A GST cancellation show-cause notice is normally issued in FORM GST REG-17. Reply electronically in FORM GST REG-18 within seven working days from the date the notice was served. Address every allegation separately, attach truthful records, submit through the GST portal, and preserve the acknowledgement. If cancellation is ordered, the usual remedy is a REG-21 revocation application within 90 days of service of the order, subject to Rule 10B.
What a REG-17 notice means
FORM GST REG-17 is a show-cause notice under Rule 22 of the Central Goods and Services Tax Rules, 2017. It means the proper officer believes there is a ground to cancel your GST registration and is giving you an opportunity to explain why cancellation should not proceed. A notice is not the cancellation order itself.

CBIC Rule 22 states: “Where the proper officer has reasons to believe that the registration of a person is liable to be cancelled under section 29, he shall issue a notice to such person in FORM GST REG-17, requiring him to show cause, within a period of seven working days from the date of the service of such notice, as to why his registration shall not be cancelled.”
The date of service matters. Check when the notice became available or was otherwise served through the channel identified on the notice, rather than relying only on the date printed on the document. Keep a copy showing the service date, because it determines when your response period starts.

Read the notice before writing anything
Download the complete REG-17 notice and identify the exact statutory or factual reason given by the officer. A cancellation notice may concern non-filing, a return or tax mismatch, a premises verification problem, an invoice or supply concern, or identity and authentication issues. Your reply must answer the reason actually stated; a general request to keep the registration active is rarely enough.
- Confirm the identity: Record the GSTIN, legal name, trade name if shown, notice number, notice date, date of service, officer and jurisdiction.
- List every allegation: Separate multiple grounds into numbered issues. Do not assume that correcting one issue answers another.
- Check your records: Collect returns, challans, invoices, bank entries, premises documents, portal messages and correspondence that relate to each allegation.
- Calculate the response period: Count the working-day period from service. If the date is unclear or the period has passed, file as soon as possible and obtain qualified Indian GST advice about the available procedural response.
How to prepare the REG-18 reply
Build the response so an officer can match every assertion to a document. A useful structure is a short introduction, a point-by-point answer, an evidence index, corrective actions, the relief requested and a verification.
1. Use a precise heading and reference
State that the document is a reply to FORM GST REG-17. Include the GSTIN, legal name, notice number and date, service date, and the officer or jurisdiction shown on the notice. This prevents an otherwise adequate explanation from being attached to the wrong registration or proceeding.

2. Make the opening request clear
Say that you are responding to the proposed cancellation and request that it be dropped because the facts and attached records address the stated ground. Do not make a bare “please do not cancel” request; the reasons and evidence that follow are the substance of the reply.
3. Answer each allegation in a table
For more than one issue, use a table with one row per allegation. Quote or accurately paraphrase the notice, then provide the factual answer, the compliance or legal explanation, and the attachment number.

| Notice issue | Factual response | Compliance explanation | Evidence |
|---|---|---|---|
| The exact reason stated in REG-17 | What happened, with dates and amounts that can be verified | Why the facts satisfy the relevant requirement or how the error was corrected | Attachment numbers and document names |
| A second allegation, if any | A separate answer rather than a cross-reference to an unrelated issue | The specific reconciliation, payment or operational explanation | The records supporting that answer |
Use the notice’s terminology where possible. If the officer says returns are missing, identify the relevant tax periods and filing dates. If the notice alleges that the business was not found at its premises, explain access, operating hours or a recent move and provide records for the declared address. If the allegation is disputed, state exactly which fact is incorrect and why.
4. Add an evidence index
Number every file and refer to those numbers in the table. A concise index might identify a return filing receipt, payment challan, lease, utility bill, photograph, invoice set or bank statement. Upload only documents that are genuine, legible and relevant to the allegation. Excess material can obscure the evidence that matters.
5. Describe corrective action
If you filed a return, paid tax, interest or late fee, amended an address, completed Aadhaar authentication or corrected a portal mismatch after receiving the notice, state the action and date. Attach the portal acknowledgement or payment proof. A correction does not require you to concede an allegation that is factually wrong; distinguish an actual default from a data or communication error.
6. Request appropriate relief
Ask the proper officer to accept the explanation and keep the registration active. Where the notice or applicable procedure provides for a personal hearing and the facts are disputed, request that hearing in the reply. Do not demand a result that the officer has no power to grant.
7. Verify and authenticate
Sign or authenticate the reply in the manner required for the registered person. Check that the GSTIN, notice reference and attachment numbers are consistent before uploading.

