Use the API Platform’s Limits pages to control OpenAI API spending at either organization or project scope. A monthly threshold with notifications monitors spend but does not stop requests. Where the current interface offers an enforced hard limit, affected requests can fail after tracked spend reaches the amount—but updates and enforcement can lag, so the final bill may slightly exceed the setting.
This guide shows the exact navigation, explains owner permissions, separates spend controls from usage quotas, rate limits and prepaid credits, and gives a process for reconciling alerts with the Usage Dashboard and API response tokens.

What an OpenAI API spending limit actually controls
OpenAI provides two related kinds of spend control: a monitoring threshold that generates notifications, and an enforced hard limit that can reject affected API requests after tracked spending reaches the configured amount. The label and availability of enforcement can change as the Platform UI evolves, so verify the mode shown on your live Limits page.

An organization limit is broad; a project limit lets you attribute and control usage more precisely. If an application uses the wrong project, its traffic will be counted against that project instead of the budget you intended. Confirm the project associated with each API key and deployment before relying on a limit.

OpenAI’s documentation distinguishes these configured controls from the organization’s approved monthly usage allowance, request and token rate limits, and prepaid credit balance. Those mechanisms can produce different outcomes even when they all look like “quota” problems.
Check access and choose the right scope first
Decide whether you are protecting the entire organization or only one project. Then confirm your role:
- Organization owner: can configure organization controls and project limits.
- Project owner: can configure the limit for that project.
- Usage Dashboard permission: required to review dashboard data if you are not an organization owner.
If the Limits or Usage Dashboard pages are missing, ask an organization owner to grant the required role or permission. A billing administrator or an API-key administrator may not automatically have the rights described above.

- Sign in to the OpenAI API Platform.
- Open Organization settings.
- Choose Limits, then Usage limits.
- Review the organization’s approved monthly usage allowance and any configured spend controls shown on the page. These are separate figures.
- Enter the monthly amount or threshold required by your organization’s policy. If the page offers a choice between monitoring and enforcement, select the mode deliberately rather than assuming a threshold is a block.
- Save the setting and record the amount, scope, date and selected mode in your internal budget log.
Organization controls are appropriate when one runaway project could create an unacceptable bill. They can also be too blunt for a large account: a single team reaching its project budget may be easier to diagnose than an organization-wide threshold triggered by unrelated traffic.
How to set a project spending limit and alerts
- Open Organization settings in the API Platform.
- Select the project whose API traffic you want to control.
- Open Limits.
- Set Monthly spend limit to the amount you want to monitor or enforce, according to the mode offered in the current interface.
- Set a Notification threshold. When a project spend limit is created, a 100% notification is created by default. Add earlier thresholds—such as 50% or 80%—if you need warning time to investigate or reduce traffic.
- Save the changes, then make a small test request and confirm that usage appears under the intended project in the Usage Dashboard.
Project alert messages go to the project owners and organization owners. OpenAI’s project-management documentation says those recipients cannot be customized. Plan your ownership structure accordingly: anyone who must receive the warning should hold the relevant owner role.

A notification is not a payment authorization or a guaranteed stop. It tells the designated owners that tracked spend crossed a percentage of the monthly setting. Requests continue after a soft threshold is exceeded.
Soft thresholds versus enforced hard limits

OpenAI cautions that hard-limit changes and enforcement have a delay. Do not promise your finance team that traffic will stop at exactly a particular dollar value. Keep a reserve below the hard limit, especially for workloads that issue many concurrent requests or have variable token lengths.

Build an alert schedule that gives you time to react
The default 100% alert is useful as a final warning, but it may arrive too late to prevent an unexpected bill. Add thresholds that match the time your team needs to investigate:
- Early warning: choose a lower percentage when a spike requires shutting down a job, rotating a key or reducing traffic.
- Investigation threshold: choose a middle percentage for reviewing token growth, model selection and request volume.
- Final threshold: retain the default 100% alert as confirmation that the configured monthly amount has been reached.
Because owner recipients cannot be customized, establish an internal forwarding or on-call process outside the API Platform if finance, engineering or security staff also need the message. Do not assume that adding a notification threshold changes request behavior; only an enforced hard-limit mode can reject affected requests.

Verify spend in the Usage Dashboard
Alerts are signals. Reconcile them against the Usage Dashboard before deciding what to disable or change.

