The safest approach is to treat your required minimum distribution (RMD) as part of your entire tax return, not as a stand-alone withdrawal. First ask the IRA custodian or plan administrator whether the payment is nonperiodic (a one-time or irregular distribution) or periodic (a scheduled series). Use Form W-4R for a nonperiodic IRA payment and Form W-4P for periodic payments. Then project your full-year taxable income, withholding and estimated payments, and elect a federal withholding rate that covers the remaining liability.
For a nonperiodic RMD, the general default is 10%, not 20%. The 20% mandatory rule applies to eligible rollover distributions; the 2026 Form W-4R instructions specifically list federally required RMDs as payments that are not eligible rollover distributions. Recheck the election whenever your income, distributions or filing status changes. This guide covers federal withholding for U.S. taxpayers; state rules and specialized account situations can differ.

Why an RMD can produce an unexpected tax bill
A traditional IRA or employer-plan RMD is generally included in taxable income unless a specific exception applies. The distribution can push your total income higher when it is added to:

- wages or self-employment income;
- pensions and annuities;
- the taxable portion of Social Security;
- interest and dividends;
- capital gains;
- a spouse’s earnings; or
- a Roth conversion or another retirement-account distribution.
Withholding taken from the RMD is only a prepayment. Your final tax is determined on the complete Form 1040 or Form 1040-SR. If the combined withholding and estimated payments are too small, you can owe tax when you file and may also face an estimated-tax penalty. There is no single RMD percentage that works for every taxpayer because the answer depends on the whole return.

Step 1: Determine whether the payment is periodic or nonperiodic
The payment pattern controls which certificate you submit. Ask the payer before the distribution is processed; do not infer the classification from the fact that the money is an RMD.
| RMD payment pattern | Certificate generally used | What the federal rules establish | Operational point |
|---|---|---|---|
| One-time, occasional or otherwise nonperiodic IRA distribution | Form W-4R | Nonperiodic payments generally default to 10% federal withholding. You can request a different whole-number percentage within the form’s limits. | The election normally applies to the payment the payer processes under that certificate; ask whether it carries forward. |
| A scheduled series of periodic IRA payments | Form W-4P | Periodic IRA payments use the W-4P process. The withholding result depends on the information and elections on that form; there is no universal RMD rate. | Confirm whether the election remains in force for later installments and how to change it. |
| Eligible rollover distribution (a different category from an RMD) | Follow the payer’s rollover-distribution process | The separate mandatory 20% rule applies to eligible rollover distributions. A federally required RMD is not an eligible rollover distribution under the 2026 W-4R instructions. | Do not use the 20% rule as an automatic answer for an RMD. |
IRS Publication 590-B distinguishes periodic IRA payments, for which Form W-4P is used, from nonperiodic payments, for which Form W-4R is used. The IRS also states that federal income tax is withheld from traditional-IRA distributions unless you choose not to have tax withheld. Your custodian’s classification and processing rules control the practical result.
Step 2: Submit the correct withholding certificate
For a nonperiodic RMD, complete Form W-4R
Use Form W-4R when the payer treats the RMD as nonperiodic. The form lets you enter a whole-number percentage different from the default, subject to its instructions and the payer’s system. If your calculation calls for 17%, enter the permitted whole-number election rather than asking the custodian to guess. If you want a lower rate or zero, verify that the form and payer allow it for your payment.

Use Form W-4P when the IRA or plan pays the RMD as a scheduled series. Follow the current form’s filing-status, income and additional-withholding directions. A W-4P election can continue across installments until you change it, but the custodian’s terms determine when a new certificate takes effect.
Do not substitute the wage form
Form W-4 for an employer paycheck does not control an IRA RMD. Giving the payer a wage W-4 can result in a rejected form, an unintended default or no change to the distribution. Use the certificate the payer requests for the payment pattern it has identified.

