GSTR-2B is a reconciliation input, not an approval to claim every rupee shown as available. At each month-end (or quarter-end for quarterly filers), compare the read-only statement with your purchase register and books, investigate missing or conflicting documents, remove duplicates and credit notes, and then test every matched item against the CGST Act and rules before preparing GSTR-3B.
A disciplined process separates two questions: Does the document match the business records? and Is the credit legally claimable? A document can match perfectly and still be blocked, time-barred, unsupported, or subject to reversal. Conversely, a genuine purchase may be absent from the current statement because the supplier filed after the relevant cut-off.

What GSTR-2B is—and what it is not
GSTR-2B is a read-only, static, auto-drafted statement generated from information such as supplier filings, Input Service Distributor (ISD) filings and import data. GSTN says a monthly statement is generated on the 14th of the succeeding month; a quarterly statement is generated on the 14th of the month after the quarter. Those dates describe the portal’s stated process as of the GSTN FAQ accessed on 13 October 2026, and the live portal schedule should be checked because procedures can change.
The statement is governed by filing cut-offs, not simply by the invoice date. A supplier document filed after a cut-off can appear in a later open GSTR-2B even when the invoice was issued months earlier. GSTN also advises taxpayers to reconcile the generated data with their own records and books and warns against claiming credit twice for one document.

“Available” in GSTR-2B therefore means that the portal has received and classified the document for statement purposes. It does not establish every condition of entitlement under the law. GSTN’s “ITC not available” category covers specified situations, but the FAQ expressly says that other legal disqualifications may not be generated by the system and must be self-assessed.
How do I reconcile GSTR-2B with purchase invoices?
1. Fix the return period and preserve the source files
Start with the exact tax period for which you will prepare the return. Download the detailed GSTR-2B file from the portal and preserve an unedited copy with its generation date. Export the purchase register and the relevant books-of-account extract for the same period. Record whether the registration files monthly or quarterly.
Keep the original files read-only. Perform cleansing and matching in a working copy so an auditor can later see what the portal supplied, what the books contained and what was changed. If a supplier files late, do not force the document into the earlier period merely because its invoice date is earlier; track it in an exception log until it appears in a later open statement or the legal treatment is otherwise established.
2. Normalize the fields used for matching
Use consistent formats in the working copy while retaining the original values for the audit trail. Practical matching fields include:
- Supplier GSTIN and your registered GSTIN.
- Document type, such as invoice, debit note or credit note.
- Invoice or note number, with punctuation and spacing normalized consistently.
- Document date and the supplier filing period.
- Taxable value, tax rate and each tax component.
- Place of supply.
- Amendment indicators and links to an original document.
- Accounting entry, receipt status and the cost centre or business purpose.
This field set is a practical control for the matching task, not a verbatim GSTN checklist. Keep a column that preserves the supplier’s exact number and date so a reviewer can trace the normalized key back to the source document.
3. Match in layers instead of relying on one key
First match GSTIN, document type and normalized document number. Then compare dates, taxable value and tax amounts. Finally check amendments, credit or debit notes, place of supply and the accounting entry. A single invoice number is not a safe unique key when a supplier has amended a document or reused a number across registrations.
Where the values differ, compare the original invoice, the amended record and the purchase ledger entry. Never “plug” a difference by editing the register to equal GSTR-2B without evidence. The retained original, the reason for the adjustment and the person approving it should remain visible.

4. Classify every exception
| Difference | What to check | Month-end treatment |
|---|---|---|
| In books, absent from GSTR-2B | Supplier GSTIN, whether the supplier filed GSTR-1, IFF or GSTR-1A, the filing date and the next open statement | Ask the supplier to correct or file; keep the item open and do not treat a missing statement line as an automatic portal error |
| In GSTR-2B, absent from books | Whether the business received the supply, holds the prescribed document and has recorded the liability | Obtain internal evidence before considering a claim; investigate unfamiliar or duplicate documents |
| Taxable value or tax mismatch | Invoice, amendments, tax rate, tax components, debit or credit notes and the accounting entry | Claim only the supported amount and record the reconciliation reason |
| Period mismatch | Supplier filing date and the GSTR-2B cut-off window rather than invoice date alone | Track in the next open statement and apply the legal time limit separately |
| GSTIN or place-of-supply mismatch | Correct registration, state of supply and whether the credit belongs to this GSTIN | Hold the item until the supplier or recipient corrects the data and the legal position is clear |
| Credit note, duplicate or reversal | Whether the same source document has produced more than one line or whether a credit note reduces the original value | Net or reverse the required amount and document the calculation |
5. Reconcile totals, not just individual rows
After row-level matching, compare totals by supplier and by tax component. A row-level match can hide a duplicated invoice, an omitted credit note or a netting error. Investigate unusual debit-note or credit-note totals and any supplier whose tax amount is materially different from the books.
How do I find ineligible ITC in GSTR-2B?
Use a separate legal-eligibility screen for every matched document. The following checks are cumulative; passing one does not cure a failure in another. The CGST Act text hosted by CBIC and the relevant rules should be read in their current form because amendments and exceptions apply.
Business use and taxable or exempt allocation
Confirm that the purchase is used or intended for the course or furtherance of business and allocate common inputs and input services where required for non-business or exempt use. A document in 2B does not prove business use. Retain the purchase order, receipt evidence, cost-centre coding and allocation working that support your conclusion.
Prescribed document, receipt and statutory conditions
Check that the recipient has the applicable tax invoice, debit note or other prescribed document, that the supply was received, and that the recipient has satisfied the relevant return and other Section 16 conditions. For services or goods received in stages, retain evidence that the statutory receipt condition was met. A supplier’s upload is not a substitute for the recipient’s document and receipt records.
Payment-related reversals
Review the payment condition in Section 16(2) and identify invoices for which the required payment to the supplier has not been made within the prescribed period. Where the law requires reversal, calculate it in the period of non-compliance and maintain a schedule for subsequent re-availment if the statutory conditions are later met. Do not allow an “available” 2B line to bypass this check.
Section 16(4) time limit and the 2024 relief provisions
CBIC Circular No. 237/31/2024-GST, dated 15 October 2024, describes the general Section 16(4) deadline as the 30th day of November following the financial year to which the invoice or debit note pertains, or the date of furnishing the relevant annual return, whichever is earlier. Apply the rule to the particular invoice or debit note and the return being filed; do not use an older generic “September” description.
The same circular explains retrospective Sections 16(5) and 16(6) relief for specified circumstances. Those provisions are limited to the cases and conditions stated in the law and circular. They are not a blanket extension for every time-barred document, so flag an apparent exception for a separate legal review rather than changing the deadline mechanically.

