If you have been allotted more than one Permanent Account Number (PAN), keep the PAN you currently use and surrender every other PAN number. The standard provider route is a PAN change or correction request: identify the retained PAN at the top, list the additional PANs for cancellation, and submit copies of those additional cards or their allotment letters. If the number you want to surrender is the PAN you currently use, do not use that route; submit a request letter to your local Income Tax Assessing Officer (AO) instead.

First establish what “duplicate PAN” means

A duplicate PAN is an additional PAN number allotted to the same individual or entity. It is not a second physical card bearing the same number. A replacement card, reprint or e-PAN for the same number does not create a duplicate PAN and should not be surrendered as though it were another number.

The Income Tax Department says a person cannot hold more than one PAN and should surrender additional PAN cards immediately. The objective is to cancel the extra number while leaving one accurate, active PAN attached to your tax and financial records.

Choose the PAN you will keep

Before completing any form, make a written list of every PAN number you have been issued. Gather the physical cards, e-PAN files, allotment letters and older tax records that show how each number has been used.

Use the PAN already serving your records

In an ordinary duplicate-allotment case, retain the PAN currently used for income-tax filings, tax deducted at source records, bank and investment accounts, property records and other financial registrations. The number you identify as retained must be the one you do not want cancelled.

Do not select a number solely because its card is newer

The date printed on a card, the availability of a physical card or the fact that one number appears on a recent document does not by itself determine which PAN should remain. Compare the name, date of birth or incorporation details, address and usage history attached to each number. If records conflict or you cannot determine which number has been used for filed returns, obtain advice from the jurisdictional AO or a qualified Indian tax professional before asking for cancellation.

Verify each PAN before filing

Use the Income Tax Department’s Verify PAN service to check the database details and active status for every number. Compare the returned information with your identity or entity records and note which PAN is active.

  • Confirm the spelling of the name and other identifying details shown against each PAN.
  • Record whether each number is shown as active in the Department’s database.
  • Save or print the verification result with the date of the check for your file.

Verification is only a status and data check. It does not surrender or cancel a PAN. You still have to submit the appropriate cancellation request through the authorized channel.

How to surrender an additional PAN while keeping your current PAN

This procedure applies when the PAN you want to keep is the number currently used and the other number or numbers were allotted inadvertently.

  1. Identify the retained number. Write down the PAN you are keeping and ensure it matches the number used in your latest tax and financial records.
  2. Collect proof for every additional number. Locate each extra PAN card. If a card was never delivered or is unavailable, keep the PAN allotment or intimation letter; provider instructions recognize that document as evidence for surrender of an additional PAN.
  3. Open the current authorized-provider change or correction workflow. PAN services are provided through Protean eGov Technologies Limited and UTIITSL. The Department’s current page says that, from 1 April 2026, individuals use Form CR-01 and non-individuals use Form CR-02 for PAN changes or corrections. Select the form and submission channel currently displayed by the provider for your category.
  4. Enter the PAN you are retaining at the top of the request. Protean’s published duplicate-PAN instructions use the wording “PAN Change Request application form” and direct the applicant to mention the PAN being used currently at the top of the form.
  5. List every other PAN for cancellation. The same instructions say that all other PANs inadvertently allotted should be entered at item 11. The live CR-01 or CR-02 interface may label this field differently after the 2026 form change, so use the corresponding field for surrender or cancellation of additional PANs rather than assuming the old item number is unchanged.
  6. Attach the supporting copies. Submit a copy of each additional PAN card with the request. Where a card is not available, follow the provider’s current instructions for using the PAN allotment or intimation letter as proof.
  7. Review the submission before sending it. Check that the retained PAN is not accidentally listed for cancellation, every extra PAN is listed, names and identifying details match the database and all required attachments are legible.
  8. Submit through the authorized channel and keep evidence. Save the completed form, acknowledgment number, payment or submission receipt if one is generated, uploaded files and any courier or counter-delivery proof. These records are important if the additional number continues to appear active or a provider asks for clarification.

Protean’s published wording is: “You may fill and submit PAN Change Request application form by mentioning the PAN which you are using currently on top of the form. All other PAN/s inadvertently allotted to you should be mentioned at item no. 11 of the form and the corresponding PAN card copy/s should be submitted for cancellation along with the form.” The 2026 form names and screen labels may differ, but the essential instruction remains to identify one PAN to retain and list the others for cancellation.

2026 forms: reconcile the new names with older instructions

The Income Tax Department’s PAN page, accessed on 13 October 2026, states that PAN change or correction forms from 1 April 2026 are:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Applicant type Current form named by the Department Use in a duplicate-PAN case
Individual Form CR-01 Identify the PAN to retain and use the field provided for additional PANs to be cancelled.
Non-individual Form CR-02 Identify the entity’s retained PAN and list the other inadvertently allotted PANs for cancellation.

Protean’s detailed FAQ and instructions still use the older generic expression “PAN Change Request application form” and refer specifically to item 11. Treat that older wording as the procedural explanation, not as a guarantee that the 2026 online screen has the same numbering. Before submission, check the live form’s instructions for the exact field name, document format, identity proof requirements and delivery method.

The Department identifies both Protean eGov Technologies Limited and UTIITSL as PAN service-provider channels. Use an authorized provider and retain the acknowledgment generated by that provider.

When the PAN you want to surrender is the one you currently use

This is a materially different situation. If the number you plan to cancel is the PAN currently used in your tax records, Protean’s instructions say to submit a request letter to your local Income Tax Assessing Officer. Do not simply list that number as an “additional” PAN on the ordinary duplicate-allotment request.

