How to spot fake restaurant bills and protect your expense claims

To spot a potentially fake restaurant bill, compare the receipt with the expense claim, payment record, contemporaneous notes and other business records. Look for contradictions in the restaurant identity, location, date, amount, people served, itemization and stated business purpose. An unusual layout or typeface can justify verification, but it does not prove fraud.

For US tax substantiation, IRS Publication 463 says a restaurant receipt can support a business meal when it shows the restaurant name and location, number of people served, date and amount; non-food charges should be identified. That is a federal tax guideline, not a universal employer rule or a worldwide standard. UK employers and employees operate in a different administrative context under HMRC guidance. Keep tax evidence separate from whatever your employer requires for reimbursement.

What a genuine restaurant bill should establish

A receipt is useful because it records a transaction, not because it looks official. Your review should answer four separate questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Who charged the money? The restaurant name and, where relevant, its location should be identifiable.
  • When did the transaction occur? The date should fit the claimed meeting and travel.
  • How much was charged? The total should reconcile with the itemized charges, tax, service charge, tip and any non-food items.
  • Why was it a business expense? The receipt rarely answers this by itself; that requires a contemporaneous note or related business record.

For a US business meal, the IRS states that a restaurant receipt is enough to prove the expense when it shows the restaurant name and location, the number of people served, the date and the amount. A charge for non-food items should be identified. See IRS Publication 463 (2025) for the current wording and examples.

The same document does not create a universal “authentic receipt” test. A complete-looking bill can still be inaccurate, and a damaged or reprinted receipt can still represent a real purchase. Treat visual oddities as prompts to check records rather than as a forensic conclusion.

How to spot fake restaurant bills: a practical review sequence

1. Match the receipt to the claim

Start with the submitted expense form, not the paper’s appearance. Compare the merchant name, location, date, currency, total, tip, tax and number of diners with the claim. Check that the stated business purpose is plausible for that place and date. If the claim says four people attended but the receipt or note identifies one, ask for clarification. If the receipt is dated during a day when the claimant was elsewhere according to approved travel records, document the discrepancy and seek an explanation.

Record the exact difference. “The date differs by one day” is more useful and less accusatory than “This looks fake.” A transposed amount, duplicate claim number or mismatch between the restaurant branch and the meeting venue may be an innocent data-entry error, but it still needs resolution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Check the transaction fields

Inspect whether the document identifies the restaurant, location, date and total clearly. For US meal substantiation, confirm the number of people served and identify non-food charges such as merchandise or other items. Check whether the itemization supports the total: food and beverages, tax, service charge and tip should add up under the rules shown on the bill.

Do not treat typography, paper color, logo quality, a missing perforation or an unfamiliar point-of-sale layout as proof of fabrication. Restaurants use different systems, issue duplicate receipts and may print from mobile terminals. The useful question is whether the record agrees with independent evidence.

3. Look for record-level inconsistencies

The IRS lists false or altered documents, false entries, fictitious deductions and substantially overstated deductions among fraud indicators in Internal Revenue Manual 25.1.2. Those are reasons for closer review, not a checklist that proves a particular restaurant bill is false. Apply them to the whole file:

  • The receipt total differs from the amount entered in the expense system.
  • The same receipt number, date and amount appear in more than one claim.
  • An image contains inconsistent dates, fonts, alignment or layers suggesting an edit, while the claimant cannot produce the original or a system-generated copy.
  • The claimed number of diners, meeting attendees or business purpose conflicts with calendars, travel approvals or client records.
  • A rounded or estimated amount is presented as an exact receipt total without an explanation.
  • Non-food purchases are included in a meal claim without being identified.

One anomaly can have an ordinary explanation. Several independent conflicts, especially when supporting records are missing, justify escalation through the normal expense-review process.

4. Reconcile payment evidence

Compare the receipt with a credit-card statement, bank transaction, canceled check or other payment record. Confirm the amount, date and merchant descriptor, allowing for a delayed posting date, currency conversion or a card processor’s abbreviated name. A payment record can show that money left an account; it does not, by itself, show the business purpose or who attended.

IRS Publication 463 states that a canceled check together with a bill ordinarily establishes cost, while a canceled check alone does not establish that the payment was for a business purpose. Keep the bill and payment record together so an approver can follow the trail.