Step 3: Project your entire federal tax year
Before selecting a rate, estimate the tax that will actually be due for the year. Include the taxable portion of the RMD rather than automatically treating every dollar of a gross distribution as taxable if you have after-tax basis or another applicable adjustment.
- List every expected income source. Add wages, pensions, Social Security, interest, dividends, capital gains, retirement distributions, conversions and other taxable income.
- Enter the RMD amount and timing. Include the first distribution and any later RMD, supplemental withdrawal or distribution from another account that you expect during the year.
- Apply your filing status. A single filer, married couple filing jointly, married person filing separately and head of household can have different outcomes from the same RMD.
- Account for deductions and credits. Include the deductions and credits you reasonably expect to claim, rather than relying on the RMD alone.
- Subtract tax already prepaid. Count withholding from wages, pensions and other distributions, plus estimated tax payments already made.
- Check the result with an IRS tool. Use the IRS Tax Withholding Estimator, Publication 505 or the worksheets in Form 1040-ES to translate the projection into a withholding or estimated-payment plan.
Publication 505 is useful when several income sources or withholding elections interact. The IRS Tax Withholding Estimator can help you update the projection after entering current income, deductions, credits and payments. These tools estimate a return; they do not turn a default RMD percentage into a guaranteed final tax rate.
Step 4: Convert the projection into a withholding election
For a nonperiodic payment, a practical starting calculation is:
(Projected federal tax for the year − withholding and estimated payments already expected) ÷ taxable RMD amount subject to the election = approximate additional percentage needed from that RMD.
This is a planning calculation, not a tax bracket. Your RMD may affect the tax on other income, and the payer may apply the elected percentage to the gross payment according to its own system. Round only as the form permits and leave a margin for uncertainty.

Illustrative calculation
Suppose a taxpayer projects $24,000 of federal tax for the year. Wages and pension payments are expected to provide $17,000 of withholding, leaving about $7,000 to prepay. If a $30,000 nonperiodic RMD is the remaining practical source of withholding, $7,000 ÷ $30,000 is about 23.3%. The taxpayer could request a permitted whole-number rate near that result on Form W-4R, then revisit the estimate when the actual income is clearer. The figures are hypothetical; your tax software, estimator or adviser must account for your actual deductions, credits and taxable distribution.
| Situation | Possible action | What to verify |
|---|---|---|
| The 10% nonperiodic default appears sufficient after the full-year projection | Leave the default or elect an equivalent permitted rate. | Include later distributions and changes in other withholding. |
| The 10% default leaves a projected shortfall | Request a higher whole-number percentage on Form W-4R, or revise the W-4P election for periodic payments. | Confirm the payer’s cutoff and that the election applies to the intended payment. |
| You have little other taxable income and the default appears excessive | Ask whether a lower rate or zero can be elected for the nonperiodic payment. | The form’s limits, your actual taxable income and any estimated-tax consequences. |
| The payer cannot change the payment in time | Use an IRS estimated payment as a backstop. | Follow Publication 505 and Form 1040-ES instructions and retain proof of payment. |
Do not choose 20% merely because it is familiar from rollover distributions. The 2026 W-4R instructions identify federally required RMDs as non-eligible-rollover payments, so the separate 20% rule does not automatically apply.
Step 5: Meet the custodian’s deadline and verify the result
- Ask when the payer must receive a new W-4R or W-4P for it to affect the next payment.
- Submit the signed certificate through the payer’s accepted channel.
- Save the completed form, submission confirmation and the date the election is scheduled to begin.
- Review the payment statement to confirm the gross distribution and federal withholding match your election.
- Check whether the election is one-time or remains in force for future installments.
A correct form submitted after the custodian’s cutoff may not change the distribution already queued. If the payment is too low, make an estimated payment rather than assuming the next RMD will automatically correct the shortfall.
Step 6: Recalculate when your facts change
Withholding chosen in January can be wrong by December. Re-run the projection after any of these events:
- a second RMD or a larger-than-planned distribution;
- a pension beginning, ending or changing amount;
- a spouse starting or stopping work;
- a large capital gain, dividend or interest payment;
- a Roth conversion;
- a change in filing status;
- a change in deductions or credits; or
- an unexpected change in wage or pension withholding.
For a series of periodic payments, update Form W-4P when the projection changes. For a one-time RMD, a new W-4R may be needed for a later nonperiodic payment. If the payer cannot revise a completed distribution, use an estimated payment to address the remaining gap.

