How to Reconcile Oil Company Statements, Dealer Margins and GST Returns in India

Reconcile an oil-company statement to the same-period delivery and sales records, dealer ledger, bank or settlement report, and GST data before you decide that there is a GST mismatch. The reliable order is: fix the period and cut-off, match quantities, explain the contractual dealer margin and deductions, classify each product or receipt under the applicable tax treatment, then tie the resulting figures to GSTR-1, GSTR-3B and (where applicable) the annual reconciliation records.

There is no universal oil-company statement layout, dealer-margin rate, settlement deduction or calculation formula. Those terms vary by oil marketing company, product, state, dealer agreement and effective period. Obtain the current agreement, circulars and statement for the station before using any margin number. Never infer a dealer margin from a GST return total.

What this reconciliation is meant to prove

A fuel dealer is usually looking at several different measurements of the business at once:

  • Physical movement: litres or units delivered, dispensed, returned or adjusted.
  • Commercial settlement: the oil-company statement’s billed value, dealer remuneration, incentives, recoveries, deductions, notes and amount payable or receivable.
  • Book accounting: purchase, sales, commission or remuneration, expenses, receivables, payables, cash and bank entries.
  • GST reporting: the outward supplies and tax data reported, or required to be reported, for the relevant tax period.

A reconciliation is complete only when differences between those views are identified and documented. A total that agrees by coincidence is not evidence that the underlying product classification, invoice date, quantity or tax amount is correct.

The official GSTN GSTR-9C utility provides a useful control structure: compare turnover, taxable turnover, rate-wise liability, tax paid and input tax credit with the books, and record reasons for unreconciled differences. That utility was last updated on 27 January 2020, so use its dimensions as a control checklist, not as current filing instructions.

Set the scope before opening a spreadsheet

Use one tax period and one date basis

Choose the exact month or quarter and write down whether the comparison uses invoice date, delivery date, point-of-sale date, statement date, bank settlement date or another contractual cut-off. These dates often fall in different periods. A delivery received on 31 March but invoiced on 1 April is a timing difference to explain, not an amount to net away.

For annual work, retain the monthly or quarterly reconciliations and roll them into the annual schedule. Do not replace a documented cut-off analysis with a single year-end plug.

Collect the source pack

  • The oil-company statement and any accompanying debit notes, credit notes, settlement advice and payment report.
  • Daily tank readings, meter or POS sales, shift summaries and cash/card/UPI settlement reports.
  • Delivery challans, invoices, purchase records, returns and stock adjustments.
  • The dealer ledger, customer or fleet invoices, bank statement and payment gateway reports.
  • GSTR-1 data, filed or saved GSTR-3B figures, e-invoice data where applicable, and the current annual-return requirements.
  • The current dealer agreement, product-wise circulars and state or period-specific instructions.

If a source does not exist for the period, mark the gap. Do not manufacture an opening balance or allocate a lump-sum settlement without supporting evidence.

Read the oil-company statement without assuming its fields

Official GST material does not prescribe a universal oil-company statement. Build your extraction sheet from the actual statement and agreement. Useful columns, when they appear, include the following.

Statement item What to capture How to use it
Product and location Product code or name, outlet, state and period Prevents petrol, diesel, lubricants and other receipts being mixed across contracts or jurisdictions.
Quantity Delivered, lifted, sold or settled quantity and unit Compare with delivery records, tank movement and POS totals; investigate unit or density conventions.
Commercial value Rate, gross value, invoice value and any taxes shown Rebuild the statement total rather than accepting a rounded summary.
Dealer remuneration Margin, commission, incentive or other remuneration exactly as labelled Trace to the agreement and ledger account; the label does not by itself establish GST treatment.
Adjustments Price corrections, shortages, evaporation or other stated adjustments Match each adjustment to a note, approval or stock record.
Deductions and recoveries Charges, rentals, recoveries, deposits, penalties or set-offs Separate a reduction of settlement from a supply, expense or tax invoice instead of treating every deduction as a margin reduction.
Notes and payments Credit/debit-note numbers, settlement date, remittance and closing balance Match the legal document and bank entry to the correct period.

Fields not shown on a particular statement are not stated; do not fill them with assumptions. A payment received from an oil company can include several products, periods and adjustments, so it is not automatically the month’s sales or margin.

Step-by-step reconciliation workflow

1. Freeze the period and opening balances

Record the tax period, statement number, statement date, books’ closing date and the cut-off rule. Carry forward the prior period’s unresolved items with an owner and expected clearing date. Lock the opening stock, receivable, payable and bank balances used in the tie-out.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Create a product-and-receipt register

Use one line per product, invoice or settlement component. At minimum, record date, document number, product, quantity, unit rate, gross amount, tax treatment, book account and source document. Keep fuel, lubricants, convenience-store goods, vehicle services, rentals and other receipts in separate buckets unless the agreement and tax rules clearly combine them.

