From 1 April 2025, taxpayers with aggregate annual turnover (AATO) of ₹10 crore or more must report covered e-invoices to an Invoice Registration Portal (IRP) within 30 days of the invoice date. The IRP applies this reporting limit to invoices, credit notes and debit notes. If the document reaches the portal after the 30-day window, the IRP will block IRN generation.

The 30-day IRP rule at a glance

The requirement is a deadline for reporting a document to an IRP so it can receive an Invoice Reference Number (IRN) and QR code. It is not a 30-day extension for filing GSTR-1.

Question Rule
Who is covered by the 30-day restriction? Taxpayers with AATO of ₹10 crore or more
Effective date 1 April 2025
Which documents are covered? Invoices, credit notes and debit notes
When does the clock start? The document date, including the invoice date for an invoice
What happens after the deadline? The IRP does not generate an IRN for the late submission
What does the IRP example show? An invoice dated 1 April 2025 must be reported by 30 April 2025

The IRIS IRP release note dated 31 March 2025 states: “Effective April 1, 2025, taxpayers with an Aggregate Annual Turnover (AATO) of ₹10 Cr and above must report e-Invoices within 30 days from the invoice date.” The 30-day control was previously applied to taxpayers with AATO of ₹100 crore and above and was extended to the ₹10 crore cohort from 1 April 2025.

What the deadline controls—and what it does not

It controls IRP reporting

An e-invoice starts as the supplier’s normal commercial invoice. The business creates that invoice in its billing process, spreadsheet, enterprise resource planning (ERP) system or another supported workflow. It then sends the specified document data to an IRP. When the submission succeeds, the IRP returns an IRN and QR code. The business incorporates or prints those identifiers on the invoice according to its process.

The legal and operational point of the new rule is the time at which that report reaches the IRP. A document dated 1 April is within the IRP’s example window through 30 April. Build the control around the document date, not the date on which a staff member happens to open the portal.

It is not the GSTR-1 due date

IRP data is shared with GST systems and is auto-populated into the relevant GSTR-1 tables. That automation does not remove the return-filing obligation. GSTN advises taxpayers to review the populated information, correct discrepancies where appropriate and add supply details that did not originate from e-invoices before filing GSTR-1.

It is not a universal rule for every GST registration

The ₹10 crore figure applies to the 30-day reporting restriction. It should not be confused with the wider e-invoice mandate timeline. The IRP’s mandate page lists ₹5 crore or more as the broader threshold applicable from 1 August 2023. That threshold answers whether the e-invoice mandate may apply; ₹10 crore or more answers whether the 30-day reporting restriction applies from 1 April 2025. A business can therefore be within the broader mandate without being in the ₹10 crore cohort covered by this specific deadline control.

Check whether the rule applies to your GSTIN

Use the correct turnover lookback

For broader mandate applicability, the IRP says AATO in any preceding financial year from FY 2017–18 onward must be considered. Do not assess eligibility only from the current year’s sales or from one recent financial year. The financial-year lookback was amended by CBIC Notification No. 70/2020, which also added exports to the covered supplies.

The turnover test and the reporting restriction are separate checks:

  • First determine whether the GSTIN falls within the e-invoice mandate using the applicable threshold and the preceding-financial-year lookback.
  • Then determine whether the taxpayer is in the ₹10 crore-or-more AATO group subject to the 30-day IRP reporting limit from 1 April 2025.

Confirm entity and supplier status

The IRP portal states that only Regular and SEZ Developers can generate e-invoices. E-invoices are generated by suppliers; an e-commerce operator may generate one on behalf of a seller. Special entity, supply and document circumstances can change the result, so do not assume that turnover alone settles applicability for every GSTIN.

Use portal enablement as an operational check

The IRP provides an enablement-status check. Use it to see whether the GSTIN is enabled on the portal, but treat that result as an operational signal rather than a substitute for assessing the legal conditions. Keep the turnover calculation, entity status and covered-supply analysis in your own compliance records.

How to report an e-invoice within 30 days

  1. Identify the document date. Record the date shown on the invoice, credit note or debit note. That date starts the 30-day control for a taxpayer in the ₹10 crore-or-more cohort.
  2. Confirm that the GSTIN and document are in scope. Check the applicable AATO history, entity status and whether the document is one of the covered types. Resolve unusual cases before the due date rather than waiting for a portal rejection.
  3. Create the commercial document in your normal system. Prepare the invoice or note in the billing application, ERP, spreadsheet or other workflow used by the business. E-invoicing does not require creating the commercial invoice from scratch inside a government website.
  4. Choose a supported IRP delivery route. The IRP ecosystem supports a web portal, an Excel utility, API integrations and ERP or billing-system routes. Select the route that matches your document volume, data-entry capacity and existing software.
  5. Transmit the required document data. Submit the document through the selected route early enough to allow correction of validation errors while the 30-day window remains open.
  6. Capture the IRN and QR code. A successful registration returns an IRN and QR code. Save the response with the source invoice and make sure the identifiers are available for the final invoice record.
  7. Reconcile the GST data. Check the information that later appears in the relevant GSTR-1 tables. Correct discrepancies where appropriate and add other supply details that were not generated through e-invoicing before filing the return.

