How to Review and Test AI-Generated Code Before Merging It

By TheFinanceBase Team 11 min read

Do not merge AI-generated code until an accountable human can explain the change, verify its behavior independently, and approve the final diff. A passing test run is not enough when the same agent created or edited the tests. Review the implementation and tests together, challenge negative and boundary cases, run layered security checks, and increase scrutiny whenever the change touches authentication, authorization, cryptography, deployment, CI/CD, infrastructure, or a new trust boundary.

Why AI-generated code needs a human merge gate

Code produced with an AI assistant is still ordinary production code after it enters the repository. The accepting developer remains responsible for correctness, security, reliability, and future maintenance. AI can draft an implementation quickly, but it cannot hold organizational accountability for a defect, explain an undocumented business rule, or decide whether a risk is acceptable for your users.

As an Amazon Associate I earn from qualifying purchases.

That is why the merge decision needs a named human owner with enough context to understand the requirement and the surrounding system. OWASP’s secure-coding guidance for AI-assisted development treats unexplained code as not ready to merge. A reviewer should be able to describe what changed, why it changed, what assumptions it makes, and how it behaves when those assumptions fail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use automation to find patterns and enforce repeatable checks, not to transfer responsibility. Static analysis, dependency scanning, secret detection, infrastructure checks, dynamic testing, and penetration testing each expose different classes of problems. A clean result from any one of them cannot prove that authorization is complete, a business rule is correct, or a new trust boundary is safe.

1. Establish scope, intent, and ownership first

Write the expected behavior in plain language

Before opening the diff, state the requirement independently of the generated implementation. Identify the user-visible outcome, accepted inputs, rejected inputs, side effects, data that may be read or written, and any performance or availability constraint. If the pull request description merely repeats the agent’s explanation, rewrite it in terms of the product or operational requirement.

Map the change surface

List the files, services, interfaces, schemas, configuration, permissions, and external systems that may be affected. Include files that do not look like application code: CI workflows, deployment manifests, infrastructure definitions, lockfiles, generated artifacts, hooks, and agent instruction files. A small-looking code change can alter a build permission or expose a previously private endpoint.

Assign a human owner

Name the developer who accepts responsibility for the result and the reviewer who will approve it. The owner should know which version of the requirement is authoritative and where operational ownership sits. If nobody can explain why a line exists, stop the merge and obtain that explanation or remove the line.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Read the complete diff, including tests and configuration

Review the full change, not only the files highlighted by an AI summary. Start with the file list and diff statistics, then read each relevant hunk in context. Compare implementation and tests side by side so that a green result cannot distract you from a weakened test contract.

Diff area What to look for Reviewer action
Production implementation Unexpectedly broad edits, copied patterns that do not fit local conventions, silent behavior changes, missing error handling, or unreachable branches Trace normal and failure paths back to the requirement and document any intentional behavior change
Tests Deleted cases, weaker assertions, reduced input variety, skipped tests, shorter timeouts, or mocks that replace the behavior being tested Restore meaningful assertions and add an independently designed case for each important guarantee
Configuration and CI Changed permissions, disabled checks, altered deployment targets, permissive network settings, or new secrets exposure Review the effective settings and require the appropriate owner for approval
Dependencies and lockfiles New packages, changed versions, unfamiliar maintainers, transitive additions, or install scripts Verify identity, provenance, maintenance, license fit, and why the dependency is necessary
Agent instructions and hooks Edits to AGENTS.md, .github/copilot-instructions.md, repository hooks, or prompts that can steer later generations or reviews Treat the edits as code with their own review; do not accept them as trusted policy merely because an agent proposed them

Look for deletions as carefully as additions. Removing a validation branch, an authorization check, a regression test, or a logging control may be more significant than adding a new function. Also check whether a newly introduced mock bypasses the parser, database, policy engine, or network call whose behavior the test is supposed to verify.

3. Validate behavior independently of the generated explanation

Build a requirement-to-test map

For every stated behavior, identify at least one test or other observable verification. Include successful requests, expected failures, state transitions, and side effects. If the requirement contains words such as “only,” “never,” “must,” “expired,” or “within,” turn those constraints into assertions rather than relying on a reviewer to infer them from the implementation.

Test negative and boundary cases

AI-generated code often demonstrates the happy path convincingly while leaving rejection paths under-specified. Add independent tests for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Missing, empty, oversized, or incorrectly typed fields.
  • Malformed JSON, invalid encodings, truncated messages, and unexpected extra fields.
  • Minimum and maximum permitted values, off-by-one dates, zero quantities, and duplicate identifiers.
  • Expired, revoked, malformed, or incorrectly scoped credentials.
  • Unauthenticated requests and authenticated users denied by role, tenant, object ownership, or policy.
  • Retries, timeouts, partial failures, duplicate delivery, and idempotency behavior.
  • Concurrent updates, race-prone caches, and transactions that can interleave.

