Reliable retirement income comes from coordinating several decisions—not from choosing one “safe” withdrawal percentage. Start by estimating annual spending, divide it into essential and flexible costs, subtract dependable income such as Social Security and a pension, and then design withdrawals and investments to fill the remaining gap. Your plan should also coordinate taxes, required minimum distributions (RMDs), inflation, investment risk, longevity, access to principal and survivor needs.
This guide is U.S.-focused. Rules, benefits and account treatments can change, so confirm current details with the IRS, Social Security Administration (SSA) and a qualified adviser before acting.

1. Begin with the income your life actually requires
A retirement-income plan is only as reliable as its spending estimate. Use recent bank and card records, insurance statements, property-tax bills, medical costs and planned travel to build a realistic annual budget. Separate expenses by how difficult they would be to cut if markets fall or an unexpected bill arrives.

Flexible expenses
Travel, gifts, entertainment, restaurant meals, hobbies and optional upgrades can often be adjusted. They still belong in the plan; classifying them as flexible simply gives you a lever when investment returns or inflation are unfavorable.
Allow for irregular costs
Annualize expenses that arrive less often than monthly: vehicle replacement, roof repairs, insurance deductibles, family support and major dental or vision work. A reserve for these items prevents a “surprise” withdrawal from becoming a permanent increase in your spending rate.
Use a written baseline
Record an annual essential total and an annual flexible total. State whether each number is before or after tax and whether health premiums are included. Review the baseline at least once a year and after a major change such as downsizing, a new diagnosis, a debt payoff or a move.

List income that is contractually or institutionally dependable, then identify when it starts and whether it rises with inflation. Vanguard’s framework recommends directing reliable income toward essential costs, using sources such as Social Security, pensions and annuities: How to turn retirement savings into reliable income.
| Income source | Questions to record | How it fits the plan |
|---|---|---|
| Social Security | Estimated monthly benefit at each claiming age, eligibility record, survivor implications and start date | Baseline lifetime income; compare claiming ages rather than assuming one age is best |
| Employer or government pension | Single-life or joint-and-survivor option, cost-of-living adjustment, start date and beneficiary terms | May cover part of essential spending; choosing a survivor feature can reduce the initial payment |
| Annuity income | Insurer strength, payment formula, inflation or cost-of-living feature, liquidity, fees and survivor provisions | Can transfer some longevity risk, but contract details determine the actual protection |
| Rental or other recurring income | Vacancy, repairs, taxes, insurance and concentration risk | Use a conservative net figure, not gross rent |
Do not treat an irregular bonus, uncertain inheritance or a hoped-for property sale as dependable income. Keep those possibilities separate from the amount needed to pay core bills.
3. Compare Social Security claiming ages with your own record
The SSA’s retirement-planning guidance lets you view benefit estimates for applying at different ages between 62 and 70 through your personal account: SSA Plan for Retirement. Record the estimates, the age at which each would begin and the assumptions shown in your account.
A practical comparison
- Open your Social Security account and retrieve estimates for claiming at 62, your full retirement age and later ages through 70, where available.
- Write down the monthly and annual amounts, noting whether the display is in current dollars and which earnings record it uses.
- Compare the estimate with your essential-expense gap in the years before claiming.
- Consider health, family longevity, a spouse’s survivor benefit, work plans and the need to protect a surviving household member.
- Model the cash-flow effect of each start date rather than choosing solely by the largest monthly figure.
Benefits depend on your earnings record and eligibility. A later start can provide a larger monthly benefit but may require more portfolio withdrawals first; an earlier start can reduce those withdrawals while providing less monthly income later. The right choice is personal, and the SSA estimate is the starting evidence.

4. Calculate the amount savings must supply
Use a simple gap calculation:
Annual spending need − dependable annual income = annual amount to be supplied by savings and other assets.
Calculate the equation separately for essential and flexible spending. For example, if a household estimates $48,000 of essential costs and $18,000 of flexible costs, its total target is $66,000. If Social Security and a pension together provide $38,000, savings must cover $28,000 in the initial plan. This is an illustration, not a sustainable-withdrawal recommendation; actual taxes, inflation, investment returns and timing can change the result.
Make the gap time-specific
The gap may be larger in the years before Social Security or a pension begins, smaller after a mortgage is paid, and higher later if medical or care costs rise. Build a year-by-year schedule for at least the first decade, then use longer-term assumptions for later years. Mark one-time expenses separately so you do not mistake a temporary spike for a permanent income requirement.
Measure savings against the gap without a universal rate
Divide the first-year portfolio withdrawal by investable assets to describe the plan’s starting withdrawal percentage, but do not call that percentage guaranteed or universally safe. The cited official and provider materials support individualized planning, not one rate that works for every retiree. Sequence of returns, inflation, taxes, spending changes, longevity and asset mix all matter.

