A board-approved policy, an independent multisignature quorum, separated backups, transaction verification, continuous monitoring, and rehearsed recovery are the core controls. For many small companies, 2-of-3 is the practical starting point; larger or more distributed organizations may prefer 3-of-5 for greater signer-loss tolerance, accepting additional coordination and recovery work.
What corporate multisignature custody does—and does not—solve
Bitcoin multisignature (multisig) requires a defined number of independent private keys to approve a transaction. In an M-of-N wallet, M signatures are required from a total of N authorized keys. A 2-of-3 wallet therefore needs any two of three keys, while a 3-of-5 wallet needs any three of five.

The quorum removes the single-key failure point: one stolen key, lost device, or unavailable employee should not be enough to spend the treasury. It does not, by itself, establish who is authorized to transact, prevent an approver from signing a fraudulent address, preserve recovery information, satisfy corporate-law requirements, or provide a response when a key is suspected to be compromised.

- Key operations: separates people, devices, physical sites, and backups.
- Transaction controls: require independent checking of destination, amount, fee, and change.
- Resilience: makes recovery possible when a signer, device, or location is unavailable.
- Oversight: records approvals and monitors balances and outgoing transactions.
Use multisig as one layer in a custody program, not as a guarantee of safety or recoverability.

- BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
Choose the quorum around your real failure scenarios
2-of-3: simpler operations
Two of three keys can spend. The arrangement can survive one lost or unavailable signer and is easier to coordinate for a small finance team. Its weakness is concentration: two cooperating or compromised signers can move the funds, so the three roles, devices, and locations must be genuinely independent.
3-of-5: broader separation and more tolerance
Three of five keys are required. The company can lose two signers without immediately losing the quorum, which can suit a larger board, several offices, or a treasury expected to operate through travel and personnel changes. Five keys create more setup, inventory, backup, succession, and approval overhead. Every added signer is another operational dependency and another key that must be protected.
| Design | Spend requirement | Operational profile | Typical fit |
|---|---|---|---|
| 2-of-3 | Any 2 of 3 keys | Lower coordination and recovery complexity; survives one unavailable signer | Small company with a compact, trusted control group |
| 3-of-5 | Any 3 of 5 keys | More signer-loss tolerance and separation; higher coordination and recovery burden | Larger or geographically distributed organization |
The choice should follow headcount, transaction frequency, travel patterns, legal structure, and the threat model. Do not select a quorum merely because it is common. The design must survive the loss of the required number of signers without allowing one person to act alone.

Write the board-approved custody policy first
Before creating a production wallet, approve a written treasury and custody policy. It becomes the authority for the wallet configuration, approval workflow, and later audits.

Policy items to define
- Permitted assets and networks, including whether the wallet may hold only Bitcoin.
- Wallet tiers, such as a tightly restricted long-term vault and a separately controlled operating balance.
- Who may initiate, review, approve, and broadcast transactions.
- Transaction limits, escalation thresholds, and when a second independent review is mandatory.
- Permitted destinations, address-allowlist rules, and the process for adding or changing a destination.
- Required records: proposal, approvals, transaction identifier, signer identities, policy version, and reconciliation evidence.
- Key-generation, device-replacement, employee-departure, and succession procedures.
- Emergency actions for a suspected key compromise, lost device, unavailable signer, or service outage.
- Change control for quorum, signer roles, derivation paths, software, firmware, and coordinators.
Have counsel confirm that the policy matches the company’s incorporation documents, delegated authority, accounting treatment, and the jurisdictions in which the company and signers operate.
Distribute signers so one incident cannot defeat the quorum
Assign keys to independent roles rather than concentrating them with a chief executive or a single administrator. A workable five-role pattern is treasury, finance control, security, an operations or regional officer, and a board-designated recovery role. A three-key arrangement can use treasury, finance control, and an independent security or board role.
Separate the control dimensions
- Person or role: no individual should hold enough keys to meet the quorum alone. Include documented succession for every role.
- Device: use separate hardware signers and unique recovery phrases. Do not clone one seed onto several devices to simulate independence.
- Location: keep signers and backups in separate secure sites. Consider separate jurisdictions or custodial domains when the threat model includes local seizure, disaster, or legal action.
- Administration: do not place every seed, extended public key (xpub), descriptor, and recovery instruction under one administrator.
Ledger’s technical guidance notes that xpubs can support watch-only monitoring without exposing private keys. Keep each recovery phrase on its own device or backup set, and keep those sets physically separate. An xpub is not a spending key, but disclosure can reveal wallet history and future receive addresses, so protect it as sensitive financial data.