3. Match quantity before value

Compare deliveries and purchase invoices with tank movement and POS sales. A practical stock check is:

Opening quantity + receipts − returns − recorded sales ± approved adjustments = closing quantity

Investigate an unexplained quantity difference before changing a price or margin. Check litre-versus-kilolitre units, meter resets, density or temperature conventions, duplicate delivery entries, manual POS corrections and cut-off dates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Rebuild the commercial statement

For each line, recompute the statement’s value from the stated quantity and rate, then add or subtract every documented adjustment. Reconcile the reconstructed total to the statement’s gross amount and to the dealer ledger. A difference should point to a specific note, rate revision, product code or timing item.

5. Trace the dealer margin to the contract

Identify whether the agreement calls the amount a margin, commission, dealer remuneration, incentive, service charge or something else. Record its basis (for example, quantity, invoice value, product or slab) only when the agreement states it. Record the effective date, state, outlet and product. If the statement nets the amount against a purchase payable, post the gross commercial entries and the remuneration or deduction separately when that is what the documents support; do not force the bank receipt to equal the margin account.

A generic analytical formula is:

Expected remuneration = contractual basis × contractual rate or slab + approved incentives − contractual recoveries

This is a checking framework, not a universal industry formula. A worked calculation is meaningful only when the company, state, product, agreement version and period are named.

6. Reconcile settlement to the bank

Match each remittance or debit to the settlement advice and ledger. Split a single bank credit into product sales, remuneration, refunds, prior-period items, deposits and other components. Record bank charges and withholding or other deductions in their proper accounts when supported by documents. A bank amount that agrees to the statement’s net payable can still conceal a wrong product or tax classification.

7. Map the outward supplies to GST data

Use the GST Portal’s description of GSTR-1 as the reporting map. It covers invoice details, credit and debit notes, advances, amendments, nil-rated, exempt and non-GST supplies, and an HSN/SAC summary. Match the applicable invoice-level or summary data to the books, then compare the period totals to the classified sales register.

8. Reconcile tax liability and payment

Compare the taxable value and tax by rate in the sales register with GSTR-1 and the corresponding GSTR-3B figures. Explain differences caused by timing, amendments, notes, advances, reverse-charge items or data-entry corrections. Reconcile the tax paid to the electronic liability and cash or credit-ledger records rather than treating a filed return as proof that the underlying sales are right.

9. Record every variance

Maintain a variance register with document number, amount, product, period, source, reason, responsible person, correction period and closure evidence. Leave an item open when the explanation is probable but unproven. A signed note, corrected invoice, credit/debit note, bank advice or stock report should close the item.

10. Review and approve

Have a person independent of the original posting review material variances, non-GST classification, margin calculations, amendments and late-period entries. Preserve the source files, calculation version and approval date with the return working papers.

Classify fuel and other receipts carefully for GST

The cited GST return-format instructions expressly list petrol (motor spirit) and high-speed diesel among non-GST supplies in the specified reporting entry. They also name aviation turbine fuel, petroleum crude and natural gas. See the GST return-format instructions.

That list is not permission to put every fuel-station receipt in one non-GST bucket. It is a return-format reference, not a complete analysis of current GST law or every retail transaction. Verify the current form, notification and the actual product or service for the tax period. Keep products listed as non-GST separate from taxable lubricants, accessories, food, car-wash or other services when those supplies have their own tax treatment. Also separate exempt, nil-rated and out-of-scope items where the applicable rules require it.

Do not use a dealer margin or a net settlement as the taxable value without determining what the underlying transaction is. The tax result may depend on whether the dealer is selling its own goods, earning contractual remuneration, supplying a service, receiving an incentive or merely having amounts set off in settlement. Obtain professional advice for an unusual agreement, bundled supply or state-specific issue.

How GSTR-1 fits into the tie-out

GST Portal guidance describes GSTR-1 as the monthly or quarterly statement of outward supplies for normal and casual registered taxpayers required to furnish it. The portal states that it must be filed even when there is no business activity in the period, as a nil return. The guidance gives usual due dates of the 11th of the succeeding month for monthly filers and the 13th after the quarter for quarterly filers, subject to government extensions and the taxpayer’s eligibility.

The same guidance describes quarterly eligibility up to ₹5 crore of turnover or expected turnover under its stated conditions. Treat that figure as a filing-eligibility threshold in that guidance, not as a universal rule for every taxpayer. Check the live portal for the relevant tax period and taxpayer category.

Preparation may be online, through the Returns Offline Tool or through a GST Suvidha Provider or other permitted application. The GSTR-1 creation manual describes the portal workflow. E-invoice details can flow from the Invoice Registration Portal into GSTR-1, and the portal has announced table-summary changes for specified periods, including an HSN-summary change from May 2025. Interface labels and rules can change, so confirm the current screen before filing.

Use GSTR-1A when the period’s rules allow it

The GST Portal’s GSTR-1 FAQ describes optional GSTR-1A as a way to add or amend records before filing the same-period GSTR-3B, with accepted changes auto-populated into that GSTR-3B. Availability and procedure are period-specific. Use the current portal instructions rather than assuming that a later amendment can be made through GSTR-1A in every case.