Most households can combine methods. The decision is not “portfolio or annuity” for every dollar; it is which source should cover which expense and which risks you are willing to retain.
| Approach | Predictability and lifetime guarantee | Access and flexibility | Inflation exposure | Primary risks and tax considerations |
|---|---|---|---|---|
| Systematic portfolio withdrawals | Payments are planned, not contractually guaranteed; income depends on assets and withdrawals | High access to principal and the ability to change spending or leave assets invested | You can raise withdrawals for inflation, but doing so may increase depletion risk | You retain investment and longevity risk; account type and withdrawal order affect taxes and RMDs |
| Immediate or deferred income annuity | Can provide a predictable lifetime payment backed by the issuing insurer’s claims-paying ability and contract terms | Usually less liquid than a portfolio; surrender, liquidity and survivor provisions are contract-specific | Payments may be level, contractually increasing or otherwise adjusted; verify the exact feature | Transfers some longevity risk to the insurer; fees, guarantees, tax treatment and inflation protection vary by product |
| Blended strategy | Uses guaranteed sources for a base and investments for the remainder | Preserves some liquid assets while reducing dependence on portfolio withdrawals for essentials | Can pair protected income with growth assets, but neither component removes all inflation risk | Requires coordination of investment risk, contract terms, tax brackets, RMDs and survivor needs |
Portfolio withdrawals: control in exchange for responsibility
Keeping assets invested preserves access to principal, lets you alter spending and may leave a bequest. You must decide which account to draw from, how much to sell, how to respond to a market decline and how to replenish cash. A large withdrawal after a loss can leave fewer assets to participate in a recovery, so a written spending policy is more useful than improvising after headlines.
Annuities: longevity protection with contract trade-offs
An annuity can pool longevity risk: assets from many purchasers support payments for those who live longer than average. The SSA’s issue paper explains this risk-pooling function and the potential for predictable income: SSA issue paper on retirement-account distributions and life annuities. The same paper reports that “22 percent of DC plan account holders annuitized all or part of their retirement account balances” in a 2008 study by Sabelhaus, Bogdan and Holden. That historical result is not a current estimate of all retirees and is not a recommendation.

Before buying any annuity, obtain the actual contract and check:
- Whether payments are guaranteed for life, for a fixed period, or for the joint lives of two people.
- What happens if the purchaser dies early, including refund, period-certain and survivor provisions.
- Whether payments rise with inflation, use a fixed increase or remain level.
- Liquidity, withdrawal limits, surrender charges and any market-value adjustment.
- Fees, commissions and the insurer’s financial-strength information.
- How distributions are taxed and how the contract interacts with RMD obligations.
Current annuity quotes and product costs are not established here; they must be researched for the specific contract, state and purchaser.
6. Build a withdrawal sequence that respects taxes and growth
The Department of Labor’s educational guide recommends planning withdrawals with taxes and the continued growth of assets left invested in mind: Taking the Mystery Out of Retirement Planning. There is no single order that fits every household, but the following process makes the trade-offs visible.
Step 1: Identify account types
List taxable brokerage and bank assets, traditional 401(k), 403(b), 457(b) and IRA balances, Roth accounts, health savings accounts and any annuity held inside or outside a retirement plan. Note cost basis, beneficiaries, required distributions and restrictions for each account.
Step 2: Map taxable income by year
Estimate wages, pension payments, Social Security, interest, dividends, realized gains, conversions and planned withdrawals. Show the resulting ordinary income and capital gains for each year. A withdrawal that looks identical in dollars can have a very different tax effect depending on the account and year.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteStep 3: Use low-income years deliberately
Between retirement and the start of Social Security or RMDs, some households may have room for partial Roth conversions or additional traditional-account withdrawals. The value depends on tax brackets, Medicare-related income thresholds, state taxes, charitable goals and future heirs. Calculate the tax before acting; a conversion is taxable income in the year completed.
Step 4: Preserve tax-advantaged growth where appropriate
Leaving assets invested can support later spending, but do not defer withdrawals solely for tax reasons if the portfolio is too aggressive or the plan lacks liquidity. The objective is after-tax, risk-adjusted income—not the largest possible account balance at one point in time.

