Reviewing asks whether your mutual funds, costs, risks, and overall mix still fit your goal. Rebalancing is the follow-up transaction—or contribution change—that moves the portfolio back toward a target allocation after it drifts. Start with your goal, time horizon, and ability to tolerate losses; then inventory every account, inspect each fund, check diversification and costs, measure drift, and choose a tax- and fee-aware way to restore the mix. A strong market or a recent losing streak, by itself, is not a reason to change your target.
Reviewing and rebalancing are different decisions
A portfolio review is an assessment. You examine whether the investment goal remains the same, whether the time horizon and risk tolerance have changed, what you actually own, how funds overlap, and what you pay. The review can conclude that no trade is needed.

Rebalancing is an implementation step. It brings the portfolio closer to a chosen allocation after market movements, deposits, withdrawals, or fund changes have pushed it away from that allocation. You might sell part of an overweight holding, buy an underweight category, direct new money to the underweight, or change ongoing contributions. Rebalancing does not automatically mean replacing funds or adopting a new strategy.
The U.S. Securities and Exchange Commission (SEC) describes portfolio analysis, original asset allocation, time horizon, risk tolerance, and tax consequences as central considerations. Treat the target as a plan tied to your circumstances, not as a forecast of which asset class will win next.

1. Revisit the goal, time horizon, and risk you can bear
Define the goal and its date
Write down what the account is intended to fund—such as retirement, education, a home purchase, or a reserve—and when withdrawals are likely to begin. A goal that is closer, larger, or more certain may require a different mix than the original plan. A changed goal is a reason to reconsider the target allocation before you rebalance.
Separate willingness from ability to take risk
Risk tolerance is your willingness to endure losses and volatility. Risk capacity is your financial ability to absorb them without jeopardizing the goal. Consider income stability, emergency savings, debt, expected withdrawals, and how much time remains. A questionnaire can help organize the discussion, but it cannot replace a realistic look at your finances.
Do not chase recent performance
A fund that recently outperformed may become an oversized position, while a lagging category may become underweight. That drift is a possible reason to compare holdings with the target, not proof that the target itself is wrong. Changing the plan solely because markets were hot or poor turns a long-term allocation decision into a performance reaction. Change the target when your goal, horizon, or risk circumstances change, and document the reason.

List the current value of every mutual fund and other investment, then group the exposures rather than relying on account labels. Include workplace plans, individual retirement accounts, taxable brokerage accounts, and cash investments where practical. Looking at only one account can make the allocation appear balanced while the combined portfolio is concentrated.
| Portfolio view | What to record | Why it matters |
|---|---|---|
| Stocks | Value and percentage of the total portfolio; domestic, international, and sector exposures shown by the fund materials | Equity risk can be hidden when several funds hold similar companies |
| Bonds | Value and percentage, including the types and maturities identified in fund documents | “Bond” is not one uniform risk category; credit and interest-rate exposures differ |
| Cash and cash-like holdings | Balances held inside and outside the mutual-fund accounts when they support the same goal | Cash can change the portfolio’s risk and its ability to meet near-term withdrawals |
| Other relevant investments | Any additional assets that materially affect the goal’s allocation | The target should describe the investments funding the goal, not just one statement |
For each position, record market value, account type, number of shares, share class, and the date of the valuation. Calculate each category’s current percentage as its value divided by the total value of the portfolio being analyzed. Keep the calculation consistent: mixing a single account’s denominator with all-account holdings produces misleading drift.
3. Examine each mutual fund using current documents
Use the latest prospectus, shareholder report, and account materials. The SEC’s mutual-fund guidance emphasizes that an old fund description may no longer capture its objective, strategy, risks, fees, or management.
| Review item | Questions to answer | Evidence to check |
|---|---|---|
| Objective and strategy | What is the fund trying to achieve, and how does it select and hold investments? | Prospectus objective and principal investment strategy |
| Principal risks | Could the fund’s market, credit, interest-rate, currency, concentration, or other stated risks undermine this goal? | Prospectus risk section and shareholder-report discussion |
| Holdings and exposures | What securities, sectors, countries, and asset categories drive results? | Current portfolio holdings and exposure information |
| Manager information | Who manages the fund, and does the current management arrangement match your expectations? | Prospectus and shareholder report |
| Costs | What is the expense ratio, and are there sales charges, account fees, or transaction costs? | Prospectus standardized fee table and account-level disclosures |
| Share class | Is this the share class available to you, and how does its fee structure differ from other classes? | Share-class fee table and your account’s transaction schedule |
| Portfolio role | Does the fund still provide the exposure you intended, or is it duplicating another holding? | Compare its objective and holdings with your target and other funds |
Do not infer quality from a name, a star ranking, or a recent return. Confirm that the fund’s stated role still supports the goal. A change in objective, strategy, manager, share class, or cost can justify a deeper review even when the overall allocation has not drifted.

