Yes, you may still be able to refinance after your home value falls, but a lower value usually raises your loan-to-value (LTV) ratio and can eliminate some standard refinance choices, increase mortgage-insurance requirements, or worsen pricing. The deciding factors are who owns or guarantees your current loan, the program that matches it, your payment history and finances, the lender’s valuation, and the rules in effect when you apply. Owing more than the home is worth does not by itself prove that you qualify—or that refinancing is impossible.
Start by identifying the loan’s owner or guarantor, then ask the servicer and several lenders to test current options. Obtain written estimates before deciding; a lower monthly payment can come from extending the term and may not reduce your total cost.

How do I refinance my mortgage if my home value has dropped?
Refinancing replaces your existing mortgage with a new loan. The new lender evaluates the property value, loan balance, borrower, occupancy, payment record, and program rules. When the property is worth less but the debt has not fallen proportionally, the LTV ratio rises. A higher LTV can restrict conventional refinance eligibility, affect the interest rate and fees, or trigger mortgage insurance.

There is no single “underwater refinance” rule that applies to every homeowner. A borrower with a VA-backed loan is tested under VA rules, while a Fannie Mae conventional loan is tested under the applicable Fannie Mae and lender requirements. A loan that is not owned or guaranteed by a major enterprise or federal agency may still have an option offered by the servicer. Your lender’s underwriting decision, not the value decline alone, controls.

Why a lower value changes the refinance calculation
LTV is the key ratio
The loan-to-value ratio compares the mortgage amount with the lender’s appraised or otherwise accepted property value:
LTV = mortgage balance ÷ property value × 100
For example, if a hypothetical borrower owes $300,000 and the accepted value is $250,000, the LTV is 120%. The example illustrates the math only; it is not an eligibility threshold or a prediction of an approval.
If the balance stays near the same level while value falls, the denominator in the calculation shrinks and LTV rises. Lenders may use LTV to decide whether to lend and whether to require private mortgage insurance. The applicable program, property and occupancy details, payment history, borrower profile, valuation method, and lender overlays determine how the ratio is applied.

What a high LTV can affect
- Eligibility: A standard limited-cash-out conventional refinance may have an LTV ceiling that the new application exceeds.
- Pricing: A higher-risk file can receive different rates or fees than a lower-LTV file.
- Mortgage insurance: Private mortgage insurance may be required or may continue on the new loan, changing the payment.
- Cash and documentation: The lender may require additional review, a different valuation, or funds to close, depending on the program.
These are possible effects, not universal outcomes. A lower appraisal does not automatically disqualify you, and a high LTV does not guarantee that a special refinance program is available.
Step 1: Find who owns or backs your current mortgage
The company that collects your payment is the servicer. It may not own the loan or provide the guarantee that determines which refinance programs can be used. Review your mortgage statement and contact the servicer’s customer-service or mortgage-assistance department. Ask specifically:
- Who currently owns the loan?
- Is it backed or insured by Fannie Mae, Freddie Mac, the Federal Housing Administration (FHA), the U.S. Department of Agriculture (USDA), or the Department of Veterans Affairs (VA)?
- What refinance or borrower-assistance options does the servicer currently offer for this loan?
- What payment-history, occupancy, valuation, income, and documentation requirements apply?
CFPB guidance recommends checking the relevant enterprise or federal agency and contacting the servicer. If the loan is not backed by one of the named enterprises or agencies, the servicer may still have an in-house refinance, modification, or other assistance path.