Step 5: Rebalance with withdrawals
When possible, take cash from holdings that are above their target allocation rather than selling indiscriminately. This can reduce trading and keep the portfolio near its intended risk level. Recheck the policy after major market moves or a change in spending.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Meet required minimum distributions without letting them dictate the whole plan
For applicable retirement accounts, federal RMDs generally begin at age 73 under current IRS guidance. The annual minimum is generally calculated using the account balance on the prior December 31 divided by an applicable IRS distribution factor. See the IRS RMD FAQ and IRS RMD topic page for current rules, tables and exceptions.
Understand first-year timing
IRS guidance generally permits a first RMD to be delayed until April 1 of the year after the year in which the owner reaches the applicable starting age. Delaying can mean two distributions in that next calendar year: the postponed first RMD and the second year’s RMD. That bunching can increase taxable income, so model the calendar-year effect before choosing the delay.
Know what is taxable
Traditional-account distributions are generally included in taxable income, except for amounts already taxed or otherwise eligible for tax-free treatment. Roth-account and inherited-account rules differ, and employer-plan rules can vary. Confirm the account type, ownership status, beneficiary status and current IRS requirements before calculating an RMD.
Use RMDs as part of the spending plan
If an RMD exceeds the amount needed for living expenses, the excess can be directed to a taxable account, a qualified charitable distribution when eligible, or another goal after considering the applicable rules. Do not treat an RMD as “extra” money: it is a required distribution that may affect taxes, Medicare premiums and investment allocation.
8. Protect the plan from inflation and a long life
Inflation
Essential costs do not all rise at the same rate. Housing, insurance and medical care may behave differently from discretionary travel. Track actual increases in your budget and distinguish a temporary price shock from a permanent change. A plan that spends every dollar of dependable income on today’s bills may leave no room for future increases, so preserve some flexible assets or an income source with an explicit inflation adjustment.
Longevity
Plan for the possibility that one or both members of a household live well beyond average life expectancy. Lifetime Social Security, pension and annuity payments can reduce the risk of outliving assets, while a portfolio preserves liquidity and a bequest. Survivor income deserves its own projection: one person may lose a pension option, a Social Security benefit or the ability to share housing and health costs after the other dies.

Health and long-term care
Keep medical deductibles, premiums, home modifications and potential care costs visible in the long-range plan. Do not assume that Medicare or another program will cover every service. If you purchase insurance or set aside a reserve, document the policy’s benefit triggers, waiting period, inflation feature and exclusions.
9. Create a repeatable annual operating system
- Refresh spending. Reconcile the prior year’s essential and flexible expenses and update irregular-cost reserves.
- Update dependable income. Record Social Security, pension and annuity payments, cost-of-living changes and any survivor-status change.
- Check the gap. Recalculate the amount savings must provide for the next 12 months and for the years when a new income source begins.
- Schedule distributions. Include planned withdrawals, tax withholding, estimated tax payments and every applicable RMD.
- Review asset allocation. Confirm that the portfolio’s risk matches the years of spending it must fund, not just your return target.
- Choose the withdrawal source. Use the written tax and rebalancing policy, then document the transaction and remaining cash reserve.
- Stress-test decisions. Ask what happens if markets fall, inflation stays high, a spouse dies, care costs rise or a planned income source starts later.
- Recheck beneficiaries and documents. Account beneficiaries, powers of attorney, health directives and estate documents should match current intentions.
10. Common mistakes and how to correct them
Using a single percentage as a promise
A fixed percentage cannot account for valuation, market sequence, taxes, inflation, spending flexibility or a 30-year versus a shorter horizon. Replace the slogan with a cash-flow schedule, a spending rule and review points.
Counting gross income instead of spendable income
Taxes, health premiums and investment fees reduce what reaches your checking account. Show gross and net figures separately and include withholding or estimated payments.

Claiming Social Security without comparing alternatives
Use the SSA account estimates for multiple ages from 62 through 70 and test the effect on the portfolio gap, survivor income and taxes.
Ignoring account location
Two portfolios with the same balance can produce different after-tax income when one is taxable, one is traditional and one is Roth. Label each account and model withdrawals by tax year.
Buying an annuity without reading the contract
“Guaranteed income” does not by itself describe liquidity, inflation protection, survivor payments, fees or the insurer’s obligations. Obtain those terms in writing and compare them with the income need the contract is intended to cover.
Forgetting the first RMD year’s two-distribution possibility
Check the date and calendar-year tax effect before postponing the first distribution to April 1.
Recommended Free Tools
Making the portfolio too conservative or too aggressive
Holding only cash may expose a long retirement to inflation; taking excessive market risk can destabilize near-term bills. Match investments to the timing of withdrawals and keep enough liquid assets for planned spending.
11. A decision checklist before you start withdrawals
- Have you documented essential and flexible annual spending, taxes and irregular costs?
- Do you know the amount and start date of each dependable income source?
- Have you compared Social Security estimates at several claiming ages using your own SSA record?
- Is the savings-funded gap calculated separately for each phase of retirement?
- Does your withdrawal policy specify account order, tax withholding, rebalancing and a response to market declines?
- Have you identified every RMD, the applicable distribution factor and the first-year deadline?
- If considering an annuity, do you understand inflation, liquidity, fees, insurer guarantees and survivor provisions in the actual contract?
- Have you modeled a long life, a surviving spouse, higher medical costs and periods of high inflation?
- Are beneficiaries and legal documents current?
Putting the pieces together
Reliable retirement income is a coordinated system. Dependable sources can be assigned to essential bills; a diversified portfolio can fund flexible spending and preserve access to capital; an annuity may be considered for a defined longevity risk; and tax-aware withdrawals can reduce avoidable leakage while allowing remaining assets to grow. The system should be reviewed as spending, health, markets, tax law and family circumstances change.