The IRP’s available routes are delivery methods for the same reporting task. Switching from a portal submission to an API or ERP integration does not extend the statutory window.

Choosing a reporting route

Official IRP material identifies four practical routes. It does not publish comparative performance testing, so the choice should be based on how well a route fits the organization’s process and how reliably it exposes unreported documents before day 30.

Route Best fit Operational considerations
Web portal Organizations that can enter or upload documents directly Plan user access, manual review and a daily list of documents still awaiting IRN
Excel utility Teams that prepare documents in spreadsheets or need a structured file-based submission Control spreadsheet versions, validate entries before upload and reconcile each response to its source document
API integration Businesses whose billing or tax software can send data programmatically Monitor failed calls, unprocessed queues and acknowledgements rather than assuming a sent message produced an IRN
ERP or billing-system route Organizations that want IRP reporting inside their existing invoicing workflow Configure document-date alerts and an exception queue for invoices or notes without a returned IRN

For any route, assign ownership for the pending-document queue. A process that only reports successful submissions can still miss a document that failed validation or remained unsent.

How to count the 30-day window

Start with the date printed on the covered document. The IRP’s example treats an invoice dated 1 April 2025 as reportable through 30 April 2025, so the control should be managed using the same calendar-date approach. Do not substitute the upload date, the date an approval was obtained or the date on which the accounting team notices the document.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Apply the same discipline to credit notes and debit notes. Their inclusion means that a separate note register is necessary if those documents are issued outside the main sales-invoice workflow. A credit note created later to correct an earlier invoice has its own document date for this reporting control; do not let the original invoice date silently replace the note’s date in the register.

Where a document is prepared in one system and transmitted from another, preserve both the document date and the actual submission timestamp. The timestamp helps establish whether the report was attempted in time, while the document date determines the deadline. If a submission is rejected, the first attempt does not by itself create an IRN; keep retrying through the selected route while the window remains open and resolve the validation issue.

What happens if you miss day 30?

The IRP restriction is direct: a covered document submitted after the 30-day window cannot receive an IRN through the portal. The portal will block IRN generation rather than accepting the late report as an ordinary on-time submission.

Do not describe the restriction as a harmless delay, and do not assume that a portal operator, software provider or helpdesk can override it. The IRP material establishes the block on IRN generation; it does not establish an override process or a general backdating solution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Immediate actions for a late or at-risk document

  • Check the document date, GSTIN and AATO cohort so that the correct rule has been applied.
  • Verify whether the submission actually failed, remained in a queue or was never sent. Keep the error response or system log.
  • Escalate the case internally to the person responsible for GST compliance and document the attempted submission and timing.
  • Assess the consequences for the invoice, credit note or debit note under the applicable GST rules with a qualified adviser. The IRP deadline alone does not answer every downstream tax or accounting question.
  • Correct the process that allowed the document to approach or pass day 30, such as missing alerts, an unmonitored API queue or a spreadsheet that was not uploaded.

Controls that prevent late reporting

Start the clock when the document is issued

Capture the document date in the same system that creates the invoice or note. A report that is generated only when someone remembers to check a calendar is vulnerable to staff absence and rejected submissions.

Maintain a pending-IRN register

For every covered document, track the GSTIN, document number, document date, submission route, submission timestamp, IRN status and any error message. The register should distinguish “not yet sent,” “rejected,” “awaiting response” and “IRN received.” Those states require different follow-up.

Set an internal deadline before day 30

The legal example permits an invoice dated 1 April to be reported through 30 April, but an organization should not schedule its only attempt on the final day. An earlier internal cut-off leaves time to correct data, resend a failed submission or involve the tax team.

Reconcile source records to IRP responses

At the end of each day or reporting cycle, compare covered documents issued by the billing system with documents that have a returned IRN and QR code. Investigate every unmatched item. This check is especially important when multiple routes are used by different branches or business units.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review GSTR-1 after auto-population

Auto-population is useful, but it is not a final review. Compare the GSTR-1 tables with the invoice register, check for discrepancies and add supplies that did not come from e-invoices. Retain evidence of the review and of any correction made before filing.

Separate responsibilities

Assign one owner for document creation, one for IRP monitoring and one for return reconciliation where staffing permits. At minimum, define who watches failed submissions, who approves corrections and who confirms that every issued covered document has an IRN response. A shared queue with no named owner is a common reason for an item to remain unreported until the deadline passes.

Test exception handling

Run a periodic check using a rejected submission, an unsent document and a document awaiting an API acknowledgement. The objective is not to create unnecessary invoices, but to confirm that the system changes the status correctly, alerts the responsible person and preserves the response. This is particularly important when the organization uses both a portal or Excel process and an automated ERP or API process.

Common misunderstandings

“Thirty days” means the GSTR-1 filing period

No. The 30 days run to IRP reporting and IRN generation. GSTR-1 remains a separate return that must be reviewed and filed.

