To move unused money from a forex card to an Indian bank account, ask the bank or other authorised issuer that issued the card to redeem or refund the remaining balance. The issuer converts the releasable amount into Indian rupees and credits an eligible Indian account according to its process. The exact app screens, account requirements, charges and timing are issuer-specific.
Reserve Bank of India (RBI) guidance says authorised persons should redeem an unutilised prepaid travel-card balance immediately when a resident Indian requests it, while allowing limited amounts to remain blocked for unsettled authorised transactions, pipeline transactions and charges payable in India. It does not create a universal ten-day waiting period.

What “transferring” a forex-card balance actually means
A forex card is not normally emptied by sending a bank transfer from the card number. The usual operation is called redemption, refund or encashment. You instruct the issuing bank or authorised person to close out all or part of the available card balance. The issuer then converts the releasable foreign-currency amount into rupees and credits the Indian bank account permitted under its rules.

The issuer, not the card network or an unrelated bank, controls the request. Start by identifying the name on the card, the app or online-banking service that manages it, and the Indian account into which the proceeds can be paid. If another bank issued the card, an ICICI Bank procedure, for example, is not a universal instruction for that bank.

What RBI rules require—and what they do not
Redemption is due on request, subject to permitted holds
RBI’s resident-traveller guidance states that authorised persons shall redeem the unutilised balance outstanding on prepaid travel cards immediately upon request from the resident Indians to whom the cards were issued. The same guidance permits the issuer to retain:
- an amount relating to an authorised card transaction that has not yet settled;
- a pipeline-transaction amount of no more than US$100; and
- transaction fees or service tax payable in India, which are to be paid in rupees.
An authorisation can remain pending until the merchant’s acquirer processes it within the applicable settlement timeframe. Consequently, the amount you can receive immediately may be lower than the balance shown in the app, and a final release can wait for a pending transaction to settle or expire.
The “ten-day rule” is not a current universal waiting period
The RBI text refers to a former practice under which customers were asked to wait ten days after their last transaction. It then states the operative requirement that redemption should occur immediately on request, subject to the permitted retained amounts. Do not assume that every cardholder must wait ten days. Ask the issuer to identify the specific pending authorisation or other permitted hold if it does not release the full amount.
Charges payable in India must be in rupees
In a circular dated May 9, 2023, RBI said fees and charges payable in India on forex prepaid, store-value and travel cards have to be denominated and settled in rupees. This does not mean every issuer charges a refund fee, nor does it establish one universal fee amount. Request the issuer’s current schedule and the net rupee amount before approving the redemption.
Before you submit a refund request
Identify the issuer and card type
Look at the physical card, welcome email, statement or app to confirm which bank or authorised person issued it. Some cards are managed through a bank’s retail app, some through a dedicated travel-card portal, and some require a servicing branch. The issuer determines whether partial redemption is available, which account can receive the funds and how an inactive or expired card is handled.

Check the destination account
Confirm that you have an Indian bank account accepted by the issuer and that the account details are correctly registered. Some issuers require the forex card to be linked to a savings account before an online refund option appears. If the account is not linked, the issuer may direct you to a branch or another verification route.
Review the amount that is actually releasable
Compare the displayed balance with pending transactions, pre-authorisations, deposits, tips or offline merchant transactions. A displayed balance can include funds that are temporarily reserved. The issuer should explain any amount retained under the RBI conditions or its card terms.

