You can have federal income tax withheld directly from your Social Security payment by using your personal my Social Security account, submitting IRS Form W-4V to the Social Security Administration (SSA), or calling SSA. You must choose one of four percentages of your monthly benefit: 7%, 10%, 12%, or 22%.
Withholding is optional. It is most useful when your combined income makes part of your benefits taxable and you want to send estimated tax payments throughout the year instead of paying the full amount when you file.

When Social Security benefits can be taxable
Federal income tax withholding matters only if your Social Security benefits are taxable. SSA’s 2025 tax FAQ says benefits may be taxable when your combined income exceeds $25,000 for an individual return or $32,000 for a joint return.

The thresholds are filing-status thresholds, not automatic tax bills. Crossing one does not mean that every dollar of your benefit is taxable. Depending on your income and filing situation, up to 85% of your benefits may be included in taxable income. The exact taxable amount is determined on your federal return.
What to gather before you elect withholding
- Your expected adjusted gross income for the year, including wages, pensions, withdrawals from retirement accounts, interest, dividends, and other taxable income.
- Your tax-exempt interest, if any.
- Your expected total Social Security benefits for the year. Your annual benefit statement or monthly payment information can help with this estimate.
- Your federal filing status: individual or joint filing thresholds differ.
- Any federal tax already being withheld from wages, pensions, or other payments, plus estimated tax payments you have made.
Use these figures to estimate whether withholding is appropriate and how much federal tax you may need to cover. Withholding from Social Security is credited toward your federal income-tax liability; it does not change the taxability formula itself.
Choose how to start withholding
| Method | What you do | Best fit | Distinctive requirement or feature |
|---|---|---|---|
| Online | Sign in to or create a personal my Social Security account and select the voluntary tax-withholding option. | People who want a self-service request and account access. | You select the percentage online and can use the account to check or change the request. |
| Paper Form W-4V | Complete, sign, and date Form W-4V, then give it to SSA by mail or in person at a local office. | People who prefer a paper record or cannot use the online service. | A signed form is required; the form goes to the payer, SSA, not to the IRS. |
| Telephone | Call SSA at 1-800-772-1213. TTY users can call 1-800-325-0778. | People who need assistance or want to make the request with a representative. | You tell the representative the requested percentage. |
All three methods make the same election: withholding 7%, 10%, 12%, or 22% of the monthly benefit. The method does not create a different tax rate or tax calculation.
Set up withholding online through my Social Security
Step 1: Sign in or create your account
Go to your personal my Social Security account. If you do not have one, complete the account-creation process and verify your identity as requested. Use your own personal account rather than another person’s login.
Step 2: Open the voluntary tax-withholding option
After signing in, choose the option for voluntary federal tax withholding from your Social Security benefits. The labels can change as SSA updates its account interface, but the request is specifically for voluntary tax withholding from benefits.
Step 3: Select one permitted percentage
Choose 7%, 10%, 12%, or 22% of your monthly payment. SSA’s request-to-withhold guidance states: “You may choose to withhold 7%, 10%, 12%, or 22% of your monthly payment.”
Step 4: Submit and save the confirmation
Submit the election and save or print the confirmation shown by the account. Record the date you submitted it and the percentage selected. Then check a later payment statement to confirm that the withholding appears. The first affected payment depends on SSA processing and the timing rules described in your request; it is not necessarily the next payment.

Set up withholding with Form W-4V
Step 1: Download the current Form W-4V
Use the current IRS Form W-4V, Voluntary Withholding Request. Form W-4V is the form for requesting voluntary federal income-tax withholding from certain payments, including Social Security benefits.
Step 2: Complete the identifying information
Fill in lines 1 through 4 with the identifying and benefit information requested on the form. Check that your name, address, and identifying number match the information SSA has on file. Errors can delay processing or require a corrected form.
Step 3: Check one percentage
On line 5, 6, or 7, check exactly one permitted choice: 7%, 10%, or 12% on the applicable boxes, or 22% on the applicable box. Do not write in a custom percentage or dollar amount. Form W-4V does not let you choose a rate between these options.
Step 4: Sign and date the form
An unsigned form is not a completed election. The IRS instructions say: “Complete lines 1 through 4; check one box on line 5, 6, or 7; sign Form W-4V; and give it to the payer, not to the IRS.” For Social Security benefits, the payer is SSA.
Step 5: Deliver it to SSA
SSA’s 2026 publication says you can return the completed form to a local SSA office by mail or in person. Keep a copy of the signed form and proof of delivery for your records. Do not mail the form to the IRS; sending it to the wrong agency will not establish withholding from your Social Security payment.
Request withholding by phone
Call SSA at 1-800-772-1213. If you are deaf or hard of hearing, call 1-800-325-0778 (TTY). Tell the representative that you want voluntary federal income-tax withholding from your Social Security benefits and state the percentage you want: 7%, 10%, 12%, or 22%.
Before ending the call, ask when the election is expected to begin and how you can verify it. Write down the date, the percentage, and any confirmation or reference information the representative provides. A phone request can be useful when you cannot access an online account, but it does not allow a custom withholding amount.