Evidence that fits common allegations
Non-filing or a return mismatch
Attach return filing receipts for the periods identified, tax, interest and late-fee challans where relevant, and a reconciliation explaining differences between GSTR-1 and GSTR-3B or between your data and supplier information. Explain timing differences, amendments, credit notes or other causes with period-specific figures. A reconciliation should show how the totals were derived rather than simply asserting that the figures are correct.

Provide the lease or ownership document, electricity or municipal records, photographs of the premises and signage, and a short explanation of access or the time of the officer’s visit. If the business operates from a shared or intermittently occupied location, explain the arrangement and identify records that show actual use of the declared address. Make sure the address in the evidence matches the registration record or explain any amendment that is pending.
Invoice or supply concern
Use tax invoices, purchase and sales registers, e-way bills where applicable, bank statements and proof of the actual supply. Link each disputed invoice to delivery, payment or other operational evidence. Never create backdated, altered or unsupported documents to make a transaction appear genuine; that can create a more serious exposure than the original notice.
Identity or authentication issue
Attach the portal communication, proof that authentication was completed, and identity and address records matching the registration. Explain any name, address or document variation instead of uploading records that do not relate to the registered person.
How to submit the response on the GST portal
- Sign in to the GST portal using the credentials for the affected registration.
- Open the notice or registration-work item that identifies FORM GST REG-17. Portal labels can change, so use the notice number and date to confirm that you are answering the correct proceeding.
- Select the electronic reply option for REG-18, enter the response in the available text area or attach the prepared reply, and upload the numbered evidence files in the permitted formats and size limits.
- Review the preview. Check the GSTIN, allegation references, dates, payment amounts, page order and readability of every attachment.
- Submit using the authentication method offered by the portal. Do not treat a saved draft or an upload that has not generated a submission reference as a filed reply.
- Download the acknowledgement or ARN and retain the submitted PDF, attachments, screenshots and payment receipts in one case file.
File within the response period stated in Rule 22. If the portal is unavailable, record the error with screenshots and timestamps, then seek prompt professional advice about documenting the attempted submission and any alternative channel permitted by the department.

A practical REG-18 wording model
The following is a framework, not a universal form. Replace the bracketed fields only inside your working copy and adapt every paragraph to the actual notice and records.
To: The Proper Officer shown in FORM GST REG-17
Subject: Reply to FORM GST REG-17 — GSTIN [GSTIN], Notice [notice number]
I, [legal name], submit this reply to the notice dated [notice date], served on [service date]. I request that the proposed cancellation be dropped for the reasons and evidence below.
Issue 1 — [notice allegation]
Facts: [dated, verifiable explanation].
Compliance position: [why the requirement was met or how the default was corrected].
Evidence: Annexure 1, [document name]; Annexure 2, [document name].
Issue 2 — [notice allegation, if any]
Facts: [separate explanation].
Compliance position: [separate explanation].
Evidence: Annexure [number], [document name].
Corrective action: [payment, filing, amendment or authentication completed on date], evidenced by [acknowledgement or receipt].
Relief requested: Please accept this explanation and keep the GST registration active. I request a personal hearing if the applicable procedure provides one and the officer considers the factual issues unresolved.
Verification: [authorised person’s name, designation, date and required authentication]
What happens after you file
The proper officer considers the explanation and evidence and may issue a cancellation order in FORM GST REG-19. CBIC’s Rule 22 text states that the order is issued within 30 days from the relevant application or reply context. The exact procedural trigger should be read with the notice and the rule applicable to your case.
Keep monitoring the registration dashboard and communications after submission. An acknowledgement proves what you submitted; it does not by itself prove that the officer accepted the explanation. Respond to any further communication and attend a hearing if one is scheduled.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. If the registration is cancelled
If the officer passes a cancellation order, the Department of Revenue portal describes revocation through FORM GST REG-21 within 90 days from service of the cancellation order, subject to Rule 10B. Review the order immediately because the eligibility conditions and documentary requirements depend on the reason for cancellation and the taxpayer’s compliance position.

