When a business becomes liable to register in another state or union territory, it generally must make a fresh GST registration application for that jurisdiction. The usual route is Services > Registration > New Registration on the GST Portal, followed by Form GST REG-01. Your existing state GSTIN does not simply extend to a new state. Before applying, confirm that the branch, activity, or supply pattern actually makes the entity liable in the new jurisdiction; a branch address alone is not an automatic answer in every case.
What a second-state GST registration means
GST registration is jurisdiction-specific. Section 25(1) of the Central Goods and Services Tax Act, 2017 requires a person liable under section 22 or section 24 to apply in every state or union territory in which that person is liable. In practical terms, a business operating under one GSTIN in one state generally needs a separate registration for a liable business presence in another state.

This is not an amendment to move the original GSTIN from one state to another. The application for the new jurisdiction is a new Form GST REG-01 application. Section 25(4) also provides that a person with more than one registration, whether in one state or across several states or union territories, is treated as a distinct person for GST purposes in respect of each registration. That treatment affects invoicing, records, returns, and transactions between registrations.

The legal test is liability, not simply the word “branch.” A branch may have facts that require registration, while another office or facility may not create the same obligation. The relevant provisions, the nature of the activities, and the way supplies are made must be considered together. If the structure involves several locations, inter-state supplies, or unusual arrangements, obtain advice from a qualified GST professional before filing rather than assuming that every additional address requires a GSTIN.

When the 30-day deadline applies
Section 25(1) states that a person liable to registration must apply within 30 days from the date on which the person becomes liable to registration. The 30 days is a statutory filing period. It is not a promise that the GST Portal will approve the application within 30 days.
The relevant date is when liability arises under the applicable GST provisions, not necessarily the date on which you first decide to open the branch or sign a lease. Keep an internal record explaining how you determined that date, because it helps demonstrate why the application was filed when it was.
- Identify the event or facts that made the business liable in the new state.
- Count 30 days from that liability date for filing purposes.
- Do not treat the filing deadline as an approval-time estimate.
- Allow time for authentication, verification, clarification requests, and additional document uploads.
Where the liability analysis is uncertain, ask for professional advice early. Waiting until the end of the 30-day period can leave too little time to correct a rejected or clarification-returned application.

Documents and information to prepare
The GST Portal uses the facts of the applicant and the premises arrangement to determine what must be entered and uploaded. The official materials describe examples rather than a single universal document packet. Prepare clear, current files and check the live form for its file type, size, and naming requirements before uploading.
Entity and signatory information
- The entity’s PAN and the legal name recorded against that PAN.
- Primary authorised-signatory contact details, including the information requested for authentication.
- An authorisation letter appointing the signatory, where applicable.
- For a company, society, or other organisation where relevant, a board or managing-committee resolution and the signatory’s acceptance letter, if requested.
- Business-constitution, promoter, partner, or other ownership details called for by the application.
The legal name should match the PAN record. Differences in spelling, entity type, or signatory authority can trigger a clarification request even when the premises documents are correct.
Principal-place-of-business proof
The new state’s principal place of business must be entered in the application. The evidence depends on how the business occupies that property:
| Premises arrangement | Examples of supporting evidence | Practical check before upload |
|---|---|---|
| Owned premises | Latest property-tax receipt, municipal khata copy, or electricity bill | Ensure the address and owner details are legible and consistent with the application. |
| Rented or leased premises | Valid rent or lease agreement plus supporting ownership evidence for the lessor | Check that the agreement covers the applicant’s use and that the lessor’s ownership evidence identifies the same property. |
| Consent or shared premises | Consent letter plus evidence that the person giving consent owns the premises | Make the relationship and permission to use the address clear; use the ownership document for the consenter requested by the portal. |
| Government-issued occupancy evidence | Government-issued document or certificate accepted by the portal | Use the current version and verify that it identifies the premises and relevant holder. |
These are examples from the official GST Portal guidance, not a guarantee that every applicant can use every listed document. If the portal asks for a different combination for your case, follow the live form. Scan complete documents, including pages containing signatures, schedules, renewal terms, or ownership details.

Business and supply particulars
Have the information needed for the application’s business details, promoters or partners, authorised signatory, goods and services, state-specific information, and verification sections. The portal also allows a regular-taxpayer applicant to identify additional places of business in the new state when applicable.
- Describe the business activity carried on at the new location accurately.
- List the goods and services requested by the form rather than using a vague description.
- Identify any additional places of business in that state if the application requires them.
- Keep the person responsible for authentication available for the portal’s verification steps.
Step-by-step: file Form GST REG-01 for the new state
1. Open the new-registration route
- Go to the GST Portal and choose Services > Registration > New Registration.
- Select the taxpayer type shown for your business.
- Select the state or union territory in which the new registration is sought. Do not select the state where the existing GSTIN was issued unless that is also the jurisdiction for this application.
- Enter the legal name exactly as recorded against PAN.
- Enter the PAN and the primary authorised-signatory contact details requested on the page.
Review the state selection carefully before proceeding. The jurisdiction selected at the start determines the registration application you are building; choosing the wrong state can require starting over rather than editing the existing GSTIN.
2. Complete Part A and save the TRN
Submit the initial details in Part A. The portal workflow generates a temporary reference number, commonly called the TRN. Save the TRN and any related communication securely. You use it to return to the unfinished application and continue into Part B of Form GST REG-01.
Do not rely on an open browser session as your only record. Store the TRN with the date, selected jurisdiction, and the authorised signatory’s contact information used in the application.

