The safest way to review a 55+ community HOA is to read three records together: the adopted budget and current financial statements, the reserve study or reserve analysis, and the board and owner meeting minutes. Start with the declaration and bylaws so you know which roofs, roads, elevators, pools, utilities, and other components the association actually must maintain. Then test whether money is being collected and spent consistently with those obligations, whether the reserve plan reflects current conditions and costs, and whether the minutes reveal postponed work, assessments, loans, insurance problems, or collection issues.
There is no nationwide reserve percentage, inspection cycle, records-access rule, or “healthy funding” cutoff that applies to every HOA. State law, the association’s governing documents, and the property type control. The process below is a practical U.S.-oriented review; use it to identify questions and documents, not as a substitute for advice on your state’s law.

What to collect before judging the HOA
Request the latest approved versions of the documents below. Ask for the date of each document and whether it has been superseded. Keep the records in one folder and build a simple timeline of budgets, studies, projects, assessments, and board decisions.
- Declaration, CC&Rs, bylaws, and rules. These define common elements, maintenance duties, assessment powers, voting, notice, records access, and any age-restriction policies.
- Current adopted budget. Obtain the full income-and-expense schedule, not only a summary page. It should show assessment income, other income, operating expenses, reserve contributions, and any planned reserve-funded work.
- Recent financial statements. Ask for the latest balance sheet, income-and-expense statement, bank or investment summaries, accounts-receivable aging, and a statement of reserve transfers or expenditures. Compare the most recent actual period with the budget.
- Latest reserve study or reserve analysis. Record its preparation date, the preparer, the component inventory, remaining useful lives, cost assumptions, current reserve balance, recommended contribution, and funding scenarios.
- Board and owner meeting minutes. Collect at least the most recent 12 to 24 months when available, plus minutes covering major projects, loans, assessments, insurance renewals, litigation, or elections.
- Project and insurance records. For large work, request bids, contracts, change orders, completion records, warranties, engineering or inspection reports, and insurance declarations or renewal notices.
Access procedures differ. Utah’s Community Association Act, as summarized by the state agency, gives owners access to specified records such as budget documents, the latest financial statement, and reserve analysis through a written request and describes a ten-business-day response period. That procedure should not be generalized to another state. In every jurisdiction, check the statute, declaration, bylaws, and association records policy for permitted formats, fees, exclusions, and response deadlines.

Read the governing documents first
A reserve plan is only meaningful when its component list matches the association’s legal responsibilities. Mark every provision that assigns maintenance, repair, replacement, insurance, or inspection duties to the association, an owner, or a third party.
Build a responsibility inventory
Create a table with one row for each major physical component. Include roofs, exterior siding, foundations, balconies, windows, paving, private roads, drainage, retaining walls, elevators, plumbing, electrical systems, fire-safety equipment, pools, clubhouses, gates, fences, lighting, irrigation, and major mechanical equipment when they exist. Record who maintains each item, who replaces it, and whether responsibility changes after damage or an owner alteration.
Do not treat an item as an HOA liability merely because it appears on a contractor’s list or in a reserve-study template. Conversely, do not remove an item because it is inside a building or lot if the declaration makes it a common element. California reserve guidance emphasizes that maintenance assumptions in the operating budget and component assumptions in the reserve plan must reflect the association’s actual obligations.
Check the community’s property form
Confirm whether the property is a planned homeowners association, a condominium, a cooperative, or a mixed development. Statutes may apply differently to each form. Florida’s structural-integrity reserve provisions cited for 2026, for example, concern specified condominium buildings and components; they are not a universal rule for every 55+ HOA.
Separate operating money from replacement reserves
Operating funds pay recurring bills: management, landscaping, utilities, routine repairs, insurance, legal and accounting services, inspections, administration, and owner communications. Replacement reserves pay for predictable, significant components whose useful lives extend beyond the annual operating cycle. A roof replacement, repaving project, elevator modernization, or pool resurfacing may be reserve work; a recurring service contract or ordinary patching is generally an operating expense. The governing documents, accounting policy, and local law determine the final classification.
Reconcile the adopted budget to actual results
- List the annual assessment income approved by the board and the number of units or lots paying it.
- Compare year-to-date income and each major expense category with the budget. Investigate large variances rather than judging the total alone.
- Identify whether reserve contributions are transferred on schedule. A budget line is not proof that cash reached the reserve account.
- Review reserve expenditures separately. Match each withdrawal to an approved project, invoice, contract, or board action.
- Check accounts receivable and delinquency trends. Unpaid assessments can make a nominally adequate budget impossible to execute.
California’s guidance explains that the annual operating budget includes planned replacement-reserve funding and that reserve estimates depend on maintenance assumptions also reflected in operating expenses. A low operating line can therefore be misleading if routine care has been deferred and will shorten a component’s life.

