You cannot open a generally available digital-euro wallet yet. As of 16 October 2026, the euro-area system is still in preparation: the European Central Bank (ECB) is planning a 12-month pilot for the second half of 2027 and says it aims to be ready for a possible first issuance in 2029, provided the required legislation is adopted by the end of 2026.
When the service launches, you are expected to obtain a digital-euro account through your bank or another eligible European payment service provider (PSP). That provider would handle onboarding, identity checks, funding, withdrawals, payment initiation and the app, card or other instrument you use. The proposed design supports online and offline payments, basic services without a fee and privacy protections that differ between online and offline transactions.

Can you set up a digital-euro wallet now?
No. There is no generally available production digital-euro wallet that the public can open as of 16 October 2026. Any app or account presented as an official public digital euro today should be treated cautiously unless it is part of an announced, controlled programme run with an authorised PSP.

A controlled pilot is planned for the second half of 2027 and is expected to last 12 months. It will involve the ECB, all 19 national central banks in the Eurosystem, selected PSPs and selected merchants. The pilot version is intended to be functionally and technically close to the draft design, but it will not have legal-tender status and is not the same as a public wallet.
How a public digital-euro wallet is expected to be opened
The final screens and names may differ by provider. The underlying sequence described by the ECB and European Commission is as follows.
- Choose an eligible provider. You would start with your own bank or another EU PSP. The proposed framework also includes payment institutions, electronic-money institutions and designated public entities such as post offices. Those alternatives are intended to serve people who do not want a wallet linked to a commercial bank and people who do not have a commercial bank account.
- Complete onboarding and authentication. The provider would carry out customer identification and any required compliance checks. Expect to provide personal information and authenticate through the provider’s normal process. The PSP, rather than the ECB, would manage your customer relationship.
- Receive the payment instrument. Depending on the provider, you might use its existing banking app, a dedicated digital-euro app, a payment card or another supported instrument. The European Commission also says an EU Digital Identity Wallet could be used to store digital euros, subject to the final implementation.
- Fund the account. You would move euros into the digital-euro account from a linked commercial account or another supported source. The PSP would manage funding and later defunding, meaning moving money back out.
- Prepare an offline balance if you want offline payments. The proposed offline function requires you to load the offline balance while your device is connected. Once loaded, you could use that balance when network reception is poor or absent.
There is no final public list of providers, no confirmed app design and no published production sign-up path. Do not enter payment credentials into websites claiming to offer an early public wallet unless your bank or an officially identified PSP confirms the service through its normal channels.

Which access route should you expect?
The same digital-euro account could be reached through different instruments. The choice will depend on your provider, your devices and whether you need offline capability.
| Access route | How it would work | Best suited to | Important qualification |
|---|---|---|---|
| Existing bank or PSP app | Your provider adds digital-euro account functions to its banking interface or links you to them. | People who already use a participating bank or PSP and want one familiar login. | The provider’s participation and final app design are not yet settled. |
| Dedicated digital-euro app | A participating PSP supplies a separate app for balances, funding and payments. | Users who want a distinct wallet interface or whose provider does not place the feature in its main app. | A final app name, download location and operating-system requirements have not been announced. |
| Card or another instrument | The PSP supplies a supported physical or virtual payment instrument for merchant transactions. | People who prefer not to use a phone at every checkout. | Offline functions and the exact card features depend on the final provider implementation. |
| Payment institution, electronic-money institution or designated public entity | You open the account through an eligible non-bank provider, potentially including a designated post office. | People without a commercial bank account or those who do not want a bank-linked account. | Availability will depend on which entities participate in your country. |
What you will need before opening one
An eligible provider
You will need a participating bank or other authorised PSP. The ECB has not published a final consumer provider list for a public launch. During the pilot, 36 PSPs were selected from more than 50 applications, but pilot participation does not make every selected provider a permanent public-wallet provider.
A way to authenticate
Because the PSP will conduct onboarding and compliance checks, you should expect an identity-verification process similar to opening another regulated payment account. The exact documents, authentication method and eligibility rules will be set by the provider and applicable law.
A compatible payment instrument
An NFC-enabled smartphone is a practical preparation for the mobile and offline flows described by the ECB, because those flows use the phone to tap another phone or a shop terminal. NFC alone does not guarantee compatibility: the final operating-system version, app, security settings and provider requirements have not been specified.

If you use a card or another instrument instead, the provider will determine whether that instrument supports online purchases, in-store contactless payments and offline transactions.
A funding source
You will need a supported source from which the PSP can fund the digital-euro account. The proposed system allows a linked commercial account and automatic movements between accounts, but the final funding methods and limits will be set in the implementation rules.
How to pay online, in shops and between people
Online purchases
- At checkout, choose digital euro if the merchant offers it as a payment option.
- Approve the payment through your provider’s banking app, dedicated digital-euro app or other supported instrument.
- Complete any authentication requested by the PSP and wait for the merchant’s confirmation.
The proposed online service is intended to provide instant payments. Whether a particular website supports digital euro will depend on the merchant’s PSP and technical integration.
In-store purchases
- Look for a compatible terminal and ask whether the merchant accepts digital euro.
- Open the relevant provider app or prepare the supported card or device.
- For a phone payment, tap the NFC-enabled phone at the terminal and approve if prompted.
- Check the confirmation shown by your device or the terminal before leaving.
A compatible terminal and a participating merchant are required. Having a wallet does not make every existing card terminal or merchant accept digital euro automatically.

