On a UPI checkout, the safest test is the last review screen: compare the final amount with the price you agreed to pay, then look for a separately listed convenience, service, processing, platform or surcharge line. If the total or fee is not clear, do not authorise the payment until the merchant or your bank explains it.
That check matters because a merchant’s UPI merchant discount rate (MDR) is not the same thing as a fee you owe as a customer. The Ministry of Finance says consumers do not pay MDR, person-to-person (P2P) UPI remains free, and UPI application providers are prohibited from imposing platform fees or hidden charges on individuals. A separately disclosed convenience fee can still appear in a payment-aggregator or gateway checkout, so identify exactly what the line item says before proceeding.

Start with the amount you will actually authorise
Do not rely on the price shown on a product page, invoice or QR poster alone. Open the final payment-review screen in your UPI app or checkout and verify the amount immediately before entering your UPI PIN.

- Scan for a separate line. Look for labels such as convenience fee, service fee, processing fee, platform fee, surcharge or other charges.
- Check the total after choosing UPI. Some checkouts recalculate the total when you select a payment method. Confirm that the amount has not increased after UPI is selected.
- Read the merchant name and purpose. Make sure the payee shown in the UPI confirmation is the business or person you intended to pay.
- Pause if anything is unexplained. A fee that you cannot identify is a reason to stop, not a reason to assume it is MDR.
Reserve Bank of India directions for payment aggregators and payment gateways require information about other charges, including a convenience fee if one is levied, to be displayed before the customer makes the payment. That is a disclosure requirement for those intermediaries; it does not by itself decide whether a particular merchant’s fee is valid or whether every UPI screen follows the same arrangement.

What “UPI platform fee” can mean on a payment screen
The phrase “UPI platform fee” is often used loosely. Separate the item shown on your screen from the underlying payment-system economics.
| Item | Who it normally concerns | What a customer should do |
|---|---|---|
| Merchant discount rate (MDR) | The merchant-side payment-acceptance ecosystem | Do not treat it as an amount you owe. The Ministry of Finance says customers do not pay MDR. |
| Convenience, service or processing fee | A separately described charge in a checkout or service arrangement | Read the line and amount before authorising. Ask what service it covers if it was not part of the agreed price. |
| Platform fee or hidden charge imposed on an individual | A charge attributed to the UPI application provider | Stop and seek clarification. The Ministry says UPI application providers are expressly prohibited from imposing platform fees or hidden charges on individuals. |
| Tax or statutory amount | The merchant’s sale or service | Check that it is itemised and consistent with the bill, rather than assuming it is a payment fee. |
The label matters. A line called “convenience fee” is not automatically the same charge as MDR, and a merchant’s MDR policy does not give a customer a reason to accept an unexplained amount.
Customer charge versus merchant MDR
MDR is a charge within the merchant payment ecosystem. The Ministry of Finance’s 15 September 2026 release states: MDR is a charge within the merchant payment ecosystem. It is not a charge on customers making UPI payments.
In practical terms, a merchant’s payment provider may calculate MDR when the merchant accepts a qualifying payment, but the merchant should not add that amount to your bill as a UPI surcharge.

If a shop tells you that a percentage or fixed amount must be added because you chose UPI, ask for the exact reason and a revised bill. Do not approve the transaction merely because the amount is small.

This does not mean every separately described checkout fee is automatically unlawful. RBI directions support advance disclosure of other charges by payment gateways and aggregators. They do not adjudicate a particular merchant’s fee, and they do not establish that every fee shown in every app is either valid or invalid. Your immediate task is to identify the charge, understand who is imposing it and verify the final amount.
Current UPI policy in India: what applies and when
The Ministry’s 15 September 2026 statement is the current policy reference for the framework described here. It distinguishes P2P payments from person-to-merchant (P2M) payments and describes MDR as a merchant-side charge.
| Payment situation | Policy described by the Ministry of Finance | Customer implication |
|---|---|---|
| P2P UPI | Remains free, irrespective of amount | No customer MDR should be added. |
| P2M up to ₹2,000 | Remains free of MDR | The merchant-side threshold does not create a customer fee. |
| Specified P2M transactions above ₹2,000 | MDR applies within the specified categories and limits | MDR remains merchant-side; do not accept it as an extra line on your bill. |
The release estimates that approximately 96% of merchant transactions will remain unaffected and about 4% will be subject to MDR. Those are the Ministry’s estimates, not an independent forecast, and they describe merchant transactions rather than a percentage of customers who will see a fee.
Rates described for specified merchant transactions
For specified P2M transactions above ₹2,000, the Ministry describes a 0.4% MDR, capped at ₹300 for transactions of ₹75,000 and above. It also lists a flat ₹5 MDR for certain essential and thin-margin sectors above ₹2,000, and 0.02% capped at ₹300 for specified capital-market payments. These rates belong to the merchant payment ecosystem. The Ministry says customers will not pay them.

