How to Refinance a Mortgage When Rates or Costs Change

If a lender changes your refinance rate or closing costs, do not rely on a verbal quote. Get a current written Loan Estimate, confirm whether the rate is locked and when that lock expires, ask what caused every material revision, and compare the final Closing Disclosure with the latest estimate before signing. This process is based on U.S. mortgage disclosures and Consumer Financial Protection Bureau (CFPB) guidance; product rules and your rights can vary with the loan and facts.

What to do first when a refinance quote changes

  1. Request a new Loan Estimate. Ask the lender to show the same loan type, loan amount, term, occupancy, property assumptions and points or credits as the earlier quote.
  2. Check the rate-lock status. Find out whether the quoted rate is floating or locked, the lock’s expiration date, the extension price and the conditions that could void or change the lock.
  3. Demand a line-by-line explanation. Ask what changed in your application, underwriting, appraisal, credit or income documentation, loan structure, services or pricing.
  4. Measure the practical effect. Compare the new monthly payment, amount financed, total closing costs, cash to close and loan features—not just the note rate.
  5. Re-shop comparable offers. Obtain current Loan Estimates from other lenders using identical assumptions.
  6. Verify the closing package. Compare the final Closing Disclosure with the latest Loan Estimate and ask for a specific explanation of any difference before signing.

Mortgage interest rates can change daily, sometimes hourly, according to the CFPB. A quote that is not locked is not a promise of the rate you will receive at closing.

Can your mortgage rate change before closing?

When the rate is floating

A floating rate can move with market pricing until you lock it. The lender may issue a revised Loan Estimate when you lock, because the price of the rate, points, lender credits and other charges can change. Ask the lender to state in writing what is floating, how often pricing updates, and which document controls the current offer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the rate is locked

A lock generally protects the rate for the stated period if you close on time and your application does not materially change. It is not an unconditional guarantee. Changes to the loan amount, property, credit profile, income, documentation or loan program can affect eligibility or pricing. Confirm the lock date, expiration, permitted changes, relock policy and whether the lender can change fees under the lock agreement.

If the lock will expire

Processing or appraisal delays can push closing past the lock expiration. Before that happens, ask:

  • What is the extension cost, and is it charged per day or for a set period?
  • Who pays if the delay was caused by the lender, an appraiser or a third party?
  • Can you choose a different lock length or relock at current pricing?
  • What happens if market rates fall during the extension or after a relock?

Lock policies differ by lender. A lock protects against increases during its valid period but can limit access to a lower rate later, so the decision depends on timing, risk tolerance and the likelihood of closing on time.

Why a lender might issue a revised Loan Estimate

A revision should identify the event that changed the terms. Common triggers include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • A change in loan type, term, amount, occupancy or cash-out amount.
  • New information about income, employment, debts, assets or credit.
  • An appraisal or property review that changes value, loan-to-value ratio or eligibility.
  • Verification of title, insurance, taxes, recording charges or another required service.
  • Locking a rate that was previously floating.
  • A qualifying change in circumstances that permits certain fees to be re-disclosed.

Ask the lender to identify the trigger, the date it occurred and the documents supporting it. Then ask how it changes the principal-and-interest payment, total monthly payment, loan balance, total closing costs and cash to close. A higher rate can also alter points, lender credits and prepaid interest, so a rate comparison alone can miss the economic effect.

How to read a revised Loan Estimate

Start with the first page: compare the interest rate, projected principal-and-interest payment, total monthly payment, loan amount and cash to close. A lower payment may simply reflect a longer new term, while a higher payment may result from financing costs or a different loan structure. Check whether taxes, insurance or mortgage insurance assumptions changed rather than attributing every movement to the rate.

On the second page, compare origination charges, points, lender credits and each required service. Separate lender-controlled charges from title, appraisal, recording and other third-party items. Check the prepaid-interest period and escrow amounts; these affect cash at closing even though they are not the lender’s compensation. On the third page, review the comparison figures and loan features, including whether the rate is adjustable, whether payments can change and whether a prepayment provision or balloon feature appears. Save every version with its date so you can show exactly what was offered at each stage.

How much can refinance closing costs change?

CFPB tolerance rules do not put every cost under one universal cap. The applicable treatment depends on the fee category and whether a permitted change in circumstances occurred.

Cost treatment What it generally means What to ask
Zero-tolerance category These charges generally cannot increase unless a qualifying change in circumstances or another permitted exception applies. Which charge category is this, and what documented event permits the change?
10 percent aggregate category Certain grouped costs generally cannot increase by more than 10 percent in total without a qualifying change; this is not a 10 percent limit on every individual fee or on all closing costs. Which fees are grouped, what was the original total, and how was the aggregate increase calculated?
Costs that can change by any amount Some charges, such as items selected by the borrower or amounts dependent on facts not known when the estimate was issued, can change more freely. Was the service borrower-selected, and is the revised amount based on an actual invoice or quote?

Do not assume a change is lawful or unlawful from the dollar amount alone. Request the revised disclosures, the reason for the change and the lender’s documentation. The facts on your forms and the applicable loan rules determine the result.