Look for cash-flow mismatches
Ask whether assessments arrive monthly while insurance, taxes, or a major contract is paid annually. Review minimum operating cash, reserve-account restrictions, investment maturities, and any transfers between accounts. A board may be legally allowed to transfer money temporarily, but the minutes and financial statements should show authorization, repayment, and the effect on planned projects.

A reserve study is a decision tool, not a guarantee. You should be able to trace every major recommendation from a physical component to a cost, a timing assumption, a funding contribution, and a projected cash balance.
Verify the component inventory
Compare the study’s list with your responsibility inventory and the community’s actual amenities. Note omissions, duplicate components, items that have been removed, and components added since the study. Confirm quantities such as roof area, pavement square footage, elevator count, pool size, or building count where those quantities drive cost.
Challenge remaining-life estimates
Remaining life is an estimate, not a calendar promise. Compare the study’s condition descriptions with inspection reports, leaks, corrosion, settlement, recurring repairs, warranty information, and the age of prior replacements. A component shown with ten years remaining may need earlier work if maintenance has been poor or weather exposure is severe.
Check cost and inflation assumptions
Review the unit cost, escalation or inflation rate, engineering and permit allowances, mobilization costs, and contingency. Ask whether the figures are local and current enough for the project’s market. A low estimate can make the funding plan appear stronger while merely postponing the shortfall.
Trace the funding plan
For each scenario, record the opening reserve balance, annual contribution, contribution increases, scheduled projects, projected year-end balance, and any special assessments, borrowing, or project deferrals. Confirm whether the model assumes investment earnings and whether those earnings are realistic for the association’s permitted investments.

California’s cited statutory material calls for annual review and, for associations within its stated trigger, a visual inspection at least once every three years. Utah guidance describes a different cycle: an analysis at least every six years and a review or update when necessary at least every three years. These examples demonstrate why you must verify the rule that applies to your state and property form.
Compare reserve-funding scenarios instead of labels
Reserve reports often present several paths. Compare the paths using the same measures. Do not select a plan because it is called “fully funded,” “baseline,” or “minimum” without examining its assumptions and timing.
| Measure | Questions to ask | Why it matters |
|---|---|---|
| Projected cash balance | Does the balance remain positive through each major project? Are there years in which cash approaches zero? | A low balance leaves little room for bids above the estimate, weather damage, or delayed collections. |
| Assessment schedule | How much do regular assessments rise, and in which years? Are increases permitted by the documents? | A smoother increase may be less disruptive than a sudden assessment, but it must be affordable and lawful. |
| Special assessments | How many are assumed, for what amount, and with what notice and vote? | A plan dependent on an uncertain assessment can fail if owners cannot approve or pay it. |
| Borrowing | What loan amount, interest rate, term, collateral, and owner vote are assumed? | Debt can preserve cash for a project but increases total cost and future assessments. |
| Project timing | Which roofs, roads, elevators, or systems are scheduled first, and what happens if work is deferred? | Deferral may increase repair costs, damage other components, or create safety and insurance problems. |
| Cost sensitivity | What if construction costs, insurance, or the component’s remaining life differs from the model? | A scenario that works only under optimistic assumptions is fragile. |
Florida’s 2026 law provides an example of a jurisdiction-specific standard: for covered condominium structural-integrity reserve studies, a baseline schedule must keep projected reserve cash above zero, while other recommended schedules may also be presented if they meet the association’s obligations. That requirement should not be applied to an unrelated HOA or condominium outside its scope.

Read meeting minutes as a timeline of decisions
Minutes show what the board recorded as discussed and decided. They do not replace invoices, inspections, contracts, or financial statements. Read them chronologically and annotate every entry that affects money, physical condition, or legal compliance.
Search for recurring postponements
Highlight phrases such as “table until next month,” “awaiting bids,” “monitoring,” “temporary repair,” or “revisit next budget.” A single delay may be sensible; repeated delays on the same roof, pavement area, elevator, drainage system, or pool indicate that the reserve schedule may not match actual decisions.
Match decisions to financial records
- Match a project approval to a budget line, reserve transfer, contract, and later payment.
- Match a special-assessment vote to the assessment ledger, collection status, and project invoices.
- Match a loan discussion to executed loan documents, proceeds, interest payments, and required owner approvals.
- Match insurance concerns to renewal terms, deductibles, exclusions, claims, and any reserve work required by the insurer.
- Match delinquency discussions to the accounts-receivable aging and collection policy.
Look for conflicts and missing follow-through
Minutes may show a board approving work that the reserve plan schedules years later, transferring reserves to operations, rejecting an engineer’s recommendation, or accepting a bid far above the study estimate. Ask for the written explanation and updated forecast. If minutes repeatedly say that a report will be obtained but never record its receipt, the association may be making decisions without current information.