Preserve the wallet policy and recovery data
A seed backup alone may not be enough to reconstruct a multisig wallet. Preserve the wallet descriptor or equivalent policy data, the quorum (M and N), signer-key positions, derivation-path restrictions, address type, coordinator details, and the identity of each signer. BIP-129 emphasizes displaying and confirming these policy parameters so an operator can detect a wallet that was created with the wrong quorum or key order.

Use dual control for backups
- Generate each key on a trusted signing device using the approved process.
- Record the recovery phrase offline according to the device manufacturer’s documented procedure; never photograph or email it.
- Have a second authorized person verify the recorded words without learning or retaining an unnecessary copy.
- Seal and store each seed backup separately, with access requiring two people or two independently held credentials.
- Store encrypted copies of the descriptor and public coordination data in a different location from the seeds.
- Record the policy version, signer role, device identifier, and date of verification in the company’s controlled records.
Backups should be durable, periodically inspected for readability, and governed by the same departure and succession controls as active keys. Never store all seeds, xpubs, descriptors, and instructions in one safe, cloud account, or password manager controlled by one person.
Build a transaction workflow that catches address substitution
Malware and social engineering can replace a copied address or alter a payment request. Require independent review of the destination and amount, and prefer signing devices that display transaction details for confirmation.
- Initiate: an authorized operator creates a proposal with destination, amount, network fee, purpose, and requested settlement date.
- Check the destination: a second person obtains the address through an independent channel or an approved allowlist. Compare the address on the proposal with the address shown on the signing device, not only on a computer screen.
- Check amount and fee: confirm the Bitcoin amount, fee rate or absolute fee, change output, and whether the transaction spends the intended inputs.
- Approve: each signer independently reviews the complete transaction on their own trusted device and records approval under the policy.
- Broadcast: a designated operator broadcasts only after the quorum is met. For higher-value transfers, separate proposal, approval, and broadcast duties.
- Reconcile: record the transaction identifier, update the treasury ledger, and verify the on-chain result.
Maintain allowlists for recurring counterparties where the coordinator supports them. Treat any request to bypass the allowlist, change a destination urgently, or approve from an unusual device as an incident requiring out-of-band verification.
Test recovery before moving material funds
A recovery plan that has never been exercised is an assumption. Use a small balance for a complete restoration test before funding the production vault.

- Import the descriptor or equivalent policy data and verify M, N, signer order, derivation paths, and receive addresses.
- Confirm that the restored watch-only view matches the expected addresses and balance.
- Send a small test amount and recover it using the documented approval and broadcast process.
- Record timing, failed steps, device or firmware versions, and corrective actions.
- Repeat after a material policy, coordinator, firmware, signer, or storage-location change.
Define in advance how the company will rotate a signer, move funds to a replacement wallet, and operate if one or more signers are unavailable. A recovery test should also verify that successors can find the records and understand the approval authority without exposing seeds unnecessarily.
Monitor the vault and prepare for incidents
Use a watch-only system to monitor balances, incoming funds, and outgoing transactions without placing spending keys online. Reconcile activity with the company ledger and alert on unapproved destinations, unusual amounts, fee spikes, or transactions outside approved windows.
Immediate response to suspected compromise
- Stop routine signing and preserve logs, device state, and communications.
- Use the policy’s independent signers to assess whether the quorum or any individual key may be exposed.
- Move funds to a newly generated wallet with a fresh policy if the required authority remains available; do not reuse a potentially compromised key.
- Notify legal, security, finance, insurers where applicable, and relevant service providers according to the incident plan.
- Document what was authorized, what was broadcast, and which controls failed.
Do not wait for certainty if a private key may have been copied. The response window depends on whether an attacker can assemble the quorum.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCompare the three custody models
The right model depends on how much operational responsibility the company can perform reliably and how much counterparty exposure it accepts.