How much each percentage withholds
The percentage applies to the monthly benefit payable after other deductions, not to an annual tax bill. For an illustration, a $2,000 monthly benefit would produce the following gross withholding amounts before any timing or deduction limitation:
Recommended Free Tools
| Election | Illustrative withholding on a $2,000 monthly benefit | Illustrative annual amount over 12 months |
|---|---|---|
| 7% | $140 per month | $1,680 |
| 10% | $200 per month | $2,400 |
| 12% | $240 per month | $2,880 |
| 22% | $440 per month | $5,280 |
These dollar figures are arithmetic examples, not a prediction of your payment or tax bill. Your actual benefit, deductions, months paid, and withholding start date determine the amount withheld.
When withholding starts and why the amount can differ
Form W-4V instructs you to ask the payer when withholding will begin. SSA’s policy also limits the deduction: the selected rate is applied only when the benefit payable after all other deductions is greater than the withholding amount.
For example, if another deduction leaves too little of a particular payment to cover the selected withholding amount, SSA may not take the full election from that payment. This is why the percentage you selected and the dollar amount shown on a payment notice can differ.
Because processing and payment schedules affect the first deduction, do not assume that submitting a request immediately changes the next check. Continue setting aside money or making estimated payments until you have confirmed that withholding has begun.

Change or stop Social Security tax withholding
Change the percentage
To change from one permitted rate to another, submit a new election. Online, use the voluntary tax-withholding option in your personal my Social Security account. On paper, complete a new Form W-4V, select the new permitted rate, sign and date it, and give it to SSA. A phone representative can also take the request at the SSA numbers listed above.
The new election replaces the prior percentage once SSA processes it. Keep the confirmation or a copy of the new form so you know which request is current.

Stop withholding entirely
To stop voluntary withholding, submit a new Form W-4V and select line 7 to stop withholding, as directed by the form’s instructions. If you use the online service or telephone, clearly state that you want withholding stopped rather than reduced to another percentage. Check a later payment statement to verify that the deduction has ended.
Choosing the right rate
Start with your projected tax, not the largest available percentage
The 22% option is not automatically better. Compare your projected federal tax for the year with withholding from all sources and estimated payments. A lower rate may cover your liability without unnecessarily reducing your monthly cash flow; a higher rate may be useful when you have substantial pension, wage, investment, or retirement-account income.
Use a full-year estimate when possible
Multiply the expected monthly benefit by the number of payments you expect to receive, then calculate combined income using your projected adjusted gross income and tax-exempt interest. Revisit the estimate if your income changes, you begin or stop another pension, you take a large retirement-account distribution, or your filing status changes.
Remember that the election is limited
You cannot select a custom dollar amount, a percentage such as 15%, or a rate below 7% through Form W-4V or the SSA withholding option. If none of the four choices matches your projected liability, you may need to coordinate Social Security withholding with withholding from another payer or with federal estimated tax payments.

- Choose the phone option if you need SSA assistance, have difficulty using the online account, or want a representative to record the requested percentage.
Whichever method you use, retain evidence of the election and verify an actual payment after processing. The tax result is the same election of one of the four permitted percentages.
Common problems and fixes
The form was sent to the IRS
Form W-4V is given to the payer, not the IRS. For Social Security benefits, send or deliver it to SSA. If you mailed it to the IRS, complete a new form and submit it to SSA using the delivery method SSA specifies.

The form was rejected or delayed
Review lines 1 through 4, make sure exactly one percentage box is checked, and sign and date the form. Mismatched identifying information or multiple checked boxes can prevent processing. Submit a corrected form and keep the prior copy and delivery record.
The withholding is too high or too low
Recalculate combined income and your expected federal tax, including income from sources other than Social Security. If your estimate has changed, submit a new election for another permitted rate. Remember that withholding is a prepayment credited on your federal return; it is not a separate tax charged on top of your eventual liability.
What withholding does—and does not—do
- It does: send a selected portion of each eligible Social Security payment toward your federal income-tax obligation.
- It does: provide a credit for federal tax withheld when you file your return.
- It does not: let you choose a custom rate or dollar amount.
- It does not: determine whether your benefits are taxable. Taxability still depends on your filing status and combined income.
- It does not: guarantee that you will owe no balance or receive a refund. The result depends on your total tax and all payments made during the year.
A practical checklist
- Estimate adjusted gross income, tax-exempt interest, and annual Social Security benefits.
- Calculate combined income as adjusted gross income plus tax-exempt interest plus one-half of annual benefits.
- Compare the result with the $25,000 individual or $32,000 joint threshold described by SSA’s 2025 FAQ.
- Estimate your total federal tax and subtract withholding or estimated payments from other sources.
- Select 7%, 10%, 12%, or 22% of the monthly Social Security benefit.
- Submit the request through my Social Security, Form W-4V, or SSA’s telephone service.
- Save the confirmation, signed form, or call details.
- Check a later payment statement and adjust with a new election if your income or tax estimate changes.

Is withholding required when my benefits are taxable?

Why might SSA withhold less than my selected percentage on one payment?