The ₹5 crore and ₹10 crore thresholds are interchangeable

No. The IRP’s ₹5 crore threshold is part of the broader mandate timeline from 1 August 2023. The 30-day restriction from 1 April 2025 applies to taxpayers with AATO of ₹10 crore or more.

Only invoices are covered

No. The IRP release note describes the restriction for invoices, credit notes and debit notes. The document type should be included in the same deadline control.

Reporting to the IRP files the GST return

No. IRP information can populate relevant GSTR-1 tables, but the taxpayer must review the data, add other required supply details and file GSTR-1.

Portal enablement automatically proves legal applicability

No. Enablement is an operational check. The business must still assess the applicable threshold, preceding-financial-year turnover, entity status and covered-document conditions for the GSTIN.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An ERP or API gives extra time

No. Portal, Excel, API and ERP routes are different delivery methods for the same IRP reporting task. The route does not alter the 30-day limit.

A failed submission is the same as a registered invoice

No. Only a successful response that returns an IRN and QR code confirms registration. Keep rejected and pending items visible until they are resolved or escalated.

Exports can be ignored when checking scope

No. CBIC Notification No. 70/2020 amended the original notification to use the preceding-financial-year lookback and added exports to the covered supplies. Include export activity in the scope review rather than relying only on domestic sales.

Illustrative compliance calendar

For an invoice dated 1 April 2025, use the IRP’s own example: report it no later than 30 April 2025. Apply the same control discipline to each invoice, credit note and debit note by recording its date at creation, submitting before the internal cut-off and retaining the IRN response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • At issuance: classify the document and record its date.
  • During the reporting period: submit through the chosen route and resolve validation errors.
  • After submission: verify the IRN and QR code, then match the response to the source document.
  • Before GSTR-1 filing: review auto-populated data and add transactions outside the e-invoice flow.

A practical self-check before the deadline

Check Evidence to retain
Is the GSTIN in the relevant mandate and AATO cohort? Turnover lookback, entity-status assessment and portal enablement result
Is the document type covered? Invoice, credit-note or debit-note record and its document date
Was the report sent before the internal cut-off? Submission timestamp, upload record or API log
Did the IRP accept it? IRN, QR-code response and any acknowledgement
Was the return data checked? GSTR-1 reconciliation and record of corrections or additions

This checklist does not replace the GST rules for a particular transaction. It is a way to prevent a covered document from disappearing between issuance, IRP submission and return preparation.

Source basis and scope of the rule

The 30-day threshold, effective date, covered documents, date example and late-IRN block come from the IRIS IRP release note dated 31 March 2025. IRIS IRP guidance describes the IRN and QR-code process and the portal, Excel, API and ERP or billing-system routes. The IRP mandate page provides the preceding-financial-year lookback, entity information and historical threshold timeline. GSTN guidance explains auto-population and the continuing GSTR-1 review and filing obligation. CBIC Notification No. 70/2020 amended the financial-year lookback and added exports to covered supplies.

Frequently Asked Questions

How many days do I have to report a GST e-invoice to the IRP?

From 1 April 2025, a taxpayer with AATO of ₹10 crore or more must report a covered invoice within 30 days of its document date. The IRP’s example says an invoice dated 1 April 2025 can be reported through 30 April 2025.

Does the 30-day rule apply to credit notes and debit notes?

Yes. The IRP release note applies the restriction to invoices, credit notes and debit notes. Track the date of each note separately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What happens if I submit after day 30?

The IRP blocks IRN generation for a covered document submitted after the 30-day window. The official material does not establish a general override or backdating process.

Is the ₹10 crore threshold the same as the e-invoice mandate threshold?

No. ₹10 crore or more is the threshold for this 30-day reporting restriction from 1 April 2025. The broader mandate timeline reached ₹5 crore or more from 1 August 2023, subject to the applicable conditions.

Does reporting to the IRP complete GSTR-1?

No. IRP data may auto-populate relevant GSTR-1 tables, but the taxpayer must review it, correct discrepancies, add other supply details and file the return.

Can I use an API or ERP instead of the portal?

Yes. IRP materials identify portal, Excel, API and ERP or billing-system routes. They are delivery methods for the same reporting task and do not extend the 30-day window.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does portal enablement prove that my GSTIN is legally covered?

No. Enablement is an operational check. Also assess the applicable AATO threshold, preceding-financial-year lookback, entity status and covered supplies for the GSTIN.

Who generates an e-invoice?

The supplier generates the e-invoice through a supported workflow. An e-commerce operator may generate one on behalf of a seller. The portal states that Regular and SEZ Developers can generate e-invoices.

The Bottom Line

If your AATO is ₹10 crore or more, treat 30 days from the document date as the hard IRP reporting window from 1 April 2025. Include invoices, credit notes and debit notes, submit through a monitored portal, Excel, API or ERP route, confirm the IRN and QR code, and reconcile the result in GSTR-1. A late submission cannot receive an IRN through the portal.