The proposed system also covers person-to-person transfers. You would select a recipient in the provider’s interface, enter the amount and approve the transfer. The exact way recipients are found—such as an account identifier, contact or QR flow—will depend on the final service.
Offline payments
Offline use is different from merely losing a mobile signal during a normal online transaction. You would first fund an offline balance while connected. After that preparation, the ECB says you could tap your phone to another phone or a shop terminal even with poor or no network reception.
Offline payments are designed to keep the payer and payee as the only parties who know the personal transaction details. The provider still performs compliance checks when funds are loaded into or withdrawn from the digital-euro account. Because the final device and security design are not published, do not assume that every phone, card or offline amount will work identically.

Are basic services free?
The European Commission proposes that basic end-user services be free. The stated basic set includes opening and closing a digital-euro account, checking balances, funding and defunding the account, making transfers and making payments.
A provider could still charge for a linked commercial bank account or for optional, non-basic services. Those charges would relate to the provider’s additional relationship or features, not to the proposed basic digital-euro services. Review the provider’s fee schedule before accepting optional services.
Holding limits and automatic transfers
The design allows payments of any amount, but the ECB could impose a harmonised limit on how much digital euro a user may hold. A final holding-limit figure has not been stated, so any number circulating before the rules are adopted should not be treated as confirmed.
To make a large purchase possible without requiring a large wallet balance, the system may use automatic “waterfall” and “reverse waterfall” transfers:
- Waterfall: when a payment would exceed your digital-euro balance, the shortfall could be drawn automatically from a linked commercial bank account, subject to the provider’s setup and your authorisation.
- Reverse waterfall: when money arrives and would exceed the holding limit, the excess could be moved automatically to a linked commercial account.
These mechanisms are intended to reduce manual top-ups, but the final triggers, account links and controls will be defined by the legislation and provider implementation.
What is private, and who can see transactions?
Offline payments
For offline payments, the proposed privacy model is that only the payer and payee know the personal transaction details. The PSP does not need to process each offline payment in real time. It does, however, perform compliance checks when you load funds into or withdraw funds from the digital-euro account.
Online payments
For online payments, the Eurosystem would not be able to identify users directly. Your PSP could identify you because it is responsible for customer onboarding and anti-money-laundering compliance. That means “the Eurosystem cannot identify you directly” does not mean that no regulated institution can associate an online payment with your account.

What privacy does not mean
Privacy does not remove the need for identity checks at the provider, nor does it make a payment invisible to the merchant receiving it. It describes which parties can access personal transaction information under the proposed system. The final operational details will depend on the adopted legal and technical framework.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is the digital euro programmable?
No. The European Commission states that the digital euro would not be programmable. Public authorities would not be able to restrict where, when, on what or to whom you spend it.

What the 2027 pilot means for prospective users
The pilot is a controlled test rather than a public launch. The ECB selected 36 PSPs after receiving more than 50 applications. Planned activity covers the ECB and the 19 national central banks, with selected e-commerce businesses and everyday-service merchants.
The pilot is planned for 12 months in the second half of 2027. Its beta digital euro is intended to be close to the draft technical and functional design, which makes it useful for testing provider integration and merchant acceptance. It will not have legal-tender status, so participation should not be understood as nationwide public availability or as a guarantee that the same provider will offer your future wallet.
ECB Executive Board member Piero Cipollone said on 14 July 2026 that the strong market interest showed private-sector readiness to engage with the project. That statement describes industry participation in the pilot, not a completed consumer rollout.
How to prepare without opening a wallet
- Keep your contact details and identity documents current with your bank or preferred EU PSP.
- Enable NFC on a compatible smartphone if you expect to use phone-based contactless or offline payments.
- Install operating-system and security updates so your device can meet a provider’s eventual requirements.
- Decide whether you would prefer an existing bank app, a separate app, a card or a non-bank provider.
- Ask any provider claiming to offer early access whether it is participating in an officially announced pilot and whether the account has legal-tender status.
- Read the fee schedule for linked commercial accounts and optional services; “free basic services” does not mean every related banking service is free.
- Wait for onboarding instructions delivered through your provider’s authenticated website or app rather than following unsolicited wallet links.
Common problems and how to handle them
A website says you can open a public wallet today
There is no generally available production wallet as of 16 October 2026. Do not send money or identity documents until your bank or an officially identified PSP verifies the offer through an authenticated channel.

Your phone has NFC but a payment does not work
NFC is only one requirement. Check that the provider supports your operating system and device, that the wallet or card is activated, that the merchant terminal supports digital euro and that you have a sufficient online or pre-funded offline balance.
You have no commercial bank account
The proposed framework includes payment institutions, electronic-money institutions and designated public entities such as post offices. Availability will depend on which eligible providers operate in your country; you would still need to complete that provider’s onboarding and authentication.
You are offline and have not loaded an offline balance
The proposed offline function must be funded while connected. Without a pre-funded offline balance, a normal online payment may not be able to complete when there is no network reception.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsA payment exceeds your wallet balance or holding limit
The system may use waterfall or reverse-waterfall transfers with a linked commercial account. If those features are unavailable or not enabled, you may need to fund the account manually or use another payment method.
You are asked to pay a fee for a basic function
Check whether the charge is for opening, closing, balance checks, funding, defunding, transfers or payments—the services the Commission proposes to provide free—or for a linked commercial account or optional service. Ask the PSP to identify the exact fee in its tariff.
What is still undecided
Several details that matter in day-to-day use are not final: the public provider list, the app and card designs, the exact holding limit, supported operating systems, merchant-terminal requirements, onboarding documents, offline-balance rules and the final launch date. Treat statements about a guaranteed 2029 wallet, a specific bank, a fixed limit or a universal device requirement as provisional until legislation and official implementation rules settle them.