Do not apply those percentages mechanically to every merchant payment. The framework refers to specified transactions and categories, and the merchant’s provider may have its own operational handling. A rate in a merchant statement is not proof that your checkout should display a customer surcharge.
What the 15 October 2026 merchant schedule means for customers
Google Pay for Business describes a merchant-facing schedule that it says takes effect on 15 October 2026. Its guidance lists a standard category rate of 0.40% above ₹2,000, capped at ₹300; a flat ₹5 rate for specified categories; and 0.02% for capital-market payments, capped at ₹300. It says MDR is deducted from merchant settlement, 18% GST applies to MDR, and merchants may not ask customers to pay MDR extra.
This is an operational explanation for that merchant service, not a guarantee that every payment processor, merchant category or UPI app will show identical screens. For a customer, the useful point is the settlement direction: a merchant-side deduction is not the same as a line added to your payable total.
How to investigate an unexpected fee
- Stop before entering your PIN. A pending review screen can usually be abandoned without authorising the payment.
- Record the exact wording. Note the label, amount, base price, tax and final total. A screenshot can help if the screen allows it without exposing your UPI PIN or other sensitive information.
- Ask the merchant a precise question. “What does this ₹__ line cover, and is it part of the advertised price?” Ask whether it is a service or convenience charge rather than MDR.
- Request a corrected total if MDR is being passed on. Explain that the Ministry’s current statement treats MDR as merchant-side and says customers will not pay it.
- Use official support if the app display is unclear. Contact the payment app or your bank through the support option inside the official app or on its verified website. Do not use a phone number or link sent in an unsolicited message.
- Keep the transaction record. If you proceed after receiving a clear explanation, retain the bill and confirmation. If you do not proceed, keep the screenshot and merchant response for a complaint.
Common situations and the right question to ask
A shop adds a percentage for choosing UPI
Ask whether the amount is being described as MDR. If it is, do not treat it as a customer obligation: the Ministry says MDR is not charged to customers and merchants should not pass it on. Ask for the price without that addition or choose not to pay until the matter is resolved.

An online checkout shows “convenience fee”
Check whether the fee appeared before the final authorisation and whether it is itemised separately from the goods, delivery and taxes. RBI directions require payment gateways and aggregators to display other charges such as convenience fees before payment. You can ask the service provider what the fee covers; do not relabel it as MDR without evidence.
A P2P transfer displays a platform charge
Confirm that you selected a person-to-person transfer rather than a biller, wallet load, card-funded payment or another service. The Ministry’s 15 September 2026 statement says P2P UPI remains free irrespective of amount. If the screen still shows a charge, stop and contact the app or bank through its official support channel.
The merchant says the fee is “tax on MDR”
A merchant-side tax treatment does not turn MDR into a customer charge. Google Pay for Business says 18% GST applies to MDR in its merchant guidance, but also says MDR is deducted from merchant settlement and merchants may not ask customers to pay it extra. Ask for an itemised bill rather than approving a new amount.
The amount changes after you scan a QR code
Compare the amount in the merchant’s bill with the amount your app requests. A dynamic QR may carry a prefilled amount, while a static QR may require you to enter it. If the payee, purpose or amount differs from the bill, cancel and confirm with the merchant before entering your PIN.

A decision framework for the final review screen
| What you see | Best next action |
|---|---|
| Final total equals the agreed bill and no extra line appears | Verify the payee and authorise only if both are correct. |
| A clearly named convenience or service fee appears before payment | Ask what it covers and decide whether you accept the revised total. |
| An “MDR” or “UPI charge” is added to your bill | Challenge the addition; MDR is described as merchant-side, not a customer charge. |
| A P2P transfer shows a platform or processing fee | Stop, confirm the payment type and contact official app or bank support. |
| The app shows an amount different from the merchant’s invoice | Cancel and reconcile the amount before authorising. |
| The screen is ambiguous or the merchant cannot explain the fee | Do not approve the payment; use another method only after checking the price and terms. |
Why date and payment type matter
UPI pricing discussions can become outdated quickly. A Ministry of Finance release dated 18 August 2025 recorded that there was then no proposal to impose UPI transaction charges and noted approximately ₹8,730 crore in incentive support over FY 2021–22 to FY 2024–25. That is historical context, not the current policy summary. The later 15 September 2026 release describes the present framework and should be used for current decisions.
The Ministry’s August 2026 release said any future MDR would be decided by an NPCI-headed UPI and Services Steering Committee after the stated legislative step. The September release subsequently described the framework and rates. This sequence is why a date on a fee notice or merchant communication matters: a past “UPI is free” statement may not answer what a merchant-side policy says today, while it still does not make MDR a customer charge.
Protect your payment while checking fees
- Never share your UPI PIN, one-time password or screen-sharing access to “verify” a fee.
- Remember that receiving money does not require entering your UPI PIN; a request to enter it to receive a refund is a warning sign.
- Use only the official support path in your bank or payment app for disputes.
- Check the payee name and amount on the authorisation screen, not just the QR code or merchant display.
- Do not approve a collect request that you did not initiate or do not recognise.
- Keep the invoice, review-screen details and transaction ID if a fee dispute may follow.
Five-second checklist before tapping Pay
- Is the payee the person or business you intended?
- Does the base amount match the bill?
- Is there a separate convenience, service, processing, platform or surcharge line?
- Has the total changed because you selected UPI?
- If a fee appears, can the merchant or provider explain it in plain language?
- Are you comfortable with the final total before entering your PIN?
If any answer is no, leave the payment pending and seek clarification. The final review screen is the point at which you can still prevent an unwanted charge; after authorisation, you may need a formal dispute process.