How to compare two refinance offers correctly

Compare offers built on the same assumptions. A lower advertised rate can be more expensive if it requires points, a shorter lock, higher fees or a larger balance.

Comparison Questions to answer
Rate and lock What is the interest rate? Is it locked? Until what date? What are extension, relock and float-down terms?
Lender charges What are origination, underwriting, processing, discount-point and lender-credit amounts?
Required services Which appraisal, title, settlement, credit and recording services are required, and who selected each provider?
Total cost and amount financed What are total closing costs, prepaid items, financed costs and the resulting principal balance?
Payment and cash What are principal and interest, taxes, insurance, mortgage insurance if applicable, and cash required at closing?
Loan structure Is the loan fixed or adjustable? What are the term, prepayment provisions, balloon features, payment changes and cash-out amount?

Review multiple Loan Estimates rather than rate advertisements. Use the same term and loan amount, and tell each lender whether you want to pay points, receive credits or finance costs. Otherwise you are comparing different products. Ask for the same lock duration when possible; comparing a 15-day lock with a 60-day lock can make one quote appear artificially cheaper. Also check whether the projected balance includes financed closing costs or cash out, because a lower rate on a larger balance may not reduce your total obligation.

Estimate savings without relying on a magic rate drop

There is no universal rate reduction that makes every refinance worthwhile. Build a simple scenario using your actual figures: compare the current payment and remaining balance with the proposed payment, new balance, cash required and projected costs. If you pay costs upfront, a rough monthly-savings comparison can show how long those costs would take to recover, but it is only a planning tool. It does not account for selling the property, changing the loan again, payment changes on an adjustable loan, or interest paid over a newly extended term.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Examine the total interest and remaining time in the home, not just the first month’s payment. A refinance that lowers the payment by restarting a longer term may increase the amount of interest paid over the years. Conversely, a shorter term may raise the payment while reducing the payoff timeline. Ask each lender to show the same term and a clear amount financed so the scenarios are genuinely comparable.

What “no-cost” refinancing really means

“No-cost” does not necessarily mean economically free. A lender may cover upfront charges by giving you a higher interest rate, or you may roll the costs into the new loan. A higher rate raises interest over time; financing costs increases the balance and can also increase total interest. Compare the no-cost offer with a lower-rate offer using the same loan term, payment assumptions, cash to close and total projected cost. Confirm whether the lender credit offsets every closing charge or only selected charges, and whether prepaid taxes, insurance or interest still require cash. Do not rely on a universal break-even period: whether refinancing makes sense depends on your remaining time in the home, future rate risk, loan features and the complete cost.

Step-by-step process from revised estimate to closing

1. Build a document set

Keep the original and revised Loan Estimates, lock confirmation, fee worksheets, appraisal or property notices, income and asset requests, and every lender explanation. Mark the dates so you can tell which estimate was current when each change occurred.

2. Reconcile the numbers

Create a side-by-side list of rate, APR, points, lender credits, every closing-cost category, prepaid items, loan amount, monthly payment and cash to close. Highlight additions, removals and changed quantities. Ask for an explanation of each highlighted line.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Test the assumptions

Confirm that the property value, occupancy, credit information, loan-to-value ratio, term, payoff amount and cash-out amount are accurate. Correcting an error can change pricing, but an unexplained change should not be accepted merely because a new form was issued.

4. Decide whether to lock or extend

Ask the lender to price the available lock periods in writing. Consider the expected closing date, the risk of delay, extension cost and what happens if rates decline. There is no rule that locking is always best.

5. Compare alternatives

Request Loan Estimates from other lenders for the same structure. You can ask a lender to match a competing offer, but get any agreement in a revised written estimate rather than relying on a phone promise.

6. Review the Closing Disclosure

You should receive a Closing Disclosure before signing. Compare its rate, loan amount, payment, lender charges, services, credits, prepaid items and cash to close with the latest Loan Estimate. If the rate or fees differ, the CFPB advises asking the lender for a specific reason why they changed. A material change may require a corrected disclosure or a new waiting period under applicable rules; ask the lender and settlement agent what timing applies to your transaction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if rates fall after you lock?

Ask before locking whether the lender offers a float-down, one-time relock or renegotiation, and what fees or eligibility conditions apply. Some lenders offer none. Switching to a different product or lender may involve a new application, another appraisal or duplicated fees, and it can jeopardize your closing schedule. Compare the documented savings with those costs and with any lock-extension charge before changing course.

Can you switch lenders after receiving a Loan Estimate?

A Loan Estimate is not a commitment that requires you to close with that lender. You can generally continue shopping, subject to deadlines, application costs and the practical risk of restarting processing. Ask each lender which fees are refundable, whether a new appraisal or credit report is needed and whether the new schedule can meet your rate-lock expiration. Do not cancel the existing application until the replacement lender has confirmed approval, timing and pricing in writing.

If the lender will not explain a change

Send your questions in writing and attach the two estimates with the changed lines marked. Request the specific event, date, fee category and supporting document for each revision. Ask the loan officer to involve the processor or settlement agent when the explanation concerns an appraisal, title item, prepaid charge or disclosure timing. Keep communicating through the same channel so there is a clear record. If the disagreement remains material, pause signing, compare another written offer and consider speaking with a qualified housing counselor or attorney about your actual documents.

