Short answer: Treat an unexpected demand for immediate tax payment, personal information, or secrecy as a likely impersonation scam—especially when the contact threatens arrest, promises a refund or prize, or insists on a gift card, wire transfer, or cryptocurrency. Stop responding, do not click or pay, and verify any real tax matter through an independently opened IRS account, notice lookup, or IRS customer-service channel. Caller ID is not proof: scammers can spoof it.
Warning signs of an IRS impersonation scam
Scammers targeting older adults may pose as the IRS, Social Security Administration, or Medicare. They commonly invent a tax bill, refund, prize, lien, or debt-relief opportunity and then create pressure to act before you can check the story. The IRS identifies these patterns as warning signs, not as normal collection procedure.

Unexpected contact and manufactured urgency
- An unsolicited call, email, text, social-media message, or letter says you must act immediately.
- The sender threatens arrest, deportation, license loss, a lawsuit, police action, or another immediate consequence.
- The message demands secrecy or tells you not to contact your tax professional, family, bank, or the IRS.
- The caller claims a refund or prize is waiting but requires a fee or personal details first.
- The contact uses a deadline, countdown, or repeated calls to keep you from pausing and checking the claim.
- The sender says a tax lien or debt can be removed if you pay a “processing” charge or provide information immediately.
Fear and excitement are both useful tools for an impersonator. A threat is designed to make you obey before thinking, while a surprise refund or prize is designed to make you overlook the request for money or data. Neither emotional trigger proves that the contact is from a government agency.

Requests to pay with gift cards, wire transfers, or cryptocurrency are strong scam indicators. A legitimate tax obligation is not authenticated by the caller’s preferred payment method, and you should never pay through instructions in a suspicious message. Be cautious even if the person gives a convincing explanation, such as saying that a gift card is needed to “register” a payment or that cryptocurrency is the only way to avoid arrest.

Requests for sensitive information
Do not provide a Social Security number, Individual Taxpayer Identification Number, bank or card details, online-account password, one-time code, or identity-document information because a stranger contacted you. A request for remote access to your computer or phone is another reason to end the interaction. The same rule applies to photographs of identification, tax forms, checks, or account screens. A real tax issue can be checked independently; it does not require you to surrender secrets during an unplanned contact.
How legitimate IRS contact normally works
The IRS normally begins contact about a personal tax matter with a letter sent through the U.S. mail. It does not initiate personal tax matters through email or social media. Text messages are used only when a taxpayer has opted in to the relevant service. See the IRS explanation of contact practices at Ways to tell if the IRS is reaching out or if it’s a scammer, an IRS Tax Tip dated July 8, 2025.
That does not mean every IRS phone call is fake. An IRS employee may call after an initial letter or notice. An authorized private collection agency may also call in certain cases, but only after the IRS has sent written notice. The absence of a call is not a test, and the presence of a familiar-looking number is not one either. The correct question is whether the underlying notice and the caller’s identity can be confirmed through an official channel you locate yourself.
Verify without using the suspicious contact
- Pause and tell the caller or sender that you will verify the matter independently. You do not need to stay on the line while checking.
- Open your browser or app yourself and sign in to your secure IRS Online Account; do not follow a link supplied by the message.
- Review the account’s notices and letters. Compare the notice number, tax period, amount, and instructions with what you received. A mismatch is a reason to stop and seek clarification, not to pay.
- If you received a paper notice, use the IRS notices-and-letters information or contact IRS customer service through a phone number you obtained independently from IRS.gov.
- If a caller claims to represent a private collection agency, check the taxpayer authentication number against IRS Notice CP40 before discussing the account. Do not rely on a number or website printed in an unexpected message.
- If you use a tax professional, contact that person through a number already in your records. A family member or caregiver can help compare a notice, but the verification should still use official IRS channels.
Do not let a caller “transfer” you to a supposed supervisor, send you a verification link, or tell you which number to call. Those steps keep you inside the same unverified channel. Type IRS.gov into your browser, use a saved official bookmark, or open the IRS app yourself.
What to do during a suspicious call
- End the conversation. Do not argue, confirm information, press a keypad option, or call back. A simple statement such as “I will verify this through IRS.gov” is enough before hanging up.
- Record details safely. Write down the displayed number, any callback number, the caller’s claimed name or badge number, the date and time, and what payment or information was requested. Caller ID can be spoofed, so preserve it only as evidence.
- Do not click or pay. Ignore links, attachments, QR codes, payment portals, and requests to install software. Do not remain on the line while opening your bank or tax account.
- Tell someone you trust. A caregiver, family member, tax professional, or bank fraud department can help you review what happened. Asking for a second look is a safety step, not an admission that you did something wrong.
- Report it. Use the phone-reporting routes in the table below and retain your notes in case another message follows.
Where to report an IRS impersonation attempt
Choose the route that matches the channel. Include the identifying details requested by the IRS, but do not send passwords, one-time codes, or unnecessary financial information in a report. Reporting helps investigators connect repeated numbers, addresses, accounts, and payment demands, even when no money was lost.