Annual reconciliation and the role of GSTR-9C concepts

For an annual review, extend the monthly control to the dimensions described in the GSTR-9C utility:

  • gross turnover in the books versus the annual return;
  • taxable turnover and reasons for each difference;
  • rate-wise liability and the amount actually paid;
  • tax payable or paid compared with the annual return; and
  • input tax credit against expenses in the books and annual financial statements.

The utility’s 27 January 2020 date matters. Current annual-return thresholds, forms, certification requirements and filing dates may differ. Confirm the applicable year before preparing or signing an annual reconciliation; do not present the old utility as current legal authority.

Diagnose a GST return mismatch by symptom

Symptom Likely hypotheses to test Evidence and correction
Statement sales exceed the book sales register Statement includes a prior-period delivery, a different cut-off, a gross amount before settlement, or a product omitted from the books. Compare document dates, product codes, delivery records and statement notes; post the supported item in the correct period or document the timing difference.
Book sales exceed GSTR-1 Invoice upload failure, omitted summary, amendment not filed, or a receipt classified outside the GSTR-1 population. Check saved and filed data, e-invoice status, amendment tables and the applicable non-GST, exempt or nil-rated classification.
GSTR-1 and GSTR-3B differ Timing, credit/debit notes, advances, amendments, a return-period correction or a manual tax-value error. Prepare an invoice-level bridge and tie the final tax to the electronic liability and payment records.
Bank settlement is lower than the statement gross Contractual deductions, recoveries, deposits, bank charges, prior-period set-off or a separate credit note. Match every deduction to the advice and agreement; do not call the whole difference dealer margin.
Physical stock does not agree Meter or tank-reading error, unit conversion, duplicate delivery, unrecorded return, leakage or an unapproved adjustment. Recount, verify calibration and delivery documents, and obtain an approved stock-adjustment record before posting.
Margin changes suddenly New agreement or rate slab, product mix, location change, incentive expiry or a statement error. Compare effective dates and product-wise contractual terms; obtain a corrected statement if the source is wrong.
Annual turnover will not tie Monthly cut-off items, notes posted in a later period, non-GST receipts mixed with taxable sales, or omitted other income. Roll forward the variance register and reconcile gross and taxable turnover separately, with a reason for each residual.

Illustrative worksheet (not an oil-company rate)

The following numbers demonstrate the mechanics only; they are not a published margin, settlement rule or example of any named company. Assume a station is testing the period 1–30 June and its agreement states a product-specific remuneration basis. The station must replace every assumption with its own documents.

Check Illustrative amount What the reviewer confirms
Statement’s gross commercial value ₹12,40,000 Each quantity and rate recomputes to this total.
Documented contractual remuneration ₹24,000 The agreement identifies the basis, rate/slab and effective period; no industry-wide rate is inferred.
Documented recovery ₹4,000 The settlement advice and agreement support the deduction and its ledger account.
Expected net settlement before other items ₹12,60,000 Gross value plus or minus the documented remuneration and recovery is reconciled to the statement’s stated net, with signs defined.

If the bank shows ₹12,60,000, that proves only that the payment matches this reconstructed net under the stated assumptions. The reviewer still needs to map the underlying product sales and any remuneration or recovery to the proper books and GST treatment. If the agreement instead nets remuneration against a payable, the journal presentation may differ even though the bank amount is the same.

Controls that prevent recurring mismatches

  • Close by product, not just by bank: reconcile quantity, value and tax classification for each product group.
  • Use document numbers: retain the statement line, invoice, note, delivery record and bank reference in the same working-paper row.
  • Separate gross and net: show sales, remuneration, recoveries, taxes and settlement deductions as distinct columns.
  • Lock cut-off: review the final and first few days of adjacent periods for deliveries, invoices, notes and payments.
  • Version the agreement: record the effective date and attach the circular or amendment that changed a rate or deduction.
  • Keep a non-GST bucket with a legal reference: identify the specific product and applicable instruction instead of labelling all station turnover non-GST.
  • Reconcile nil periods: where the taxpayer is required to file GSTR-1, confirm whether a nil return is required even when there was no business activity.
  • Review corrections before GSTR-3B: where available for the period, evaluate GSTR-1A or the applicable amendment route and retain the accepted-change evidence.

When to obtain specialist help

Escalate before filing when the contract combines fuel sales with services, uses an incentive or reimbursement that is not clearly described, changes the dealer’s role, crosses state registrations, or contains a large prior-period settlement. Also obtain advice when the statement omits the legal document needed to support a deduction, when a product’s GST status is uncertain, or when a quantity variance suggests a control or stock issue rather than a simple posting error.

The practical conclusion is narrow but important: reconcile the oil-company statement, dealer margin and GST returns as separate layers joined by documented evidence. Match period, quantity, value, contract, classification and payment; explain every residual; and verify current portal and legal requirements for the tax period instead of relying on an old form or an assumed industry formula.