If the officer proposes to reject a revocation application, the portal uses FORM GST REG-23 and gives the applicant an opportunity to respond in FORM GST REG-24 within seven working days. A rejection proposal is a separate procedural stage; do not assume that the earlier REG-18 reply automatically answers it.

Obligations that survive cancellation
Cancellation does not erase tax dues or statutory obligations for the period before cancellation. Section 29 preserves liability for tax, interest, penalty and other amounts determined before or after cancellation, so retain books and records and address outstanding returns or assessments.
The Telangana GST Department’s November 2025 handbook states that Section 45 read with Rule 81 requires a cancelled registrant to furnish GSTR-10 within three months from the later of the cancellation date or the cancellation-order date. Because portal treatment and case facts can change, verify the current filing position for your registration rather than assuming that cancellation ends all filings.
Self-filing or professional help?
A straightforward filing correction supported by complete records may be manageable by the taxpayer. Fact-specific advice is more important when the allegation concerns suspected fake invoices, substantial tax or input-tax-credit exposure, premises or identity verification, a missed response period, an already-passed cancellation order, or a rejected revocation application.
| Situation | Self-filing may be reasonable when | Prompt GST practitioner or chartered accountant help is prudent when |
|---|---|---|
| Return non-filing or mismatch | All periods are identifiable, records reconcile and any dues can be documented. | Supplier-data differences, input tax credit or disputed tax are substantial or cannot be reconciled. |
| Premises issue | You have consistent lease, utility and operational evidence and the explanation is simple. | The premises was inaccessible, changed, shared or the officer’s report conflicts with your records. |
| Invoice or supply concern | The transactions are ordinary and supported by complete commercial records. | The notice suggests fake invoices, accommodation entries, circular trading or material tax exposure. |
| Identity or authentication | The mismatch is clerical and portal completion is documented. | Identity, address, ownership or authorised-signatory records are disputed. |
| Procedural stage | You are answering the original notice with a clear deadline and complete evidence. | The deadline has passed, a REG-19 order was issued, or a REG-23 rejection proposal has arrived. |
Mistakes that weaken a reply
- Sending a generic paragraph: It does not show how the stated ground is disproved or corrected.
- Ignoring one allegation: A response that answers only the easiest issue leaves the remaining ground unresolved.
- Uploading unlabelled files: Number and name attachments so the officer can locate the supporting page quickly.
- Using unsupported documents: Altered or backdated records can create a separate enforcement problem.
- Omitting payment or filing proof: A claim that dues were cleared is weaker without the receipt or acknowledgement.
- Failing to save the ARN: Without the acknowledgement and submitted copy, it is harder to prove what was filed.
- Assuming cancellation ends obligations: Pre-cancellation liabilities and the final-return requirement still need attention.
- Waiting for a paper letter: Check the portal and registered communications so the service date is not missed.
Final pre-submission checklist
- GSTIN and legal name match the registration.
- Notice number, date, service date, officer and jurisdiction are recorded.
- Every allegation has a separate factual answer.
- Each answer identifies the relevant compliance explanation.
- Attachments are truthful, legible, numbered and referenced in the text.
- Corrective payments, filings, amendments or authentication have receipts attached.
- The reply requests continuation of registration and a hearing where appropriate.
- The authorised person has signed or completed the required authentication.
- The electronic submission generated an acknowledgement or ARN.
- The submitted reply, attachments and future communications are backed up.
For a routine, well-documented issue, a focused REG-18 response gives the officer a clear basis to drop the proposed cancellation. Where the notice indicates fraud, significant tax exposure or a procedural deadline problem, obtain qualified Indian GST advice immediately and preserve every portal record.
