A denial from one lender does not necessarily mean you cannot refinance. First identify the exact underwriting problem—income documentation, debt-to-income ratio (DTI), credit, payment history, equity, property valuation, loan ownership or a lender-specific policy. Then check whether your existing mortgage and finances fit a targeted program, correct application errors, and obtain written Loan Estimates from several lenders. Compare the complete cost and term, not just the advertised rate or monthly payment.
Lenders must generally make a reasonable, good-faith determination that you can repay. The Consumer Financial Protection Bureau (CFPB) explains that this involves considering and documenting income, assets, employment, credit history and monthly expenses. Standards can tighten when lenders become more cautious, but underwriting rules still differ by lender, loan type and investor.

What a tighter lending standard means for a refinance
Refinancing replaces your existing dwelling-secured mortgage with a new dwelling-secured debt obligation. In the CFPB’s Regulation C definition, a refinance is a new obligation that satisfies and replaces the existing obligation for the same borrower. That regulatory definition describes the transaction; it does not guarantee that a lender will approve it.
Under the CFPB’s ability-to-repay rule, most lenders cannot make a mortgage unless they have made a reasonable and good-faith determination that you can repay. The lender generally verifies your current income or assets, employment, credit history and monthly debt obligations. A Qualified Mortgage (QM) is a defined category with specific criteria and legal protections, but not every refinance follows one identical QM formula or one universal DTI limit. Loan type, investor rules and lender overlays matter.

When standards tighten, a lender may require more complete income records, apply a lower internal DTI cap, scrutinize a recent missed payment, reduce the maximum loan-to-value ratio (LTV), or decline a property valuation it would previously have accepted. Another lender may reach a different result if it uses a different eligible program or does not impose the same overlay. That is why the first practical question is not “Which lender will ignore the rules?” but “Which rule is blocking this application, and is it a program requirement or this lender’s policy?”
The CFPB’s ability-to-repay explanation and its Qualified Mortgage guidance describe the federal framework. They do not replace the underwriting guide for your specific loan.
Start with the reason for the denial or restrictive offer
Ask the lender for the specific factor or factors that caused the denial, counteroffer or maximum-loan reduction. Request the answer in writing and ask whether each issue is required by the loan program, by applicable law, or by the lender’s own overlay. A useful checklist includes:

- Monthly debt and the DTI calculation used
- Credit score, credit history or insufficient credit data
- Recent mortgage-payment history
- Estimated property value, LTV or lack of equity
- Current loan ownership or investor eligibility
- Property type, occupancy or insurance issues
- Whether the proposed refinance actually reduces the payment
- Any lender policy that is stricter than the applicable agency or government rule
Ask for the assumptions behind the decision: the income figure, debts included, property value, loan balance, taxes, insurance, mortgage insurance and rate used. An error in any of those inputs can make an otherwise eligible application look ineligible. A lender’s adverse-action notice should explain the principal reasons for a credit denial, but you can still ask the loan officer to walk through the calculation and identify documents that would correct a misunderstanding.
Audit your application before applying again
Verify income and employment evidence
Assemble current documents before submitting another application. Depending on how you are paid, a lender may request recent pay stubs, W-2 forms, federal tax returns, 1099s, profit-and-loss statements, award letters, rental-income records, court orders for support income, or other proof. Self-employed and variable-income borrowers commonly need more history and additional documentation than salaried employees. Do not submit an outdated statement when a current one is available, and explain legitimate changes in employment or income rather than leaving an underwriter to infer what happened.

Reconcile debts and monthly expenses
Pull the debts that appear on your credit reports and compare them with the liabilities on the application. Include revolving minimum payments, installment loans, student debt, alimony or child support where applicable, and housing costs. A debt that was paid off but still appears can inflate DTI; a debt omitted from the application can create a new underwriting problem. Ask how the lender treats deferred or income-driven student loans, co-signed debts and debts with fewer than a specified number of payments remaining, because treatment varies by program.
Check credit reports and payment history
Review all three major credit reports for identity errors, duplicate accounts, incorrect balances and late payments reported in error. Dispute inaccurate information with the reporting company and furnish supporting documents. Avoid opening new credit, taking on an auto loan or making large unexplained deposits while the refinance is being underwritten. A recent mortgage delinquency can disqualify you from a targeted program even if your credit score has recovered.

