose when repeat entry and reconciliation create a material control risk. |
No method is universally best. A small business with occasional covered invoices may reasonably use the web form. A business issuing recurring invoices from standard master data may reduce re-entry by using bulk upload or an authorised integration, provided it actively monitors failures and keeps the source system aligned with the IRP response.

Changing GSTIN erased the web-form data
On the IRIS example portal, this is expected behaviour. Select the correct GSTIN first, then re-enter the invoice. Save a draft outside the portal only if your organisation’s security policy permits it.
The IRN was generated but the e-way bill is incomplete
Open the linked e-way-bill function or the e-way-bill portal and enter the missing transport details. Confirm that Part B is complete before dispatch.
The invoice was rejected for a validation error
Compare the error with the current schema, master data, and tax calculation. Correct the source record, resubmit, and retain the rejection and corrected response. Avoid creating duplicate document numbers to conceal a failed attempt.

A vehicle changed after generation
Use the authorised update process to enter the replacement vehicle or transporter information. Keep the original and updated details with the dispatch file.
You missed the reporting window
Check whether the 30-day restriction applies to your turnover group and document type, then follow the current portal and tax-authority instructions. Escalate promptly to your tax professional rather than backdating a document or altering the invoice date without a lawful basis.
Records to retain for an audit
- The issued invoice, credit note, or debit note and its IRP-signed response.
- The IRN and QR-code information associated with the customer-facing document.
- The e-way bill, Part A and Part B data, and every permitted vehicle or transporter update.
- Source-system records showing values, tax calculations, and approval.
- Portal rejection messages, corrected submissions, cancellation records, and outage evidence.
- The notification, exemption, or state instruction relied upon when a document was considered outside scope.
- User and access records showing who generated, amended, or approved each document.
Retention periods and tax-record requirements can depend on the applicable law and your accounting policy. Keep records in a form that can be retrieved by invoice number, IRN, e-way-bill number, customer, and dispatch date.