Section 17(5) blocked credits
Screen the document against the blocked-credit provisions even when GSTR-2B shows it as available. Illustrative categories in Section 17(5) include:
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Specified motor vehicles and conveyances.
- Specified food, beverages, outdoor catering, club memberships and insurance expenses, subject to statutory exceptions.
- Personal consumption.
- Goods lost, stolen, destroyed, written off or given as gifts or free samples.
- Specified taxes and other categories listed in the applicable sub-clauses.
The exact sub-clause and exception matter. For example, a category that is generally blocked can have an exception where the inward supply is used to make an outward supply of the same category or where an employer is required to provide a facility under another law. Read the current consolidated provision against the facts instead of using a generic “blocked list.”
Depreciation on the tax component
Check whether depreciation has been claimed under the Income-tax Act on the GST component of capital goods or plant and machinery. Where the tax component has been included in the depreciable cost, the corresponding ITC is not available. Tie the GST review to the fixed-asset register and the tax depreciation working.
Duplicate, amended and reduced credits
Search for duplicates across the current and prior statements, including documents with punctuation changes, amended invoice numbers and separate debit-note lines. Credit notes and amendments can reduce an earlier credit; a duplicate claim must be reversed even if both lines appear in different periods. GSTN specifically warns taxpayers not to claim ITC twice for any document.
Place-of-supply and registration errors
Confirm that the invoice is addressed to the GSTIN claiming the credit and that the place of supply and tax type are consistent with the transaction. GSTN identifies a specified supplier/place-of-supply state mismatch among the cases shown as “ITC Not available.” Other registration or place-of-supply defects may require manual investigation even when the portal has not flagged them.

Why is an invoice missing from GSTR-2B?
The most common explanation is timing. GSTN states that documents filed by suppliers and ISDs appear in the next open GSTR-2B regardless of the document issue date. A late GSTR-1, IFF or related filing can therefore move an earlier invoice into a later statement.
Other causes include an incorrect recipient GSTIN, a supplier amendment that replaced the original line, a credit note offsetting the invoice, an invoice reported under the wrong period or a document that belongs to another registration. For imports, ISD credits and specified reverse-charge or other categories, the data path is different from an ordinary supplier invoice.

Ask the supplier for the filing acknowledgement and the exact GSTIN, document number and period used. Compare that information with the next open statement. Keep the invoice in a “books, not in 2B” queue until the mismatch is resolved; do not create a second internal invoice merely to make the totals agree.
Can I claim ITC if it is not in GSTR-2B?
There is no safe yes-or-no answer based on the statement alone. Absence from the current 2B may reflect a supplier’s late filing or a cut-off issue, but it also may indicate an incorrect GSTIN, an invalid document or a transaction that does not satisfy the Act. The statement cannot create entitlement, and its absence does not by itself establish every legal fact.

If the evidence is incomplete, hold the credit and pursue supplier correction rather than relying on an assumption that it will appear later.
What does “ITC not available” in GSTR-2B mean?
GSTR-2B contains available and unavailable summary sections. GSTN’s FAQ identifies specified Section 16(4) time-barred invoices or debit notes and a specified supplier/place-of-supply state mismatch among the situations that can be shown as unavailable. The category is a system warning with a defined scope, not a complete legal opinion.
GSTN also says that other situations in which ITC may not be available are not generated by the system. Consequently, an item not marked unavailable still requires the business-use, document, receipt, payment, apportionment, depreciation, blocked-credit, duplicate and deadline tests described above.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How GSTR-2B flows into GSTR-3B
GSTN describes auto-population from GSTR-2B into selected GSTR-3B tables. Eligible ITC is populated into Table 4(A), while specified unavailable ITC is reflected in Table 4(D)(2) under the portal’s described mapping. The values remain editable, and the portal highlights changes.