5. Check contemporaneous notes and business records

Ask what was recorded at or near the time of the meal: attendees, business relationship, topic, location and purpose. Useful corroboration can include an approved travel itinerary, calendar entry, client meeting record, event registration, delivery or project record, and an internal approval message. The record should explain the business connection without exposing unnecessary personal information.

The IRS emphasizes that a timely kept record has more value than a statement prepared later, when accurate recall may be poor. Write the note when the expense is incurred, not only after an approver asks questions. A later explanation may still help, but it is weaker evidence than a contemporaneous entry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Request clarification neutrally

If the evidence does not line up, preserve the submitted file and ask specific questions through the established process. For example: “The claim lists three attendees, but the note lists two. Please confirm who attended and provide the contemporaneous record.” Avoid accusing a colleague solely because a receipt looks unusual. Give the claimant a defined deadline and identify the acceptable supporting records.

What each record can and cannot prove

Use multiple records because each answers a different question. The following distinctions prevent an approver from treating payment as proof of business purpose.

Record What it can establish Important limitation Best practice
Itemized restaurant receipt Merchant identity, location, date, itemized charges and total when those fields are present Usually does not explain the business purpose or independently prove who attended Retain the original digital file or a legible scan with the claim
Receipt plus canceled check Cost paid for the documented transaction Does not by itself establish the business purpose Keep both records linked to the same expense
Credit-card or bank statement Payment amount, posting date and account charged Merchant descriptors may be abbreviated; payment alone does not prove a business meal Use it to reconcile, not replace, the receipt and purpose note
Contemporaneous expense note Business purpose, attendees or number served, date and context recorded near the event A later-created note is less persuasive than a timely record Enter the note when submitting the expense
Calendar, travel or client record That a meeting or business activity was scheduled or occurred May not prove that the meal was purchased or paid by the claimant Use it as corroboration alongside payment and receipt records
Invoice, cash-register receipt or petty-cash slip Supporting transaction detail, depending on what the document contains Coverage varies; a document that lacks date, merchant or amount cannot establish those facts Retain supporting documents together, as described in IRS Publication 583

Red flags that deserve a closer look

Conflicts with the claim

  • The receipt date falls outside the approved trip or event.
  • The restaurant location is inconsistent with the meeting location without a travel explanation.
  • The claimed total includes a tip or service charge that is absent from the receipt.
  • The expense system lists a different currency, tax amount or number of diners.
  • The same merchant, amount and date recur in separate claims.

Problems in supporting records

  • A statement shows payment to a different merchant or a materially different amount.
  • A note appears to have been written only after an inquiry and conflicts with the calendar or travel record.
  • The claimant cannot explain non-food items or unusually large portions of the total.
  • Amounts are conspicuously rounded or estimated while being submitted as exact costs.

These signs do not prove that a bill is fake. They tell you where the evidence chain is incomplete. A legitimate restaurant may issue a replacement receipt, use a parent-company payment descriptor or post a card transaction on a different date. Ask for the explanation and retain it with the claim.

How to protect your expense claim before submitting it

  1. Capture the receipt promptly. Save a legible image or digital receipt before it fades, is lost or becomes inaccessible in a temporary app view. Keep the original file where policy permits.
  2. Record the business purpose. Note the date, restaurant, people served or attendees, business relationship and subject discussed. Keep the description factual and concise.
  3. Separate meal components. Identify alcohol, merchandise, transportation or other non-food charges when policy or tax rules treat them differently.
  4. Reconcile the total. Confirm that itemized charges, tax, service charge and tip equal the amount submitted. Explain currency conversion or a delayed posting date.
  5. Attach payment evidence when required. Link the card statement or canceled check to the receipt, while redacting unrelated transactions according to policy.
  6. Use the employer’s categories. Tax deductibility and reimbursement eligibility are not interchangeable. An amount can be paid and documented yet still fall outside an employer’s meal limit or approval rule.
  7. Submit on time. Timely records are generally more reliable than reconstructed explanations. Follow the organization’s retention period and access controls.

How approvers should investigate an unusual bill

Preserve first

Save the submitted receipt, claim version, attachments and approval history before requesting changes. If an image is replaced, retain the earlier version according to the organization’s records policy. Do not edit the claimant’s file in a way that obscures what was originally submitted.

Ask for proportionate evidence

Request only records relevant to the discrepancy: a card statement line, travel approval, calendar entry, attendee confirmation or explanation of a reissued receipt. Avoid demanding unrelated personal banking information. Document who requested the evidence, when, and what was supplied.

