Then test that floor against your scope, responsibility, client budget, and capacity. This U.S.-focused method keeps freelance receipts from being mistaken for take-home pay without pretending there is one tax rate or market price that fits everyone.
The rate formula that starts with your real annual cost
Use this budgeting equation as a starting point:
Starting hourly rate = (annual owner-compensation target + annual business expenses + annual benefits and savings budget + reserve) ÷ realistic annual billable hours
As an Amazon Associate I earn from qualifying purchases.
This is a planning calculation, not an IRS formula or a guarantee that clients will accept the result. “Owner compensation target” means the amount you want available for your personal income after business costs. It is not the same as gross invoices, and it should not be calculated by simply adding a universal tax percentage to an employee wage.
Keep each input visible in a worksheet. When one input changes—such as health coverage, software, available workdays, or the amount you want to save—your floor changes with it. A transparent model also lets you explain a quote without exposing private household details: you can discuss scope, hours, and deliverables while using the worksheet privately to check whether the price is sustainable.

What your freelance receipts must fund
Personal compensation
Choose an annual amount that represents the personal income you want after business costs. Decide whether that target is before or after your personal income-tax planning, and use the same definition every time you update the worksheet. If you have other household income, debt payments, or a second job, those facts may change the amount your freelance work needs to provide.
Business operating costs
List recurring and irregular costs you actually incur: software subscriptions, equipment replacement, internet or phone service used for work, insurance, professional services, education, workspace, payment processing, and banking fees. Separate business costs from personal living expenses. Also flag expenses that clients reimburse or pay directly so you do not charge for them twice.
The IRS explains that independent contractors may deduct business expenses on Schedule C, but a deduction is not automatic for every purchase or every taxpayer. Publication 1779 discusses expenses in the context of worker classification and independent-contractor treatment; apply the current tax rules to your facts rather than treating the deduction as a pricing discount. Read IRS Publication 1779.
Benefits and savings
Budget for the benefits an employer might otherwise provide: health coverage, retirement contributions, paid holidays, sick time, disability or life coverage, and an emergency reserve. These are personal choices, so there is no defensible “standard freelancer benefits percentage.” Put an annual dollar amount beside each benefit you actually intend to fund.
Eligible self-employed people without employees can investigate Marketplace coverage through HealthCare.gov. Marketplace savings are based on estimated net self-employment income for the coverage year, so a change in profit can affect eligibility or the amount of assistance. Use the official guidance for your state and coverage year: HealthCare.gov self-employed coverage.
Tax cash and a reserve
Taxes and uneven cash flow deserve their own reserve. The Internal Revenue Service says self-employed people generally file an annual income-tax return and pay estimated taxes quarterly: “As a self-employed individual, generally you are required to file an annual income tax return and pay estimated taxes quarterly.” See the IRS self-employed individuals tax center and its Form 1040-ES guidance.
Do not treat the self-employment-tax figure as your complete tax bill. An IRS tutorial states that self-employment tax is 15.3 percent of self-employment profit. The components described by the IRS are 12.4 percent for Social Security and 2.9 percent for Medicare. Those rates apply to self-employment tax under the applicable rules; they are not a universal percentage of gross invoices and do not include your federal income tax, state or local taxes, or every possible adjustment. Taxable limits and other details can change by tax year. IRS tax tutorial and IRS self-employment-tax guidance.

For pricing, the practical choice is to create a separate tax-reserve line based on your filing situation and current estimates, then revisit it when your profit or tax year changes. A tax professional or the IRS instructions can help determine the amount; this article does not assign a single set-aside rate.
Count only hours that can carry the annual cost
Dividing by every hour you could theoretically work produces an artificially low rate. First estimate your annual working capacity, then subtract time that will not be billed to a client.
- Marketing, networking, proposals, and sales calls.
- Discovery, onboarding, scheduling, and project management.
- Email, meetings, status updates, and client support that is not included in a billable scope.
- Invoicing, collections, bookkeeping, insurance administration, and legal or tax tasks.
- Training, portfolio development, equipment maintenance, and professional development.
- Holidays, vacation, illness, caregiving, and other planned or unavoidable time away.
The sources for this framework do not establish a universal billable-utilization percentage. Use your own calendar and a conservative estimate. After several months, compare planned and actual billable hours and adjust the denominator instead of assuming that a busier pipeline automatically means more billable capacity.
A simple capacity calculation
Start with the workdays or hours you genuinely intend to work during the year. Remove planned time off, then estimate the portion consumed by nonbillable duties. The remaining figure is your realistic annual billable-hour allowance. If your work is seasonal, make separate estimates for busy and slow periods; a yearly average can hide months when cash reserves are needed.
For example, an illustrative freelancer might budget $90,000 for owner compensation, $12,000 for business costs, $18,000 for benefits and savings, and $5,000 for a reserve. If the person expects 1,000 billable hours, the starting floor is $125 per billable hour: ($90,000 + $12,000 + $18,000 + $5,000) ÷ 1,000. Those figures are a demonstration of the method, not a market-rate recommendation.
Build the number in a worksheet
- Define the target. Write the annual owner-compensation amount and state whether it is a pre-tax or post-tax planning target.
- List business expenses. Use the previous year’s actual spending where available, then add known renewals, replacements, fees, and professional services. Keep reimbursable items identifiable.
- Set benefits and savings budgets. Add the annual amounts you want to reserve for health coverage, retirement, paid time away, emergency cash, and other benefits.
- Choose a reserve. Include a cash buffer for late invoices, cancellations, equipment failure, or a temporary drop in demand. Size it to your volatility rather than copying someone else’s percentage.
- Estimate billable hours. Remove holidays, illness, administration, selling, learning, and other nonbillable work from your capacity estimate.
- Calculate the floor. Divide the total annual funding requirement by billable hours. Keep the full-precision result in the worksheet and round only when presenting a quote.
- Check taxes separately. Use current IRS instructions, your expected profit, filing status, and state and local obligations to plan estimated payments. Do not fold the 15.3 percent self-employment-tax figure into a claim about your total tax burden.
- Record assumptions. Date the sheet and note the tax year, expected hours, coverage assumptions, and any costs that clients pay directly.
Updating the worksheet is easier when every line has an owner, a due date, or a source document. A monthly bookkeeping review can show whether an expense belongs in the annual budget, whether a client is reimbursing it, and whether the billable-hour estimate is realistic.
Turn the hourly floor into project and retainer prices
Project pricing
Estimate the hours required for the defined scope, then multiply by your hourly floor. Add time for discovery, meetings, communication, quality checks, file preparation, and delivery. State the number of revision rounds, what the client must provide, and what counts as a change in scope. If a deadline requires you to decline other work, the project also consumes capacity that is not visible in production hours.