The final return should agree with the reviewed books and the legal-eligibility schedule, not merely with the portal’s first population.

How IMS affects the reconciliation
The Invoice Management System (IMS) is not a complete mirror of GSTR-2B. The official IMS FAQ dated 22 September 2024 says that records from GSTR-5, GSTR-6, ICEGATE, reverse-charge categories and certain Section 16(4), place-of-supply and Rule 37A cases do not appear in IMS but can flow directly to GSTR-2B.
For records that do appear in IMS, the functionality described by GSTN allows accept, reject or pending actions. Default no-action records are described as deemed accepted at GSTR-2B generation. Verify the current portal behaviour before relying on a particular action or deadline, and reconcile the resulting 2B with the books regardless of what happened in IMS.
A practical month-end control sheet
Use one exception register for all open items. At minimum, capture:
Recommended Free Tools
- Internal reference and source file name.
- Supplier GSTIN, document number, document date and document type.
- Book value and tax by component.
- GSTR-2B period, filing date and status.
- Difference category and the person responsible.
- Supplier communication, acknowledgement or correction reference.
- Legal review result: claim, hold, reverse, apportion or reject.
- Return period in which the action was taken and reviewer sign-off.
Close an item only when the evidence, accounting entry and return treatment agree. Carry forward unresolved items with an owner and due date instead of deleting them at period close.
Illustrative reconciliation example
Assume a monthly filer’s April purchase register contains an invoice dated 28 April. The supplier files it after the relevant cut-off, so it does not appear in the April GSTR-2B generated on 14 May. The invoice is placed in the “books, absent from 2B” queue, the supplier’s filing is checked, and the document is monitored in the next open statement.
In the same review, a second supplier’s invoice appears in 2B for the correct amount but relates to a club membership recorded for an employee’s personal use. The row is a successful data match, yet the Section 17(5) and personal-consumption review makes the credit ineligible. It is excluded from Table 4(A), with the reason and reviewer recorded.
A third line is a duplicate caused by an amended invoice number. The original and amended records are linked, the duplicate tax is removed, and the final schedule contains one supported credit. These examples show why matching and eligibility are separate controls.
Manual versus software-assisted reconciliation
Both approaches can work. The right choice depends on volume, frequency and the quality of human review. Compare the operating model on these axes before buying or building anything:
| Decision axis | Manual workbook | Software-assisted process |
|---|---|---|
| Document volume and frequency | Practical for lower volumes and a small number of GSTINs when the register is well controlled | More useful when documents arrive continuously, volumes are high or many GSTINs must be consolidated |
| Amendments, credit notes and duplicates | Depends on disciplined keys, formulas and reviewer checks | Can apply repeatable matching rules, but exceptions still need human validation |
| Audit trail and exception ownership | Requires protected versions, named owners and a clear change log | Requires verified logs, permissions and an export that an auditor can read |
| Imports and multi-GSTIN handling | Can become difficult as files and registrations multiply | May centralize imports and registrations, subject to configuration and data-quality checks |
| Export and return preparation | Direct control over working papers and reconciled totals | Convenient only if the export maps correctly to the current return tables and preserves edits |
| Total cost and human review | Lower cash cost but significant staff time and control risk | Subscription, implementation and maintenance cost remain, and legal review cannot be automated away |
Do not treat an automated match percentage or an auto-populated return as proof of eligibility. Test the rules with amendments, credit notes, late filings, imports, reverse charge and blocked-credit examples before relying on a process.
Common failure modes and fixes
- Using invoice date as the statement period: check the supplier filing date and the next open GSTR-2B instead.
- Claiming every “available” line: run the legal screen for blocked credit, business use, payment, depreciation, apportionment and deadlines.
- Ignoring credit notes and amendments: link original and revised documents and calculate the net supported amount.
- Claiming a missing 2B line without evidence: retain supplier filing details and escalate unresolved items to the tax reviewer.
- Assuming IMS contains every source: separately reconcile imports, ISD, reverse-charge and other categories that flow directly to 2B.
- Overwriting the portal download: preserve the original file and keep a versioned working copy.
- Repeating an outdated deadline: apply the current Section 16(4) wording and check the limited Sections 16(5) and 16(6) relief cases.
- Letting auto-population replace review: reconcile the final GSTR-3B to the books, exception register and legal sign-off.
Source and law-version cautions
Portal labels, cut-offs and IMS functionality can change. The operational descriptions above follow the GSTN GSTR-2B FAQ accessed on 13 October 2026 and the IMS FAQ dated 22 September 2024. The CGST Act page hosted by CBIC may not display every later amendment in a consolidated form, so verify the current Act and rules before filing. The Section 16(4) deadline and specified retrospective relief references follow CBIC Circular No. 237/31/2024-GST dated 15 October 2024.