| Model | Key control | Recovery and governance | Main exposure | Questions to contractually verify |
|---|---|---|---|---|
| Self-managed multisig | The company controls every signer and coordinator | Company owns setup, backups, succession, monitoring, and incident response | Internal error, lost quorum, inadequate recovery, and process failure | How policy data is preserved, who can act in an emergency, and how audits are performed |
| Assisted multisig | A provider coordinates the wallet and may hold or help recover one key while the customer retains a quorum | Provider may assist with setup and recovery; customer still needs independent governance | Provider access, contract terms, insolvency, service availability, and exit execution | Recovery authority, geographic access, fees, data portability, termination, and what happens if the provider fails |
| Institutional custody or enterprise governance | Provider-managed controls may include hardware-backed signing and quorum approvals | Typically includes policy workflows, monitoring, and audit-oriented records | Third-party, legal-entity, segregation, jurisdiction, and outage risk | Actual key control, asset segregation, incident handling, service levels, audit rights, and withdrawal process |
Examples of products and services in these categories include Casa Enterprise, Unchained multisig operations, BitGo treasury management, and Ledger Enterprise Multisig. Treat feature descriptions as starting points for due diligence: supported devices, firmware, coordinators, fees, and availability can change.
Hardware signers and compatibility checks
A hardware wallet is one physical signer in the quorum, not a complete custody program. Device families listed for vault use include Trezor, Ledger, Coldcard, Passport, Keystone, and YubiKey. Compatibility depends on the coordinator, firmware, script policy, address format, and signing workflow.
Before purchasing, confirm the exact combination of hardware model, firmware version, coordinator, multisig script, derivation path, and transaction-display capability. Test the combination with a small balance and document the result. A device that works for single-signature Bitcoin may not support the company’s chosen multisig policy or may display less information than the approval standard requires.
Regulatory and legal considerations
Custody obligations depend on jurisdiction, legal entity, customer relationships, and business model. The Federal Reserve, FDIC, and OCC said in a joint statement on July 14, 2025, that banks providing or considering crypto-asset safekeeping must do so safely and soundly and comply with applicable laws and regulations. The OCC’s Interpretive Letter 1184, described in News Release 2025-42 on May 7, 2025, confirmed that national banks and federal savings associations may buy and sell assets held in custody at a customer’s direction and may outsource bank-permissible crypto-asset activities, including custody and execution, subject to appropriate third-party risk management.
New York Department of Financial Services guidance emphasizes custody structure, sub-custodian oversight, disclosure, and preserving a customer’s beneficial interest if insolvency occurs. SEC Commissioner Mark T. Uyeda said at the Crypto Task Force custody roundtable on April 25, 2025, that proper custody of client and customer assets is a key protection under federal securities laws. These statements do not make a corporate wallet compliant automatically. Obtain advice for the company’s jurisdictions, accounting, tax, sanctions, privacy, and record-retention obligations.
Due-diligence checklist before funding the vault
- Board policy approved, versioned, and aligned with delegated authority.
- Quorum selected from a documented failure and threat analysis.
- Each signer independent by role, person, device, and location.
- Descriptor, quorum, signer positions, derivation paths, and xpub handling documented.
- Seeds and policy backups encrypted or sealed, separated, and under dual control.
- Signing devices display destination, amount, fee, and change for review.
- Allowlist, spending limits, approval records, and broadcast separation configured.
- Watch-only monitoring, reconciliation, and incident alerts tested.
- Small-balance restoration and send test completed and recorded.
- Signer succession, device replacement, emergency transfer, and provider exit procedures rehearsed.
- Contracts reviewed for recovery authority, insolvency treatment, jurisdiction, service availability, auditability, and portability.
Bottom line for a corporate treasury
Use 2-of-3 when a small team needs a manageable quorum and can protect three genuinely independent signers. Use 3-of-5 when the organization can support the added coordination and wants more tolerance for lost or unavailable signers. In either case, the safety outcome depends on governance, separated key material, verified transactions, monitored operations, legal review, and a recovery exercise—not on the multisig label or a hardware device alone.