Apply consistent thresholds

Use the same review standards for executives, employees, contractors and owners. A substantial amount, an estimate, a repeated mismatch or a missing receipt can justify additional support. A minor formatting difference generally calls for clarification rather than an accusation.

For UK payroll and employee-expense administration, HMRC says evidence may be requested when a claim is substantial and out of proportion to the expense, based on estimates or otherwise unsatisfactory. HMRC EIM31715 says a deduction should not be permitted for substantial amounts when evidence is unsatisfactory. Its operational PAYE80012 guidance identifies obvious estimates, such as rounded figures, as a reason to ask for retained receipts. These pages describe HMRC administration; they do not replace your employer’s expense policy.

Escalate only when the file supports it

If clarification resolves the mismatch, record the explanation and complete the review. If material conflicts remain, follow the organization’s fraud, disciplinary, tax or audit procedure. Restrict conclusions to documented facts: “supporting evidence is insufficient” is different from “the receipt is fabricated.” Involve human resources, internal audit, legal counsel or a tax professional when your policy requires it.

United States tax substantiation versus UK expense review

US: IRS business-meal records

The IRS says taxpayers generally need adequate records to support expenses and generally need documentary evidence such as receipts, canceled checks or bills. Its Burden of proof guidance explains that you must be able to substantiate the relevant elements of an expense. Publication 463 provides the restaurant-receipt fields described above and explains the different evidentiary value of timely notes and payment records.

These rules concern federal tax substantiation. An employer can impose stricter requirements, such as a spending limit, preapproval, attendee names or a submission deadline. A receipt that supports a tax deduction may still be rejected for reimbursement if it violates company policy.

UK: HMRC evidence requests

HMRC’s EIM31715 and PAYE80012 pages address how evidence is assessed in employment-income administration. They support asking for records when an amount is substantial, disproportionate, estimated or otherwise unsatisfactory. They are not a global restaurant-receipt standard and should not be presented as an employer’s complete policy.

If you work across jurisdictions, label the rule you are applying: US federal tax, UK payroll administration, or your organization’s reimbursement policy. Do not transfer a US documentation threshold to a UK claim, or assume an HMRC evidence request is a universal fraud test.

Common situations and the right response

The receipt is missing but the card payment is real

Ask whether the restaurant can reissue a receipt and obtain a contemporaneous explanation of the business purpose and attendees. Attach the payment record and any approved alternative documentation allowed by policy. A card transaction establishes payment, not automatically the business reason.

The receipt is reprinted or emailed after the meal

A reprint is not inherently false. Compare its merchant, date, amount and itemization with the card posting and the claimant’s timely note. Record that it was a reprint and retain the communication or restaurant confirmation if available.

The total is rounded

Ask whether the amount is an estimate, a fixed allowance or a transcription error. HMRC’s PAYE guidance treats obvious estimates such as rounded figures as a reason to request records. Under any jurisdiction, do not submit an estimate as an exact receipt total without labeling it and following the applicable policy.

The restaurant descriptor differs on the statement

Payment processors and parent companies can produce a descriptor that differs from the storefront name. Check the location, date and amount, and ask for a receipt or explanation linking the descriptor to the restaurant. A descriptor mismatch alone is not proof of fabrication.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The bill includes non-food items

Separate and identify those items. The IRS specifically says non-food charges should be identified for a US business meal. Your employer may reimburse them differently or exclude them entirely.

A compact pre-submission checklist

  • Restaurant name and location are readable.
  • Date matches the meeting, travel or event.
  • Total reconciles to itemized charges, tax, service charge and tip.
  • Number of people served or attendees is recorded where required.
  • Non-food charges are identified.
  • Business purpose is written in a timely note.
  • Payment evidence is attached or available.
  • Any estimate, reprint, currency conversion or delayed posting is explained.
  • The claim follows the employer’s approval, category and retention rules.

When a receipt looks suspicious but evidence is incomplete

Pause reimbursement only as far as your policy permits, preserve the file and request targeted clarification. Do not alter the receipt, contact a restaurant while impersonating the claimant, or publish an accusation. If the claimant cannot provide adequate support, record the deficiency and apply the organization’s documented outcome, such as rejection, partial reimbursement, tax treatment review or escalation.

The goal is a defensible expense file: a transaction record, a payment trail and a timely explanation of business purpose that agree with one another. That standard protects employees with legitimate expenses as well as organizations responsible for approving and reporting them.