- Open the API Platform’s Usage Dashboard.
- Select the organization and the reporting period you want to inspect.
- Use the project filter to view one project, several projects or all projects. The dashboard’s project filter is independent of the project selected elsewhere in the Platform.
- Compare the dashboard totals with your application’s logs and billing records.
- Use the same time zone for comparisons: dashboard data is reported in UTC.
Dashboard access requires organization-owner status or the Usage Dashboard permission. The dashboard can show current and past billing periods, and usage exports are available. Long-range exports may be split into multiple files, so combine the files before calculating a total for an extended period.
For a request-level investigation, inspect the usage object returned by the API. Field names depend on the endpoint: Chat Completions responses use usage.prompt_tokens and usage.completion_tokens, while Responses uses usage.input_tokens and usage.output_tokens. Store the response usage, model, project identifier and UTC timestamp with your application logs so a dashboard alert can be traced to a workload.

Do not confuse four different spending and quota controls

Raising a monthly project threshold will not replenish prepaid credits, increase an approved usage tier or raise requests-per-minute capacity. Diagnose the mechanism that actually produced the error.

Diagnose billing and quota errors
When a request fails, inspect the API response’s error.code. OpenAI identifies these conditions separately:
organization_usage_limit_exceeded: the organization’s approved usage allowance has been exceeded.organization_spend_limit_exceeded: an organization-level spend control has been reached.project_spend_limit_exceeded: the selected project’s spend control has been reached.credit_balance_exhausted: available prepaid credits have run out.
Retrying the same request does not restore access while the applicable limit or balance problem remains. Use the code to choose the remedy:
- Confirm the request’s project and API key association.
- Open the corresponding organization or project Limits page.
- Check whether the setting is a notification threshold or an enforced hard limit.
- Review the Usage Dashboard in UTC to identify the traffic that consumed the budget.
- For a credit error, replenish or otherwise resolve the credit balance rather than changing a spend threshold.
- For an approved-usage error, follow the account’s usage-limit or tier process; a self-configured project budget is not the same allowance.

A practical budget design for teams
Separate production, staging and experiments
Create distinct projects when traffic has different owners or risk profiles. A project-level limit then shows which environment consumed the budget and lets you stop experimental traffic without necessarily affecting production. This only works if keys and deployments consistently point to the intended project.

Because tracking and enforcement can lag, set the operational stop point below the maximum amount your organization can tolerate. The reserve should reflect concurrency, reporting delay and the cost variability of the models and prompts in use. The Platform does not guarantee an exact-dollar cutoff.

Use alerts for operations, not as accounting records
Use the alert to trigger investigation, then use dashboard totals and request-level usage fields for reconciliation. The dashboard and your logs may differ temporarily because they report on different systems and time windows; align both to UTC and the same billing period before escalating.
Document ownership and escalation
Record the organization or project owner responsible for each limit, the alert percentages, the selected enforcement mode and the runbook for a spike. Since OpenAI sends project alerts to owners and does not provide a custom recipient list, your internal process must bridge the gap between Platform roles and the people who respond.
Change or remove a limit safely
- Identify whether the setting is organization-wide or project-specific.
- Review current spend in the Usage Dashboard and identify active jobs before editing it.
- Have the appropriate organization owner or project owner open the relevant Limits page.
- Change the monthly amount, notification threshold or enforcement mode shown by the current UI.
- Save the change and note that enforcement may not update instantly.
- Monitor the dashboard and application errors until the new setting is reflected in normal traffic.
Do not raise a limit solely to make an error disappear. First establish whether the failure is caused by an approved usage allowance, a project or organization spend control, a rate limit or exhausted credits.
Key limitations to plan for
- UTC reporting: a local calendar day may not align with the dashboard’s billing period.
- Delayed enforcement: a hard limit can allow slight overshoot while changes propagate and spend is tracked.
- Fixed alert recipients: project owners and organization owners receive project alerts, and recipients cannot be customized in the documented control.
- Scope mistakes: an incorrectly selected project can send usage to a different budget.
- Endpoint-specific usage fields: do not assume Chat Completions token names apply to Responses or another endpoint.
- Independent controls: changing a spend setting does not alter rate limits, approved usage allowances or prepaid balances.
Recommended operating checklist
- Choose organization scope for a broad safety boundary; choose project scope for attribution and team-level budgets.
- Confirm the editor’s organization-owner or project-owner role.
- Set the monthly amount and explicitly identify whether it is monitoring or enforced.
- Add an early notification threshold instead of relying only on the default 100% alert.
- Tell owners who will respond, since Platform alert recipients cannot be customized.
- Keep production traffic below the hard-limit amount to allow for tracking and enforcement delay.
- Review Usage Dashboard data in UTC and filter by project.
- Log endpoint-specific token usage, model, project and timestamp for investigation.
- Classify errors by
error.codebefore retrying or changing a budget.