For security-critical input validation, authorization, and deserialization, add fuzzing or property-based tests where the repository can support them. Define an invariant—such as “a user can never read another tenant’s record”—and generate many inputs to challenge it. The test should be designed independently from the implementation so that it does not merely encode the same mistaken assumption.

Decide whether generated tests can be trusted

Generated tests are useful as a starting inventory, not as proof. Ask who selected the cases, whether the agent could see the intended acceptance criteria, and whether the tests exercise real dependencies or only mocks. Read every assertion: a test that checks only a status code may miss an incorrect response body, data leak, side effect, or authorization decision. Require at least some tests written or substantially redesigned by a human who did not rely on the agent’s explanation.

Check the test environment itself

Confirm that tests run against the intended runtime, feature flags, database schema, and dependency versions. A test suite can pass while using a permissive fixture, a local-only configuration, or a fake service that behaves unlike production. Verify that newly added tests fail when the relevant behavior is deliberately broken; this mutation-style sanity check reveals assertions that are too weak to detect regressions.

4. Run layered automated checks

Select checks according to the repository and the risk of the change. NIST’s software-verification guidance, updated March 12, 2025, describes a robust program that combines manual or automated code review, static and dynamic analysis, software-composition analysis, and penetration testing. OWASP’s AI verification guidance recommends automated security checks for pull requests containing AI-generated code and merge blocking for critical findings under the organization’s severity policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Check Best use What it cannot establish
Unit and integration tests Expected behavior, interfaces, error handling, and interaction between components Coverage of requirements that no test expresses; production-like security or operational conditions unless configured for them
Static analysis and quality rules Type errors, unsafe patterns, data-flow issues, dead code, and policy violations Whether the business rule is correct or an authorization decision is appropriate in context
Software-composition and dependency checks Known vulnerable versions, license concerns, and transitive dependency changes Whether a new package is trustworthy for your threat model or used safely
Secret scanning Accidentally committed keys, tokens, certificates, and connection strings Secrets stored elsewhere, leaked through logs, or abused through an otherwise valid configuration
Infrastructure-as-code and CI checks Overbroad permissions, public exposure, unsafe images, and workflow tampering Whether the deployed architecture satisfies all business and regulatory requirements
Dynamic testing and penetration testing Runtime behavior, exposed endpoints, injection paths, authentication, and authorization weaknesses Undiscovered paths, untested environments, or defects outside the exercised scenarios
Fuzzing and property-based testing Parser robustness, malformed input handling, deserialization, and invariant violations Correctness of an incorrectly chosen property or missing security requirement

Record the exact checks that ran, their versions or policy profiles when relevant, and any accepted exceptions. A critical finding should block the merge unless an authorized owner documents a time-bounded exception and the compensating control.

5. Increase scrutiny for high-risk changes

Use risk to determine review depth rather than treating every line equally. Require a trained security reviewer, a second approver, or security-team sign-off when repository policy calls for it. OWASP’s AI Secure Coding Verification Standard gives two-person review and security-team approval as examples for sensitive files.

Change type Additional questions
Authentication and session management How are credentials issued, expired, revoked, rotated, and bound to the correct user or device? Are failure responses and rate limits safe?
Authorization and multi-tenant data Is every object access checked server-side? Can an identifier, role, tenant, or route parameter be altered to cross a boundary?
Cryptography and key handling Are approved algorithms, modes, libraries, key lifetimes, randomness, and error behavior used? Are secrets absent from logs and test fixtures?
Parsing and deserialization Are type confusion, entity expansion, resource exhaustion, unsafe object construction, and unexpected fields controlled?
File upload and public endpoints Are size, type, content, storage location, execution permissions, and access checks enforced before processing?
External integrations and data stores Are timeouts, retries, certificates, query parameters, tenant filters, and failure modes safe? What happens when the provider returns malformed data?
IAM, network, deployment, and CI/CD Did permissions, ingress, egress, runners, artifacts, environment variables, or release gates become broader than necessary?

For these changes, review the effective deployment and policy configuration, not only the source file. A secure function can be undermined by a manifest that exposes it publicly or a workflow that grants a build job write access to production.

6. Use AI review as assistance, not approval

An AI reviewer can summarize a diff, point to suspicious patterns, suggest missing tests, or translate unfamiliar code. Treat every comment as a hypothesis. Confirm that the finding is real, determine its severity in your application, and continue looking for risks the tool did not mention. An empty AI review is not evidence that the change is safe.

Repository-specific instructions can improve focus. GitHub documents repository-wide and path-specific review instructions, including AGENTS.md and .github/copilot-instructions.md, for providing project context to code review. Those files can also steer future generations and reviews, so changes to them deserve the same scrutiny as executable code. Verify that an instruction reflects approved policy, does not suppress important findings, and cannot be used to bypass required checks.