Step 2: Check current programs that match the loan
Program names can sound similar while having different ownership, occupancy, payment-history, and value tests. Ask the lender to verify the current rules against your actual loan rather than assuming that a lower value is enough.
Fannie Mae High LTV refinance
Fannie Mae’s Selling Guide describes a High LTV refinance for certain borrowers who are current on a Fannie Mae-owned conventional first-lien loan and whose LTV exceeds standard limited-cash-out refinance limits. The guide lists seasoning and payment-history requirements along with other tests.
However, the same guide states: “The acquisition of high LTV refinances is currently paused.” That is a critical status condition. Do not treat this product as an open route or spend money preparing an application until a participating lender or Fannie Mae confirms that acquisitions have resumed and that your loan qualifies. Program status can change, so check the current Selling Guide and obtain written confirmation.
Fannie Mae RefiNow
RefiNow is separate from the High LTV refinance option. Fannie Mae’s current program material identifies tests involving Fannie Mae ownership, a one-unit principal residence, income eligibility, and mortgage-payment history. A reduced property value by itself does not establish eligibility.
Have a lender test every current requirement, including any income, loan, property, and payment-history thresholds in effect when you apply. Do not rely on an older article or on a verbal statement that your LTV is “high enough”; ask for the program name and the specific conditions used in the underwriting decision.

An IRRRL may lower the payment or move an adjustable-rate VA loan to a fixed-rate loan, but it is not free. Closing costs can add up to thousands of dollars, and a VA funding fee and other charges may apply. VA advises contacting several lenders because fees and terms vary. Ask each lender for a written estimate and confirm how the proposed transaction meets the VA’s requirements.
Other government-backed and servicer options
Borrowers with FHA-, USDA-, or Freddie Mac-related loans should ask the servicer which current streamlined or other refinance options apply. Detailed FHA Streamline, USDA streamlined, and Freddie Mac Refi Possible criteria are not established here, and names, thresholds, and lender participation can change. The servicer can identify the backing entity and provide the current application path.
HARP is historical, not a current enrollment option
HARP was a former federal refinance program for certain high-LTV borrowers. Historical CFPB materials describe its past changes, but those materials do not establish present availability. Do not tell a homeowner to enroll in HARP now; ask about a current program that matches the loan instead.
Step 3: Build a refinance file that lenders can evaluate
- Collect the core loan documents. Have a recent mortgage statement, current principal balance, interest rate, remaining term, payment history, and details of any second mortgage or home-equity lien.
- Confirm occupancy and property details. Tell the lender whether the home is your principal residence, a second home, or an investment property. Confirm the property type and whether any title or lien issue could affect underwriting.
- Document income and assets. The lender will determine which income, employment, tax, bank-account, and reserve documents are required for the selected program. Do not assume that qualifying for the original mortgage means you automatically qualify for the new one.
- Ask how value will be established. The lender may use an appraisal or another permitted valuation process. Ask what value will be used for LTV and what happens if the result is lower than expected.
- Request a program-specific eligibility review. Give the lender the current loan owner or guarantor, balance, payment history, property information, and estimated value. Ask for a yes-or-no assessment tied to a named program, not a general promise that “high-LTV loans are available.”
- Get written estimates before paying nonrefundable costs. Compare the rate, principal-and-interest payment, mortgage insurance, lender fees, appraisal or valuation charges, title and recording costs, prepaid items, and any points or credits.
Step 4: Compare the real financial outcome
Compare offers using the same assumptions and the same time horizon. A quote that shows a lower payment may extend the repayment period, add mortgage insurance, or roll closing costs into the balance. Those changes can increase the total interest or principal you repay even when the monthly bill falls.
| Comparison point | What to verify in writing |
|---|---|
| Eligibility | Which program is being used, who owns or guarantees the current loan, and whether your payment history, occupancy, property, income, and LTV meet its current rules. |
| Interest rate and payment | The offered rate, whether it is fixed or adjustable, the new principal-and-interest payment, and the date or conditions under which the quote can change. |
| Closing costs | Total lender and third-party charges, points, credits, prepaid items, and whether costs are paid upfront or added to the new balance. |
| Mortgage insurance | Whether private mortgage insurance or another insurance charge applies, its monthly or upfront cost, and the conditions for ending it. |
| Term and total repayment | The new term, projected total interest, and the effect of restarting a longer repayment schedule. |
| Execution risk | Required documents, valuation conditions, underwriting contingencies, lock period, and the lender’s process for resolving a lower-than-expected value. |
| Break-even timing | How long it takes monthly savings to recover the costs, compared with how long you expect to keep the loan or home. |
Calculate a simple break-even estimate
Use this basic estimate:
Break-even months = refinance costs paid ÷ expected monthly savings
Use the actual costs and payment difference from the lender’s written estimates. If costs are $6,000 and the expected monthly savings are $200, the simple break-even point is 30 months. This calculation is only a screening tool: it should be adjusted for prepaid items, mortgage-insurance changes, payment changes caused by an extended term, and the possibility that you sell or refinance again before the break-even date.