Common mistakes and how to avoid them

  • Comparing rates with different points. Include points, credits and APR in the same comparison.
  • Assuming a locked rate covers every change. Read the lock terms and report application changes immediately.
  • Ignoring the expiration date. Ask about extension pricing before the deadline, not after it.
  • Treating “no-cost” as free. Check whether costs are shifted into the rate or loan balance.
  • Accepting a vague explanation. Request the exact changed fact, date, fee category and supporting document.
  • Waiting until signing to inspect numbers. Review the Closing Disclosure as soon as it arrives and raise discrepancies before the appointment.
  • Using a universal refinance rule. Evaluate your actual remaining balance, term, time in the property, costs and loan features instead of assuming a particular rate drop guarantees savings.
  • Changing the application casually. New debt, a job change, a different occupancy plan or a request for more cash out can affect eligibility and pricing; tell the lender promptly and ask for a written reprice.

Questions to send your lender

  1. Is my rate floating or locked, and what is the exact expiration date and time?
  2. What events can change the locked rate or fees?
  3. What is the cost and procedure for extending, relocking or obtaining a lower rate?
  4. Which line items changed from the previous Loan Estimate, and why?
  5. Which changes resulted from my application, appraisal, verification, loan program or market lock?
  6. How do the changes affect payment, amount financed, total cost and cash to close?
  7. Which fees are in a zero-tolerance, 10 percent aggregate or other category?
  8. What documentation supports each revised amount?
  9. Are costs being paid through a higher rate, lender credit or a larger loan balance?
  10. When will I receive the Closing Disclosure, and what could delay signing?

Frequently asked questions

I received a revised Loan Estimate showing a higher rate and higher closing costs. What does it mean?

It means the lender has re-priced or re-disclosed the transaction. The cause could be a newly locked rate, changed application information, an appraisal or another permitted event. Compare both estimates and request the exact trigger, date, documentation and effect on payment, balance and cash to close.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I lock my mortgage rate?

A lock can protect you from increases during its valid period, but it can limit access to lower pricing and may cost money to extend. Ask about the lock duration, expiration, extension, relock and float-down rules, then weigh the expected closing timing and your tolerance for rate risk.

Can my rate change after I lock?

Usually the lock protects the stated rate if you close on time and the application does not materially change. A change in loan amount, property, credit, income, documentation or loan program can affect eligibility or pricing. Read the written lock terms and report changes immediately.

Can closing costs rise by 10 percent?

The 10 percent figure applies only to certain grouped costs and generally concerns their aggregate increase. Other costs may have zero-tolerance treatment or may change more freely. It is not a universal cap on every fee or all closing costs. Ask which category applies and what exception is documented.

Is a no-cost refinance actually free?

No. The lender may compensate for upfront costs with a higher rate, or the costs may be added to the loan balance. Compare the resulting payment, amount financed, cash to close and total projected interest with a lower-rate offer.

Can I switch lenders after getting a Loan Estimate?

Generally, you can continue shopping, but restarting may require new processing, appraisal or credit work and could put a lock or closing date at risk. Obtain the replacement lender’s approval, timing and pricing in writing before cancelling the existing application.

What should I do if rates fall after I lock?

Ask whether your lender offers a float-down, relock or renegotiation and what it costs. Compare any documented savings with fees, duplicated work and the risk of delaying closing. Policies vary, so do not assume a lower rate is available automatically.

What if the Closing Disclosure does not match my estimate?

Ask the lender for a specific reason for every rate or fee difference and compare the final cash to close and payment with the latest estimate. Ask the lender and settlement agent whether a corrected disclosure or additional waiting period applies before you sign.

U.S. scope and limits

The Loan Estimate, Closing Disclosure and tolerance concepts described here come from U.S. mortgage disclosure rules and CFPB consumer guidance. Individual loans, refinancing purposes, state requirements and lender policies can differ. This guide does not establish a legal remedy or determine whether a particular fee change complies with the rules; use your actual disclosures and consult a qualified housing counselor or attorney when the facts are disputed.

Frequently Asked Questions

Can my mortgage rate change before closing?

Yes, if it is floating or if a permitted change affects a locked application. Confirm the written lock terms, expiration and exceptions.

What should I do when refinance closing costs go up?

Obtain a revised Loan Estimate, mark every changed line, ask for the trigger and documentation, and compare the payment, balance, total cost and cash to close.

How do I compare refinance lenders?

Use Loan Estimates for the same loan type, amount, term and assumptions. Compare rate and lock, lender charges, required services, total costs, payment, cash to close and features.

Does a Loan Estimate force me to use that lender?

No. You can generally keep shopping, but consider application costs, duplicated services and whether a new lender can meet your closing and lock deadlines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

When refinance pricing changes, slow down and document the transaction. Compare complete Loan Estimates on identical assumptions, verify the lock and its expiration, challenge unexplained revisions, and reconcile the Closing Disclosure before signing. Judge any savings against the full balance, cash cost, loan term and features—not the advertised rate alone.