Record the rate, charges and estimate
Redemption is normally paid in rupees, not in the original foreign currency. Ask which exchange rate will be used, when it is fixed, whether a spread or service charge applies, and what net amount will reach the account. Keep the confirmation or reference number and the date of the request.
Issuer-neutral steps to transfer the balance
- Open the issuer’s official channel. Use the bank’s mobile app, internet banking, card portal or an authorised servicing branch. Avoid sending card details to an unrelated money-transfer service.
- Find the redemption or refund function. Labels may include “refund unused balance,” “redeem card balance,” “encashment” or “close card.” If no such option is visible, contact the issuer using the number printed on the card and ask where resident-card redemption is handled.
- Select the card and destination account. Verify the card number or last four digits and choose the eligible Indian savings account. Check that the account holder information meets the issuer’s requirement.
- Choose a full or partial redemption, if offered. A full refund requests the entire releasable balance. A partial refund leaves the card active with the amount you specify; the issuer may restrict partial refunds or set a minimum amount.
- Inspect the quote. Confirm the foreign-currency balance, exchange rate, rupee gross amount, each charge in rupees, any retained amount and the expected credit date. Do not confirm if the quote is unclear.
- Submit and authenticate. Complete the issuer’s login, one-time password or other authentication step. Save the acknowledgement, transaction reference and any downloadable receipt.
- Monitor the account and card. Check the Indian account for the credit and the card portal for a changed balance. If a pending authorisation later settles, the final amount can differ from the initial estimate.
- Escalate with evidence if needed. Give the issuer the request date, card reference, quoted amount and acknowledgement number. Ask which RBI-permitted hold or service condition explains any delay.
Documented example: ICICI Bank’s online and branch routes
ICICI Bank’s Forex FAQ provides a concrete example, but its steps apply to ICICI’s service and can change. Customers whose forex card is linked to an eligible savings account can request an online refund through Net Banking or the iMobile app. The bank says the refund is credited in rupees at the prevailing exchange rate.
Online refund through Net Banking or iMobile
- Confirm that the forex card is linked to the required ICICI savings account.
- Sign in to ICICI Net Banking or iMobile and open the forex-card servicing area.
- Choose the refund option and select the available balance or the partial amount offered by the service.
- Review the displayed exchange rate and rupee amount, including any applicable charge.
- Authorise the request and retain the confirmation.
ICICI states that a partial online refund completes within one working day. Its FAQ also says an online refund of the available balance can be requested while the card remains active. The wording and availability are service-specific; another issuer may require a different account relationship or may not offer the same partial-refund feature.

Refund at an ICICI Forex Servicing branch
ICICI also lists a Forex Servicing branch as a refund route. This is useful when the card is not linked for online servicing, the app option is unavailable, or you need staff to explain a pending amount. Take the card and the identification or account information the bank requests, and ask for the net rupee credit, applicable charges and expected completion date before signing the request.
Online request or branch visit?
| Decision point | Online app or internet banking | Servicing branch |
|---|---|---|
| Availability | Only where the issuer provides a digital refund function and the card meets its account-linking rules. | Available only at the issuer’s designated branch or servicing location. |
| Account requirement | May require the card to be linked to an eligible savings account; ICICI documents this requirement. | The branch can explain acceptable destination-account arrangements, which vary by issuer. |
| Rate and net amount | The confirmation screen should show the prevailing rate and rupee proceeds before submission. | Ask staff to quote the rate, charges and net rupee credit in writing or on the acknowledgement. |
| Processing estimate | ICICI says a partial online refund completes within one working day; other issuers’ estimates are not stated. | Timing depends on the issuer’s branch workflow and any pending transaction; a universal estimate is not established. |
| Unsettled transactions | The releasable amount can exclude authorised transactions that have not settled. | Staff can identify a hold, but the permitted amount may still remain blocked until settlement. |
Choose online servicing when the account is already linked and the quoted amount is clear. Choose a branch when linking, identity verification, a disputed balance or an unexplained hold prevents a digital request.
How the rupee payout is calculated
The basic calculation is the releasable foreign-currency balance multiplied by the issuer’s applicable exchange rate, less any disclosed charge. It is not safe to multiply the headline balance by a public market rate and assume that amount will arrive. The issuer may use its prevailing card-refund rate, and the amount can be reduced by a permitted retained authorisation or an issuer charge.
Ask these questions before confirming:
- What foreign-currency balance is being redeemed now?
- Which exchange rate and rate timestamp apply?
- Is the quote gross or net of charges?
- Are charges stated in rupees, as required for fees payable in India?
- What amount is being held for unsettled or pipeline transactions?
- Will the card remain active after a partial refund?
Do not confuse a pipeline hold with a market statistic. RBI’s US$100 figure is a regulatory ceiling for a permitted pipeline-transaction retention, not an average refund amount or a guarantee that an issuer will retain exactly US$100.
What can delay or reduce the credit?
A pending authorisation
Hotels, car-rental companies, fuel stations and some online merchants can place an authorisation before the final charge is submitted. The issuer may retain that authorised amount until the acquirer settles it or the authorisation expires. Ask for the merchant, date and amount of each pending item rather than accepting an unexplained “ten-day” statement.