7. Make the merge gate visible and repeatable

Put the decision criteria in the pull-request template and enforce the mechanical parts with branch protection, code ownership, and required status checks. A concise checklist prevents reviewers from relying on memory:

  • The purpose, affected interfaces, assumptions, and expected behavior are explained in the author’s own words.
  • A human owner is identified and will maintain the result.
  • The complete diff was read, including deleted code, tests, configuration, dependencies, hooks, and instruction files.
  • No assertion was weakened, test removed, or realistic dependency replaced with a mock without a documented reason.
  • Negative, boundary, malformed-input, authorization, and concurrency cases were tested where applicable.
  • Security-critical validation, authorization, and deserialization behavior has independent tests, with fuzzing or property-based tests when appropriate.
  • Unit, integration, static, dependency, secret, infrastructure, and dynamic checks were selected according to risk and actually ran.
  • Critical findings are fixed or covered by an authorized, documented exception.
  • Sensitive paths have the required second reviewer or security sign-off.
  • New dependencies are verified for identity, maintenance, provenance, license fit, and necessity.
  • A human with the right context approved the final version, after all requested changes were incorporated.

Turn recurring findings into automated checks. If reviewers repeatedly catch disabled tests, public storage, missing tenant filters, or excessive workflow permissions, encode those rules in linting, policy-as-code, dependency policies, or CI gates so that every future change receives the same baseline scrutiny.

A practical pre-merge sequence

  1. Restate the requirement. Define the intended behavior, rejection behavior, affected users, data, and operational constraints without copying the agent’s summary.
  2. Identify ownership and risk. Name the accountable developer, list sensitive files or trust-boundary changes, and select the reviewer level required by policy.
  3. Inspect the entire diff. Read implementation, tests, deletions, configuration, lockfiles, workflows, hooks, and repository instruction files together.
  4. Challenge the design. Trace data flow, authorization decisions, error handling, resource limits, retries, concurrency, and external calls.
  5. Design independent tests. Add negative, boundary, malformed, expired-credential, denial, and concurrency cases. Add fuzz or property-based tests for critical parsers and policy checks where feasible.
  6. Run the normal project suite. Use the repository’s documented unit, integration, build, and migration checks in a clean, representative environment.
  7. Run security layers. Execute static analysis, dependency and secret checks, infrastructure and workflow policies, and dynamic or penetration testing appropriate to exposure.
  8. Investigate every finding. Fix defects, narrow false positives with evidence, or obtain an authorized exception; never hide a finding by weakening the check.
  9. Obtain risk-appropriate approval. Have the owner and any required security or code-owner reviewers examine the final diff, not an earlier revision.
  10. Record the decision. Preserve the test results, exceptions, reviewer identities, and follow-up work so the merge remains auditable and maintainable.

Common failure modes and recovery

“All tests are green”

Green status is weak evidence when the agent wrote the tests or edited existing ones. Compare the test diff, restore deleted cases, strengthen assertions, and add independently designed failures before considering the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The scanner found nothing”

Scanners detect the patterns and data flows they know. They do not understand every business rule or prove that a user is authorized to access a particular object. Perform contextual review and exercise denial paths manually or with tests.

“The AI summary says the change is small”

Summaries can omit generated files, permission changes, and deleted safeguards. Start from the complete file list and inspect the repository state directly.

“The new package fixes the problem”

Verify the package’s exact identity and provenance rather than trusting a plausible name. Check maintenance, known vulnerabilities, license compatibility, install scripts, transitive dependencies, and whether a standard-library or existing dependency solution is safer.

“The instruction file is only documentation”

Instructions can change how later agents generate code or review pull requests. Review them for hidden exceptions, broad permissions, suppressed findings, and conflicts with the repository’s approved policy.

“We can merge now and test security later”

Do not defer controls that protect a new trust boundary, credential path, deployment workflow, or public endpoint. If a specialized test cannot run immediately, follow the documented exception process, assign an owner and deadline, and apply a compensating control.

Choosing automation without overtrusting it

Compare tools by the job they perform, where they run, how findings are surfaced, whether they can enforce a merge gate, and how well they fit existing workflows. A pull-request review assistant is useful for summaries and likely defects; static analysis is useful for language and data-flow patterns; dependency analysis covers third-party components; secret scanning looks for exposed credentials; and quality gates aggregate policy results in CI. A team may use several categories together rather than expecting one product to cover every risk.

Examples named in OWASP’s secure code-review guidance include Snyk Code and GitHub Code Security with CodeQL. Their presence in a workflow should be evaluated by coverage, configuration, false-positive handling, remediation ownership, and integration with the repository’s required checks—not by brand recognition. None of these tools can replace a human decision about intended behavior, authorization, or business logic.

The merge decision

Approve only when a responsible human understands the change, the tests demonstrate the intended behavior independently, security and dependency checks match the risk, and the final diff has received the required review. AI can accelerate drafting and detection; it cannot provide accountable approval. That division of labor keeps the speed benefit while preserving the controls that make software safe to operate and maintain.