Do not promise a savings amount before you have a specific offer. VA notes that closing costs can reach thousands of dollars and that fees and terms vary among lenders; the same principle applies when comparing other refinance offers.

What if the appraisal is lower than the mortgage balance?
A value below the mortgage balance creates an LTV above 100%, but the appraisal result does not by itself answer whether you can refinance. First, ask the lender how the value was determined and which valuation the program permits. Then ask whether the current loan owner or guarantor offers a matching high-LTV or streamlined option.
If the lender cannot approve the refinance under the selected program, ask whether the issue is the LTV, another underwriting requirement, the program’s current availability, or a lender-specific overlay. Those are different problems and require different next steps. A borrower may fail one program’s test while still having another servicer option.
If refinancing does not fit, ask about assistance instead
Contact the servicer even when no refinance program works. CFPB guidance notes that homeowners whose loans are not backed by the named enterprises or federal agencies may still have options through the servicer. Ask what assistance is available based on the loan’s owner or guarantor and your payment status.
Do not confuse refinancing with loss mitigation or a loan modification. A refinance replaces the existing mortgage with a new loan. A modification changes the existing loan’s terms through the servicer. They have different eligibility standards, documents, credit effects, costs, and timelines. Ask the servicer to identify which process it is offering before you sign an application or agreement.
Common mistakes and how to avoid them
Assuming the servicer owns the loan
The payment recipient may only service a loan owned or guaranteed elsewhere. Confirm ownership and backing before choosing a program.

Treating an old program as current
HARP is historical, and Fannie Mae’s High LTV refinance acquisition is currently paused according to its Selling Guide. Verify status on the current program page or with a participating lender before relying on either route.
Using a value estimate as if it were the lender’s value
An online estimate or informal opinion is not necessarily the value used for LTV. Ask the lender which valuation controls and what happens if it is lower.
Comparing payment alone
Include closing costs, insurance, term, total interest, and the time you expect to keep the loan. A payment reduction can be offset by a longer repayment period or new fees.

Request written terms from several lenders. VA specifically advises shopping because fees and terms vary; comparing offers can reveal differences in rate, points, closing costs, and underwriting conditions.
Assuming a lower value automatically means denial
LTV is important, but it is only one part of underwriting. The loan’s backing, program rules, occupancy, payment record, borrower finances, property, and lender requirements all matter.
A practical decision checklist
- Identify the servicer, owner, and guarantor of the current mortgage.
- Calculate an estimated LTV using the current balance and a realistic value range, while recognizing that the lender’s accepted valuation controls.
- Ask for a current program review tied to a named option.
- Confirm every income, payment-history, occupancy, property, lien, and seasoning requirement.
- Ask whether mortgage insurance, a funding fee, points, or other charges apply.
- Obtain written estimates from more than one lender.
- Calculate break-even using actual costs and savings.
- Compare the new term and total repayment, not just the monthly payment.
- If refinancing is unavailable, ask the servicer about separate assistance or modification options.
Bottom line
A fallen home value can make refinancing harder because it raises LTV, but it does not automatically end your options. Identify who owns or backs the loan, check a currently available program that matches it, and compare complete written offers—including costs, insurance, term, and break-even time. Treat Fannie Mae’s High LTV refinance as paused unless current sources confirm otherwise, treat HARP as historical, and use lender or agency confirmation for every program-specific eligibility decision.