Use a written change-order process. When a client adds deliverables, stakeholders, formats, or rounds of revisions, update the hours and price rather than absorbing the work silently. A fixed fee is sustainable only when the assumptions about scope and access remain true.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsRetainers
For a retainer, estimate both the hours and the availability it reserves. Compare the monthly fee with the annual cost-and-capacity model, and specify response times, included work, rollover rules, and overage pricing. A retainer that blocks prime working time but is rarely used can produce a lower effective rate than the headline monthly amount suggests.
Hourly work
Quote the floor as the minimum for work that fits your normal capacity and scope. Track time spent on communication and administration according to the agreement. If a client will not pay for necessary coordination, include that time in the project or retainer price rather than pretending it does not exist.
Make a market check without abandoning the math
Your calculation produces a personal sustainability floor, not a guaranteed market-clearing rate. Compare it with the work’s scope, responsibility, urgency, specialist knowledge, and the client’s ability to approve the budget. The available federal sources do not provide occupation-specific market rates, so avoid presenting an unsupported “going rate” as fact.
- If the market supports more than your floor: price for value, risk, and responsibility instead of automatically lowering the quote.
- If the market is below your floor: reduce scope, change the delivery schedule, target a different client segment, improve utilization, lower a real cost, or decide consciously whether the work is strategic. Do not accept recurring work that cannot fund your stated obligations.
- If responses are mixed: compare like with like. A short, well-defined project is not directly comparable with urgent work, open-ended support, or a retainer that reserves availability.
Keep a record of quoted price, estimated hours, actual hours, outcome, and client response. This turns negotiation history into evidence for your next capacity estimate without confusing one client’s budget with an industry benchmark.
Tax status and contract labels are separate questions
Rate planning does not determine whether a worker is legally an independent contractor. The IRS says no single factor controls classification; it considers behavioral control, financial control, and the relationship of the parties. A contract label alone cannot settle the tax status. Review the IRS worker-classification guidance when the working relationship is unclear.
Classification affects withholding, benefits, and reporting. If a client controls how and when you work in a manner that resembles employment, obtain professional advice rather than trying to compensate for the uncertainty with a higher rate.

Common pricing mistakes and their fixes
Adding a flat “tax percentage” to an employee wage
Why it fails: self-employment tax and income tax are different, and the applicable base and limits depend on your circumstances.
Fix: build the annual funding model, then plan estimated taxes from current IRS instructions and your actual filing situation.
Dividing by all available working hours
Why it fails: selling, administration, learning, and time off cannot all be invoiced.
Fix: subtract nonbillable time and revise the estimate using calendar data.
Ignoring benefits because they are optional
Why it fails: postponing health coverage, retirement saving, or paid time away creates a future cash requirement.
Fix: decide which benefits you want and put annual dollar amounts in the worksheet. Check Marketplace eligibility and estimated-income rules through HealthCare.gov.

Treating every expense as deductible
Why it fails: tax deductibility depends on applicable rules and facts, and a deduction does not make an expense free.

Underpricing open-ended revisions and support
Why it fails: the work expands while the fee stays fixed, reducing the effective hourly rate.
Fix: define deliverables, revision limits, response windows, and change-order terms before work begins.

Why it fails: you charge the client and also include the same amount in your internal cost base without clarifying who pays it.
Fix: mark pass-through and client-paid items separately and remove them from the amount your rate must recover.
Review the rate when your assumptions move
Recalculate when your health-plan premium, retirement goal, software stack, insurance, workspace, or tax situation changes. Recalculate after a sustained change in billable hours, too: more nonbillable support lowers the denominator even if revenue appears stable.
At least once a year, compare the worksheet with actual results. Review invoices issued, cash collected, hours by project, unpaid administrative time, expenses, benefits funded, and tax payments. If the floor rises, decide whether to change prices, narrow scope, improve systems, or pursue clients who value the required responsibility. If it falls because a cost was temporary, keep the lower figure only after confirming that the saving is durable.