4. Test diversification across and within funds
Check allocation between asset categories
Diversification starts with the mix of stocks, bonds, cash, and other relevant categories. A portfolio can be diversified across categories yet still take excessive risk within one category; the reverse is also possible.
Look through fund labels to the holdings
Several funds can own many of the same companies. Compare the top holdings and major asset exposures in each fund’s current materials. Add the overlapping positions conceptually when assessing the whole portfolio; a security that appears in three funds still contributes exposure three times through those funds.
Identify concentration that a broad-sounding name hides
A sector-focused or thematic fund is not broadly diversified merely because it owns many securities. Check whether a large percentage of the fund is concentrated in one sector, industry, country, issuer, or type of security. A fund can contain dozens of holdings while remaining dependent on a narrow economic exposure.
Flag overlap and concentration before choosing a rebalance trade. Selling one fund and buying another with the same underlying exposures may create costs and taxes without changing the risk you intended to change.

5. Compare the current mix with a written target
Write the target in categories you can measure
Document the intended percentage for each asset category and the accounts included. The target should reflect the goal, time horizon, and risk tolerance you assessed in Step 1. If you cannot explain why the target fits those factors, pause and resolve that question before trading.
Choose how you will monitor drift
Investor.gov describes two common approaches. One is a calendar review at a regular interval, with six or twelve months given as examples. The other is a threshold review that starts when an asset class moves beyond a preset percentage from its target. The examples are not a universal schedule or threshold, and the SEC notes that rebalancing tends to work best relatively infrequently.
| Monitoring approach | How it works | Decision factors |
|---|---|---|
| Calendar review | Check the allocation on a recurring schedule, such as every six or twelve months | Your ability to follow the calendar, likely trading and tax costs, and tolerance for drift between reviews |
| Preset threshold | Review when an asset category moves beyond a percentage drift you selected in advance | How easily you can monitor values, how often normal market moves would trigger trades, and the plan’s stated tolerance for drift |
Choose the method before market noise arrives. A written rule helps prevent an unusually good or bad month from becoming an improvised allocation decision. You can review on a calendar and trade only when a threshold is crossed; the important point is to define the process in advance and apply it consistently.

6. Select a rebalancing method
The SEC’s beginner guide identifies three practical methods. None is universally best. Compare how much trading each requires, whether contributions or withdrawals can do the work, the account’s transaction costs, possible tax consequences, and how closely the total portfolio returns to its target.
| Method | What you do | Trading and tax considerations |
|---|---|---|
| Sell overweight, buy underweight | Sell enough of categories above target and purchase categories below target | Usually requires trades; sales can create transaction fees and, in a taxable account, taxable gains or losses |
| Direct new money to underweights | Use new deposits to purchase the categories below target rather than adding to already-overweight holdings | Can reduce selling; effectiveness depends on the size and timing of contributions |
| Adjust ongoing contributions | Change payroll or automatic investment directions so future contributions favor underweight categories | Often limits immediate sales; the portfolio may remain away from target until contributions accumulate |
Use selling and buying when the gap requires it
If contributions cannot close a material gap within your plan’s acceptable drift, calculate the amount needed to move each category toward target. Check whether a fund has purchase or redemption charges, a short-term trading policy, or account restrictions before submitting orders. Recheck the combined portfolio after trades settle; buying one account’s underweight may not correct the total allocation.
Use cash flows when they can do the job
When you are adding money, direct deposits to underweight categories. If you are taking withdrawals, consider withdrawing from overweight categories when that is consistent with the account and tax rules. This approach can reduce the need to sell, but it does not guarantee that the portfolio will reach the target quickly.
Combine methods deliberately
Many investors use contributions first and sell only when drift remains outside the written tolerance. Record the combination you chose, the amount moved, and why it fit the account’s costs and tax position.
7. Check fees before placing an order
Fees reduce the return that reaches you. The SEC’s July 23, 2025 Investor Bulletin states: “A fund with higher costs must perform better than a lower-cost fund to generate the same returns for you.” Compare the expense ratio in the prospectus’s standardized fee table with any sales charges, account fees, and transaction costs shown by your brokerage or plan.

Compare only classes you are actually eligible to buy, and do not assume that a lower stated expense ratio is the only cost that matters. A trade that saves a small annual fee can be counterproductive if it creates a larger sales charge, redemption fee, tax bill, or unwanted exposure.
Fees are not a reason to replace a fund automatically. First confirm that the cheaper alternative has a comparable objective, strategy, risk profile, diversification, and share class availability.