Review insurance, litigation, and collections alongside reserves
Reserve adequacy can be overwhelmed by risks outside the replacement schedule. Review insurance limits, deductibles, exclusions, open claims, and renewal changes. A high deductible for wind, flood, earthquake, water, or other perils can create an assessment even when the reserve account is healthy. Ask whether required inspections or repairs are conditions of coverage.
Read minutes and financial statements for pending litigation, construction-defect claims, unpaid assessments, payment plans, foreclosures, and collection write-offs. Do not assume a delinquency number is collectible at face value. Determine whether the budget relies on every assessment being paid and whether legal costs are rising.
Check that the community is genuinely operating as 55+ housing
The age designation is a separate fair-housing inquiry, not proof of financial soundness. HUD explains that the Fair Housing Act exemption for housing for older persons has conditions. Its described framework includes at least 80 percent of occupied units having at least one occupant age 55 or older, policies showing an intent to operate as older-person housing, and occupancy verification.
Ask for the community’s written age-qualification policy, verification process, and governing-document provisions. A “55+” marketing label by itself does not establish compliance. In a 2011 HUD release, John Trasviña, then Assistant Secretary for Fair Housing and Equal Opportunity, said: “Limiting housing to adults over age 55 is permitted by the Fair Housing Act only in specific circumstances.” The statement concerns fair-housing exemption conditions, not reserve adequacy.

| Issue | Illustration from cited official material | What not to assume |
|---|---|---|
| Records access | Utah’s agency summary describes owner access to specified budget, financial, and reserve records through a written request and a ten-business-day response period. | Every state uses the same request format, deadline, fees, or remedies. |
| Reserve-study timing | California material describes annual review and, for an association within the stated trigger, visual inspection at least every three years. Utah guidance describes analysis at least every six years and review or update when necessary at least every three years. | One inspection or update cycle applies nationwide. |
| Structural reserves | Florida’s 2026 provisions cited here address specified condominium structural-integrity reserves and a baseline schedule with projected cash above zero. | Florida condominium rules govern a non-condominium HOA or every 55+ community. |
| Audits | Utah’s agency says its Community Association Act does not require an external audit, although governing documents may. | Every HOA must obtain an audit, or that no audit is needed in your association. |
| Funding benchmarks | The official materials cited do not establish a universal reserve percentage or cutoff. | A single “percent funded” number can decide whether an association is safe. |
Before relying on a deadline, voting threshold, inspection mandate, reserve restriction, or remedy, read the current statute and regulations for your state and confirm the association’s form. A community association attorney or qualified reserve professional can interpret conflicts between the declaration and state law.

Red flags and appropriate follow-up
Red flag: the study is old or generic
Ask for a current update, component inspection, and explanation of changed costs. Compare the old schedule with actual repairs and current bids.
Red flag: the reserve balance is lower than the ledger suggests
Reconcile restricted and unrestricted accounts, pending checks, transfers, investment values, and reserve-funded invoices. Ask the treasurer or manager for a bank reconciliation and board authorization.
Red flag: minutes mention emergencies but the plan is unchanged
Request the incident report, repair scope, insurance claim, final cost, and revised reserve forecast. An emergency can change both useful life and future contributions.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallRed flag: the board repeatedly delays required work
Ask whether the delay is based on an engineer’s opinion, a revised condition assessment, a permit issue, or lack of cash. If the reason is lack of funds, compare a contribution increase, special assessment, loan, and phased project rather than accepting indefinite deferral.
Red flag: records are withheld or answers conflict
Make a dated written request identifying each record and the governing-document or statutory basis for access. Keep delivery receipts and the association’s response. If the dispute continues, consult a local attorney or the state agency that handles community-association information; do not assume another state’s enforcement process applies.
A practical review worksheet
For each major component, complete one row before forming an opinion:
| Field | Entry to record |
|---|---|
| Component and location | For example, clubhouse roof or private road section. |
| Responsible party | Association, owner, municipality, utility, or shared responsibility under the declaration. |
| Condition evidence | Reserve-study observation, inspection date, repair history, leaks, failures, or warranty. |
| Estimated remaining life | Study estimate and your reason for accepting or questioning it. |
| Replacement cost | Quantity, unit cost, escalation, permits, engineering, contingency, and date of estimate. |
| Funding source | Regular reserves, operating funds, special assessment, loan, insurance, or a combination. |
| Decision record | Minute date, motion, bid, contract, payment, and any owner vote. |
| Next action | Obtain an inspection, update the study, request a bid, verify a transfer, or seek legal advice. |
How to reach a defensible decision
After completing the review, classify each issue as documented and funded, documented but underfunded, uncertain because records are missing, or outside the association’s responsibility. Then compare the likely owner cost and timing under each funding scenario. A community with a lower current assessment may carry greater near-term assessment or loan risk; a community with higher contributions may have a clearer project schedule and more cash protection. The numbers matter only when the component responsibilities, condition evidence, and decision records are reliable.
Do not use a single reserve percentage, one meeting-minute omission, or the 55+ label as a verdict. The strongest file is internally consistent: governing documents identify the obligations, the reserve study inventories and prices them, the budget contributes and spends money as planned, financial statements prove the cash movement, and minutes explain deviations. Where those records disagree, treat the disagreement as the issue to resolve before buying or approving a major assessment.
