Reconcile GSTR-2B to your purchase records one document at a time: match the supplier GSTIN, document number and type, relevant tax period, taxable value, and each tax component. Then investigate amendments, debit notes, credit notes, imports, reverse-charge entries, and IMS actions. A document appearing in GSTR-2B is evidence that the system received supplier or import data; it is not, by itself, a legal decision that you may claim the credit. You must still check eligibility, reversals, duplicate claims, and reverse-charge tax under the applicable GST rules.
What GSTR-2B tells you—and what it does not
GSTR-2B is a read-only, static, auto-drafted input-tax-credit statement. GSTN says it is used while preparing the relevant parts of GSTR-3B and advises taxpayers to reconcile it with their own records and books. You do not file GSTR-2B. The GST portal describes it as an indication of ITC availability against documents filed by suppliers and credit received through an Input Service Distributor (ISD), not as a complete eligibility ruling. Read the GST portal GSTR-2B FAQ.

The statement is populated from supplier GSTR-1 or GSTR-1A, GSTR-5, ISD GSTR-6, and import IGST information received from ICEGATE. The portal supplies period statements in Excel and JSON. Because the statement depends on when information is filed and processed, an invoice can appear in a later statement rather than the period suggested by its invoice date.
#1 Best Overall
GSTR-2B also separates summaries of ITC shown as available from specified ITC shown as not available. The not-available area is not an exhaustive list of every legal restriction. The portal warns that other ineligibility situations may not be generated by the system, so the recipient must make a separate legal and factual assessment.
Set the period and preserve the source files
Choose the statement period before matching
Start with the GSTR-2B period relevant to the GSTR-3B you are preparing. Do not select a statement solely because an invoice has the same calendar month. Supplier filing cutoffs differ for monthly and quarterly filers, and documents filed after the applicable cutoff can flow into the next open statement. Use the live GST portal and current return-period instructions for the exact cutoff that applies to the supplier and form.
Download an immutable working set
- Download the period GSTR-2B from the GST portal in Excel or JSON.
- Export the purchase register or books for the same accounting and tax period.
- Save the download date, GSTIN, statement period, file names, and any portal-generated reference with your working paper.
- Keep the original files read-only; perform matching in a copy or controlled reconciliation workbook.
This preserves what the portal actually displayed when the return was prepared. If a supplier files later, download the subsequent applicable statement as a separate period file rather than overwriting the original evidence.
Build a document-level matching key
There is no single GSTN-prescribed matching algorithm or tolerance. A practical control is to match each purchase-book document to one GSTR-2B document using a composite key, then compare the financial fields. Treat the following as separate fields rather than collapsing them into a single description.
| Field | What to compare | Control purpose |
|---|---|---|
| Supplier GSTIN | Exact GSTIN in the purchase register and GSTR-2B | Prevents assigning another supplier’s document to the wrong account |
| Document number | Number after applying a consistent treatment for spaces, punctuation, and leading zeros | Finds duplicates and numbering errors without hiding genuine differences |
| Document type | Invoice, debit note, credit note, amendment, import or other displayed type | Keeps adjustments from being treated as new invoices |
| Tax period | Relevant filing and statement period, not invoice date alone | Explains late-filed documents and period shifts |
| Taxable value | Purchase-book taxable value versus the statement value | Identifies pricing, amendment, and data-entry differences |
| Tax components | IGST, CGST, SGST/UTGST and any displayed cess, separately | Prevents a total-tax match from concealing a component error |
| Amendment linkage | Original document and amended document references where shown | Allows the net or differential effect to be calculated once |
| Source category | Supplier filing, ISD, ICEGATE import, reverse charge, or other applicable flow | Routes exceptions to the correct follow-up process |
Normalize formatting only for matching convenience. Keep the original number and tax values available so an auditor can see exactly what each source contained.

A complete reconciliation workflow
1. Load and classify the records
Import both source files into a worksheet or tax-accounting system. Add a unique internal row ID to every purchase-book line and every GSTR-2B line. Classify each line by source and document type before attempting an amount comparison. This prevents an import or credit note from being silently compared with a domestic purchase invoice.
2. Match the composite key
Use supplier GSTIN, document number, document type, and relevant period as the first-pass key. Where a key matches, compare taxable value and each tax component. If document numbers differ only by formatting, retain both originals and record the normalization applied. Never merge two documents simply because the supplier and amount are identical.

Link an amended invoice to its original where the statement provides that relationship. Review credit notes and debit notes independently, then determine their net effect on the original transaction. Summary tables can show differential amounts, while document details can show revised data; treating the original and amendment as two fresh credits can create an overclaim.
4. Put every exception in a defined bucket
Use a status field such as matched, book-only, statement-only, GSTIN mismatch, number mismatch, value difference, tax difference, period difference, amendment, credit note, debit note, import difference, reverse-charge item, or not available. These are useful internal categories, not an official GSTN taxonomy. A defined bucket gives the reviewer a consistent next action.
5. Trace the exception to its source
GSTR-2B cannot be edited by the recipient. Check the supplier’s filed information, recipient GSTIN, document number, place-of-supply details, and amendment history. Ask the supplier to correct or file the document when appropriate. Then monitor the next applicable statement for the corrected data. While waiting, block a duplicate claim for the same document.

