Use a separate device or a fresh browser session to locate the Government of Punjab Department of Finance directory. That directory identifies Punjab State Lotteries and the Directorate of Small Savings and lists a Director of Lotteries contact. Use the directory’s current contact details to ask which draw, result publication channel and claim route apply to your ticket. Do not rely on contact details supplied by the person who announced the win.

Until the responsible office confirms the result through an independently reached channel, treat the claimed prize as unverified. A forwarded screenshot, a web page reached through an unsolicited link and a caller’s assurance are all claims, not authentication.
Which Punjab authority should verify a claimed result?
The Government of Punjab’s Department of Finance directory is the starting point for identifying the responsible body. It lists Punjab State Lotteries among its organizations and lists the Directorate of Small Savings, Punjab. The directory also provides a Director of Lotteries contact. Because contact details and administrative arrangements can change, use the directory as it appears when you check rather than relying on an old number saved in a message, social-media post or previous article.
What the directory can establish
- Which Punjab government organization is responsible for lotteries.
- How to locate a current official contact for the Director of Lotteries.
- Which office can explain the current result and claim channel.
What it does not automatically establish
- That a third-party lottery website is government-operated.
- That a result image, ticket number or prize notice sent to you is genuine.
- The current claim deadline, prize-value threshold, document list or direct results URL.
The official directory evidence does not establish those last details. Ask the Directorate to confirm them for the specific draw instead of importing rules from another state or from an unofficial lottery site.

- Record the claim without engaging. Save the SMS, email, caller ID, chat, attachment, web address and any ticket or reference number. Take screenshots that include the date and time. Do not edit the originals.
- Identify the purported draw. Write down the lottery name, draw date, ticket number, series, alleged prize and the name of the office or agent the sender claims to represent. If any of these are missing, that is a warning sign, but do not try to fill the gaps by asking the sender.
- Reach the Government of Punjab directory independently. Type the government address yourself or use a bookmark you created previously. Do not use a link, QR code, phone number or email address contained in the winning notice.
- Find the lottery contact. Use the Department of Finance listing for Punjab State Lotteries, the Directorate of Small Savings and the Director of Lotteries contact. Compare the office name and contact route with the sender’s claims; a mismatch requires further verification, not a conversation with the sender.
- Ask the office to verify the draw and ticket. Provide only the minimum information needed to identify the draw. Ask whether the draw exists, whether the result is published through an official channel and what the current claim process is. Do not send passwords, one-time codes, card PINs or full banking credentials.
- Confirm the instructions through the same independent route. If the office directs you to a form or website, enter that address yourself or obtain it from the official contact. Check that the instructions match what the office explained, including any required identity documents and deadlines.
- Stop if verification cannot be completed. An inability to confirm the draw, a demand to keep the matter secret or pressure to act immediately is not evidence of a win. It is a reason to disengage and preserve the evidence.
Warning signs in calls, SMS messages, emails and websites
Police guidance describes a common pattern: an unexpected communication announces a prize and then demands money or personal information before the supposed winnings can be released. Evaluate the whole sequence, not just one spelling error or logo.

Do I need to pay a fee to claim Punjab lottery winnings?
Do not pay an unsolicited fee to release a purported prize. The Delhi Police Cyber Crime Cell warns that scammers may demand money-transfer fees, taxes or transportation costs for a nonexistent prize. Its institutional advice is: “Never respond to fake lottery winning related calls/SMS/Emails.” Uttar Pradesh Police gives similar general internet-fraud guidance: “Beware of lotteries that charge a fee prior to delivery of your prize.” That is general police advice, not a Punjab-specific claim rule, but it describes the advance-payment pattern you should refuse.
Common names for the demand
- Release, clearance or processing charge.
- Tax, customs or government-stamp payment.
- Transfer, courier, transportation or insurance fee.
- Refundable deposit or identity-verification charge.
- Payment needed to “unlock” a digital result or claim form.
Scammers may ask for a small amount first and then invent a second obstacle. Paying once does not validate the prize; it can signal that you are willing to pay more. Keep the money in your account until an independently verified authority explains the claim process.