A pipeline transaction
RBI permits a small pipeline-transaction retention of up to US$100. This is separate from the actual settled balance. Once the transaction is processed or the issuer’s permitted period ends, ask when the retained amount will be released.
Fees or service tax
Any charge payable in India should be shown in rupees. RBI’s rule does not set a single refund-fee amount. If a representative quotes a fee, request its name, rupee amount and contractual basis in the current card schedule.
Missing account linkage or ineligible destination
An online refund may be disabled when the card is not linked to the required savings account. Linking rules, account-holder matching and branch alternatives are issuer-specific. Do not create a new account solely on the assumption that it will be accepted; first ask the issuer which existing account qualifies.
Issuer processing or technical failure
A submitted request can remain pending because of an app error, maintenance, failed authentication or a mismatch in account details. Keep screenshots or reference numbers, retry only through the issuer’s official channel, and ask for a manual status check rather than submitting repeated requests that could create duplicate holds.

The card balance is zero, but a charge is still pending
Request the issuer’s transaction-level status. A zero available balance can reflect a temporary authorisation rather than a completed purchase. The issuer should tell you whether the amount is settled, reversed or still retained under the card terms and RBI’s permitted conditions.

The app shows a smaller refund than the displayed balance
Compare the quote with pending authorisations, the permitted pipeline amount and disclosed charges. Ask for the exact arithmetic and the expected release event for each retained amount. Do not rely on a generic statement that a ten-day wait is mandatory.
The refund was approved but the Indian account is not credited
Check the promised processing estimate, destination-account details and bank statement date. Then give the issuer the refund reference and ask whether the request is completed, rejected, reversed or awaiting settlement. If the issuer’s stated timeframe has passed, use its formal complaint or escalation channel and retain all acknowledgements.
You want to keep using the card
Ask whether a partial refund is available and whether the card remains active afterward. ICICI’s FAQ says its online service permits a partial refund and that the card may remain active, but another issuer may close or restrict the card after redemption.

Questions to ask the issuer before you leave the screen or branch
- What is the amount available for immediate redemption?
- Which transactions, if any, are unsettled?
- Is a pipeline amount being retained, and when will it be released?
- What exchange rate will determine the rupee credit?
- What charges apply, stated in rupees?
- Which Indian account will receive the funds?
- Is the request full or partial, and what happens to the card afterward?
- What is the processing estimate and reference number?
Practical checklist
- Issuer and card type identified.
- Eligible Indian savings account confirmed.
- Available balance separated from pending authorisations.
- Exchange rate and net rupee amount reviewed.
- Charges checked in rupees.
- Full versus partial refund selected deliberately.
- RBI-permitted retained amounts explained.
- Confirmation number saved.
- Account credit and final card balance checked.
Bottom line for cardholders
Contact the issuer or authorised person that issued your forex card and request redemption of the unused balance. RBI’s operative rule is redemption on request, subject to unsettled-authorisation, pipeline-transaction and rupee-charge provisions—not a blanket ten-day wait. The issuer should show how it converted the releasable amount to rupees, what charges apply and when the Indian account will be credited. ICICI Bank demonstrates one possible route through linked-account Net Banking or iMobile, with a Forex Servicing branch as an alternative, but readers with another issuer must follow that issuer’s current instructions.