6. Review IMS before finalizing the credit
If the record is available in the Invoice Management System (IMS), compare the underlying invoice and your books before accepting, rejecting, or leaving it pending. An IMS action can change what flows into GSTR-2B. If you change an action after the draft statement is generated, GSTN says you must recompute the draft GSTR-2B before relying on it.

7. Test legal eligibility after matching
Matching proves that records agree; it does not prove that every condition for ITC is satisfied. Check the applicable statutory conditions, business use, blocked-credit rules, time limits, required reversals, and any documentation requirement. For reverse-charge transactions, verify payment of the reverse-charge tax as well as the associated credit. Use a qualified GST adviser for fact-specific eligibility questions.
8. Close the period with an audit trail
For every exception, record the owner, evidence reviewed, supplier contact, expected resolution period, amount claimed or reversed, and reviewer sign-off. Attach corrected invoices, supplier correspondence, import documents, and screenshots or exports where appropriate. Finish with a duplicate-credit check and a review of all required reversals.
How to interpret the statement while reconciling
Available and not-available summaries
GSTR-2B summaries distinguish ITC shown as available from specified ITC shown as not available. Table 3 contains available-credit and reversal summaries; Table 4 contains specified not-available cases. Use the document-level detail to understand which invoice, note, amendment, or other record produced a summary amount.
Negative values and amendments
Negative values can represent changes to an earlier document. A summary amendment may show only the differential amount, while the document detail may display revised values. Reconcile the original, the amendment, and any related note as one transaction history so that you claim or reverse only the net amount that is actually supportable.

Filing timing and later statements
The portal’s cutoff mechanism is based on filing and processing cycles. Monthly supplier filings, quarterly filings, and other forms follow different timing rules. A document filed after the relevant cutoff can enter the next open statement. Therefore, search later statements before concluding that an invoice is permanently missing, and document which periods you checked.
IMS actions and their effect on GSTR-2B
IMS lets a recipient act on specified supplier-saved or supplier-filed records. GSTN’s FAQ describes three actions: accept, reject, and pending. The revised advisory explains how those actions feed the statement; see the GSTN IMS FAQ and revised IMS advisory.
| IMS state | Operational effect described by GSTN | Recipient control |
|---|---|---|
| Accepted | The record enters the relevant GSTR-2B flow | Confirm it belongs to your business and passes the separate eligibility review |
| Rejected | The record does not enter the statement as an accepted record | Use when the document is not yours or is otherwise inappropriate, and retain the reason |
| Pending | The record is held for later action | Resolve the underlying question before the filing decision; do not treat pending as automatic eligibility |
| No action | Records with no action may be deemed accepted when GSTR-2B is generated | Review the no-action population and recompute if a later action changes the draft |
Records that may bypass IMS
Not every GSTR-2B line can be resolved through IMS. GSTN identifies GSTR-5 and GSTR-6 records, ICEGATE documents, reverse-charge records, certain ineligible documents, and some Rule 37A records as flows outside IMS. For these, use the relevant statement details, import evidence, tax-payment records, or statutory review rather than expecting an IMS action to fix the discrepancy.
Additional options from the October 2025 tax period
GSTN’s October 2025 IMS FAQ describes additional pending options for specified records, a recipient remark option for reject or pending actions, and an option to declare an ITC-reduction amount for certain credit-note and amendment records. It also describes an optional amount declaration where a credit note was only partly reversed or the full credit-note amount was never availed. These are system workflow features, so verify the record type, tax period, and exact portal screen before using them. The FAQ is available at GSTN’s October 2025 IMS FAQ.

| What you see | Checks to perform | Likely resolution path |
|---|---|---|
| In books, absent from GSTR-2B | Supplier filing status, recipient GSTIN, filing period, later statements, and whether the item is an import or reverse-charge transaction | Request supplier filing or correction where appropriate; hold the claim until evidence and eligibility support it |
| In GSTR-2B, absent from books | Search alternate purchase ledgers, branches, shared-service records, and duplicate invoice numbers | Reject or investigate the record; do not claim an unrecorded or unreceived purchase |
| GSTIN or document-number mismatch | Compare the source invoice, legal name, GSTIN, number, and supplier master data | Ask the supplier to amend; retain the original and corrected versions |
| Taxable value or tax difference | Compare line totals, discounts, tax rates, rounding, amendments, and notes | Reconcile the supported amount and resolve the balance through supplier correction or internal accounting evidence |
| Period difference | Check the supplier’s filing date, monthly or quarterly status, and subsequent open statements | Match to the statement in which the document actually appears; do not force it into the invoice month |
| Import or Bill of Entry difference | Import GSTIN, Bill of Entry details, ICEGATE data, amendments, and courier-import treatment | Use customs and ICEGATE evidence; some import records may not be available in GSTR-2B |
| Reverse-charge item | Tax-payment record, self-accounting entry, supplier declaration, and associated credit | Address reverse-charge payment and credit treatment together |
| Record marked not available | The specific reason shown, place-of-supply and supplier combination, and any other statutory restriction | Resolve the stated issue, then perform the separate legal eligibility test |
| IMS rejected or pending | Action history, underlying invoice, and whether the draft statement was recomputed | Correct the action where justified and regenerate the draft before filing |
Special handling for notes, imports, and reverse charge
Credit and debit notes
Credit notes reduce the credit or taxable base associated with an earlier transaction; debit notes can increase it. Match each note to its source transaction, check whether the note has been amended, and verify whether any amount was already reversed. Do not count both an original summary amount and a separate differential amendment as independent credit.