3. Finish Part B of Form GST REG-01
Use the TRN to reopen the application and complete the tabs presented by the portal. The official guide identifies these areas:
- Business details.
- Promoters or partners.
- Authorised signatory.
- Principal place of business.
- Goods and services.
- State-specific information.
- Authentication and verification.
Regular-taxpayer applicants may also enter additional places of business in the new state. Keep each address and activity consistent with the principal-place information and the premises evidence.
4. Enter the principal place and upload evidence
Enter the complete address of the new state’s principal place of business and select the applicable business-activity details. Upload the proof that matches the way the premises are owned, rented, leased, or used with consent. If the business has other locations in that state, add them in the additional-place section when the form calls for it.

How to decide whether the branch is liable before filing
The most important decision comes before the form: is the person liable to register in the new state? The CGST Act’s wording requires registration in every state or union territory where the person is liable, but it does not say that every branch label or every additional address automatically creates liability.
Ask what the new location actually does
- Is the location conducting business activity or supplying goods or services?
- Will the location be used as the principal place or an additional place of business in the new state?
- Does the business’s supply pattern or another applicable provision make registration necessary there?
- Are the activities performed by the same legal person whose PAN is used for the application?
Document the answers and the provision on which the liability conclusion rests. If the location is only a temporary, administrative, storage, or shared facility, do not assume that the outcome is identical to an operating branch. The facts and applicable GST provisions control.

Once a person has more than one registration, section 25(4) treats each registration as a distinct person for GST purposes. That legal treatment means the business should organise its records by GSTIN and keep the new state’s transactions identifiable from the original state’s transactions.
- Use the registration details for the jurisdiction in which the relevant business activity is registered.
- Maintain premises and signatory records supporting the new registration.
- Keep the two registrations distinguishable in accounting and tax records.
- Review transactions between the registrations with the distinct-person rule in mind.
The registration application itself does not replace the need to understand ongoing GST compliance. Before beginning operations, confirm which returns, invoices, records, and internal controls apply to the new GSTIN for your taxpayer type.

Common mistakes and how to correct them
Assuming the existing GSTIN covers the new state
A GSTIN issued for one state is not a substitute for a separate registration where the person is liable in another state. Start a new-registration application for the target jurisdiction.
Treating every branch address as automatically liable
The legal obligation depends on the applicable provisions and facts. Analyse what the location does, how supplies are made, and which legal person operates it. Seek qualified GST advice for a complex arrangement.
Using the wrong premises document
An ownership document may not establish a tenant’s right to occupy the premises, and a rent agreement may not establish the lessor’s ownership. For rented or leased property, prepare both the valid agreement and the supporting ownership evidence requested by the portal. For consent or shared use, include the consent letter and the consenter’s ownership evidence.
Uploading incomplete or unreadable files
Check every page, signature, schedule, and address before upload. A cropped electricity bill or an agreement missing the page that identifies the parties may not prove the required fact.
Confusing the filing deadline with approval time
File within 30 days after liability arises, but do not promise yourself or a customer that approval will arrive within that period. Authentication, verification, clarification, and document requests can affect the process.
Leaving the application inconsistent across tabs
Compare the PAN legal name, constitution, promoter or partner information, signatory appointment, address, business activity, and goods or services before final verification. Inconsistencies often create avoidable clarification work.
A practical pre-submission checklist
- Liability in the target state or union territory has been analysed and the liability date recorded.
- The 30-day statutory filing window has been calculated from that date.
- The target state selected in the portal is correct.
- The legal name matches the PAN record.
- The authorised signatory’s contact details and appointment evidence are ready.
- The principal-place address is complete and consistent across documents.
- Premises evidence matches the ownership, rental, lease, consent, or shared-use arrangement.
- Promoter, partner, business-activity, goods-and-services, and state-specific details are complete.
- Additional places of business in the new state have been identified where applicable.
- Documents meet the live portal’s file and upload requirements.
- The TRN and final acknowledgement will be stored securely.
- A person will monitor the portal for clarification or further-document requests.
When professional advice is sensible
The GST Portal is the registration channel, and hiring an adviser is not a prerequisite for submitting Form GST REG-01. Professional help can nevertheless be worthwhile when the liability question is uncertain, several registrations are involved, the premises are shared, the entity structure is complicated, or transactions between states or registrations need careful treatment.

A GST practitioner or chartered accountant can help document the liability analysis, select the correct registration structure, and respond to a clarification request. The decision to use one is optional; it does not replace the need to provide accurate information and evidence in the portal application.
Official statutory wording
Section 25(1) of the CGST Act states: “Every person who is liable to be registered under section 22 or section 24 shall apply for registration in every such State or Union territory in which he is so liable within thirty days from the date on which he becomes liable to registration”.
Section 25(4) states: “A person who has obtained or is required to obtain more than one registration, whether in one State or Union territory or more than one State or Union territory shall, in respect of each such registration, be treated as distinct persons for the purposes of this Act.”
These provisions explain both parts of the practical answer: apply separately in a state where the person is liable, and treat each registration as a distinct GST person once obtained or required.
Frequently Asked Questions
Can I add another state to my existing GSTIN?
Generally, no. Where the person is liable in another state or union territory, the normal route is a fresh application for that jurisdiction through Services > Registration > New Registration using Form GST REG-01.
Does every branch automatically need a GST registration?
No. Liability is fact-specific. Consider the branch’s activities, supply pattern, legal person, and the applicable GST provisions before concluding that registration is required.
What is the deadline for applying?
Section 25(1) provides 30 days from the date the person becomes liable to registration. That deadline concerns filing, not the time the portal will take to process or approve the application.
What premises proof is accepted for a rented branch?
The official portal guidance gives a valid rent or lease agreement together with supporting ownership evidence for the lessor as examples. Check the live application for the documents and file requirements shown for your case.
What should I do if the portal asks for clarification?
Read the request carefully, provide the missing explanation or documents through the portal within the stated period, and keep copies of the response and uploaded evidence.