Using estimated payments when withholding is not enough
Estimated payments are a backstop, not a substitute for identifying the correct RMD form. They are useful when a distribution has already been processed, when the payer’s deadline has passed or when income arrives irregularly. Use Publication 505 and Form 1040-ES to calculate and schedule the payment under current IRS instructions. Keep the confirmation and include the payment in the year-end reconciliation.
Because too little withholding or estimated tax can create both a balance due and an estimated-tax penalty, do not wait until filing season to discover that the RMD was the only tax prepayment on a large amount of new income.
Reconcile the RMD on your tax return
- Compare the year-end Form 1099-R with your account records for the gross distribution and federal withholding.
- Report the distribution and its taxable amount on the appropriate lines of Form 1040 or Form 1040-SR.
- Report the RMD’s federal withholding with your other withholding on the return.
- Include estimated payments made during the year.
- Investigate any mismatch before filing; ask the payer for a corrected Form 1099-R if the information is wrong.
A refund means your prepayments exceeded the final federal liability; a balance due means the next election or estimated-payment plan may need to be higher. The return is the reconciliation point, so retain the 1099-R and payment records.
Withholding choices for common taxpayer profiles
| Profile | Main risk | Planning focus |
|---|---|---|
| Retiree whose RMD is the main taxable income | Over-withholding if the 10% default exceeds the actual liability, or under-withholding if deductions were overstated. | Project the taxable RMD, Social Security and other investment income before selecting a rate. |
| Retiree with wages or a spouse still working | The RMD stacks on earnings and existing paycheck withholding may not cover the combined liability. | Use the household’s total income and withholding in the IRS estimator, then adjust the RMD or wage election. |
| Investor with large gains or dividends | Investment income can make a rate based only on pension income too low. | Update the projection after realized gains and consider an estimated payment if the RMD election cannot be changed. |
| Taxpayer completing a Roth conversion | The conversion and RMD in the same year can materially change taxable income. | Recalculate after the conversion amount is known; do not rely on the prior year’s RMD election. |
| Taxpayer taking several distributions | A one-time election may not carry to a later payment, or a periodic election may remain after circumstances change. | Confirm each payment’s classification, certificate and effective date with the payer. |
Common mistakes and fixes
Assuming every RMD has 20% withheld
Fix: Ask whether the distribution is an RMD required by federal law. Under the 2026 W-4R instructions, it is not an eligible rollover distribution, and the general nonperiodic default is 10%.

Using Form W-4 from a paycheck
Fix: Use W-4R for a nonperiodic RMD or W-4P for periodic payments, as classified by the payer.

Calculating tax on the RMD in isolation
Fix: Include wages, pensions, Social Security, investments, gains, conversions, filing status, deductions, credits and all existing prepayments.
Ignoring the taxable portion
Fix: Check whether after-tax basis or another rule changes how much of the gross distribution is taxable.
Missing the payer’s cutoff
Fix: Submit the certificate early, save confirmation and use an estimated payment if the distribution cannot be changed.
Forgetting state or specialized rules
Fix: Review state withholding separately and obtain advice for nonresident situations, qualified charitable distributions, inherited accounts, after-tax basis and special employer-plan provisions.
When professional advice is warranted
Consider a qualified tax professional when you have an inherited account, multiple beneficiaries, a qualified charitable distribution, substantial after-tax basis, nonresident status, a large conversion or employer-plan rules that do not fit a standard IRA. Ask the adviser to coordinate the RMD’s taxable amount, federal withholding, state treatment and estimated payments rather than reviewing the withholding percentage alone.
For everyone else, the repeatable process is straightforward: classify the payment, file the right certificate, project the whole return, choose a rate that closes the projected gap, verify the payer’s processing and recalculate after material changes.