Keep your current mortgage statement, homeowners-insurance declarations page, property-tax information, title or lien information and any homeowners-association details together. The lender will need the outstanding balance and payment history to calculate the new loan. If the property has additions, deferred maintenance or unusual features, gather permits and other records that can help an appraiser or underwriter understand the home.
Freddie Mac’s consumer guidance lists common documents such as pay stubs, W-2s, bank and investment statements, tax returns, proof of supplemental income, homeowners insurance and a current mortgage statement. The exact list depends on the lender, loan type and income source. Use the current checklist supplied by the lender rather than assuming every refinance requires the same package.
Check who owns your current mortgage
Targeted refinance programs generally require the existing loan to be owned or guaranteed by a particular investor. Use the lookup tools offered by the relevant mortgage company or ask your servicer for the investor name. Your servicer collects payments but may not own the loan, so a servicer’s name alone does not establish eligibility.

Record the following before contacting a lender:
- Investor or guarantor (for example, Fannie Mae or Freddie Mac)
- Original and current unpaid principal balance
- Current interest rate and loan type
- Number and timing of any missed payments
- Occupancy and property type
- Estimated market value and resulting LTV
- Household income compared with area median income (AMI)
Published program thresholds are entry conditions, not promises of approval. A lender still has to verify the facts, run its underwriting system, confirm the property and satisfy applicable law.
Targeted programs to investigate
These options can be useful when a standard limited-cash-out refinance is blocked by income, payment, equity or valuation constraints. They are not interchangeable, and their rules can change. Confirm the current guide and find a participating lender before relying on any threshold.
| Program | Who it is aimed at | Published conditions and features | Important limits |
|---|---|---|---|
| Fannie Mae RefiNow | Qualifying homeowners with income at or below 100% of AMI and a Fannie Mae-owned mortgage on a one-unit principal residence | New-loan LTV up to 97%; DTI no greater than 65%; no missed current mortgage payments in the prior six months and no more than one in the prior 12 months; interest rate reduced by at least 50 basis points; monthly mortgage payment reduced. In some cases, value acceptance may avoid an appraisal, or a lender credit may offset an appraisal obtained under program conditions. | Income, ownership, payment history, property and lender-participation requirements all apply. The page notes implementation of 2025 AMI data. Limits are not an entitlement to approval. |
| Fannie Mae high-LTV refinance option | Eligible Fannie Mae borrowers whose LTV is above the maximum for a standard limited-cash-out refinance | Requires current payments and compliance with the payment-history, underwriting and documentation rules in the current Selling Guide. For certain casefiles, automated underwriting may provide value acceptance or value acceptance with property data; other files require an appraisal. | It does not automatically apply to a Freddie Mac, non-agency or otherwise ineligible loan. The guide controls the exact borrower, loan and collateral requirements. |
| Freddie Mac Refi Possible | Low- and moderate-income borrowers who may benefit from lower monthly principal-and-interest payments | Freddie Mac lists a maximum DTI of 65% for Loan Product Advisor and manually underwritten mortgages, along with documentation and collateral requirements. | If the seller determines there is no usable credit score because of insufficient or inaccurate information, the mortgage is not eligible for sale under the described program. Full eligibility must be confirmed with a participating lender. |
Read the current Fannie Mae RefiNow requirements, the Fannie Mae high-LTV eligibility guide and its underwriting and collateral guide. Freddie Mac’s Refi Possible page provides its current program outline.
What to do when your DTI is high
There is no single DTI number that governs every refinance. The relevant limit depends on the loan program, automated-underwriting findings, compensating factors and lender overlays. A published 65% ceiling for a specific program is not permission for every borrower to reach 65%, and a lender can impose a lower limit.
Ask the lender to show the front-end and back-end calculations and which debts were counted. Then consider legitimate ways to improve the file:

- Pay down or eliminate a revolving balance, documenting the source of funds.
- Correct debts that are reported with an inaccurate payment or balance.
- Document stable qualifying income that was omitted or misunderstood.
- Wait until a temporary obligation ends if the program permits exclusion and the lender can verify it.
- Consider a smaller loan balance or a rate-and-term structure instead of cash out.
- Ask whether a co-borrower is eligible and whether adding one changes ownership, credit or underwriting consequences.
Do not move debt to another account, hide liabilities or make a payment that leaves you without required reserves. The lender must be able to verify the transaction and still conclude that repayment is reasonable.
When the appraisal comes in low
A low appraisal raises the LTV and may eliminate a standard refinance even if your income and credit are strong. First review the report for factual errors: square footage, bedroom count, condition, renovations, comparable sales and property type. Give the lender documented corrections and relevant comparable sales for a reconsideration of value. A reconsideration is not a guarantee that the value will change.
Ask whether the file qualifies for an automated value-acceptance decision or a value-acceptance-with-property-data path. Those options are case-specific; an appraisal waiver cannot be assumed. If a full appraisal is required, the lender must use the program’s collateral rules.
If the value remains low, possible responses include reducing the loan amount, bringing cash to closing, waiting to build equity, or using a program designed for high-LTV borrowers. Bringing cash only makes sense if it does not deplete emergency reserves and the refinance still improves your overall position. A lender credit that covers an appraisal fee can reduce upfront cost in a qualifying RefiNow transaction, but it does not create equity or guarantee approval.