Imports and Bills of Entry
Compare the import GSTIN, Bill of Entry number and date, tax components, and any amendment with the ICEGATE-derived record. The portal FAQ notes that some imports, including certain courier imports, may not be available in GSTR-2B. A missing import line therefore requires customs-document review rather than an assumption that the supplier failed to file.
Reverse-charge transactions
Supplier-declared reverse-charge records have separate reporting and tax-payment treatment. Reconcile the underlying purchase, the reverse-charge liability, payment evidence, and the related ITC entry. A matching line does not remove the requirement to account for and pay reverse-charge tax.
Matching is not the same as entitlement
Use a two-gate decision: first decide whether the document and amount reconcile; then decide whether the credit is legally claimable. The second gate should cover, at minimum:
- Whether the purchase was actually received and used or intended for the business.
- Whether the credit is blocked or restricted under the applicable GST rules.
- Whether required tax payment, including reverse charge, has occurred.
- Whether the claim falls within the applicable time limit.
- Whether proportionate reversals are required for exempt, non-business, or other prescribed uses.
- Whether a credit note, amendment, prior claim, or accounting adjustment creates a duplicate or overclaim.
The portal’s “available” indication cannot identify every one of these circumstances. Keep the eligibility conclusion and the matching conclusion as separate fields in your working paper so a reviewer can see which evidence supports each decision.
Choose a reconciliation method that fits your volume
| Approach | Works well when | Controls to require | Limitations |
|---|---|---|---|
| Monthly spreadsheet | Lower transaction volume and relatively stable supplier data | Locked source tabs, standardized keys, duplicate checks, exception owner, reviewer sign-off | Manual imports and amendments become risky as volume grows |
| Quarterly or periodic review | Small businesses with infrequent purchases and strong supplier discipline | Earlier monitoring for high-value invoices, later-statement searches, documented cutoff assumptions | Errors can remain undiscovered for several filing periods |
| Accounting or tax software | High volume, many branches, frequent amendments, or complex import and reverse-charge data | Controlled GSTIN master, import logs, rule versioning, exception workflow, exportable audit trail | Configuration and portal-format changes require monitoring |
| Hybrid process | Routine matching is automated but unusual cases need specialist review | Clear handoff for notes, imports, IMS decisions, and legal eligibility | Uncontrolled spreadsheet overrides can undermine the automated result |
Evaluate any method against transaction volume, amendment complexity, import and reverse-charge coverage, Excel and JSON handling, portal compatibility, reviewer controls, audit-trail export, and total cost. There is no established product benchmark or endorsed vendor ranking for this workflow.
Use supplementary records without treating them as a substitute
Some businesses may obtain purchase or expense e-invoice records through services that depend on user consent, supplier sharing, and service conditions. IRIS IRP’s My Purchases documentation describes CSV and JSON access to certain records at My Purchases. Such a source can help gather documents, but it is not evidence that every purchase is present and it does not replace the GST portal’s GSTR-2B, books, supplier follow-up, import records, or the legal eligibility review.
A review-ready working-paper checklist
- Statement period, taxpayer GSTIN, download date, and source-file names recorded.
- Purchase register and GSTR-2B rows assigned unique IDs.
- Supplier GSTIN, document number, type, period, taxable value, and tax components compared.
- Original documents linked to amendments, credit notes, and debit notes.
- Late filings checked in the next applicable statement.
- Import and Bill of Entry records checked against ICEGATE and customs evidence.
- Reverse-charge liability and payment checked alongside the credit.
- IMS status, action history, and any required recomputation recorded.
- Unmatched, duplicate, and ineligible items excluded or reversed with a reason.
- Supplier correspondence and corrective documents attached.
- Claim, reversal, and reviewer approval documented for each material exception.
Retain the final reconciliation with the return-preparation records. A reviewer should be able to start with any claimed amount, trace it to the purchase book and GSTR-2B document, see the eligibility decision, and follow every correction or reversal without relying on an undocumented spreadsheet judgment.