8. Assess tax consequences by account type
Taxable brokerage accounts
The SEC’s Aug. 19, 2026 bulletin explains that investors may owe tax on mutual-fund distributions of capital gains, interest income, and dividends even when the distributions are reinvested. Reinvestment buys more shares; it does not generally eliminate the tax reporting for a taxable account.
The IRS explains that mutual-fund capital-gain distributions are generally treated as long-term capital gains regardless of how long you owned the fund shares. Selling shares can also create a taxable gain or loss. The result depends on your basis, holding details, other transactions, and applicable federal and state rules.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsRetirement and other tax-advantaged accounts
Account type changes the tax analysis. A trade that is taxable in a brokerage account may be handled differently inside a retirement account, while withdrawals can have their own rules. Confirm the rules for the specific account rather than transferring a taxable-account assumption to every holding.
When to get individualized help
Ask a tax professional about a planned sale, a large distribution, loss-harvesting interactions, or an account with complicated basis records. The SEC specifically advises consulting a tax professional about distribution taxation. This article cannot determine your personal tax result.
9. Execute the rebalance carefully
- Freeze the decision date. Record the valuation date, target percentages, current percentages, drift, and the reason the review produced a trade or contribution change.
- Confirm account rules. Check whether the account permits the transaction, whether the fund has purchase or redemption charges, and when orders will price and settle.
- Choose the least disruptive method that meets the plan. Apply contributions or withdrawals first when they can reasonably correct the drift; use sales and purchases when the gap or timeline requires them.
- Calculate trade amounts from the whole portfolio. Use the same total and target definitions you used in the inventory, including other accounts that belong to the goal.
- Review tax lots and withholding choices. In a taxable account, understand which shares may be sold and how the transaction affects your records. Obtain tax advice when the outcome is not clear.
- Place orders and save confirmations. Keep trade confirmations, fee disclosures, and contribution-change records with your investment log.
- Verify after settlement. Recalculate the allocation, check that the intended share class and fund were used, and confirm that automatic contributions still point to the written plan.
10. Keep a decision log and follow the plan
At each review, save the target allocation, accounts included, current percentages, method used, date, trades or contribution changes, fees considered, tax questions, and the reason for any change. Note the next calendar review or the threshold that will trigger one. A record makes it easier to distinguish a deliberate plan change from a reaction to headlines.
Between reviews, monitor for material fund changes: a new objective or strategy, a manager change, a different share class, a fee change, or a concentration that no longer fits the portfolio role. These events can justify an earlier review. They do not automatically require a full rebalance; compare the new facts with the target and account consequences first.
Common mistakes and how to correct them
Changing the target after every market move
Problem: Recent winners receive more money and recent losers are abandoned. Correction: Keep the target tied to the goal, horizon, and risk circumstances; use drift rules for implementation.

Reviewing only one account
Problem: A balanced statement hides concentration elsewhere. Correction: Build a combined inventory for investments funding the same goal.
Treating fund names as proof of diversification
Problem: Multiple funds own the same securities, or a narrow sector fund dominates the portfolio. Correction: Compare top holdings and asset exposures in current documents.
Using an old prospectus
Problem: Strategy, risks, fees, or management may have changed. Correction: Retrieve the latest prospectus and shareholder report before deciding.
Ignoring share class and account costs
Problem: A seemingly small change creates sales charges or ongoing costs that outweigh its benefit. Correction: Compare the eligible share class, standardized fee table, and account transaction schedule.
Assuming reinvested distributions are tax-free
Problem: Reinvested taxable-account distributions are overlooked. Correction: Track distribution tax reporting and ask a tax professional about your circumstances.
Rebalancing too often
Problem: Frequent trades increase the chance of fees, taxes, and decisions driven by noise. Correction: Use a written calendar or threshold process and remember that SEC guidance describes rebalancing as generally more effective when done relatively infrequently.
When professional help is reasonable
A financial adviser can help define an allocation around a complex goal, coordinate multiple accounts, and turn risk and cash-flow constraints into a written process. A tax professional can analyze distributions, basis, and planned sales in taxable accounts. Ask each professional to explain fees, conflicts, and exactly what service they provide. You remain responsible for understanding the target and approving transactions.

A repeatable annual worksheet
- Goal and expected withdrawal date are still accurate.
- Risk willingness and financial ability have not changed, or the target has been formally reconsidered.
- All relevant accounts and holdings are included in one inventory.
- Current values and percentages are calculated from a consistent portfolio total.
- Each fund’s current objective, strategy, risks, holdings, manager information, fees, and share class have been checked.
- Top holdings and exposures have been compared for overlap and concentration.
- Current allocation has been compared with the written target.
- The calendar or threshold rule has been applied without using recent performance as the target-setting reason.
- Contribution-first options, transaction costs, and account-specific tax consequences have been considered.
- Trades or contribution changes, confirmations, and the reason for the decision have been recorded.
This process keeps the review analytical and the rebalance mechanical: first decide whether the plan still fits, then use the least costly practical action to bring the portfolio back toward that plan.