Can you refinance with a different lender?
Yes. You are not required to refinance with your current lender. A new lender can evaluate the application under the same applicable law and investor rules while applying its own underwriting standards, pricing and overlays. A different lender cannot waive a mandatory program condition, but it may offer a different eligible product, accept a different documentation path, or price the risk differently.

Apply within a focused shopping period and give each lender the same information: loan amount, property address, occupancy, income, debts, credit circumstances and desired term. Ask each lender for a written Loan Estimate after receiving the information required to issue one. Compare offers on identical assumptions where possible.
Freddie Mac reports an average savings estimate of about $3,000 over the life of the loan for consumers who compare offers from five or more lenders. The page does not disclose a publication year or underlying study details, so treat this as an informational estimate, not a forecast or guarantee of savings.
Compare complete offers, not headline rates
Use the Loan Estimate and later Closing Disclosure to compare the same loan amount and term. A lower advertised rate may require points, a shorter term, a particular credit profile or other assumptions that do not apply to you.

| Interest rate and APR | Is the rate fixed or adjustable? What fees and points are included in the APR? |
| Loan amount and cash to close | How much is being financed, and how much must you bring or receive at closing? |
| Monthly payment | What are principal and interest, taxes, insurance, mortgage insurance and association dues? Which parts can change? |
| Closing costs and lender credits | Which origination, appraisal, title, recording and other charges are refundable, financed or offset by a credit? |
| Term and total interest | How many years remain on the current loan, how many will the new loan run, and what is the projected interest if you keep it to maturity? |
| Break-even point | Divide unrecovered refinance costs by the monthly savings, then compare that period with how long you expect to keep the loan. |
| Mortgage insurance and prepayment terms | Does insurance start, end or change? Are there prepayment penalties or restrictions? |
| Cash-out and loan purpose | Is any cash being taken out, and does that change pricing, LTV, taxes or the risk of losing the home? |
Show both the monthly savings and the total interest over the period you realistically expect to own the home. A lower payment can cost more overall when the new loan restarts a 30-year schedule, adds financed costs or carries a higher rate. You can ask about a term that approximates your remaining repayment period instead of automatically choosing a new 30-year loan.
A practical refinance process after standards tighten
- Document the blocker. Obtain the denial or counteroffer and ask the lender to identify the underwriting factor, calculation and any lender overlay.
- Correct the file. Reconcile credit reports, debts, income, assets, property facts and payment history. Gather current documents and explanations for unusual deposits or employment changes.
- Confirm loan ownership. Determine whether Fannie Mae or Freddie Mac owns or guarantees the existing mortgage and check the relevant program’s occupancy, income, LTV, DTI and payment-history conditions.
- Test the payment benefit. Calculate the proposed principal-and-interest payment, total housing cost, cash to close and long-term interest. A targeted program may require a payment reduction.
- Ask about valuation. Find out whether automated value acceptance, property data or a full appraisal applies. Do not budget on a waiver until the lender confirms it for your case.
- Request multiple written offers. Provide consistent information to more than one lender and obtain Loan Estimates. Ask each lender what is locked, what can change and which conditions remain outstanding.
- Choose only after comparing total terms. Evaluate APR, fees, credits, cash to close, monthly payment, mortgage insurance, term, break-even period and prepayment provisions.
- Complete underwriting and closing. Respond promptly to document requests, avoid new debt or unexplained account activity, review the Closing Disclosure and confirm that the final terms match the offer you selected.
Freddie Mac describes a typical refinance as taking 30 to 45 days. That is an estimate, not a service guarantee; documentation, appraisal, title work, underwriting conditions and closing availability can make the process shorter or longer.
When keeping the existing mortgage may be better
Do not refinance solely because another lender offers a lower nominal rate. Keeping the current loan may be preferable when the break-even date is later than your expected move, when closing costs consume the savings, when a new term greatly extends repayment, or when the refinance raises total housing costs or mortgage insurance. It may also be wiser to preserve a low fixed rate if the replacement loan is adjustable or materially more expensive after introductory terms.
If the application fails because the payment would not fall, the property value is too low, or the only available offer worsens the overall economics, waiting can be a rational decision. Use the time to reduce revolving debt, build reserves, correct credit-report errors, document income and monitor the value and ownership of the existing loan.