Prepare the AO request

  • State the PAN you want surrendered and explain why another PAN will be retained.
  • Provide your full name or entity name, identifying details, address and contact information.
  • List the PAN that you propose to keep and explain how tax and financial records will be maintained under it.
  • Attach copies of the relevant PAN cards or allotment/intimation letters and any identity or entity documents requested by the AO.

Confirm the correct jurisdictional AO and the accepted delivery method before sending the letter. The official material does not establish one nationwide paper address or a universal response deadline, so do not rely on an address or time period copied from an unrelated case.

Documents and records to keep

Create a single file—digital or paper—containing:

  • A list of every PAN number and the decision identifying the one retained.
  • The Verify PAN results and the date on which each status was checked.
  • Copies of the additional PAN cards submitted for cancellation.
  • Copies of PAN allotment or intimation letters used instead of unavailable cards.
  • The completed CR-01 or CR-02 request, or the AO request letter where that route applies.
  • Submission acknowledgment, reference number, payment receipt if applicable, courier tracking or counter receipt.
  • Any follow-up correspondence and the final confirmation that the additional number has been cancelled or otherwise updated.

Do not discard the records merely because a card was surrendered. You may need to demonstrate which number was cancelled and which number remains in use during a tax, banking or identity-record correction.

Which route applies? A quick comparison

Situation Official provider route described Evidence or action
An additional PAN was allotted and you are keeping the PAN currently used PAN change or correction request through an authorized provider Put the retained PAN at the top, list all other allotted PANs for cancellation (older instructions call this item 11), and submit copies of the additional cards or allotment/intimation letters.
You want to surrender the PAN currently used Request letter to the local Income Tax Assessing Officer Explain which PAN will remain, attach supporting records and follow the AO’s submission instructions.

Common mistakes and how to avoid them

Confusing a reprint with a second PAN

Two cards with the same number are not two PANs. A reprint or e-PAN request addresses the card, not cancellation of a number. Verify the digits before starting a surrender request.

Listing the retained PAN for cancellation

This is the most serious form error. Mark the PAN being kept on a separate checklist and compare it with the top-of-form entry and every cancellation field before submission.

Assuming verification cancels the number

The Verify PAN service only checks database details and active status. A separate provider request or AO letter is required for surrender.

Using the old item number without checking the 2026 form

Older provider instructions refer to item 11, while the Department now names CR-01 and CR-02 from April 2026. Follow the live authorized-provider interface and its document-upload directions; use the field that performs the same additional-PAN cancellation function.

Applying for another PAN after losing a card

If your card is lost, do not apply for a new PAN merely to obtain another physical card. The Income Tax Department’s Instant e-PAN FAQ says an individual who already has a PAN cannot use that service to obtain another one. Use the existing number and request an authorized reprint or e-PAN service instead.

Ignoring an Aadhaar-to-PAN mismatch

If Aadhaar is linked to the wrong PAN, the Department says to request delinking from the Jurisdictional Assessing Officer before taking the next step. That is a separate correction issue and should not be treated as an ordinary duplicate-PAN surrender.

Expecting a guaranteed completion date

The official cancellation guidance reviewed here does not promise a universal processing time. Keep the acknowledgment and follow up through the provider or AO if the status does not change, rather than assuming cancellation occurred automatically.

Penalty language: what the Department page actually says

The Income Tax Department’s PAN page states a ₹10,000 penalty under section 272B of the Income-tax Act, 1961 for specified PAN defaults, including holding more than one PAN. That figure is the wording shown on a page that also discusses the Income-tax Act, 2025 framework and the forms introduced from 1 April 2026.

Because the cited penalty language is expressly tied to the 1961 Act and the legal framework has transitioned, do not treat ₹10,000 as an automatically applicable current-law assessment in every 2026 case. If a notice, dispute or enforcement question is involved, check the statute and transition rules applicable to your facts or obtain advice from a qualified tax professional. Surrendering an extra PAN promptly is still the prudent compliance action.

What happens after submission

Keep using the retained PAN for tax and financial activity unless the Department or your AO instructs otherwise. Do not start switching records to the additional PAN while the cancellation request is pending. Monitor the acknowledgment or reference number, check the status through the channel that accepted the request and respond promptly if an identity, address or document clarification is requested.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single official processing deadline established for every duplicate-PAN surrender. The time can depend on whether the request is processed by a provider or an AO, whether the documents are complete and whether the database records conflict. The acknowledgment is your evidence that the request was made; it is not, by itself, proof that the additional PAN has already been cancelled.

Final checklist

  • One PAN is clearly marked for retention.
  • Every other PAN number is identified as an additional allotment.
  • Each PAN’s database details and active status were checked using Verify PAN.
  • For an additional PAN, the current CR-01 or CR-02 workflow is being used through an authorized provider.
  • The retained PAN is entered as the PAN in use, and the additional PANs are entered in the cancellation field.
  • Copies of the additional cards or allotment/intimation letters are attached as instructed.
  • If the PAN being surrendered is the one currently used, a separate request letter is going to the local AO.
  • Submission evidence and all supporting records are stored for follow-up.
  • No new PAN application was made merely because a card was lost.
  • Any Aadhaar delinking or conflicting-record issue is being handled separately with the Jurisdictional AO.

The safe outcome is one verified PAN retained for all future records and every inadvertently allotted additional PAN formally surrendered through the correct route.