Do not provide banking credentials or private personal details to the person or website that contacted you unexpectedly. This includes card numbers, PINs, online-banking passwords, one-time passcodes, full account login details, remote-access approval and copies of identity documents unless the responsible office has independently confirmed the official process and secure submission channel.

Use data minimization during verification. You may be able to ask whether a draw and ticket series exist without disclosing a complete identity profile. If an official office later requires documentation, confirm exactly which documents are necessary, where they must be submitted and how the office protects them. The current official source does not establish a universal document list, so do not assume that a list circulating online applies to your draw.
What if I already paid or shared financial details?
Act quickly, but do not continue negotiating with the scammer. The goal is to limit further loss and preserve evidence.
- Contact your bank or payment provider immediately. Tell it that you may have disclosed financial information or sent money in a suspected lottery scam. Ask what emergency blocks, recalls or account-protection steps are available.
- Secure exposed accounts. Change passwords from a trusted device, beginning with email and banking accounts. Sign out of unknown sessions and enable multi-factor authentication where available. Never share a new one-time code with the person who contacts you.
- Preserve transaction evidence. Keep bank statements, transfer confirmations, wallet addresses, payment references, phone numbers, email headers, chat exports, screenshots, attachments and the exact web address. Do not delete the original message.
- Record the timeline. Note when the first contact arrived, what was promised, each payment or disclosure, the account used and every response you received. A clear chronology helps the bank and investigators.
- Report the cyber incident. Use the Punjab government grievance route described below and provide the preserved records.
Delhi Police specifically lists bank statements and copies of messages among materials useful for a complaint. A prompt bank notification is important even if the transfer appears complete; the bank can explain the next available action for the payment method.

The Government of Punjab says cyber-security incidents can be submitted through connect.punjab.gov.in. On that portal, select the Director General of Police, then Punjab Police, then Cyber Crime. Use the portal to report the suspected fraud and attach or describe the evidence requested by the form.

Prepare your report
- The sender’s phone number, email address, username or website address.
- The claimed lottery name, draw date, ticket or reference number and prize amount.
- Every fee requested and the date, amount and method of any payment.
- What personal or banking information was disclosed.
- Copies of messages, screenshots, bank statements and payment confirmations.
Do not accuse an identified person beyond what your records show. Describe the sequence, preserve the original files and state clearly that the prize and sender could not be independently verified. If there is an immediate threat to safety or an active unauthorized transaction, contact the relevant emergency or bank channel as well as making the cyber-fraud report.

A website can display a result lookup field and a prize-winning ticket claim form without being operated by Punjab’s lottery authority. A lottery information page surfaced in connection with this subject has those features, but its domain was not authenticated as a Punjab government domain by the available evidence. Do not copy a deadline or document requirement from another state, an old social-media post or an unauthenticated lottery site. Ask the Directorate to state the current rule for the exact draw and record the answer. If the office cannot confirm the draw itself, there is no safe basis for proceeding to a claim form or payment.
Worked examples: separating a real verification task from a scam
Example 1: “You won—pay a transfer fee today”
An SMS names a Punjab lottery, gives a ticket number and asks for a transfer charge within two hours. The correct response is not to test the ticket number on the SMS link. Save the message, locate the Punjab government directory independently, and ask the Director of Lotteries contact whether that draw and ticket format exist. Do not pay while waiting for an answer. Example 2: A polished website requests identity documents

Example 3: Money and a one-time code were already sent
Contact the bank or payment provider immediately, explain the suspected fraud and ask about blocking or recovery. Change exposed passwords, preserve statements and messages, and submit the incident through connect.punjab.gov.in by selecting the Director General of Police, Punjab Police and Cyber Crime. Do not send another code or “verification fee” to recover the first payment.