Prepare the report before deleting anything
For a call, note the number shown and any number the caller gave you. For an email, preserve the original message and attachment rather than copying only the visible text. For a text, capture the sender number, complete wording, your number, and the date, time, and time zone. For social media, copy the account’s full URL. These details are more useful than a general statement that “someone called about taxes.” Never add a password, one-time authentication code, or full bank-account credentials to make a report more complete.
If you already shared information or sent money
Report the impersonation even if the payment or disclosure has already happened. Then act according to the information exposed; speed can limit further loss. Keep a timeline of the contact, what you disclosed, payments made, and the institutions you notified.
Tax identifiers or identity documents
Use the IRS identity-protection tips and the IRS Report fraud guidance. Continue monitoring IRS account activity and tax correspondence for filings or changes you did not make. If the scam involved broader identity theft, follow the identity-protection instructions for the specific document or identifier disclosed. Tell the IRS what was exposed rather than sending additional copies of the information to an unsolicited contact.
Bank-account or card information
Call the bank or card issuer using the number on a statement or the institution’s independently opened website. Explain that the details were given to an impersonator, ask what fraud controls or account changes are appropriate, and monitor transactions. Do not use a callback number supplied by the scammer. Save confirmation numbers and the date of your report.
Online-account credentials or one-time codes
Change the affected password from the genuine service, sign out other sessions where available, and enable multifactor authentication. If the same password was reused elsewhere, change those accounts too. A one-time code should be treated as compromised once it has been disclosed. Do not assume that changing only your email password protects a tax or financial account that used the same credential.

Money already sent
Contact the payment provider immediately and ask whether the transaction can be reversed or frozen. Gift-card issuers, banks, wire services, and cryptocurrency platforms have different recovery processes; provide the transaction record and the recipient details. Recovery is not guaranteed, but delay removes options. Keep the gift card, receipt, wire confirmation, wallet address, or other transaction record for the provider and law-enforcement reports.
A practical checklist for older adults and caregivers
- Pause when a message creates fear, excitement, or a deadline.
- Tell the contact you will verify independently, then end the interaction.
- Save the number, address, username, URL, message text, and timestamps without opening links or attachments.
- Check IRS notices through an account or phone route you opened yourself.
- Ask a trusted family member, caregiver, tax professional, or bank fraud department to review the situation before any payment.
- Report the attempt through the channel-specific route above.
- If information or money was exposed, contact the affected institution immediately and follow IRS identity-protection guidance.
- Keep a written record of reports, confirmation numbers, and follow-up instructions.
Caregivers can agree in advance on a pause rule: no tax payment, account change, or disclosure after an unexpected contact until another trusted person has reviewed it. The rule should support the older adult’s decisions, not require handing over passwords or giving a stranger remote access.
Common mistakes that make impersonation scams worse
Trusting caller ID
A local number, an IRS-looking number, or a displayed agency name can be forged. Treat caller ID as a record for reporting, never as authentication.
Calling back to “test” the caller
Returning the number supplied in the message keeps you inside the scammer’s channel. Start from IRS.gov or your secure IRS account instead.
Assuming every IRS call is fraudulent
The IRS can call after written contact, and authorized private collection agencies can call after required notice. Verify the underlying notice independently rather than relying on a blanket rule that the IRS never calls.

Forwarding a suspicious email as ordinary text
Regular forwarding can strip technical details useful to investigators. Send the suspicious email to [email protected] as an attachment when possible.
Continuing after a partial disclosure
Some people keep talking because they have already confirmed a name, address, or last four digits. Stop anyway. A partial disclosure does not obligate you to provide the rest, and ending the contact gives you time to secure accounts and report it.

An unexpected, urgent demand is the signal to stop—not a reason to comply faster. Do not pay, click, reply, or disclose sensitive information through the contact. Frequently Asked Questions
Does the IRS ever call taxpayers?
Yes. The IRS normally starts with a mailed notice, but an employee may call after that written contact. An authorized private collection agency may also call after the IRS sends required written notice. Verify the notice independently; do not rely on caller ID.
What should I do if an alleged IRS caller demands a gift card?
Hang up, do not buy or provide the card number, record the caller ID and callback number, and report the call to TIGTA at 800-366-4484 or through its online system. You may also send the caller ID and callback number to [email protected].
